Visitors
Welcome to Vanderbilt University. Parking for visitors to campus is limited. Please refer to section #2 of Regulations and Policies for a list of suggested parking areas.
Registration & Virtual Parking Decals
No parking is allowed at any time, anywhere on campus, without a valid Vanderbilt University registration virtual permit, except by visitors in spaces designated for visitors. Vanderbilt University regulations and procedures are in effect 24 hours a day, 365 days a year. Update your vehicle information as necessary at Parking Services or the website at vanderbilt.edu/parking.
Where and When to Park
University central parking lots are identified by alphabetical, zone-permit, or reserved-spaces designations. Your virtual parking decal is marked with your designated parking area. Park within your designated area 7:00 a.m. to 4:00 p.m., Monday through Friday. During other hours, you may park in any legal, nonreserved, nonrestricted parking area. In addition, if the area designated on your permit is one of the commuter zones (Zone 1, 2, 3, or 4) then you may park in any lot within these four zones from 2:30 p.m. to 7:00 a.m. Monday through Friday and all day Saturday and Sunday. (Not authorized in F lots) Limited parking is available for vehicles without a university virtual parking decal at metered spaces and for an hourly fee in campus garages. See map for designated visitor parking. Be sure to observe any parking restrictions designated by roped-off areas, barricades, and special event signs. These take precedence over general parking assignments. Any area not lined as a space, designated with a parking sign, or marked with a yellow curb is a NO PARKING area, and you will be ticketed if you park there. Parking meters are enforced Monday through Friday, 8:00 a.m. to 6:00 p.m., unless otherwise marked.
Citations and Towing
Traffic regulations are strictly enforced 24 hours a day, 365 days a year. Traffic fines may be appealed or paid online at vanderbilt.edu/parking or can be paid at Parking Services. Fines must be appealed or paid within 15 days of the citation. All towed vehicles are taken to temporary storage in drop lot 73B at the corner of 30th and Vanderbilt Place. A photo identification must be provided when retrieving a vehicle, and a towing fee and fines must be paid. Towed vehicles should be picked up between 7:00 a.m. and 10:00 p.m. M–F. Contact Dispatch at (615) 322-2745 to arrange to pick up your vehicle.

Persons visiting campus residents for the weekend may register for parking with Vanderbilt University Public Safety Parking Services, where campus information and temporary parking permits are available during office hours. Visitors to the clinics, hospital, and other medical center facilities may use the three parking garages: South Garage, East Garage (Hospital Parking Garage), and Central Garage. Medical center parking questions should be directed to VUMC Parking and Transportation Office, in the East (VUH) Garage, 1210 22nd Ave. South, (615) 936-1215.
3. University ParkingFor the protection of university students, faculty, and staff, no parking is allowed at any time anywhere on campus without a valid Vanderbilt University registration, except by visitors in spaces designated for visitors. University parking lots are identi-fied by alphabetical, zone-permit, or reserved-spaces designations. Vehicles may be parked only in areas that correspond to their respective virtual decals, subject to the exceptions delineated in the regulations below, and in spaces designated for parking. Generally, commuter parking zones are restricted for use by vehicles with the appropriate commuter permits from 7:00 a.m. until 4:00 p.m., Monday through Friday. After 2:30 p.m. and on weekends, vehicles with any University Central commuter permit may park in any zone. After 4:00 p.m. and on weekends, vehicles with university resident-student permits may park in commuter lots. Resident student lots are restricted, as indicated by signs in the lots. Barricades, roped-off areas, and signs indicating parking for special events take precedence over general parking assignments illustrated on the map. Because changes may occur during the course of the year, designation signs and markings at the lots also take precedence over this map. Parking regulations are strictly enforced. Violators are subject to being ticketed and towed.
4. MetersParking Services has installed meters in various locations around campus where a high rate of turnover for short-term parking is desired. As a courtesy to others, please observe the time limits on these meters. Meters will not register more than the time limit posted, even if additional coins are added. Meters are enforced Monday through Friday, 8:00 a.m. to 6:00 p.m., unless otherwise marked.
5. Vehicle RegistrationAll vehicles operated on campus by members of the univer-sity community must be registered with Parking Services. Registration is required for automobiles, sport utility vehicles (SUVs), trucks, vans, mo peds, scooters, and motorcycles, etc. Bicycles should be registered with the Vanderbilt University Police Department. Vehicle information must be updated when vehicles or license plates change. Vehicles that are not updated will be cited for not being registered. Because parking space on campus is limited, registration of a vehicle does not ensure that a parking space for a registered vehicle will always be available in the most convenient location. The inability to find a convenient parking space, however, is not sufficient cause for violation of any parking regulation. The registration policy applies to all students, whether they reside off campus, in a university residence hall, or in a fraternity or sorority house; to all faculty members; to all staff members; to vendors doing business on university premises; and to construc-tion workers. In short, the registration policy applies to anyone who is here for anything other than a single, short-term visit, or for special events for which parking has been prearranged through Parking Services.
5a. To Register a Motor Vehicle Online–UniversityStudents, faculty, and staff can register vehicles and purchase virtual permits online from the convenience of their computers. Log on to vanderbilt.edu/parking and select “Register a Vehicle.” Required fields are name; vehicle make, year, and license plate number; and payment information (student account, credit/debit card, payroll deduction, or a one-time payroll deduction). Also, payment by cash or check can be made in person at Parking Services. When an application is approved, your license plate will be your virtual permit.
NOTE: In general, registrants may register only their own vehicles, and students may register their parents’ vehicles. Exceptions may be requested in writing.

6. Reserved ParkingLimited numbers of reserved parking spaces are available for monthly fees. Assignment is on a first come, first served basis for all garages. (Locator codes are in parentheses.)

All student reserved permits expire May 30. Cancellation of a reserved space requires a thirty (30) day written notice to avoid additional charges.
7. University Parking PermitsThere is an annual registration fee for parking. Reserved parking is available for sophomores, juniors, seniors, graduate students, faculty, and staff. Limited refunds are made according to a schedule published by Parking Services. Refunds are limited to students who graduate in December, go abroad, or withdraw from the university fall semester. Refunds are issued for vehicles that are destroyed in an accident and will not be replaced by a new vehicle. Upon termination of an employee, the deduction for the month in which termination occurs will be the final deduction and no adjustment will be made for fractional portions of a month. To stop payroll deduction, employee must complete the stop payroll deduction form.
7a. Virtual PermitsEach registered vehicle is issued a virtual decal corresponding to parking areas. Areas are assigned by Parking Services based on cri-teria established and confirmed by university online records. Prior to an online record being available, an applicant may be issued a temporary permit. A vehicle is considered registered once the registration is com-pleted. Persons may not register, under their own names and respective classifications, vehicles that belong to, or are being used by, someone other than themselves. Commuters may register more than one vehicle, but only one vehicle may be on campus at any given time. Vehicle information must be updated when vehicles or license plates change or when adding an additional vehicle to a permit.
7b. Motorcycles, Mopeds, etc.A motorcycle is defined as any two-wheeled vehicle that requires a state-issued license plate. Motorcycle parking is designated on the parking map by a motorcycle symbol . Virtual permit required.
8. Categories of Parking PermitsAll permits listed below grant privileges to park in unoccupied spaces in assigned lots, but do not guarantee that a space will be available. Individuals desiring a guaranteed space should apply for a reserved space. 8a. X ParkingIndividuals with physical disabilities will be accommodated in accordance with Vanderbilt University, State of Tennessee, and federal regulations. Parking in designated Handicap spaces requires a state-issued disability plate or placard in addition to a valid university permit. Temp Medical—A temporary medical permit will be issued upon the receipt of a doctor’s letter stating the time period for the exception, not to exceed six months. A temporary medical permit will not be issued to anyone who does not have a current valid permit. TM permits are not valid in Reserved, Handicap, or Residential spaces.
8b. Parking for Special EventsDuring special events, the university may temporarily restrict or re-designate parking areas or charge a fee for parking in lots normally classified for university permit parking. Lots that must be vacated prior to athletic events are marked with a gold star on the park-ing map. Other lots may be designated with barricades and posted signs. Parking permits for special events will be issued through Parking Services. Vehicles parked illegally in posted lots are subject to citation and/or towing or relocation.
8c. Service PermitsDepartments may purchase service permits (University Vendor Permits) for use on vehicles owned by department personnel. For such permits to be valid on vehicles operated by students, faculty members, or staff members, the personal vehicles must be regis-tered with Parking Services, and must display the decal issued to the registrant. “V” permits may not be purchased in lieu of regular parking permits and are issued only for university owned/leased vehicles. “UV” permits may not be purchased in lieu of regular parking permits.
8d. Vendor PermitsService and sales persons operating vehicles on the university campus must obtain the appropriate parking permit from Parking Services. Vehicles with a VN permit may park in any nonreserved space in designated areas and in loading docks (for loading and unload-ing only). See website for details. Vehicles with VN permits may not be left on campus when the owner/operator is not working on campus.
9. RegulationsThese regulations apply on the streets, roads, alleys, sidewalks, walkways, parking spaces, fire lanes, and parking lots on all parts of the Vanderbilt University campus. Metro Nashville traffic and parking regulations are also enforced.
1. Because parking on campus is limited, registrants may have only one vehicle on campus and occupy only one space at a time.
2. Vehicle parking or standing is prohibited on campus in areas not specifically designated for parking. Parking areas within the university complex are marked. Any area not lined as a space or designated with a parking sign is a NO PARKING area. The absence of a “No Parking” sign or curb marking does not mean that parking is permissible.
3. Any motor vehicle registered with the university central may park in nonreserved parking spaces in zone lots from 4:00 p.m. until 7:00 a.m., Monday through Friday, and all day Saturday and Sunday. Vehicles with zone permits may park in any other zone from 2:30 p.m. until 7:00 a.m., Monday through Friday, and all day Saturday and Sunday. LA permits may park in nonreserved spaces of zone lots from 2:30 p.m. until 7:30 a.m., Monday through Friday, and all day Saturday and Sunday.
4. Cross parking is not authorized in F lots.
5. The person to whom a vehicle is registered is held fully respon-sible for all violations involving the vehicle, even if another person is using the vehicle at the time of the violation.
6. Unregistered vehicles are prohibited in university lots, except when operated by visitors who are not affiliated with the univer-sity and parked in spaces designated for visitors, or during special events for which visitor parking has been prearranged through Parking Services.
7. Students who fail to register vehicles that they operate on cam-pus are subject to disciplinary action by the Conduct Council. There is no grace period. Students, faculty members, or staff members who operate unregistered vehicles on campus, who accumulate tickets, and who are subsequently identified, will be charged through student-account billing or collections for the citations.
8. Outstanding citations on unregistered vehicles that are towed will be charged to the person claiming the vehicle and identified on the tow slip. A photo identification must be provided when retrieving a vehicle.
9. Motorcycles (U permits) may park only in specially designated areas.
10. The speed limit is 15 miles per hour in campus drives and parking lots, 10 miles per hour in garages.
11. Double parking or obstructing drives, walkways, doors, refuse containers, or other vehicles is prohibited.
12. Parking in a fire lane or within 15 feet of a fire hydrant is prohibited.
13. In lots with perpendicular or diagonal parking, the front wheels must be against the curb and the license plate clearly visible.
14. Vehicles parked in authorized lots must be parked within the parking stripes and headed into the space.
15. Parking or driving on curbs, lawns, landscaped areas, traffic islands, unmarked areas, or walkways is prohibited. Any area not lined as a space, designated with a parking sign, or marked with a yellow curb is a NO PARKING area.
16. Tampering with, destruction, or theft of parking meters, park-ing lot signs, or markings used for the implementation of parking and traffic regulations may result in disciplinary action and/or criminal prosecution and the violator’s being charged for replace-ment cost. Parking privileges may be suspended.
17. Visitor spaces are reserved for visitors unaffiliated with the university who do not have permits on their vehicles. Under no circumstance will students, faculty, or staff be considered visi-tors, whether or not their vehicles are registered.
18. Parking meters are enforced Monday through Friday 8:00 a.m. to 6:00 p.m. unless otherwise marked.
19. Barricades, roped-off areas, and signs indicating parking for special events take precedence over general parking designations on the map. Because changes may occur after the map is printed, regulatory signs also take precedence over the map.
20. Penalties for violations include ticketing and fines, towing, revocation of parking privileges, disciplinary action, and/or crimi-nal prosecution.
21. Once a parking citation has been issued, removal of the citation by blowing or falling off the vehicle or by the action of another person or persons does not absolve the vehicle’s owner from responsibility for the violation. Officers do not have authority to revoke a citation.
To appeal a citation, you must go through the appeals process within 15 days from the date of issuance at vanderbilt.edu/parking.
22. Parallel parking in the direction opposing traffic is a safety hazard and is not permitted.

10a. Towing and Relocation PolicyThe university reserves the right to have towed at the owner’s expense any vehicle parked illegally or in violation of university policy, or that must be moved for special events or maintenance. Vehicles with multiple citations have an increased likelihood of being towed. The university also reserves the right to have towed vehicles with multiple unpaid citations, even if they are not parked illegally or in violation of university policy at the time of the towing. Towing unauthorized vehicles from permit parking areas helps ensure that as many spaces as possible remain available for vehicles with appropriate permits. Outstanding cita-tions on unregistered vehicles that are towed will be charged to the person claiming the vehicle and identified on the tow slip. A photo identification must be provided when retrieving a vehicle. At the discretion of the university, legally parked vehicles may be relocated to the closest appropriate parking space, at no cost to the owner, for safety and security, university events, maintenance, or construction. All towed vehicles are taken to temporary storage in drop lot 73B. Vehicles picked up must pay a towing fee. Towed vehicles should be picked up between 7:00 a.m. and 10:00 p.m., Monday–Friday. Contact Dispatch at (615) 322-2745 to arrange to pick up your vehicle.
10b. Paying the Traffic FineFines may be paid online (vanderbilt.edu/parking) or can be paid at Parking Services. If an appeal is granted, paid fines will be reim-bursed. (See “Appeals,” below.) Students: Fines will be charged to the student’s account if not paid within 15 days. Faculty and Staff: If fines are not paid within 15 days, action will be initiated for collection. Subsequent vehicle registration will be withheld until all citations have been paid. NOTE on Delayed Registration and Fines: Fines for cita-tions on unregistered vehicles that are subsequently identified or registered by students, faculty members, or staff members are automatically billed to students’ accounts or sent to collections for faculty and staff.
10c. Returned ChecksWhen checks are returned by a bank for insufficient funds, closed accounts, etc., the amount of the check will be billed to the appro-priate student account, or payroll deducted. A return fee of $25 will also be billed or deducted to cover costs of processing the charges.
10d. AppealsTraffic citations issued by Parking Services may be appealed to the Parking Appeals Committee by visiting our website, vander-bilt.edu/parking. An appeal must be submitted within 15 days of the issuance of the citation. Appeals are reviewed by representatives of the Parking Committee who act in accordance with guidelines set forth by the committee. An appeal received by the deadline from any person whose vehicle is registered at the time the citation is issued will be considered. All decisions of the Parking Citations Appeals Committee are final.
10e. If Your Car Breaks DownIn the event of vehicle mechanical failure, the operator must notify Parking Services or, after normal business hours, contact the Vanderbilt University Police Department. Under no circumstances may the vehicle block traffic, cause a safety hazard, be parked in a reserved space, a X space, or a fire lane. Vehicles may be relocated if necessary.
10f. Revocation of Campus Parking PrivilegesParking Services may revoke the privilege to park a vehicle on the university campus under the following circumstances: (a) the owner or operator falsifies or willfully misrepresents vehicle reg-istration information; (b) the individual has accumulated ten (10) or more parking citations during an academic year; or (d) the state has revoked a person’s driving privileges.
10g. Reporting AccidentsPersons involved in accidents that result in personal injury or property damage should report the accidents to the Vanderbilt University Police Department at (615) 322-2745 or, for life threat-ening situations, at (615) 421-1911. Vanderbilt University assumes no responsibility for damage, theft, or loss of a motor vehicle, or to any personal property there-in, while the vehicle is either parked on or operated on properties owned or controlled by the university.
