    (c) Where an.employee is engaged after July 1964, and is therefore not entitled to any wages, salary orother emoluments for that month, the ¢mployer shall make the appropriate deduction fromthe wages, salaryor other emoluments due to the employee for the first available month after July 1964, and shall, in like,manner as in the case ofall normal July deductions, issue an original official Income RATE receipt to suchemployee for the amount of the deduction.
