Dear Friends of GCASA,As we reach the end of our 42nd year, we must say thank you to our donors, volunteers, staff and board. We had much to celebrate in 2017. In an effort to continue our commitment to make our services accessible to as many people as possible, GCASA pursued new opportunities to expand our programs. As a recognized leader in addiction prevention and treatment, GCASA leveraged its expertise to advocate for more services to increase access to care. At the same time, we recognize the importance of prevention in solving the nation’s opioid crisis.

GCASA was awarded several grants in 2017. We received a capital project grant from NYS Office of Alcoholism and Substance Abuse Services (OASAS) to renovate and add much needed program space to Atwater Home Community Residence. Atwater opened in 1997. Since then, there have been state level changes which have redesigned the delivery of residential services. With those changes, Atwater no longer met the space requirements for new programming. The $1.2 million project will be completed in 2018 and will offer state of the art care for our residents.

GCASA is committed to developing permanent housing for individuals and families recovering from addiction. GCASA was awarded a grant from the Empire State Supported Housing Initiative to build seven apartment units across our two counties. This new initiative will develop safe affordable housing with supports such as case management services, counseling and peer advocates.

The opioid crisis presented new challenges for us in 2017. Our programs experienced the loss of 24 patients to opioid overdose. The grief of this crisis ripples through our agency and communities like no other crisis we have experienced. GCASA, in partnership with the three county Health Departments of Genesee, Orleans, and Wyoming, was awarded a grant from the Greater Rochester Health Foundation to combat the opioid crisis locally by improving access to care and reducing the rates of overdose death.

Additionally, GCASA was awarded a rapid treatment expansion grant from NYS OASAS to build a methadone clinic, giving the region access to all three medications approved by the FDA to treat opioid addiction. The clinic is scheduled to open in July 2018.

While there is much being done to treat people who are addicted to alcohol and drugs, prevention continues to be vital in our communities. We understand that we will not overcome the opioid epidemic through treatment alone. We continue to provide prevention services in schools and the community using strategies that have been proven effective.

GCASA’s staff are always willing to go the extra mile to carry out the mission and vision of our organization. It is always a pleasure to recognize our talented board of directors whose guidance and leadership are reflected in all that we accomplish. We are proud to be part of a team of dedicated, compassionate individuals who work diligently to reduce the impact of addiction on our communities.

GCASA Committee and Program Volunteers Prevention Programs

GCASA’s Prevention team works collaboratively with community and school partners to address substance use issues. Prevention educators implement strategies that are based on current prevention science to reduce or prevent drug and alcohol use. Our programs are research based, data driven, and outcome focused – aimed at reducing risk factors and increasing protective factors. In addition to focusing on the opioid epidemic, our prevention team continues to focus on underage drinking and marijuana use. We know that preventing our youth from using alcohol or marijuana increases the likelihood of living an addiction free life.

• Genesee and Orleans County Prevention have contracts with Alexander, Batavia, Byron-Bergen, Lyndonville, Medina, Notre Dame and St. Joseph schools to provide Student Screening and Referral Services, as well as Evidence Based Programs for students in grades K-12.

• In 2017, 1,799 Genesee and Orleans Counties students participated in an Evidence Based Program, proven to have a positive outcome.

• Orleans United Drug Free Communities Coalition funded the administration of the Prevention Needs Assessment Survey for 1,450 7th-12th grade Orleans County students. 82% of Orleans County youth do not use alcohol; 95% do not use cigarettes; 90% do not smoke marijuana; and 98% do not use prescription drugs.

The Atwater Home Community Residence in Batavia provides treatment and support to residents for mental, physical, psychological, and spiritual needs. The home accommodates 17 beds for men and is staffed 24 hours per day, seven days a week.

• Awarded a grant from NYS OASAS for a capital project to make necessary renovations to the home.

• Admitted 56 residents in 2017.

• When asked if they would recommend GCASA’s residential program to a friend or family member, 84% of residents indicated that they would.

• 84% of residents also indicated that they would return to the program if they needed help in the future.

Supportive Living

Supportive Living services provide a transition from a community residence to shared living space in an apartment. Individuals live with others who are improving their health and building their recovery. GCASA operates 24 supportive living beds; 19 in Genesee County and fi ve in Orleans County.

• Admitted 44 residents in 2017.

• When asked if they would recommend GCASA’s supportive living program to a friend or family member, 97% of residents indicated that they would.

• 95% of residents also indicated that they would return to the program if they needed help in the future.

GCASA’s treatment philosophy is based on a medical model and the knowledge that addiction is a disease of the brain that also affects the body and spirit of the addicted person and those close to them. GCASA’s approach to treating addiction is based on many years of research of what works in addiction recovery.

Our treatment team includes a medical director, medical consultants, registered nurses and trained counselors at each of our licensed clinics. Specialty groups such as Opioid Treatment, Women’s Group, Gambling, and Co-Occurring Group are offered to meet the individualized needs of our patients. GCASA continues to work on integrating addiction services with mental health and primary care services, as part of a NYS initiative to provide a “no wrong door” approach to treatment.

• Admitted 795 patients in 2017.

• 1,072 patients received a comprehensive substance abuse evaluation.

• GCASA was awarded several new grants in 2017; • NYS OASAS Rapid Treatment Expansion Grant to build an

Opioid Treatment Program;• Empire State Supportive Housing Initiative grants to provide

permanent housing;• Greater Rochester Health Foundation grant, provides

coordination for the Genesee-Orleans-Wyoming Opioid Task Force

• NYS OASAS rapid expansion grant for 16-bed detox and stabilization capitol project.

• Now offering Open Access including medication assisted treatment within 24 hours of initial contact.

• Now offering integrated mental and physical health services with addiction treatment in conjunction with OMH and DOH community

partners.

Royal Employer Services is an Employee Assistance Program which provides counseling for employees or their family members who are dealing with work or personal issues. Services also include workplace consultation, conflict resolution, and on-site training. Training topics include, but are not limited to sexual harassment, communication at work and substance abuse at work. Specialized services include on-site grief counseling for critical workplace incidents. EAP services foster healthy workplaces, allowing for troubled employees to maintain productive employment. Royal EAP services are accessible, affordable and effective.

• Served 33 businesses with 2,933 employees.

• 147 employees and eligible family members were seen by Royal EAP counselors.

The WNY Prevention Resource Center (WNY PRC) provides training and technical assistance to both community coalitions and prevention providers throughout the eight counties of WNY. By selecting appropriate prevention strategies, coalitions can impact community attitudes, norms and behaviors to reduce substance abuse.

• Provided over 20 regional trainings for coalitions and prevention providers.

• Four regional coalition members and three prevention providers received scholarships from the WNY PRC to attend the Community Anti-Drug Coalitions of America Forum and Mid-Year conferences.

• Provided technical assistance to more than 20 community coalitions, including OASAS funded Partnership for Success and College Coalitions.

• Provided Prevention Needs Assessment Surveys for four community coalitions to identify local conditions and select effective strategies.
