Utilize scenario based learning that would have a long lasting impact on students.

Seatbelt Usage through Positive Re-Enforcement
Initial seatbelt survey at all high schools. Random days over four months selected. Observers monitored those wearing
seatbelt. Marking cars for seatbelt compliance. Small rewards throughout four months. Large reward for school with most seatbelt
compliance.
