Smart city or smartearning for those in

the power !!!Just when the state is all set to propel itself into one of the

most well-governed in the country as was unfailingly promisedat every election campaigns, the lust for power and pelf playedspoilsport, yet again. The dreams of a smart city peddled bythe powerful few who decides the destiny of this insignificantstate from the cocooned comfort at the country’s capital hasbeen keeping the people of Manipur on a dream and a prayerfor so long. Hopefully, things are starting to move in the rightdirection once again, notwithstanding the fact that the pace ofprogress is anything but inspiring to put it mildly. And amidstthe glimmer of hope, the ever present strife and tussle forpower within the ruling party is posing a serious threat tothe nascent dream of the collective public and the realmasters have to step in once again to bring some semblanceof normalcy in the ranks of the elected representatives ofthe state. no one is certain which way the wind will blowbut the need to put an end to such self-degrading attitudesand irresponsible conduct has been felt by one and all for awhile now. and the sooner the better else every littleprogress we have witnessed will literally go down the drain.

Promises and assurances are no substitutes for concreteresults which is what the impatient public has been longingfor. We have seen promising starts and convincing displaysof intent but the follow through and the political integrityto deliver as promised has been largely dismal. For a partywhich sparked the spirit of change in the public, the feelingof needing that wee bit more push and alacrity to theactivities has been present, and the present volatile politicalsituation is not helping matters none.

The concept of a smart city is a fantastic one whosetime has come, and there is no denying the fact thati nteg rati on and synchron i zati on of act iv it ie s andinformation is the only way in which the government caneffectively take the state forward. Yet previous attemptsat modernization (read installation of CCTVs ) turned outto be a farce designed to profit a few at the expense of thetaxpayers. No one has ever been held responsible for thedeception. Automated traffic signals at majority of thejunctions barring those at the heart of the city remainineffective and unmanned. Waste disposal remains a smellyissue in more ways than one, and the concept of segregationof waste which is the basic step towards proper disposal ofwaste is still unknown to most public, and nor has therebeen any perceivable effort on the part of the governmentto educate and inform the general public regarding thesame. Secure parking facilities around the city for cycles,as well as dedicated and safe cycle tracks which wouldencourage a lot of the public to turn to cycling as analternative, healthy and cost-effective means of transportneeds to be developed at the earliest to reduce pollutionand congestion which is becoming a big issue right now.Motorcades for VIPs and VVIPs should be trimmed down tothe bare minimal for obvious reasons, and stricter scrutinyand i nspe cti on of worki ng s of every g overnmen tdepartments should be undertaken to reduce corruption andincrease productivity. Regular and timely updates ofinformation in the respective websites of the variousdepartments will go a long way in achieving this objective.

Smart does not necessarily equate to having quick wittedintelligence and advanced political manoeuvres. A diligentand sincere approach towards the task at hand, a systematicand honest apprai sal of act ivit ies and pri ori tizi ngresponsibilities over privileges will set things for the rightcourse. Perhaps a tall order for the present crop ofconfused, conceited and conniving souls with the penchantfor begging the public once in a while for the chance to‘serve’ them but ends up getting served instead.

Forest and Environment MinisterThounaojam Shyamkumar had saidthat he acknowledged the problemsand threats faced by the ForestDepartment off icials whilecountering wildlife trafficking in theState.Speaking on the inaugural functionof the 2 days workshop on LawEnforcement and Counter ingWildlife Trafficking for the frontlinefield staff of Forests, Wildlife, AssamRifles, Paramilitary Forces andManipur Police in the State ofManipur held at main conferencehall, Forest Head Off ice,Sanjenthong, Imphal on Thursday.The workshop is being organised bythe Wild life Wing, ForestDepartment in association with theWildlife Conservation Society(WCS) India. It is concluded today.Stating that Forest department hasadequate manpower, the Ministersaid that the depar tment needs

He said he isoptimistic that the issue can be dealt

with joint collaboration between theForest Department, State police andparamilitary forces.Suhel Akhtar, Additional ChiefSecretary (Forest and Environment)said that as smuggling of wildlifeactivities are still continuing in theState and stressed on the need forsuch kind of workshops in all thedistricts including the Divisional

Healso stressed on the need tostrengthen the legal action againstthose involving in wildlifetrafficking.In the technical session held in theafternoon, DP Bankhwal, IFS (Retd),Government of Assam spoke on thetopic ‘role of paramilitary servicesin countering wildlife trafficking’,Aditi Ranjan , ConservationBiologists spoke on the‘introduction to wildlifetrafficking’, Anirban Chaudhari,Field Bio logists spoke on‘commonly traff icked wildlifeanimals and products’ and MIVarghese, IFS (Retd.) spoke onintroduction to Wildlife (Protection)Act, 1972 which was followed byquestion and answer session.K. Angami, PCCF and HoFF, ShriDJN Anand, PCCF (Wild life) ,officials of the Forest Department,scientists from Wildlife Institute ofIndia (WII), officials from ManipurPolice, Assam Rifles also attendedthe inaugural day.

Directedby Inder Sen, the 1979 movie(Bengali) has music by Bhupen-dawhere casts include George Baker,Rakhee Gulzar, Anil Chatterjee, GitaDey, Abha Dhulia,Tarun Kumar, Chinmoy Roy etc.

Chameli Memsaheb to bescreened at GPC

Bhupen-da along with HemantKumar, Asha Bhosle, UshaMangeshkar, Aarti Mukherji etc lenttheir voices in different songs.It was a remake of the Assamesemovie Chameli Memsaab, which isbased on a short story of eminentauthor-journalist Nirod Choudhury.Released in 1975, the criticallyacclaimed movie was directed bywell-known performer Abdul Majid,where George Baker and BinitaBorgohain played the lead roles. The well-admired movie broughtthe national award for best musicdirection (by Bhupen-da) for thefirst time to Assam’s film-world.

Soden Lepcha has beenengaged in alcohol and drug de-addiction work and has beenfighting for the welfare of theLepcha community since long. Theaward comprised Rs one lakh, amemento and a scroll of honour. On the occasion the Governorcomplimented ‘My Home India’ forits efforts in bringing aboutemotional integration of the peopleof North East with the rest of thecountry. He applauded ChodenLepcha for matching her novel

writings with noble social work. Former Governor of Tripura andBihar Dr D Y Patil, founder of ‘MyHome India’ Sunil Deodhar,Chairman of Saraswat Bank GautamThakur and Vice-Chancellor ofCentral University Bilaspur Dr AnjilaGupta, Shravan Jha, CEO, My HomeIndia were prominent among thosepresent. While replying to the felicitationChoden Lepcha dedicated the awardto the Lepcha community. “ I camefrom a small village of Sikkim toMumbai by an aeroplane for the firsttime. I could not takehigher education, but I am happythat the organisation like “My HomeIndia” has been extending helpinghand” she said.
