Initial Candidate Transition Points Documents
Overview
EPP faculty have identified and mapped candidate transition points per program. Transition
points are defined opportunities to monitor candidate progress and are preset data collection
points. CAEP and program assessments as well as other progression criteria are named in each
document. Transition Points documents include the following for each transition point as
applicable:
• Required GPA’s
• Testing to be completed
• Required experiences
• General Education, Teaching field, and professional credits required
• Dispositions assessments
• Field experience evaluations
• Additional program key assessments
Description of Transition Points Transition Point 1
At Transition Point 1, candidates apply for admission to a teacher education program. Candidates
at this point must complete a formal application providing critical information to advisors and
the Admission team (A-Team). The application serves as written notice of intent to pursue a
degree in teacher education. Candidates must also have satisfactorily completed all prerequisite
courses designated for their specific program of study. Program advisors confirm that the courses
are completed and present this information to the A-Team team at the admissions meeting.
Candidates are scheduled for an admission interview with a faculty panel. A common interview
protocol is used to gain additional information about the candidate including prior experience
with P-12 students and insight into desired professional dispositions. In all certification
programs, candidate dispositions will have been assessed using the EDA instrument. This
dispositions evaluation adds to the candidate admission portfolio for review. Candidate GPA
must meet the minimum EPP criteria of 2.75.
Candidates are encouraged to have taken the PRAXIS Core test at this point but, based on state
regulations, candidates have until prior to the final internship to pass this licensing requirement.
Because of the importance of professional dispositions and confidentiality in the profession,
candidates are required at this time to have participated in an orientation session where the
Professional Responsibilities document created by the EPP is reviewed and signed as a
commitment to uphold the behaviors set forth. All candidates for admission must have applied

for and received a clear criminal background check. At a scheduled time each semester,
candidates who are eligible for admission to a teacher certification program are presented to the
A- team for consideration. The A- team is comprised of representatives from each initial
certification program, the clinical director, the certification officer/undergraduate advisor,
department chairs, and the graduate admissions officer. Candidates who meet all criteria for
admission are unconditionally admitted. If a candidate has a deficit in an area that can be
corrected or resolved within one semester, the team will admit the candidate
conditionally. A candidate who is admitted with conditions will be placed on an action plan for
progress monitoring and assigned to a faculty member for follow up. All candidates will be
notified by email of their admission status within the established time frame.
Transition Point 2
Mid-program monitoring is in place for all teacher education candidates at the EPP. At this point,
candidates will have been placed in a field experience with Level 2 expectations. The evaluation
rubric for this clinical experience is more comprehensive and includes, in addition to the Level 1
professional expectations, developing teaching behaviors expected at this phase. The Level 2
clinical experience evaluation instrument is the first formal assessment of a candidate’s ability to
apply their knowledge and understanding of the College and Career Ready Standards
(CCRS). In the rubric row 1, for example, candidates are assessed on their ability to write
objectives that are appropriately connected to the CCRS. Assessment of technology integration
begins at this level as well. Candidates are evaluated on their ability to integrate technology into
instructional activities and engage students in the use of technology beginning at Level 2.
Content knowledge is assessed beginning with the Level 2 field experience. Candidate ability to
provide learning experiences allowing P-12 students to form connections between subject areas
and other disciplines is evaluated. The EDA instrument is used to again evaluate professional
dispositions. During this phase of preparation, all candidates must demonstrate evidence of their
developing professionalism, and use of content knowledge and pedagogical skills.
GPA is monitored each term by program advisors. To move forward in a teacher education
program, a candidate must maintain the required GPA. Career counseling is ongoing and if it is
in the best interest of a candidate to change to another major or defer for a time period,
a candidate will be advised to do so. Deferring may be an option particularly if a course will not
be offered until the following year as is often in cohort model programs. Candidates can choose
to repeat the course at next offering or apply their coursework to a major that does not require the
GPA minimum in order to avoid delay in graduation. At any time in a candidate's program, an
action plan may be initiated to provide support in any area where a deficit is indicated. An
action plan is enacted and monitored through the A team.
Advisors encourage candidates at this point in their program to at least be in process of taking
required PRAXIS subtests for their program. Recommendation for certification follows
graduation and passing of PRAXIS content subtests are not consequential to completion of the
teacher education program. It is important to note, however, that the certification officer
cannot submit a recommendation for state licensure for the candidate until all required PRAXIS
content subtests are passed as this is a condition for recommendation for certification.

Transition Point 3
The final monitoring point is at clinical internship at the end of their program. At this point,
dispositions will be assessed for at least the third time. The expectation is that candidates will not
have any areas of significant deficiency regarding professional behaviors. Because of close
monitoring, scaffolding offered throughout the program of study, most candidates have already
resolved any outstanding concerns.
