Twinning - institutional capacity building , part of Spreading Excellence and Widening EU framework programme
Participation EIZ began cooperation with prominent scientific institutions in Europe in the field of Economics and Management of Innovation and Technology (EMIT)
- Twinning project – aimed at capacity building in the field of EMIT
- project proposal was named SmartEIZ
SmartEIZ ranked as 48/546 – very few proposals in social sciences were accepted by EC & 1/4 in Croatia (and the only one in social sciences)

Major objective: The SmartEIZ project aims to strengthen scientific and research capacity, narrow networking gaps and deficiencies of Institute of Economics, Zagreb (EIZ) in comparison to leading institutions in the field of Economics and Management of Innovation and Technology (EMIT).
(1) Strengthen the cooperation between EIZ and leading international partner institutions in EU in the fields of EMIT;
(2) Improve the overall research on EMIT of EIZ through training activities;

• Three day programme covered wide of range of theoretical,
design and implementation issues relevant to the practice of
innovation policy;
• Focus on exploration of Croatian innovation policy in the all
above mentioned issues;

EI.1 Improvement in the overall scientific and research capacity in the field of
EMIT of the applicant through the implementation of the project that fits EIZ
needs
- 3 papers cited in SCOPUS indexed journal and 3 papers cited WoS indexed journal
will be submitted
- EIZ is planning to increase his high–quality publishing rate by more than 30% in the
last year of the project, compared to 3 previous years before the project beginning.
EI.2 EIZ’s improvement in scientific methodological skills needed to support RDI and Public Policy Design and Evaluation (PPD&E)
- improvement could be measured through an increase in the number and quality of
peer–reviewed publications, including metrics such as impact factors, number of
citations, h–index, (relevant databases: SCOPUS/WoS).
- EIZ is planning to submit more than 2 peer–reviewed publications that will have
relevant policy content
EI.3 Increased scientific excellence, research and training capacity in the field of
EMIT. - - Increase of more than two times of researchers in the field of EMIT in EIZ

EI.4 Integration of project activities into RIS3 analyses and activities of Croatia as a direct
result of the activities of the project
- a Letter of Support with MINGO and a Memorandum of Understanding with HAMAG–BICRO will
be signed
- the dissemination of the result of the project is predicted with the aim to increase their capacity
and efficiency in the implementation of NS3 and RIS3 and their knowledge in the field of
EMIT
EI.5 Positive impact on research contribution in cluster development across Croatian
regions, by improving EIZ’s quality of research activities in the field of EMIT and turning it into a key promoter of cluster development in response to the socio–economic needs of
Croatia
- a Memorandum of Understanding with AIK will be signed where the dissemination of results of
the project is predicted regarding cluster development to be more coherent with RIS3
EI.6 Adoption of “best–practices” approach in policy analysis and evaluation by at least one stakeholder in Croatia.
- EIZ is planning to submit 1 peer–reviewed publication that will have relevant policy content on the
impact of the best–practices adoption

EI.7 Improvement of EIZ research project capacity, at a national, European and international
level – measured by the number of projects that EIZ participates in.
- EIZ will submit more than two scientific competitive projects before the end of the project, as
results of training activities.
EI.8 Production of a series of positive spillover effects for high–potential organizations - - EIZ
will operate as the hub of local network of researchers and organizations involved in EMIT and
PPD&E in Croatia
- more than 3 EIZ’s researchers will be additionally included in the network of policy evaluators in Croatia with the aim to enhance network activities in the field of EMIT within the end of the
project.
EI.9 Increase staff mobility in EIZ.
- increase of more than 25% of EIZ staff exchange and mobility during the project.
EI.10 Identification of a suitable set of S&T indicators for Croatia to address the needs of the
policy–makers
- EIZ will identify a set of indicators in the following areas: S&T systems, firms, government, and
environment.
