DECEMBER LAND SALES BRINGS IN $13.9 MILLIONgov.ca -The December sale of petro-leum and natural gas rights brought in $13.9 million in revenue, with the av-erage price paid being $656/hectare. Calendar year total revenue from the six land sales held in 2013 is $67.4 million. “Saskatchewan is now ranked as the number one jurisdiction in Canada for oil and gas investment policies ac-cording Fraser Institute’s annual Glob-al Petroleum Survey,” Energy and Re-sources Minister Tim McMillan said.
“This vote of confidence from the industry shows that our government is taking the right steps to ensure Sas-katchewan remains competitive not only in Canada but globally as well.” Programs such as the Process Renew-al and Infrastructure Management Enhancement (PRIME) program — a multi-year, multi-project initiative that is modernizing the ministry’s oil and gas business processes and com-puter systems — send a strong signal to industry that the province intends to remain one of the best places to invest. Scott Land & Lease Ltd. bid $801,459 for a 129.5-hectare lease south of Maidstone.Saskatchewan remains on track to beat last year’s record in crude oil production.The next sale of Crown petroleum and natural gas dispo-sitions will be held on February 3, 2014.

On Dec. 6, 1989, an enraged gunman confronts 60 engineering students during their class at l’École Polytechnique in Montreal. He separates the men from the women and tells the men to leave the classroom, threatening them with his .22-calibre rifle. It is the beginning of a shooting rampage that spreads to three floors and several classrooms, with the gunman jumping from desk to desk while female students cower below. He roams the corri-dors yelling, “I want women.” Before opening fire in the engineering class, he calls the women “une gang de féministes” and says “J’haïs les féministes [I hate feminists].” One person pleads that they are not feminists, just students taking engineering. But the gunman doesn’t listen. He shoots the women and then kills himself. In this news report from CBC-TV, parents of the Polytechnique students wait outside the school, crying and wondering if their daughters are among the 14 dead.
• The women murdered were Anne St-Arneault, 23; Geneviève Bergeron, 21; Hélène Colgan, 23; Nathalie Croteau, 23; Barbara Daigneault, 22; Anne-Marie Edward, 21; Maud Haviernick, 29; Barbara Klueznick, 31; Maryse Laganière, 25; Maryse Leclair, 23; Anne-Marie Lemay, 22; Sonia Pelletier, 23; Michèle Richard, 21; and Annie Turcotte, 21. • In total, Lepine shot 27 people, 13 of whom survived.
• Some women survived the incident by hiding in rooms Lepine never en-tered, including Heidi Rathjen, who went on to become a gun control ac-tivist. • Lepine claimed his victims in several areas of the university. One victim was found on the second floor, six others were in one classroom, four more were in a room on the third floor and three were in the cafeteria on the first floor. • Police couldn’t readily identify Lepine because he shot himself in the face and was not carrying identification. Officers brought a picture of Lepine dead at the scene to Montreal gun stores. A clerk who had sold Lepine the gun identified him and gave police store records with his name and address. • Police strategy on the night of the massacre was to establish a security perimeter. Officers were ordered not to enter the building, and were only given the OK to go in 24 seconds after an announcement came that Lepine had shot himself. • Lepine was an École Polytechnique student who aspired to study engi-neering but had missed qualifying for entrance by two credits.

GOVERNMENT FOCUSED ON MEETING THE CHALLENGES OF GROWTH DURING FALL SESSIONgov.ca - Today is the final day of the fall legislative session which focused on meeting the challenges of a growing province, according to Premier Brad Wall.“Saskatchewan has grown by more than 100,000 people in just six years,” Wall said. “That creates many new opportunities and it also creates many new chal-lenges. Our government is working hard to meet the challenges of a growing province.” Wall said two of the biggest challenges are building infrastructure and ad-dressing the labour shortage. “Over the past six years, our government has more than doubled investment in infrastructure projects like hospitals, schools and highways,” Wall said. “Still, there is more to be done and we have to look for ways to ensure taxpayers’ dol-lars are going further by exploring new and innovative approaches to building these kinds of projects. “That’s why this fall, our government announced that nine new joint-use schools will be built using an innovative P3 bundling approach.”Wall said Saskatchewan’s economy remains on track and is more diversified than ever. “Saskatchewan will set a new record for employment growth in 2013 despite the fact there are actually fewer people working in the resource sector,” Wall said. “There are more people working in construction, agriculture, research and technology, transportation and manufacturing, which shows the strength and diversity of the Saskatchewan economy. “Still, there is more to be done. We have a skilled labour shortage in some key areas and we need to do a better job of ensuring that we are training people today to meet the labour requirement of tomorrow. That’s why I have asked the Ministers of Economy and Advanced Education to make this a priority and provide recommendations for action early in the new year.” Wall said while a growing province presents many challenges, he prefers those challenges to the challenges of decline Saskatchewan faced just a few years ago. “Our province is growing, our budget is balanced and our economy is diver-sified and strong,” Wall said. “2013 has been a great year for Saskatchewan and we can all look forward to another great year in 2014.” The legislative session will resume on March 3 with the new provincial budget to be delivered later that month.
