Telecommunications Leasing Master Agreement with Milestone Communications (Milestone) to allow
Milestone to market School Board properties to wireless carriers looking
to
improve cellular service
within
Prince George's County by constructing towers and base stations on school property. Two
properties owned by the Board
of
Education and located in District 9, Old Croom Vocational High School
and Burroughs Middle School, have been selected by Verizon Wireless to cover gaps in wireless
coverage
within
these communities. An aerial view and site plan
for
each of the proposed sites are
included
with
this letter. Please note: Site plans remain subject to revision. For example, we are
coordinating efforts at Burroughs Middle School to we provide a plan revision
that
harmonizes
with
the
current development underway at the school. Ultimately, the facilities will not interfere with the
schools' use
of
the property, and classify
as a
permitted use subject
to
the setback and landscaping
requirements of the Prince George's County Zoning Code.
In
accordance with the Board
of
Education policy and associated administrative procedures, Milestone
presented these sites
for
the Board's consideration as viable locations
for
the siting of wireless

telecommunications facilities, and was given approval to proceed with initial preparations and
coordination to bring the proposals forward.
Milestone then met with Princ ipal Judy Adams on January 16, 2014 to discuss the proposed facility at
Burroughs Middle School. Old Croom Vocational H igh School is not an active school at this time, so
efforts there were coordinated with Sam Stefanelli and Don Howerton of Prince George's County Public
Schools (PG CPS). Principal Adams did not object t o the proposal, provided that Milestone follows the
Board of Education policies and procedures, and that Milestone coordinates with the appropriate
stakeholders. Again, we are also
coordinating with
PGCPS s
n-site engineering eam, who
oversee
the
current development project at Burroughs Middle School, o assure our plans synchronize with existing
and futureuses for the site. Milestone is also making progress in preparing to file with the Prince
George's County Telecommunications Transmission FacilitiesCoordinating Committee

sites. As Milestone draws closer to beginning our community outreach and notification
process, we wish to provide you with any information you may require regarding

Milestone's comprehensive community outreach efforts often exceed

jurisdictions in which we seek to locate telecommunications facilities. Milestone
will
not only contact
the elected officials,community leaders, neighbors livingnear the site and community organizations as
required, but also will expand the notifications mailing area for this site. Jn our outreach letter, we also
provide a web address for a dedicated website created to provide information specific o this proposed

information out to stakeholders early and transparently, so
that there
are no

Milestone's Master Lease Agreement with Prince George's County Public Schools(PGCPS) and the benefits it offers. It

PGCPS.

On February 7, 2011, Prince George's County Board ofEducation (the Board) entered into a
Telecommunications Leasing Master Agreementwith Milestone Communications (Milestone) to
allow Milestone to market School Board properties
to
wireless carriers looking to improve
cellular service within Prince George's County by constructing towers and base stations on
school property. A property owned by the Board of Education and located in District 2, Carroll
Middle School, h a s been selected by Verizon Wireless to cover
a
gap in wireless coverage within
this community. An aerial view and site plan of the proposed site are included with this letter.
Please note: The drawings are being revised to show 110' height for the tower (monopole). The
facility will not interfere with the school's use of the property, and
is
a permitted use subject to
the setback and landscaping requirements of the Prince George's County Zoning Code.
In accordance with the Board of Education policy and associated administrative procedures,
Milestone presented this site for consideration a s a viable location for the siting of a wireless
telecommunications facility, and was given approval to proceed with initial preparations and
coordination
to
bring the proposal forward.
Milestone then met with Principal David Curry on November 13, 2013to discuss the proposal.
Mr. Curry does not object to the proposal, provided that Milestone follows the Board of
Education policies and procedures, and that Milestone coordinates with the appropriate
stakeholders. Since that meeting, Milestone has made significant progress in preparing to file
with the Prince George's County Telecommunications Transmission Facilities Coordinating
Committee (lTFCC) for review of this site.

community outreach and notification process, we wish to provide you with any information you
may require regarding the proposed facility and our community outreach efforts.
Milestone's comprehensive community outreach efforts often exceed the requirements of the
jurisdictions in which we seek to locate telecommunications facilities. Milestone will not only
contact the elected officials, community leaders, neighbors living near the site and community
organizations
a s
required, but also will expand the notifications mailing area for this site. In our
outreach letter, we also provide
a
web address for
a
dedicated website created to provide
information specific to this proposed facility. Our policy is to get information out to
stakeholders early and transparently,
so
that there are no surprises later on in the process. In
keeping With TIFCC requirements, we will of course provide a briefing at a mutually-convenient
time to affected parties who make such
a
request within 30 days of the date of the notification
mailing.
After the community outreach process is complete, Milestone will proceed with its' application
to the TIFCC. Once TIFCC approval h a s been granted and written approval received, Milestone
will apply for
a
building permit and coordinate leases through the School Board. Upon receipt of
the building permit and executed leases construction will be scheduled and completed.
