Committee meet KATHUA, SEPTEMBER 9:

The Minister of state for finance, planning and higher education Dr. Mano-har Lal Sharma today convened a public Grievances camp at village Dinga Amb in tehsil Hiranagar and listened to the people’s problems.

Public representatives from various panchyats/ villages of the tehsil Hiranagar projected their demands before the minis-ter regarding ration, electric poles, drinking water, road connectivity up-gradation of schools, inclusion of genuine people in BPL list, old age pension.

The Minister listened the prob-lems and demands of the people patiently and assured that their demands will be redressed on priority.

The representatives from various panchayats /villages also apprised the minister about the damages caused in the recent floods/heavy rains. They de-manded compensation for the crops and cattle washed away in the flash floods .

While addressing the public gath-ering minister said that recent floods/

heavy rains had caused much damaged in the Hiranagar tehsil. He said that hun-dreds of houses have been damaged in the floods, while cattle have also been washed away in the flood. He said that relief and compensation will be distribut-

ed to the affected people after the proper assessment of the losses.

Minister took serious note of the drinking water problems in village Dode He directed AEE PHE to restore the water supply in the village at the earliest.

Regarding the demand of electric poles, the Minister announced 15 electric

Poles for Dinga Amb panchyat (B) and 20 electric poles for Mela panchyat. He is-sued directions to PWD department to repair the Dayalchack challan road. Re-sponding to the complaint about the ir-regular supply of ration, he asked Tehsil

supply officer to ensure adequate stocks at all depots of the area.

He said that work on Magloor bridge is under progress while earth work on khairi road has been completed and added that it will be completed within two or three months.

He said that state govern-ment has sponsored five hundred youth to study outside the state. He directed the Additional Dep-uty Commissioner to organise an employment fair at Dinga Amb to apprise the unemployed youth about various state and centrally

sponsored self Employment schemes /programmes. Regarding the old aged pension he said that all the old aged pen-sion cases would be cleared by March next year. Among others Xen PWD, PHE Tehsildar, BDO, sarpanch, panches and a large number of people were present on the occasion.

SRINAGAR, SEPTEMBER 09:- A meeting of Committee on En-vironment of J&K Legislative Council was held today under the chairmanship of Dr. Bashir Ahmad Veeri which discussed various issues regarding environment degradation and sought sugges-tions for the preservation and conservation of natural resources and environment of the State.Master Noor Hussain, Mr. Showkat Hussain, Mr. Sham Lal, Abdul Majeed Bhat, and Mrs. Rani Billoria were present in the meeting.The Committee discussed the issue of illegally established brick kilns and crushers in various areas of the State which pose dangerous threat to environment and natu-ral resources of the State.The Chairman of the Committee said that J&K is eco-sensitive State and needs extra attention for its suste-nance and conservation, adding that it is responsibility of all the concerned departments to put in all out efforts for its preservation in a coordinated manner.The Committee also stressed on collective vision and collective intervention regarding environment and sug-gested holding mass awareness camps regarding checking pollu-tion.The Committee also discussed the status of Chinar trees, illegal felling and permission thereof and deliberated upon the declining growth of heritage Chinar Trees in the State and also measures be-ing adopted for planting more and more Chinars across the State.

Former Minister and sit-ting MLC Mr. Khalid Najeeb Suharwardi was the Chief Guest on the inaugural ses-sion.

He called upon the un-employed youth to avail the benefits, the JKEDI offers to them through various schemes. He said that the JKEDI has enriched the con-ception of entrepreneur-ship in the state by provid-ing opportunity of training and extending loan facility to the beneficiaries at their door step.

JAMMU, SEPTEMBER 09 – MLC, Mr. B. R. Kundal inaugu-rated various lanes and drains renovated with a cost of Rs. 7 lakh out of his CDF in Tanda village of R. S. Pura.

Besides a large gathering of locals various Sarpanchs, Naib Sarpanchs and Panchs were present on the occasion.

After inaugurating the development works, Kundal said that repair and development of various lanes and drains in the area a long pending demand of the locals and with the construction of the same the people of village would feel a sigh of relief. He said that he always tried his best for devel-opment of rural and far-flung villages where there is greater need for the same.

The MLC exhorted upon the local people to keep a strict monitoring over the welfare and development programmes being done in their area to ensure judicious use of funds.

The 6th meeting of Kokernag Develop-ment Authority (KDA) was held under the chairmanship of Minister for Tourism, Mr Ghulam Ahmad Mir here on Monday.

Minister for Hajj and Auqaf and Floricul-ture, Peerzada Mohammad Syed was also present in the meeting.

The meeting was informed that tourism projects worth Rs 18.88 crore were taken up in the area under Centre and State Plans at the destination against which major tourism projects including development of Club Park, Pine view Hill Park at Bidder and recreational park at Dandipora have been completed while as work on TRC Kokernag is in final stages and work on Bringi garden at Bidder Hayatpora is also apace.

The meeting was told that 11 tourism de-velopment works worth Rs 3.83 crore of dif-ferent nature has been also completed so far.

Addressing the meeting, the Tourism Minister emphasized on striking a balance between conservation of environment and development of tourism infrastructure.

The Minister said that Kashmir valley has witnessed tremendous growth in tourism

sector during last few years and the tourist places like Pahalgam, Gulgmarg and Sonam-marg are receiving a huge influx. He said that there is a need of promoting and bringing new destinations on tourism map like Lush green areas of Chattapal and Margan and Simthan tops. He however, cautioned that the development should not happen at the cost of environment. “We should develop infrastruc-

ture at the new tourist places but at the same time ensure preservation of ecologically frag-ile zones,” he said.

“We have seen that increased human in-terference has resulted in ecological imbal-ance in many virgin lush green environs. So, instead of going for concrete structures there is a need to focus on eco-tourism”.

Minister for Hajj and Auaquaf, Peerzada Syed on the occasion underscored the need for time bound completion of all tourism projects in the area. He stressed on early finalization of Master Plan for creation of required tourist infrastructure in a planned manner.

Peerzada said that since the inception of KDA tourism infrastructure worth about Rs 35 crore created at the destination, needs proper utilization and look after. He said that devel-opment of parking lots in the area should get priority.

MLA, Shangu Peerzada Mansoor Hussain, while highlighting the tourism potential of the area urged that all potential area of the Constituency should be brought under the ambit of KDA for development. He said that parking lot at Achabal should be developed on the land already acquired for the purpose.

Legislators Showkat Ahmad Ganaie, Ali Mo-hammad Dar and Ghu-lam Nabi Monga, ADG, Security, V.K. Singh, SSP Security, Rafiq-ul-Hassan, SP Anti hijack, Abdul Rashid Bhat were present on the occasion.On assurance of ADG for streamlining and im-proving the system and taking full responsi-bility of the incident, the Committee decided to withdraw the motion moved against the officer.The Committee asked concerned au-thority to bring more efficiency in the team work besides taking corrective measures for maintaining inter departmental coordination to ensure that such incidents do not recur in fu-ture.The Chairman asked the security wing of

J&K Police to be extra cautious in their duties.In another meeting, the Committee discussed the privilege motion against the employees of JAKFED.The Committee discussed in detail the privilege motion moved by Naresh Kumar Gupta against the employees of JAKFED for

calling press conference in March 2013 and threatening the Member for raising the issue in the House.Expressing its dismay over the negligence exhibited by the management of JAKFED in handling the case, the Committee asked the MD to furnish all documents of the case to the Committee so that further action in the matter is taken accordingly.The Commit-tee also heard the 12 employees responsible for this misconduct.

Divisional Commissioner Jammu Shantmanu today took a detailed review meet-ing to assess the progress of land acquisition cases falling under NHAI, PMGSY, BRO, Border Fencing besides re-viewing compensation to flood affected cases.Thread-bare discussion was held on various important issues with regard to land acquisition cas-es falling under NHAI, shifting of utilities, payment of crop compensation, rent/compen-sation for mined/de-mined areas etc.Divisional Commis-sioner Jammu directed the concerned executing agencies to expedite the process of land acquisition so that the vital projects would not be delayed and completed in a fixed time frame. He asked the National Highway authorities to make repair and restoration of Na-tional Highway damaged due to incessant rains for smooth

Indians love their spices. But did you know that excessively spicy food can lead to all sorts of digestion issues? We spoke to Dr. S K Thakur, Gastro-enterologist from Moolchand Medcity, New Delhi. He explains, "Spices are added to our food to improve the taste. However, once they reach the digestive tract they may cause irritation to the stomach's mucosal lining. Spices in-crease the acid secretion and reduce the strength of the gastritis mucosal barrier." "Overindulgence of spicy food may cause various stomach ailments. The

main reason behind these problems is the presence of high acidic content in spicy food. Although spices pro-vide a number of vitamins and nutrients that are present in abundance, too much of these nutrients can be harm-ful too," he adds. Follow-ing are the ailments caused by extra spices in everyday food: Acid reflux: Spices are basi-cally a combination of acids.

When too much of these acids are intro-duced into the stomach, which already has its own acidic contents, it starts dam-aging the walls of the stomach.Acute gastritis: It is caused due to in-flammation of the gastric mucosa, the membrane that lines the stomach. Many people suffer occasional, mild bouts of gastritis, which are often passed off as simple indigestion. Acute gastritis is generally characterized by symptoms such as vomiting, nausea, fever, diar-rhea, headache accompanied by bleed-ing in vomiting or passed in the stool.

Gastric ulcer: Spicy food can cause ul-cers in the sensitive mucosal lining or in the small intestine, called the duodenum (duodenal ulcer), or either in the esopha-gus (esophageal ulcer). Gastric ulcers are painful causing burning stomach pain, nausea, vomiting and weight loss. Insomnia: Spicy food raises the body temperature, which may trigger insom-nia thus, it is advisable to avoid spicy food at dinner. Loss of appetite: Spicy food is safe for consumption when taken in moderate amounts. One may eat spicy food 3-4 times a week. Spicy food lovers should take care of the following: -Spices should only be taken in main meals -Avoid combination of fried oily and spicy food as it can increase acid secretion -Avoid having spicy food in late night meals -Drink milk in order to neutralize acid secreted by spicy food If you are experiencing digestion issues due to spicy food, then take antacids one hour after the meal and before bedtime.

Low wages could lead to hypertensionWorkers earning the lowest wages have a higher risk of hypertension than those who receive handsome salaries, a new study suggests. The correlation between wages and hy-pertension was especially strong among women and persons between the ages of 25 to 44. "We were surprised that low wages were such a strong risk factor for two popula-tions not typically associated with hyper-tension, which is more often linked with being older and male," J. Paul Leigh, se-nior author of the study and professor of public health sciences at UC Davis said. "Our outcome shows that women and younger employees working at the low-est pay scales should be screened regu-larly for hypertension as well," Leigh said. The study is believed to be the first to isolate the role of wages in hyperten-sion, which occurs when the force of circulating blood against artery walls is too high. According to the Centers for Disease Control and Prevention, hy-pertension affects approximately 1 in 3 adults in the US and costs more than 90 billion dollars each year in health-

care services, medications and missed work days. It also is a major contributor to heart disease and stroke, both of which are leading causes of death and disability. While there is a known association between lower socioeconomic status (SES) and hypertension, determining

the specific reason for that association has been difficult, according to Leigh. Other researchers have focused on fac-tors such as occupation, job strain, ed-ucation and insurance coverage, with unclear results. Leigh's study was the first to focus on wages and hyperten-sion.

Congress leaders obfuscate the issue of PM’s questioning by CBI

Close on the heels of Parliamentary Affairs minister Kamal Nath’s cat-egorical statement that Prime Minister Manmohan Singh will face the CBI if summoned on the Coalgate scam; In-formation and Broadcasting minister Manish Tewari on Monday however sought to shift attention to the Opposi-tion, saying on record, that predeces-sors of Prime Minister Manmohan Singh and ministers who held the coal portfolio from 1993 to 2009 should also be summoned by CBI. The Con-gress party’s obvious attempts at ob-fuscating the issue of Prime Minister Manmohan Singh’s questioning by the CBI on the coal scam is striking; as it appears that there is a divergence of opinion among senior Congress leaders on this. The Prime Minister himself speaking to the media while returning from the

G20 summit had alluded to the Op-position’ vociferous demands that he be questioned on the Coalscam, say-ing, “I am an open book”. “I have not prevented anybody from looking at my conduct.” He also added, “I have no desire to hide anything from Parlia-ment, whether it is the coal matter or other matters. I have been as forthright as I can.” He however, critics say, stopped short of stating whether he would submit to questioning from the CBI. Manish Tewari today responding on this contentious issue said, “If at all it is being speculated with regard to the Prime Minister, then we must keep in mind that the coal allocation covers the entire period from 1993 to 2009 and during this period various other ministers, former prime ministers and leaders of other political parties have

also held charge of the coal ministry”. Tewari stressed, “This should be a principle which should apply across the board and they too should be ques-tioned.” Tewari indicated that there was a de-liberate attempt “to politicise things in the ongoing investigations”.It is significant that in the past, only former Prime Minister Narasimha Rao had been questioned by the CBI, but that too after demitting of-fice, in connection with the JMM bribery case. The Opposition has been trenchant in its criticism of the Prime Minister accusing him of “running away” from Parliament to avoid answering pointed questions on the missing Coal files. The issue had also led to several disruptions in both houses in Parliament during the recently concluded Monsoon ses-

sion. Leader of the Opposition Su-shma Swaraj and Arun Jaitley had stepped up their attack on the PM after a news report stated that a CBI officer had not been given the go ahead by the CBI Director to ques-tion the PM in connection with the ongoing investigation in the Coal scam. The Opposition sought to know why the Prime Minister was not being questioned and an FIR lodged on the “stolen” files. Senior Congress leader Kamal Nath subsequently raised eyebrows when he stated that PM Manmohan Singh will make himself available to CBI in the Coalgate investigation if a for-mal request is made. He said, “If the CBI, let me say so very bluntly, if the CBI takes a decision that they need to speak to the prime minister on that, there is nothing wrong.”

Prime Minister Manmo-han Singh on Monday spoke to Uttar Pradesh Chief Minister Akhilesh Yadav over Muzaffarnagar riots and assured him all possible help. Officials in the Chief Minister’s Office told IANS that the Prime Minister assured Akhilesh Yadav that whatever se-curity forces the state gov-ernment required will be dispatched immediately. He also asked the 40-year-old Chief Minister to take control of the situation and ensure that peace re-turned to the violence-hit areas in Muzaffarnagar district. Manmohan Singh speaks to Akhilesh Yadav over Muzaffarnagar riots Sectarian vio-lence over the past two days has left at least 28 people dead. In the 12-minute long conversation, Manmohan Singh also said that he was hopeful the normalcy returned to the violence-hit areas

soon and that innocent people are not troubled.The Chief Minister apprised the Prime Minister of the action taken by his government, including deployment of additional security forces and sta-tioning senior police officials in Muzaffarnagar and neighbouring areas. He assured the Prime Minister that the guilty will be brought to book very soon, and added that no violence has been reported on Monday.

Expressing concern over violence in Muzaffarnagar and adjoining areas, Left parties on Monday sought stringent action against the culprits and blamed the ad-ministration for allowing “com-munal” elements to exploit the sit-uation due to their “lax” attitude. “The large-scale riot was sparked off by a small incident which oc-curred nearly ten days earlier but the laxity of the administration has allowed the communal ele-ments to exploit the situation,” the CPI(M) Politburo said in a statement. While the state government has “not shown the vigilance required to curb such incidents promptly”, the role of BJP and RSS in “fomenting tensions has been there and, in Muzaffarnagar too, this is evident,” it alleged. Maintaining that “stalwarts of BJP and Sangh Pari-var have been named for inciting the people to resort to killings and arson against members and properties of the minority community,” it alleged this was part of “the nefarious design of the communal BJP for its political and electoral gains.” “The govern-ment should have acted immediately after two media persons were killed in front of a so-called ‘Maha Pan-

chayat’. The state administra-tion showed incompetence and inefficiency in control-ling the situation,” it said. Attacking the Samajwadi Party government for being “lax in curbing the commu-nal outbursts and countering the aggressive machinations of Sangh Parivar and com-munal forces of minority community,” it said the state government should take im-mediate action against erring

district officials. “This is the culmination of communal tension breaking into oc-casional riots that have gripped UP for the last few months,” it observed and sought strict and effective meas-ures against all the communal insti-gators and hooligans. “They should be apprehended and immediately prosecuted,” it said, adding that peace committees should be formed to re-store the traditional harmony that has always been the ‘Ganga-Jamuni’ culture of Uttar Pradesh.

Ajit Singh stopped on way to Muzaffarnagar

Police on Monday detained un-ion Civil Aviation Minister Ajit Singh and his son and Mathu-ra MP Jayant Chaud-hary as they were on their way to Muzaffar-nagar, where commu-nal clashes since Saturday have left 28 people dead. Ajit Singh was taken to the Avas Vikas guest house while his son protested the police action and staged a dharna at UP gate on National Highway-24. They later returned to Delhi. Justifying the ac-tion, the Ghaziabad police claimed that Muzaffarnagar, now returning to peace, would be disturbed again by the visits of the VIPs and the state government has directed all the officers to act appropriately to restore peace in and around the area. Ajit Singh stopped on way to Muzaffarnagar Talking to media persons at the guest house, Ajit Singh demanded the dismissal of the state government, alleg-ing the communal harmony in Muzaffar Nagar has been disturbed by “vested interests” of the ruling Samajwadi Party. Accusing the SP of hatching a conspiracy to com-munalize the state to woo the Muslim voters to its fold, he claimed the Muslims have understood its trick. “Both the Jat and the Muslims have decided to live in complete harmony so the peace is returning to the area. New Delhi: The country’s premier investigating agency, CBI, has come in for praise from Inter-pol which has described it as a “powerful and respected” voice in international arena that has placed India at the forefront of global policing. In a message on CBI’s golden jubilee, “the Secretary General, Interpol Robert K Noble has compli-mented CBI in its capacity as the National Cen-tral Bureau (NCB) for Interpol in India for dem-onstrating professionalism and willingness to share its expertise to effectively combat transna-tional organised crime...,” a CBI statement said in New Delhi. “...The bureau showed leadership role several times, including when it co-hosted with Interpol two important regional programmes,” it
