Sch lemmel loo ks to aform of stra tegic analysis apparently purged irum all moral connotations whatsoever This position is"based on carefu l ilnalysis and theassessment of strategic opportun rues" (p.2l; it is concerned wit hident ifying o ngoi ng " process..swhi ch ta ke chilnges and reformsbeyo nd the Iimils intended by decis ion-m~ kcrs" (p,b); it recognises theessential "inte r",sts" of the part iesconcernf'<!, dist inguishing between"core" and "marginill"' interests; itseeks to devise mechanisms whichcan "seduce" Of "rewardvreacnona ry po litical groupings into accepting reform and change, If there isilny mura l component to the strete!'lic task of "facil itating" tf>e slowand pa inful process of change, thenit is resolute ly suppressed. In thisperspacnve the phenomenon ofmoral outrage appears simply a' alamentably dysfunctional and irrationa l factor

Perhilps, if we are still even restdUillly concerned wilh truth andjustice in South Africa, we need totake the social s ignificance andpol itical functions of "moral outrag(''' rathe r more senouslv. Schlemmer is right that, both internallyand internationa ll y, moral out rageis a miljor component of the commilled and sustained opposit ion tothe apartheid ord er. But it wouldbe wrong to dismiss that simply asmoral post urlng, or as irrat ionalemotional gtat lficanon. Part of theproblem is that we tend to thin k ofmora l protest in terms of actualorganised demonstra tions or petit ions. typically by students Uf othermarginal grouping, . But this is tolook at o;omf'of the attendant symptoms. not at the underlying so c ia lforces and exper iences. In it, mostbasic forms the experience of mora loutrage and protest which sustainsopposit ion to apartheid is tn b..found at qu ite a different lwe i, It isto be found in the struggles throughwhich m,&rant labourers and the irfam ilies rdused to reruam separated

by the JlaS~ laws and iniluxcontrol ;it is to he found in the exper ienceof whole communities uprooted b~'

the Group A' eas Act which hasmild", District Six into such a sedring public symbol ; it is to be foundin th", indomilable resistance of traditional rural communities like I(Wilnccma or Magopa to their forcedremoval as "black soots": it is to befound in the will of squatt ing communities such as Crossroads andKTC not to be moved, com ing backagain and again atter thei r shackshad been destroyed o rrazed; it is tobe found in the traumati c experiences of indtvid uels and fam il ieswho fel lvictim to the Race Classilication and Immorality Acts; it is tobe found in the moral couragewhich enables a soli tary Black Sashmember to stand in silent protest inthe midst of uncaring subur banbust le; it is to be found in thatw t uch brmgs vocng white conscriptsto declare in public t hat Ih.'Y cannot fight an unjust war or go withthe troops into the townships, evenif this would cost them six years ofthe ir li ves I could go on, but thepoint should be clear. Moral outrage and protest is not an irrationalencumbrance to strategie<; forchange: it is a ma jor so urce for thesocia land politica l processes whichg ive rise to and sustain resis tanceagilinst the in justice of the apartheid orde r,

What might be concluded fromthis for our tupi c of truth and just ice In South Airicil? At least t his; ifthe liheral tradnion of d iscourseabou t truth and justice has provedhighly ambiguous and more oftenthan not abortive. men the strugIl les of our recent history have cer:ili nly established a popula r andeffecti ve R'n,e 01 injustice Fromt his, there cannot be any goingback, but it also does not ensurethe achrevemenr of truth i1 nd just ice.

But if our li ;x,ral tradit ion of dls .course ab out tru th and justice canfind appropriate ways of re lat ing tothe current histor ical exper ience ofinjusti ' :e, it may yet be able to contribut.. to the Hberanng rather t hanrepressive components of that popular moral nutrage. Todo th at ir willhave to come to terms with its ownideological functions and histor ica lfailures. Perhaps Wt' may yet lea rnhow we might else be empoweredby the inte llectua l and pol it icaltrad itions that have too often imprisoned us in the past.
