Annual Administrative Report for the year 2010-2011
Introduction:
Like other countries, the environmental problems are increasing with tremendous speed in
India also. It has become evident that we can no longer think of socio-economic development in
isolation with the environment. The nature of issues confronting the mankind requires us to chart a
sustainable course of development as development is directly related to environmental degradation.
The United Nations Conference on Environment and Development (UNCED), held in Rio de Janerio in
June 1992 focused the world’s attention on environmental and development problems. Agenda 21,
an outcome of the conference, represented a global consensus and political commitment at the
highest level on socio-economic development and environmental cooperation. The foremost
responsibility for leading this change was placed on the national governments. Each government was
expected to design national strategies, plans, and policies for sustainable development in
consonance with the country’s particular situation, capacity and priorities. Environmental
sustainability considerations have been an integral part of the Indian culture. The need for
conservation and sustainable use of natural resources has been expressed in Indian scriptures more
than three thousand years ago and is reflected in our constitutional, legislative and
policies/framework as also international commitments. Apart from concerns about increasing air
and water pollution, degradation of land and forests along with loss of biodiversity have also come
into focus.
Extensive efforts have been made by Govt. of Haryana to integrate environmental, economic
and social objectives into decision-making through new policies and strategies for sustainable
development or by adapting existing policies and social objectives into decision-making through new

State of Haryana is one of the most Industrialized States of the Country but is not completely secure
from environmental problems. With the modest river water resources available in Haryana, clean
revisers have a special significance for a healthy and invigorating quality of lie with added material
prosperity. The State Government is fully committed to the cause of protecting the environment.
State Environment Department through Pollution Control Board, along with other concerned
Departments i.e. Forest Deptt., Public Health Deptt; Urban Development Deptt., Education Deptt.
and District Administration etc. is making collective efforts in collaboration with universities NGOs
etc. by organizing seminars, workshops, debates and discussions on environmental related issues to
create proper awareness among the general public.
A. Constitution, Function and Staff of the Department of Environment:
The State Government created the Environment Department in the year 1989 with a view to
coordinate the functioning of the Haryana State Pollution Control Board for effective
implementation of various laws and acts concerning to environment and pollution control. The
Department of Environment is having administrative control of functioning of Haryana State
Pollution Control Board. For effective implementation of the acts and schemes, the following staff
has been sanctioned in this department.

B. Activities of the Environment Department.
[1] Setting up of Head-Quarter and Referral Laboratory Scheme:-
During the year 2010-11, an amount of Rs. 61.00 lacs was sanctioned and spent for salary
etc. to the staff at H.Q. and working of the Referral Laboratory, set up under Section 52(1) of the
Water (Prevention and Control of Pollution) Act, 1974 and Section 28(a) of the Air (Prevention and
Control of Pollution) Act, 1981 no. of samples received during 2010-2011 to be given.
[2] Setting up of Special Environment Courts.
The special Environment Courts functioning one at Faridabad and other at Kurukshetra are
also taking initiatives to dispose off cases relating to Water (Prevention & Control of Pollution) Act,
1974, Air (Prevention & Control of Pollution) Act, 1981, Environment Protection Act, Indian Forests
Act, Wild Life Act and PLPA. During the year 2010-11, An amount of Rs. 89.00 lacs was sanctioned
and spent for salary and contingencies expenditure etc. to the staff. During year 2010-2011, 1113
nos. of cases has been instituted and 1245 nos. of cases has been disposed off under various act.
[3] State Environment Impact Assessment Authority:
The MOEF, GOI vide notification dated 21.4.2008 constituted a State Level Environment
Appraisal Committee and State Level Environment Impact Assessment Authority for giving
environmental clearance to Category ‘B’ Projects under EIA Notification dated 14.09.2006 in the
State. Sh. K.S. Bhoria, IAS (Retd.) was the Chairman of State Environment Impact Assessment
Authority and Sh. Inderjit Juneja was the Chairman of State Environment Appraisal Committee. No
budget was sanctioned under this scheme during the year 2010-11. An amount of Rs. 78.00 lacs was
sanctioned during the current financial year 2009-10 out of which an amount of Rs. 78.50 lacs was
incurred. The SEIAA has received cases for granting environmental clearance under “B” Category.
The SEIAA has decided 198 cases during the year 2010-2011.
[4] Environment Training Education and Awareness Prog:
The Environment Deptt. is making efforts to create awareness against the hazards of
environment pollution by organizing seminars & workshops and taking necessary steps for
protecting and preserving the environment. In the financial year 2010-2011, an amount of Rs. 3.00
lacs was sanctioned out of which an expenditure of Rs. 1.42 out for payment to M/S A-1 Advertisers
Pkl., for displaying of panels on Haryana Roadways Buses on burning of paddy straw and wheat
stubble and rest of amount i.e. Rs. 1.50 lacs released to Haryana State pollution Control Board for
conducting 2 trainings /workshops on Hazardous Waste and Municipal Waste Prog. In District
Faridabad and Gurgaon and prohibition of plastic carry bags and plastic articles in Panchkula.
[5] Hazardous Waste/Solid Waste management Scheme.
As per guidelines of Hon’ble Supreme Court of India, hazardous Waste disposal site is being
developed at village – Pali District. Faridabad for safe disposal of hazardous waste generated, by the
industries. Haryana Environmental management Society was formed b the industries generating
hazardous waste. An amount of Rs. 5.00 lacs was sanctioned under this scheme during the year
2010-11 and released to Urban Development Deptt.
[6] Setting up of Eco-Clubs:
The State Govt. has set up 2850 Eco-Clubs under National Green Corps scheme in the State
during the year 2005-2006, which was raised upto 5250 eco-clubs in 21 Districts of the State. During
the year i.e. 2009-10. An amount of Rs. 3.00 lacs was spent in the State Level Eco-Club Camp in
Kalesar, Yamunagar during the year 2010-11. As per the announcement of Hon’ble Minister, it has
been proposed to enhance the budget to Rs. 2500/- at the State Level. Various activities relating to
Environment are being carried out through these eco-clubs.
[7] Sewerage Treatment Plant in Haryana State.
This scheme was introduced by the State Govt. for providing Sewerage Treatment Plant for
undeveloped and newly developed cities and clusters of industries. An amount of Rs. 2.00 lacs was
sanctioned during the year 2010-2011 and released to HSPCB for effective implementations.
[8] Ghaggar and Markanda Action Plan.
This scheme was introduced for providing the facility of safe drinking water to the
inhabitants. There are only two rivers flowing in the State i.e. Yamuna and Ghaggar. Yamuna river
has already been covered under the Yamuna Action Plan, Govt. of India. Ghaggar river and its
tributary Markanda is being monitored regularly by Haryana State Pollution Control Board. To
conserve the wholesomeness of water Ghaggar and Markanda and ground water strata of the
region, Sewerage Treatment Plants (STPs) will be required to treat the sewerage of the towns and
cities before it being added to the rivers. Under this scheme, an amount of Rs. 2.00 lacs was
sanctioned under this scheme during the year 2010-2011 which was released to HSPCB, Pkl.
[9] Setting up of Environment Training Institute at Gurgaon.
The main object to start this scheme is to promote environmental sensitivity and knowledge
in all section of the society including industrial units as Air, Water, Hazardous & Solid Waste
pollution being created by the industrial units and the persons handling these works are totally
ignorant manner regarding scientific disposal management of units. The scheme started by the State
Govt. in collaboration with HSPCB, Pkl. During the year 2010-2011 an amount of Rs. 2.00 lacs was
released to HSPCB.
[10] Haryana State Bio-Diversity Board:
The State Govt. in the Environment Department vide Notification dated 14.11.2006, Haryana
State Bio-Diversity Board was constituted under the chairmanship of Hob’ble Minster of
Environment, Haryana in pursuance of Biological Diversity Act, 2002 enacted by the MOEF, GOI for
conservation of Biological Diversity sustainable use of the components and fair and equitable sharing
of the benefits arising out of the use of biological resources etc. An amount of Rs. 10.00 lacs was
earmarked as one time grant for establishment of Board out of which Rs. 5.00 lacs was received. An
amount of Rs. 5.00 lacs was released by the Department for establishment of Haryana Biodiversity
Board and Biodiversities Monitoring Committees (BMC).
[11] Common Bio-Medical waste management and Treatment Facility:
This is a newly created scheme of this Department for proper implementation of the
Bio-Medical Waste (Management and Handling) Rules, 1998 notified under Ministry of Environment
and Forests, Govt. of India notification dated 20.7.1998. Under this scheme, an amount of Rs. 12.00
lacs has been sanctioned during the year 2010-2011, which has been released to the HSPCB, Pkl.
who will take responsibility of proper segregation, packing, transportation, storage, treatment and
disposal of the Bio-Medical Waste.
[12] Recycling facility for Mercury Contamination from CFL/FTLS:
This is a newly created scheme of this Department for proper system of transportation,
collection, disposal, and recycling of the fused/disposed off CFL/FTLs. An amount of Rs. 10.00 lacs
was sanctioned during the year 2010-2011, which has been released to the HSPCB, Pkl.
[13] Ban on manufacture and usage of recycled plastic carry bags / containers.
As per the Recycled Plastic Manufacture and Usage Rules, 1999,the
Haryana State Pollution Control Board is monitoring manufacturing of plastic
carry bags/containers. Environment Department has issued latest notification
dated 3rd Feb, 2010. in this regard. Under this notification the manufacture, sale
and usage of plastic carry bags less than 40 microns and size 12x18 inches has
been banned. As per the latest Rules of 3 January 2011 (Respective of thickness
of size) the State Govt has imposed a complete on the Manufacture, sale, usage
of all plastic carry bags . Besides, a total ban has been imposed on use of plastic
carry bags and plastic articles in the premises of religious premises such as
Mata Mansa Devi at Panchkula, Mata Sheetla Devi Temple, Gurgaon, religious
towns of Kurukshetra and Thanesar and environmental sensitive areas viz Morni
hills, National Parks and Wild Life Sanctuaries etc. Additional Prescribed
Authorities have been notified including DC, ADC, SDM. Tehsildar, Naib Tehsildar,
BDO, DFO, XEN Public Health, Estate Officer, HUDA, Executive Officer, MCs
besides the officers of the Board for effective implementation of the revised
notification dated 31.5.2011. Regular checkings are being conducted as per the
revised notification and challans are issued against the violators. 3777 challans
were issued in the year 2010-11 against the violators of the notification.
[14] Creation of Climate Change Cell
This is a new scheme created in the Department for implementation of the
missions as prescribed in the National Action Plan on Climate Change (NAPCC)
released by the Hon’ble Prime Minister of India. The State Government has been
entrusted with the tasks to prepare State Action Plan on Climate Change
(SAPCC). The MOEF, GOI has granted a fund of Rs. 3.00 lacs during year 2010-
2011 required for preparation of SAPCC. The preparation of SAPCC is in advanced
stage. The proposal for budgetary provision for meeting with expenses for staff
and implementation for Action Plan suggested in the SAPCC has been submitted
to Government for approval.
14. Promotion of Common effluent Treatment Plants
An amount of Rs. 56.10 lacs was released by this department to HUDA from the year 2003-
2004 to 2007-08 as Grant –In-Aid against a state share for construction of common effluent
treatment plant. An amount of Rs. 10.00 lacs has been sanctioned during the year 2010-11 which
was released to HUDA for the construction of second phase of CETP in Sector -29, Panipat.
