Features and Features and ComponentsComponents The YCCF programme is restricted to the Existing 501

NYKs and their affiliated Youth Clubs. A Serially numbered Youth Club survey Form prepared &

printed by NYKS Hqrs (in Hindi and English) will be sent to zonal offices

Each Kendra will be given requisite number of copies of Form by HQ, under intimation to Zonal Offices by 15th May, 2010.

At the Kendra level, District Youth Coordinator shall get the entries of Youth Clubs in the register and allot specific number of copies to NYC volunteer/s (depending upon the number of Youth Clubs in that particular block)

In case a particular form is wasted due to correction or any other reason, NYC Volunteer shall return that particular (numbered) form back to the Kendra and get a new form. Entry of this new form shall also be made in the form issue register. The wasted form should be kept in safe custody of the Kendra.

NYCs should not have more than 15 forms at any point.

Operational StrategyOperational StrategyState Level Orientation of Officials: One Day

orientation of Zonal Directors, Deputy Directors & District Youth Coordinator (ACT wherever DYC is holding the additional charge) shall be conducted.

Regional level Orientation Programme of Ex-NSVs deployed as NYC Volunteers: two days Orientation of NYC Volunteers shall be organised at regional level. The venue would be decided by the ZD. ◦ First day shall be focused on briefing NYC

volunteers, background of YCCFP, its operational Plan and guidelines for filling-up forms. The second day shall be focused on field visit.

◦ District Youth Coordinator of the host Kendra shall make a team of NYC Volunteers which will be headed by a NYC volunteer of the host Kendra and other NYC volunteers will be from participating kendras.

◦ Each team (consisting not more than 8-10 NYC Volunteers) shall be allotted one Youth Club. These teams shall visit Youth Clubs and fill-up form in all respect. Any queries relating to filling-up forms shall be discussed on return to the training centre.

District Youth Coordinators will provide block wise list of youth clubs along with names and addresses of President and Secretaries to each NYC volunteer.

DYC shall prepare & discuss operational plan and time schedule of YCCFP separately during meeting with NYC volunteers for Phase-I.

During routine visits to the district NYK (up till 30th September10), Zonal Directors & Deputy Directors shall focus their visits on implementation of YCCFP. They shall also randomly check NYC volunteer’s visit to the villages and concerned Youth Clubs along with feedback on the filling of the Form.

One NYC volunteer shall cover only one village per day. The village may have one or more Youth Clubs.

NYC volunteers will submit the filled in forms to the DYCs (after due scrutiny and rechecking) to their respective Kendra once in a fortnight. Time Schedule of submission of forms, have been given in the guidelines.

The DYCs or the ACT is expected to visit every block at least twice a month for supervising this Programme.

Training Programme for New NYC Training Programme for New NYC VolunteersVolunteers A ten days Training Programme for New NYC Volunteers joining NYKS

in May 2010 would be held from 1st to 10th June, 2010. Training & Orientation of NYC shall be held in their district of

deployment This 10 days Residential Induction Training of NYC Volunteers, shall

be exclusively kept for Orientation on Youth Club dynamics and its sustainability including focus area of YCCFP. The contents of this module shall be as follows:

◦ Introduction of NYKS and National Youth Corps (NYC) Scheme

◦ Introduction of Youth Clubs and its dynamics

◦ Procedure of Youth Club formation

◦ Process of Registration of Youth Clubs and its functions

◦ Role of Youth Clubs in village and national development

◦ Youth Club Contact Programme (background , objective, operational Plan including guidelines for filling-up the form and expected outcome)

◦ Day long Village placement for filling up prescribed forms.

◦ Annual Action Plan 2010-11

◦ Debriefing after the Village visit and interaction with the Youth Club

Implementation Plan- Phase IIImplementation Plan- Phase II NYC Volunteers (both freshly deployed and Ex-NSVs NYC Volunteers (both freshly deployed and Ex-NSVs deployed as NYCs)deployed as NYCs) At the Kendra level, Youth Coordinator shall assign task to

NYC Volunteers for each block (including ex-NSV/NYS as well as fresh NYC volunteers) along with the list of Youth Clubs to be visited and surveyed by them.

Incentive to NYC VolunteersIncentive to NYC Volunteers

To encourage and accomplish the assigned task of Youth Club Contact Programme, NYC volunteers will be given incentive in addition to their monthly honorarium as per the following norms:◦ Payment of Rs. 250/- to each NYC volunteers

for competition of survey of 20 youth clubs or achievement of 100% target as given by the DYC.

◦ Payment of Rs. 500/- for each NYC volunteers for competition of survey of 30 or up to 75 youth clubs as per target given by DYC.

◦ Payment of Rs. 750/- for each NYC volunteers for competition of survey of more than 75 youth clubs as per target given by DYC.

Action On Filled-In FormsAction On Filled-In Forms The scrutiny of all filled up forms will be done by a

committee comprising NYC volunteers headed by the Kendra ACT.

Once scrutiny process is over, then only, all forms may be forwarded to concerned Zonal Offices by District Youth Coordinator on 15th & 30th of every month.

Thereafter, the Zonal Offices shall send filled-up forms to NYKS Hqrs on 5th & 20th of every month in order to enable regular data entry of these forms may be done at the HQ level simultaneously.

An Inventory/ Register will be maintained at each Kendra level for all the Forms received from NYC volunteers and dispatch of the same to ZO and HQ.

A photocopy of the Form along with supporting documents should be retained by the Kendra. Only the 4 Page original Form is to be sent to Zonal Office and thereafter to HQ.

General GuidelinesGeneral Guidelines

• Youth Clubs (both registered/un-registered) established upto 31.12.2009 shall be taken-up under this programme. Therefore, no Youth Club established after 31.12.2009 shall be taken-up for survey.

The form for both Registered as well as Unregistered Youth Clubs is the same. Volunteers to tick (√ ) at the appropriate column.

The form should be filled up neatly and in CAPITAL WORDS.

Before issuance of form to NYC Volunteers, Youth Coordinators to ensure that State, Kendra, Block and Youth Club Code is filled-up in each form. A list of district, Kendra and block code will be provided by the ZD to the Kendras.

Each NYC Volunteers should be given a maximum no. of 10-15 form at a time.

General Guidelines (Contd..)General Guidelines (Contd..) During the fortnightly meeting of volunteers at the Kendra office,

filled-up forms shall be submitted to the Kendra. The meetings shall be held in the 2nd & 4th week of the month.

Each block shall be visited by District Youth Coordinator or he/she may send ACT in the 1st and 3rd week of the month to discuss the present status and to collect the filled-up forms.

In case of visit to the Youth Clubs on two consecutive occasions, if neither the President nor General Secy could be met, NYC Volunteer shall return the form back to the Kendra.

District Youth Coordinator shall make one more effort to contact the office bearers and fix NYC volunteers visit failing which form shall be submitted with the remarks that “Office bearers not met”.

In case of above, NYC volunteer shall, however, collect the village profile from Gram Pradhan/ School Headmaster or Anganwadi worker.

After completing the form (both club’s information as well as Village’s profile), NYC volunteer shall meet any two influential member of the village community viz. Gram Pradhan/School Headmaster/Teacher or Anganwadi worker/ASHA,etc. out of which one member must be a female and get their signatures (with seal, if available) on the form.

Before forwarding the filled-up form to the Zonal Office, one photocopy of same along with supporting documents shall be retained at the Kendra level for records.
