Youth Fair Day 2013 Handbook

Dear 4-‐Hers, Parents, and Friends,
It’s that time of the year again! Time to get ready for the 2013 Heritage Day and Youth Fair Day! This year’s event will be held on Saturday, October 5th from 10AM – 4PM at Historic Oak View Park in Raleigh. Youth Fair Day always celebrates the past, present, and future of 4-‐H and is fun for the whole family! We would like to invite clubs to come out and show their support for 4-‐H by creating a club table or display to share what you are doing in 4-‐H. Remember that Youth Fair Day is a large public event that drew over 5,000 people last year, so this is a great opportunity to recruit new youth and volunteers! Please call (919) 250-‐1092 for details on how to reserve a (free) table for your club! Be sure to read this guide carefully – there is a lot of information in here! It might also be helpful to consult the State Fair Premium Book, which can be found online at: http://www.ncstatefair.org/2013/Competitions/HowToEnter.htm If you have questions about what to enter, or what State Fair Codes to use, please let our office know and we will do our best to assist! YOUTH PARTICIPATION Eligibility to Participate Youth Fair Day is open to all youth and 4-‐H membership is not a condition of participation. 4-‐H age is determined as of January 1st of the current year. The following age divisions will be used in most contests (see specific category rules for exceptions):
• Cloverbud 5 to 8 years old • (Cloverbud entries will be awarded participation ribbons and will not be placed.) • Junior 9 to 13 years old • Senior 14 to 18 years old
Cost / Fees The entry fee Youth Fair Day is $5 and this covers an unlimited number of entries.
• Please note that the cookie-‐decorating contest and talent show are free contests but please be sure to register for planning purposes.
• Fee waivers are available (but limited) and can be requested by contacting [email protected] or (919) 250-‐1092. Requests must be made in writing or via email.
• Payments can be made by cash or check. If paying by check, please make it payable to the Wake County 4-‐H Enhancement Fund.
• If a participant registers for a contest but fails to drop off the item(s) by the deadline, the entry will be critiqued but will not be eligible for placement
Registration You may register for most of the Youth Fair Day events by using the online Entry Form at the link below. Online entry forms are due to the 4-‐H office by September 1.
• Be sure to enter all crafts, baked good and events in which you plan to participate. • Please complete all demographic information for our records • You may use State Fair Entry Codes for crafts and baked goods,
http://www.ncstatefair.org/2013/Competitions/HowToEnter.htm to describe your entry. If you are unsure about which code or category is appropriate for your item, please contact our office.

4-‐H Statement of Purpose
Wake County Youth Fair Day exists so that Wake County youth have the opportunity to participate in a county fair as a preliminary experience for participating in NC State Fair Contests. The event is also an opportunity to showcase 4-‐H Youth Development in an urban environment and advertise opportunities for new youth and families to get involved in our program

Contests Perishable and non-‐perishable entries are judged at the 4-‐H office prior to Youth Fair Day (see schedule on previous page for dates). 4-‐H staff and volunteers will make sure that these entries are taken to Historic Oak View Park prior to the event. They will be displayed during the event and can be picked up after 3PM at Youth Fair Day. If you are unable to pick up your entry during the event, please make plans to pick it up at the 4-‐H office no later than October 11th.
• Arts & Craft Contest: Arts and crafts categories include, but are not limited to, collages, drawings, paintings, wood carvings, metalwork, leatherwork, and photography. ü Artwork such as paintings, drawings, and photography can be matted, mounted, or framed, but
these are not required for Youth Fair but MAY BE REQUIRED FOR NC STATE FAIR ENTRIES. ü Photography entries can be in black & white or color.
• Culinary Contest: Participants are required to provide the ingredient lists and recipe with amounts of
materials used specified. ü A sample of the completed product is acceptable (partial cake, half-‐dozen cookies or muffins,
etc.). ü Please place food in an airtight container. ü Foods that need to be refrigerated for storage should be labeled as such.
• Fashion Design Contest:
ü The youth participant must have created items after the conclusion of last year’s NC State Fair. ü Entries can be any type of clothing, including outerwear, casual ware, formal ware, and
accessories. ü Entries are due by the non-‐perishable entry deadline
• Flower & Garden Show:
All entries must be one of the following: ü Dish Garden (max size 15”x15”x15”) ü Craft or animal likeness made from a natural product ü Terrarium (max size 15”x15”x15”) ü Entries are due by the perishable entry deadline
• COOKIE DECORATING CONTEST (Free Contest!)
Join us at Noon on Youth Fair Day for an on-‐site Cookie Decorating Contest! ü 4-‐H provides the sugar cookies and the icing; you provide the creativity! ü Youth are welcome to bring an apron if they plan to participate in this event! ü Youth should still register by the September 1st deadline to participate in this event, even though
it takes place on-‐site during Youth Fair Day. 4-‐H ENTERTAINS (Free Contest!) There is a talent show opportunity during Youth Fair Day.
ü Youth can sing, dance, juggle, step, tell stories, play an instrument, or perform other assorted talents.
ü In the entry form online in the category space, please write “TALENT.” ü A sound system is provided, but there is not an actual “stage.”

ü Youth are required to bring their own instruments but may provide an audio track to be played by 4-‐H staff.
ü Youth should still register by the September 1st deadline to participate in this event, even though it takes place on-‐site during Youth Fair Day.
• Poster Contest:
Poster entries should be presented on 22”x28” poster paper and should either be in a general 4-‐ H theme advertising 4-‐H Revolution of Responsibility theme.
ü Posters should include information about Youth Fair Day such as location, date, and time, and should be hung in your school (with permission) or community to help advertise the event.
ü On October 5th, bring your poster to the fair by 10AM and they will be judged and critiqued on site and be ready for pick-‐up by 3PM that afternoon
• Writing Contest:
ü The theme for the Essay and Poetry Contest entries this year should focus on the “4-‐H: Join the Revolution of Responsibility” theme.
ü There is no word limit in the poetry contest. ü Essay contest entries should be between 250 and 500 words. ü Entries may be typed or handwritten. ü Entries are due by the non-‐perishable drop-‐off deadline.
Score Sheets Sample score sheets are included in this packet so that participants can prepare for the competitions. Awards
• If participating as a team in a category judged according to age divisions, the age of the oldest participant is used to determine the age division in which the entry will be judged.
• Decisions of the judge(s) are final. Youth will receive a copy of score sheets in order to allow them to improve their future projects.
VOLUNTEER ASSISTANCE
Youth Fair Day needs a dedicated corps of volunteers in order to ensure a successful event. Anyone who is interested in helping judge contests or provide general event assistance should contact the Wake County 4-‐H office. Volunteer positions are available throughout September and through the October 5th event.
• Judges need to be 18 or older.
LOCAL GOODS SPOTLIGHT Many 4-‐Hers are very aware of the importance of knowing the origins of their food. Items, which are made of 80% or more foods or products from NC, can also be recognized in each contest and will receive a special certificate. Please make sure that all locally sourced items are labeled as such, and include the source (farm, place, etc.). You can designate this either on the entry form (just add it to the item description) or we can mark it on the label when you drop off items to enter in the fair. The same perishable and non-‐perishable drop-‐off deadlines apply for local goods as for other entries.

• Youth volunteers are welcome on October 5 at the event. We ask that a parent or guardian accompany youth younger than 13.
• We are happy to sign community service forms for school credit, etc. for time worked during the event. Please bring your form to the Registration tent during the event.
Areas of Service for Volunteers

It may also include attaching ribbons and certificates to entries. You can volunteer for any amount of time between 10AM and 7PM. Location is at the 4-‐H Office (4001-‐E Carya Dr. Raleigh).
3. Event Assistance for October 5 a. Set Up (8AM – 10AM): Assist with getting posters, signs, flags, tablecloths, and other items
set up in various display areas for the event. This involves lots of walking around the farm, but gives you a chance to see the “sneak peek” at what’s in store for the day.
b. Talent Show Coordinator/Emcee (2PM -‐ 3:30PM): Emcee the Talent Show in the Farm History Center at Oak View using the microphone and our sound system. Make sure entrants have their music / CD to the DJ ahead of time. See schedule for the beginning time; volunteers should arrive 30 min. prior to starting time. Talent Show does not have placings, so volunteers will not "place" or judge the entries.
c. Check-‐In Desk (9:30AM -‐ 3PM): Assist with check-‐in of youth & animals, answer general questions and give Registration Packets to youth. Volunteers are needed at this station throughout the day, so you may sign up for as long or as short of a shift as you wish.
d. Hayride Assistant (9:30AM – 4PM): Our hayride is a very popular piece of Youth Fair Day! We need helpers to ride in the wagon to help make sure the hay stays off the steps, and to help get people (and strollers!) off the ride. You will have a radio to communicate with the Wake County staff member who will be driving the hayride since we don’t want anyone to be left behind! We need people at this station all day, so you may volunteer for any amount of time between 9:30AM and 4PM!

e. 4-‐H Information Booth (9:30AM -‐ 4PM): This position involves staffing a booth in or near the Farm History Center and giving people information on how they can get involved with our Wake County 4-‐H program. We will provide handouts and everything you will need to help them get connected! Volunteers are needed at this station throughout the day, so you may sign up for as long or as short of a shift as you wish.
f. Volunteer Coordinator (9:30AM – 4PM): Assist with orienting new volunteers to their roles and helping them get to the right place(s) throughout the event. Volunteers are needed at this station throughout the day, so you may sign up for as long or as short of a shift as you wish.
g. Event Assistance Animal Judging Volunteers: All of these volunteer spots are for October 5th during Youth Fair Day at Oak View Park in Raleigh.
i. Poultry & Rabbit Judging (10:30 AM): Talk with youth participants and evaluate each entry. Provides written feedback to youth on animal entry. Award ribbons to placing entries. Show may end early, depending on the number of entries.
ii. Medium/Large Livestock Judging (Noon) goats, sheep, steer, horses: Talk with youth participants and evaluate each entry. Provide written feedback to youth on animal entry. Award ribbons to placing entries. Show may end early, depending on the number of entries. This group includes goats, sheep, steer, and horses.
iii. Miscellaneous Animal Judging & Costume Contest (1:00 PM): Talk with youth participants and evaluate each entry. Provides written feedback to youth on animal entry. Award ribbons to placing entries. Show may end early, depending on the number of entries. This group includes snakes, lizards, turtles, pocket pets, and other animals that do not fit into other classes.
iv. Dog Contests (2:00 PM): Talk with youth participants and evaluate each entry. Provides written feedback to youth on animal entry. Award ribbons to placing entries. Please note that this is not a formal dog show and will include mixed and purebred dogs of all sizes. Classes may be broken down by age or animal size, depending on the total number of entries
h. Teardown Crew (3PM – 5PM): What goes up must come down! Help us take down flags, signs, banners, etc. and store them away for the next event. This involves lots of walking, but we’ll have golf carts and/or vehicles to help get any bulky items moved!

Event Location & Parking • All animal shows will take place on October 5th during the Youth Fair Day Event. Animal entries
should be taken directly to check-‐in at Historic Oak View Park upon arrival. You may pull up to the Historic Center to unload and then park your car.
• The Wake County 4-‐H Office is located at 4001-‐E Carya Dr. Raleigh, NC. Parking for the event is in the main parking lot for the 4-‐H Office: follow signs to the Agriculture Extension Office. Event goers may walk or take the hayride into Oak View Park.
• Historic Oak View Park is located @ 4028 Carya Dr. Raleigh, NC.
Inclement Weather Youth Fair Day will be held rain or shine. Please dress appropriately for the weather. There is limited shelter available at Historic Oak View Park. Behavior The NC 4-‐H Code of Conduct governs this event and all youth and adults are expected to adhere to these rules. Additionally, the NC 4-‐H Volunteer Code of Conduct governs 4-‐H Volunteers. Copies of these documents are available throughout the event at the Registration tent and will all volunteers will receive a copy of volunteer policies and the Code of Conduct prior to the event. Animal Health & Behavior Animals brought to the event should be in general good health and be safe around people, including children. Aggressive animals or those which staff or management deems unsafe for the event shall be asked to leave.
• All dogs and cats brought to the event must bring proof of current rabies vaccine. • All horses brought to the event must bring evidence of a Coggins test within the previous year. • All poultry entries will be tested for salmonella on site at 9:30 AM the day of the event. • All animals should be under the control of a participant or parent at all times. • Please use extreme caution when handling dogs near the poultry and small animal contests
Dogs should be on a 6’ or shorter leash and cats should be on a leash or in a carrier. Reptiles should be in a container with a secure top and poultry and rabbits should be in cages or crates appropriate for their size. Pocket critters should be in appropriate carriers. Horses should be on a lead. Horse owners are encouraged to bring portable fencing, but this is not required. While most areas of the event are “pet friendly,” please adhere to the “no pets” signs posted near the food areas.
