These ATMs were in- augurated amid a good gathering of valuable customers, senior citizens and local traders. Srinagar, Aug 19: J&K Bank opened 6 more ATMs in Kashmir (North), 3 each in district Kupwara and dis-trict Baramulla.The bank's Zonal Head Kashmir (North) and Vice-President M S Ka-boo inaugurated the ATMs at Zach-aldara, Harai, Army Camp Chowk-ibal in Kupwara; Hard-e-aboora, Tapper and Choora in Baramulla thereby increasing the total num-ber of ATMs of the bank to 838 and the ATM network in Kashmir (North) to 100. It was also given out the necessary provision for the infrastructural needs of these units have also been worked out.Mr. Sagar said that these units would further acceler-ate the developmental initiatives undertaken by the Government for the holistic and sustained develop-ment of the State. Srinagar, Aug 19 (KNS): A resident house and a shop were damaged in two separate fire incidents across the valley.Fire broke out in the residential house of Ghulam Has-san son-in-law of Khazir Mohammad Ganie resident of Soyan Wangam, in the jurisdiction of police station Kokernag, resulting in complete damage to the house. In this incident, Mohammad Rajab Bhat son-in-law of Abdul Aziz Lone received burn injuries. Fire was brought under control with the help of police and fire tenders. Reports said that the residents of Burna Bugh staged a protest outside police station Kangan urging upon authorities to trace the missing youth. SDPO Kanagan Mushtaq Chodhri told CNS that the missing youth informed his brother on phone that some unidentified persons have kidnapped and he is in their custody. “We are on job and all efforts are on to trace the ‘kidnapped’ youth,” he said. Kangan, Aug 19, CNS: Police, on a tip off, succeeded in arresting two persons including a kerosene depot holder for selling in black market 100 litres of kero-sene oil meant for public distribution in Gund Kangan area of Central Kashmir’s Ganderbal district. Police sources told CNS that a kerosene depot hold-er namely Abdul Samad Malik was apprehended red handed selling kerosene in black to a driver in Gund area of Kangan town. Both the accused are from Gund area and police have also seized the vehicle (JKF-674) that was driven by Bashir Ahmed Kaloo. Station House Officer Gund Tariq Ahmed Khan while confirming the arrest of duo told CNS that they have registered a case vide FIR number 15/2014 under section ¾ of Essential Commodities Act. Meanwhile, the residents of Gund have appealed po-lice to take stern measures against the kerosene depot holder who according to them is known black market-er. Army kills ‘mili-tant’ in Tandhdar

Kupwara, Aug 19, CNS: Army Tuesday claimed that it killed a militant during an encounter in Tanghdar area of North Kashmir near the Line of Control. "The troops along LoC in Tangdhar sector observed some suspicious movement past midnight. On being challenged, the militant opened fire at Army positions which was retaliated," an Army spokesman told CNS adding that the encounter resulted in the death of a militant in whose possession an AK-47 rifle was recov-ered on spot. The army said it was not immediately clear if the slain militant was infiltrating or exfiltrating to Pa-kistan. The spokesperson further said that the oper-ation against militants is in progress and there are apprehensions that more militants may be hiding in the area. (CNS)

Srinagar, August 19, CNS: The alleged vandalization of cemetery signboard at the hands of security per-sonnel sparked protest and spontaneous shutdown for the second consecutive day in Sambora Pampore area in South Kashmir’s Pulwama district. People Tuesday demanded stern action against the security personnel involved in the act. Eyewit-nesses told CNS that scores of people blocked Sri-nagar-Pulwama road while agitated youth resorted to stone-pelting and attacked the deployed government forces on roads. Pertinently, the villagers of Sambora have alleged that some security men during the dead of the night vandalized the signboard of the grave yard. All the shops and business establishments in the area remained closed as a mark of protest for the sec-ond consecutive. Srinagar, August 19: (GNS) A militant was killed in an encounter at Balwan sector in Karnah area of north Kashmir’s Kupwara district on Tuesday morn-ing.A senior army official told GNS that army’s 5/5 GR launched a massive search operation following the suspicious movement at Dhanni forest area along the Line of Control.As the army intensified the combing operation, the militants hiding in the area opened fire upon the forc-es, he said, adding that the fire was retaliated ensuing a brief encounter.“During an encounter a militant was killed and the body along with an AK-47 rifle was recovered from the site”, he said.The search operation in the area is still going on, the official addedMeanwhile, a case under FIR no. 61/2014 under sec-tion 307, 302 RPC and 7/27 IA Act registered in Police Station Karnah and further investigations taken up, a police official said. Addressing series of public meetings today at Pathallan Ring-modu, Khadar and Hingipora in Dooru, Mr. Mir said rural masses have to play a larger role and ex-tend cooperation in implementing various welfare schemes aimed at public good.

He urged the people to take part in the democratic and all round de-velopmental process initiated by the government across the State. “Time has come when they have to express their choice about the representatives whom they want to serve them in a better way”, he added.

Referring to the developmental scenario, Mr. Mir said that Jammu

and Kashmir has traversed a long way towards inclusive develop-ment of all the three regions of La-dakh, Jammu and Kashmir. He said several revolutionary measures have been taken by the government to empower the people and satiate their political and economic aspira-tions.

The Minister enumerated the measures initiated to combat corruption and for bringing trans-parency in the functioning of ad-ministration, in both physical and financial sectors. He said establish-ment of new administrative units is yet another achievement of the Government towards welfare and development of the people. He also referred to the benefits of Public Services Guarantee Act.

Mir exhorted the people to ben-efit from various schemes launched under various innovative pro-grammes for their economic eman-cipation.

Referring to the development of Dooru Constituency, the Minister enumerated several measures tak-

en for holistic development of the area. He said besides up gradation of infrastructure under core sec-tors, the varied tourism potential of the area received focused attention.

The Minister urged the people to remain vigilant against the conspiracies of some vested in-terest persons, the main agenda of which is to polarize the situation and benefit from division in the society. He said their main plank during the ensuing elections will be to promote such an atmosphere. He appealed the people to remain united and frustrate their designs while maintaining age old tradition of mutual brotherhood and commu-nal harmony.

Later, the Minister took a meeting with local officers and reviewed physical and financial achievements registered under var-ious sectors in the area. He directed the concerned executing agencies to pay special focus to completion of the projects and ensure the benefits of welfare Schemes to the deserved ones on priority.

SRINAGAR, AUGUST 19: Min-ister of State for Animal and Sheep Husbandry, Mr. Nazir Ahmad Gurezi and Minister of State for Science and Technology, Mr. Feroz Ahmad Khan today inaugurated 50 KW Solar Power Plant at Sheep Breeding Farm, Daksum Anant-nag. The project was completed at an estimated cost of Rs.1.25 crore.

Speaking on the occasion, Mr. Gurezi said that by constructing the Solar Power Plant, the Daksum Farm will get uninterrupted power supply which was a long pending demand of the area.

The Minister said that the Gov-ernment under the dynamic leader-ship of Chief Minister Omar Abdul-lah has taken various initiatives for promotion of animal and sheep sectors. He said these departments are keys to overall development adding that the need of the hour is to introduce latest technology and impart training to the farmers. He also called for conducting aware-ness camps so that the farmers are

made aware about the schemes launched by the Government for the betterment of the farmers.

Minister of State for Science and Technology Mr. Feroz also spoke on the occasion and highlighted the achievements registered by the Government under Science and

Technology sector during last five and a half year. He said several measures have been taken by the Government for ensuring installa-tion of Solar Power Plants on those habitations where the electric-ity has not been provided so far. He said efforts are afoot to cover all uncovered areas for which the Department of Science and Tech-nology has been asked to conduct survey of every nook and corner of the State and submit the project reports to the concerned quarter so that the funds could be arranged for the purpose.

Later, Mr. Gurezi and Mr. Feroz Khan went round the Sheep Farm and asked the Management to en-sure cleanliness in and around the Farm.

JAMMU, AUGUST 19: Two day Divisional Level Jawahar Lal Nehru Science and Mathematics Exhibi-tion (JLSMEE) started here today at the Government Girls Higher Secondary School, Shastri Nagar Jammu.

The exhibition, organized by the State Institute of Education, was inaugurated by Secretary to Govern-ment School Education Department, Mrs Nirmal Shar-ma, in presence of Director School Education, Jammu H.R. Parkhroo.

Chief Education Officer Jammu, Tarsem Lal, Princi-pal of GGHSS Shastri Nagar, Mrs. Farida Javed, staff of SIE besides faculty members and students in large num-bers were also present on the occasion.

In the exhibition, 55 models were put on display by those students who had stood 1st, 2nd and 3rd at Elemen-tary, Secondary and Higher Secondary level exhibitions organized by the DIETs of their respective districts.

Mrs Nirmal Sharma, took keen interest in the mod-els displayed by the students and while interacting with them asked about the utility of their concept. She ap-preciated the efforts of the students put in for preparing models to depict innovative concepts in science, math-ematics, besides suggesting solutions for environment protection. KARHAMA (TANGMARG), AU-GUST 19: Minister for Agriculture Mr. Ghulam Hassan Mir today said that the policies and programmes of the pres-ent government for the development of State have started yielding results at grass root level adding that the benefits are percolating to the common people.

The Minister said this while address-ing a public meeting at Karhama in Tangmarg organised to celebrate grant of Tehsil status for Karhama. The new office of newly carved tehsil has been set up in Panchayat building till the neces-sary required infrastructure including buildings is created for which the land has already been identified.

Terming the government decision for creating new administrative units in the State as right decision at the right time, the Minister said that this was the historical decision of the government towards right direction. He said that the government is making all out efforts to

provide basic amenities to the people especially in rural areas at par with the urban areas.The Minister said that Kar-hama has been fixed as the head-quarter of new tehsil in view of its historical im-portance and centrality. “A strong foun-dation has been laid today for the devel-opment and prosperity of the people of Karhama” Mir added. He said the new tehsil carved out from Tangmarg teh-sil, comprising 2 Niabats and 6 Patwar Halqa’s is spread over 29 revenue vil-lages with a population of about 50,000 souls.Referring to some major achieve-ments of the government, the Minister said that Sub-Division status has been granted to the Tangmarg while as one more tehsil with its headquarters at Kunzer had also been sanction by the government. Besides, 2 Degree Colleges, a Mini Power House at Ferozepora Nal-la and a massive road network projects have been completed in Tangmarg dur-ing last six years.

SRINAGAR, AUGUST 19: Minister for Health and Medical Education, Mr. Taj Mohi-u-Din today inaugurated a 5 day residential training programme for certified medical responders or-ganised by Indian Red Cross Society (IRCS).

Jammu and Kashmir is the first state to impart such training at State Level.While addressing the partici-pants, Mr. Taj said that Red Cross is part and parcel of the State’s Health System. He assured that directions to the concerned shall be given to cooper-ate with the Red Cross Society to fur-ther its objectives in the interest of needy people.The Programme aims at developing trainers and volunteers at different levels. Selected IRCS staff members/volunteers are trained as National Level master trainers who in turn train the State level trainers from districts and finally registered volun-

teers are imparted training to develop a cadre of skilled resource which could be mobilized during any emergent situ-ation.The services of these volunteers will be utilized for awareness pro-gramme, community mobilization etc during the disasters and normal time. The objective of the programme is also to explore the possibilities of develop-ing linkages with State health system so as to ensure that the Certified First Medical Responders (CFMR) become an integral part of the public health system.In her address on the occa-sion, General Secretary State Chapter, IRCS, Mrs. Roma Wani hailed the ef-forts of Health Minister in starting the implementation of Jan Aushadhi proj-ect through Red Cross. She requested the intervention of the Department in strengthening the Red Cross Move-ment with the support from the Cen-tral Government.

A court in Manipur on Tuesday ordered the release of Irom Sharmila who has staged a 14-year hunger strike in protest at human rights abuses in Manipur, her lawyer said.

“The court has set her free,” lawyer Mani Khaidem said of Irom Sharmila, who was arrest-ed shortly after beginning her protest.

Sharmila, known as the Iron Lady of Manipur for her unwavering and non-violent protest, has refused food and water for almost 14 years to draw at-tention to abuses allegedly committed by security forces. She began her fast in November 2000 after witnessing the killing of 10 people by the army at a bus stop near her home in Manipur, which is subject

to the draconian Armed Forces Special Powers Act (AFSPA).

She was arrested on charges of attempted sui-cide and was sent to a pris-on hospital where she was force-fed via a nasal drip several times a day. ANI reported that a sessions court in Manipur said the prosecution had failed to prove its charge of at-tempted suicide against Sharmila and she should be released from house ar-rest. Babloo Loitangbam, a human rights activist in the northeast who is close to Sharmila, said the court had accepted that the charge was not sustain-able. “There has been a consistent position where activists have been saying that Sharmila is not tak-ing her life.

JAMMU, AUGUST 19-Min-ister for Housing, Horticulture, Culture, Youth Services and Sports Mr. Raman Bhalla today asked teaching fraternity to im-part quality and moral educa-tion to the students, adding that they are the main architects of the society who shape the per-sonality of new generation.

This was stated by the Minister while address-ing a gathering of teaching, non-teaching staff members, students and parents at a func-tion held at Government High-er Secondary School, Bhour Camp, here today.

The Minister high-lighted the role of the teachers in the life of children and called upon the parents to send their wards to schools to get educa-tion to become good citizens of the country.

Mr. Bhalla asked the student community to work for unity and integrity of the country and also appealed the parents to come forward and support their children in this mission so that India become a strong nation. He asked the stu-dents to work hard and show their excellence in next year exams also. He said education

is vital for better tomorrow and asked students to share their knowledge to improve their in-telligence.

For facilitating the teachers and students, the Minister stated that the Gov-ernment has approved Rs. 17 crore for construction of 50-room teacher Bhawan and 500- capacity auditorium at the Government Girls High School, Gandhi Nagar adding the pres-tigious projects would be com-

pleted by November this year. The Minister main-

tained that to ease rush in city schools, the government has opened and upgraded 12 new secondary schools in Gandhi Nagar Constituency.

Responding to the de-mand of students and teaching fraternity of the shcool, Mr. Bhalla asked the accompanied Managing Director Jammu and Kashmir Housing Board Mr. Ram Pal Sharma to imme-

diately start the renovation, white wash and repair of floor of classes of Government High-er Secondary School, Bhour Camp so that the students do not face any inconvenience. He informed that Government was committed to provide better in-frastructural facilities to the students in every nook corner established school.

On the demand of the students, the Minister an-nounced 100 wooden desks for

taken by the Government in Bhour Camp, the Minister said Government has already dedicated Rs. 20 lakh Pan-chayat Bhawan to Sarpanchs and Panchs of the area so that they could be able to arrange their meetings, interactive ses-sions and seminars there. He said the complex have facili-ties like meeting room, guest room, kitchen, parking and toilet block.Mr. Bhalla said Government also dedicated 45 meter span steel girder bridge over Balol nallah near floricul-ture garden at Bhour Camp, completed at an estimated cost of Rs. 1.20 crore. He said on the inauguration of the bridge over Balol nallah, the distance to floriculture garden in Bhour camp and journey to Miran Shaib town has been consider-ably reduced.The Minister said every year lakhs of tourists from across the country visit the floriculture garden. He said due to non-availability of this bridge over Balol nallah, locals as well as tourists were facing lot of hardships as they had to cover long distance to reach the garden.

The decision of Govt. of India to call off secre-tary level talks with Pakistan must not be without reasons and

justifications, but this deci-sion will have adverse ramifi-cations on the future relations of the two countries. Certainly every peace loving person in the sub-continent was eager-ly waiting for these talks as it was expected that some head-way will be made and ice bro-ken in otherwise strained rela-tions. Though there have been some meetings between the top leaders of the two countries here and there but actually no sustained dialogue has tak-en place for quite a long time now. The impasse in the dia-logue process has not only halt-ed further steps but has even spoiled the earlier Confidence Building Measures undertaken by the two countries. The in-termittent firing on the Inter-national Borders and Line of Control is the result of the de-teriorating Indo-Pak relations and non-sustainability of dia-logue process. The decision has shocked people particularly in J&K as they want that all the pending issues between the two neighbors should be addressed on negotiating table so that a stable peace prevails and a new era of relations begins between the two nations. Wars and an-imosities have only destroyed the two countries socially, po-litically, financially and have given an unending pain due to killings of thousands of people. War never brings peace and never helps in solving prob-lems. It is only negotiations which help in resolution of most difficult problems in the world. India and Pakistan are two neighboring countries who have capabilities of going ahead on the path of development and becoming strongest economies of the world. But the animosity and confrontation will not al-low them to develop to their po-tentials The leaders of the two countries should understand that the people of the sub-conti-nent and rest of the world want to see this part as epicenter of peace and not hostilities. They want India and Pakistan to be best friends and have best ties and not to have strained rela-tions as enemies have.

The progress and prosperity of any nation can be measured only on one yard-stick, as to how many citizens

have excess to quality educational facilities. The off rule, Might is Right, Aristocrats rule the Nations, are now obsolete. The de-veloped countries paid heed to education in the initial stage and now they are har-vesting the fruits of those initiatives by way of dictating their terms on developing and under developed countries. The citizens are leading comfortable life with all the basic necessities fulfilled. They don’t have to live under open sky or stand in que for hours together to fetch one bucket of wa-ter or ration at concessional rates. Their children don’t have to lose eye sight while studying in dim lights. Talk of any comfort; they are bestowed with in comparison to the people of the third world who have to live from hand to mouth, where poverty is their destiny. It is all because of least priority given to education sector that these coun-tries could not harness their resources and compete with the developed nations. They miss the condition in India. We too woke late to the need of the hour in giving em-phasis on education. The words of Former President of India Dr. A.P.J Abdul Kalam keep on echoing when he one said “com-ing generation will not remember you as to how many temples, mosques or churches you built, but will remember you as to how many school you built”. His golden words speak of his vast experience and practical approach. But despite various schemes and initiatives launched by Central Govern-ment, country still lags behind in the field of education. Due to poverty most of our children go to government run school to seek education. Except Kerala almost in tall the states the literacy rate is below expec-tations. There could be various reasons for this. The way politics has plagued this sec-tor is beyond one’s imagination and almost killing the future of the country. The state of Jammu & Kashmir is no exception. Here the people are being duped with the slo-gans of freedom, justice, progress and what not for the last so many years. But it was ed-ucation sector which was made sacrificial lamb at the first instance. Schools, colleges, libraries were set ablaze. Day today calls of strike, civil curfew, and curfew made the life out of gear. The future of the students was darkened. With the establishment of pop-ular government some initiative with the financial assistance by central government were taken to build or repair school college buildings but the situation still is pitiable. Even now nearly 5000 government schools are without their own buildings. School buildings are in delipated condition. May schools are without roof top, without doors and with broken window panes. There is no proper sitting arrangement what to talk of other civic amenities like heating system during chilly days of harsh winter, drink-ing water or toilet facilities. Even teacher are not properly trained. There are certain schools were students are without teaching staff but some schools with more teachers but less students due to ineffective transfer policy and rampant corruption. The con-cept of Rehbar-e-Taleem may be ideal on paper but practically it has failed to deliver goods as it is a means for back door entries. What kind of quality education can be ex-pected from a teacher with nominal hono-rarium? Moreover when such teachers are regularised they get themselves transferred to towns or cities with political pressure or money power leaving students to their fate.Now time has come when Government and the people have to take education sector seriously. Government should take bold steps by adopting public private part-nership for spreading education to every nook and corner of the state to channelize the talent and intelligence of t he children of the state and also in calculate a sense of accountability in teaching community which is possible only when there is good governance.

AThe resignation of Arvind Kejri-wal and his forty eight days stint consisting high drama in which he claimed to climb the sky with-out stairs has exposed the over ambitiousness of a middle rung former Govt. officer who wanted to erode even the constitution of India to fulfil his political expan-sionism. From the very begin-ning it looked crystal clear that Kejriwal without much political knowhow wanted to conquer the Mount Everest even without ven-turing out of his home. His day dreaming, his unfulfilled promis-es to the people of Delhi, his mis-calculations and aspirations with which he tried to befool the peo-ple suddenly vanished in air. His promise to supply the free water up to 900 litres to every home, electricity supply on half of the rate and Jan Lokpal bill were all flues. Above all his style of func-tioning like an anarchist and the way he approached to deal with different issues was nothing but immature senseless and direc-tionless. Infact he was trying to create a kind of anarchy and constitutional crisis which could destroy the very basis of the dem-ocratic set-up. His blunt lies, his allegations against everybody including the high dignitaries re-portedly without any basis clear-ly show that he has no priority and targets except to derive max-imum mileage out of minimum. As per constitution experts he thinks that he can overrule the constitution according to his will and whims and he thinks himself to be the only honest man in the county. His behaviour and the at-tempts he made to disrespect the constitution of India and also to erode the laid principles of law where simply unbearable as no society in the world can tolerate such attempts. As he could not fulfil his promises, he wanted a way eject, which he got through his Jan Lokpal Bill whose con-troversial introduction in Delhi Assembly was unconstitutional as any Bill in the central list can be introduced and passed but not before the permission of Ministry of Home Affairs is sort. As he was acting in an anchorist and dicta-torial style, he thought he is above law and can do anything he likes. The Indian democracy is the larg-est in the world hence deep root-ed. Arvind Kejriwal did not avail the opportunity he got to prove his metal. He thought by quitting he will gain the sympathies of the people of India but forgot that he has in the process exposed him-self before the masses and is in danger of losing whatever he had achieved so far. It is very easy to sit on ‘Dharnas’ and criticize oth-ers but it is not so easy to trans-late one’s whims unless one goes through the established system of norms and is honest in the ap-proach.

lcoholism and drug abuse is a pysco-social-medical problem re-quiring a holistic approach – from prevention and early detection to effective intervention, rehabilita-tion and social integration. The Ministry of Social Justice and Empowerment is the nodal Min-istry for drug demand reduction. It coordinates and monitors all aspects of drug abuse prevention which include assessment of the extent of the problem, preventive action, treatment and rehabilita-tion of addicts, dissemination of information and public education. The Ministry provides communi-ty-based services for the identifi-cation, treatment and rehabilita-tion of addicts through voluntary organizations. In order to recog-nize the efforts, and, encourage excellence in the Prevention of Al-coholism and Substance (Drugs) Abuse and rehabilitation of its victims, awards will be presented, every year, for the most effective or outstanding services as individ-uals as well as institutions in the prevention of abuse of:- (a) Alcohol;(b) Narcotic Drugs;(c) Psychotropic Substances;(d) Other Addictive Substances (Except tobacco and its products)e.g. cough syrups, correction fluid,

etc.The Ministry of Social Justice & Empowerment has been imple-menting the Scheme of Preven-tion of Alcoholism and Substance (Drug) Abuse since 1985-86. The Scheme, which was re-vised twice in 1994 and 1999, at present provides financial support to NGOs and employers mainly for creating Awareness and Pre-ventive Education, Drug Aware-ness and CounsellingCentres (CCs), Treatment- Cum- Rehabil-itation Centres (TC), Workplace Prevention Programme (WPP), De-addiction Camps (ACDC), NGO forum for Drug Abuse Pre-vention Innovative Interventions etc. Apart from this, the Ministry takes up awareness gen-eration programme every year dis-seminating information, education and communication (IEC) mate-rials, organizing programmes in schools and community, holding exhibitions and publishing news-letters and journals. powerment notified in December last year a scheme of National Awards for Outstanding Services in the field of Prevention of Al-coholism and Substance (Drug) Abuse, in order to recognize the efforts and encourage excellence in the field of prevention of sub-stance abuse and rehabilitation of its victims. The Scheme is applicable to in-stitutions and individuals working in this field. Under the scheme, awards will be presented every year to the most effective or out-standing services rendered as in-dividuals as well as institutions in the prevention of abuse of alcohol; narcotic drugs; psychotropic sub-stances and other addictive sub-stances. The awards are presented ev-ery year, on the 26th June, which has been declared by the United Nations as the International Day against Drug Abuse and Illicit Trafficking and are given in ten different categories to institutions and individuals. I. Institutional Category (i) Best Integrated Rehabilitation Centre for Addicts (IRCA) for providing rehabilitation services to alcoholics and drug users (ii) Best Regional Resource and Training Centre (RRTC) provid-

ing exemplary contribution in the field of prevention of addiction. (iii) Best Panchayati Raj or Mu-nicipal Body working for preven-tion of alcoholism and substance (drug) abuse. (iv) Best Educational Institution doing outstanding work in aware-ness generation and prevention of alcoholism and substance (drug) abuse. (v) Best Non-Profit Institution, other than Serial Number (i), (ii), (iii) and (iv) above, with out-standing contribution in the field of Prevention of Alcoholism and Substance (Drug) Abuse. (vi) Best Research or Innova-tion. (vii) Best Awareness Campaign. II. Individual Category(viii) Outstanding individual achievement by a professional. (ix) Outstanding individual achievement by a non- profes-sional. (x) Former Addict, who has done outstanding work in the field of awareness generation or de-addic-tion or rehabilitation.The institution of these National Awards is indeed a manifestation of Government’s commitment to address the issues and take effec-tive steps against alcohol and drug abuse.

Building not just Roads but Nation

ransport system is considered as the life line of any nation. Road Infrastructure, because of its easy accessibility, flexibility in oper-ation, door to door service and reliability occupies a dominant position in the transportation system. It is vital for unleashing economic growth and is a crit-ical component of all inclusive growth. In the last few decades, Road transport in India has regis-tered tremendous growth and has become the most preferred mode of transport. The share of road transport in carrying the passen-gers and goods is more than 80% and 60% of the total passenger and freight movement respec-tively. Road Network India has huge network of roads totalling about 46.90 lakh km. The road density in India at present is nearly 1.43 km per sq. km of area which compares favourably with many countries. Responsibility of development of this network rests with the Central Government, State Gov-ernments and local Government. National Highways (NH), having total length of 82,803 km, con-stitutes less than 2% of the total road network. However, these are the main arteries carrying more than 40% of the total road traffic. Development of NHs is the responsibility of the Central Government.Good and efficient transport infrastructure is an essential pre-requisite for the economic growth of a nation. It has been the endeavor of the Government to provide speedy, safe and effi-cient road transport network. It is recognized that modernisation of infrastructure is the key to at-tain higher GDP. India’s Trans-port sector as a whole contributes about 5.5% to the GDP, with road transport contributing the lion’s share. India has emerged as one of the fastest growing economy in the world. According to ex-perts, India could unleash its full potential, provided, it improves the infrastructure facilities, which are at present not sufficient to meet the growing demand of the economy. To address emerging demand by catching up with the economic and social growth of the country, a massive Road de-velopment programme has been

taken up in the country.NHDP The National Highways Devel-opment Project (NHDP) is the flagship programme, for devel-opment of less developed areas, dedicated regional programmes like the Special Accelerated Road Development Programme for the North-East (SARDP-NE) and the Special Programme for the Left Wing Extremism affected areas have also been taken up. Now, there are plans for building up Expressways in the Country. Three projects i.e. Eastern Pe-ripheral Expressway in National Capital Region, Delhi - Meerut Expressway and Mumbai – Va-dodra Expressway covering about 650 km are targeted during the current financial year. Plan-ning for Bengaluru – Chennai and Delhi – Jaipur Expressways are also in advance stages. All these Expressways will be fully access controlled roads on green field alignment. To meet with the mas-sive requirement of funds, inno-vative means of financing and financing strategies which inter alia include cess on fuel, private sector participation including for-eign investment, borrowing from the market as well as budgetary support have been adopted. A major step was to attract foreign as well as domestic investments through Public Private Partner-ship (PPP). Involving the private sector would lead to increasing efficiency with the help of using modern technology. The private sector has more flexible pro-curement and decision-making procedures and therefore, it can speed up implementation efforts. Allowing private sector to raise capital/funds has paved the way for the Government to use its scarce resources efficiently and effectively. Several new materi-als of road construction are also emerging that would need to be encouraged depending upon their cost effectiveness. For development of National Highways in the Country in the 12 five year plan targets to invest Rs 1,44,769 crores from bud-getary support, Rs 64,834 crores from IEBR and Rs 1,87,995 crores from private sector partic-ipation. Launched in 1998, the NHDP

program represents the largest road construction project ever undertaken to boost the develop-ment of the National Highways in the country. The program is aimed at the development of about 50,000 km of National Highways. Golden Quadrilateral which provides four-lane con-nectivity between four metros, is complete, while the North-South-East-West (NSEW) corridor is about to be completed. Four lan-ing and six laning is underway at many places and progressing at brisk pace, despite the hurdles in land acquisition, obtaining en-vironment and forest clearances, high cost debt etc,. So far work on more than 21,000 km have been completed and in about 12,350 km works are in progress. Other flagship regional programmes which includes SARDP-NE and roads in LWE affected areas cov-ers development of about 12,000 km of roads out of which work has already been completed in about 3800 kms.Mode of Projects The emphasis has been to take up progressively more and more infrastructure projects through private sector participa-tion on BOT (Toll) basis so that more public funds are available for social sectors such as Health, Education, etc. However, it would not be practically possible to take up development of the majority of the highway stretches on BOT (Toll) mode. This has re-flected in the recent trends of bid-ding when in majority of roads projects we could not get the fa-vourable response. Accordingly, recently, Ministry has decided to take up road projects as turnkey Engineering Procurement Con-struction (EPC) contracts basis which would help to reduce con-struction time and is expected to improve quality of work as well. Also, in this system the objective to garner private sector efficiency is retained and the private entre-preneurs are free to use new tech-nology to speed up their worksNew InitiativesE-Tolling The experience on present tolling system is associ-ated with congestion and delays at toll plazas. To overcome this, Government has decided adop-tion of Electronic Toll Collec-tion (ETC) system across Na-

tional Highways in India, which would enable toll to be collected electronically from vehicles at toll plazas while the vehicle is in motion. Pilot projects have already been taken up in this re-gard which will pave way for nation-wide interoperable ETC at all the toll plazas on National Highways by 2014.New Materials Besides financ-ing, such a mammoth develop-ment programme requires huge amount of natural resources. As such conservation of the material is area of concern for all. There is a need to save scarce physical resource like aggregates, sand, earth, cement, bitumen, etc. looking to huge programme of construction of highways in the country. On the other hand, the Nation is facing problem of the disposal & storage of industrial waste like fly-ash, copper slag, marble slurry, etc. Efforts are on in utilizing these waste materials in construction of roads through complete/partial replacement of conventional materials. Cashless Treatment of accident Victims (A Road Safety initiative) India has the dubious distinction of having maximum number of fatali-ties on roads. During the year 2011, there were around 5 lakh road acci-dents resulting in the deaths of over 1.42 lakh people. Each day, nearly 390 people die on our roads. In In-dia more than half of road accident victims are in the age group 20-65 years. The loss of the main bread earner and head of household due to death or disability can be cata-strophic, leading to lower living standards and poverty, in addition to the human cost of bereavement. This is an unacceptable price to pay for mobility. The Ministry has already taken up multi-pronged strategy in his regard. The latest milestone in this area is a Pilot Project for “implementation of cashless medical treatment to the accident victims” for the first 48 hours. Under this scheme accident victims will be provided free treat-ment during this period as a result immediate relief can be provided to the accident victim, which will go a long way in reducing fatalities on our road.Completion of programmes al-ready taken up is expected to go a long way in contributing towards building the Nation.
