    York City. Mr. Kennedy designed innovative and effective strategies for lawenforcement agencies across the country. Hallmarks of his approach includedirect communication with offenders, prior explanation of criminal sanctions,focused moral engagement by community figures, the provision of socialservice support, and explicit attention to racial conflicts between lawenforcement and troubled communities.

    Afternoon breakout sessions will feature promising practice and evidence-based programs and ideas, ranging from prevention and early intervention through community re-entry, and include nationally renowned speakers .
