    The TRESSPASS project includes air, mari�me and land BCPs and travel routes that combine different modali�es by impor�ng the idea of “Risk based” security checks and proposing an analy�c framework for modelling risk as well as a systema�c approach of quan�fying risk, based on a set of indicators that can accurately be measured across all four �ers of the Integrated Border Management.

    • measures undertaken in, or jointly with third countries or service providers; • coopera�on with neighbouring countries; • border control and counter-smuggling measures, and • control measures within the area of free movement.

    TRESSPASS is a 42 month Innova�on Ac�on star�ng in June 2018 and ending in November 2021, with 22 partners from across Europe forming a strong consor�um of market-leading companies, innova�ve and highly specialized SMEs, renowned public research ins�tutes and a substan�al cluster of opera�ons experts and End Users.

    Concerning modali�es, TRESSPASS includes air, mari�me and land (including foot, car, train, and -if it develops- hyperloop) Border Crossing Points and specifically travel routes that combine different modali�es. Concerning threats, this includes smuggling, irregular immigra�on, cross border crime, and terrorism, including threats to the transport itself it excludes other threats sich as posed by state-actors, and it excludes bulk cargo.

    Moreover, TRESSPASS includes a unique combina�on of high-impact EU border crossing se�ngs, covering all modali�es: land, air and mari�me and all �ers of EU’s border access control model. The overall scope of TRESSPASS is to modernize the way the security checks at BCPs are held out by implemen�ng the project objec�ves:

    • Develop a single cohesive risk-based border management concept• Apply an ethics and data protec�on “by design” approach• Include passenger trust in risk management model and perform sensi�vity analysis and op�miza�on• Develop three pivo�ng pilot demonstrators• Demonstrate the validity of the single cohesive risk-based border management concept• Prepare for the further development of this concept

    The TRESSPASS solu�on consists of a suite of services offered by the TRESSPASS Node. This node offers an enhanced situa�onal awareness for border control prac��oners and offers an improved risk-management coordina�on and coopera�on among them. TRESSPASS Nodes will be deployed and integrated in every local environment of the three pilots. From coopera�on between two or more TRESSPASS Nodes the requested interna�onal alert system will emerge.

    The TRESSPASS system will elevate the process and security to new levels, by collec�ng data, fusing and analyzing them, making the appropriate risk analysis and feeding the C2 system to support the decision of the border officers. TRESSPASS will integrate a complete architecture of Informa�on Exchange and Aler�ng services to enable interna�onal coopera�on. These services allow the exchange of well-defined security en��es (Risk, Alert, Anomaly, Object, etc) and alerts among TRESSPASS nodes (airports, ports, border crossing points, etc.)

    Pilot Use Cases:

    The Air BCP Pilot: October 2020Risk based border crossing at Amsterdam Schiphol Interna�onal Airport, focusing on shaping risk based border control with available in advance informa�on and informa�on regarding behaviour at the airport.

    The Land BCP Pilot: March 2021Land border risk based screening within Nadbużański Regional Unit of Polish Border Guard, aiming to introduce innova�ve concepts, for detec�on of cross border smuggling of goods, illegal migra�on and document forgeries.

    The Sea BCP Pilot: July 2021Cruise travelers risk based screening at Piraeus Cruise Port aiming to introduce a Mari�me – PNR to be integrated and inter-operated with Airlines PNR as to provide a common opera�ng picture based on Risk based screening among all competent authori�es.
