1. Project Brief Born in Bradford and Active Bradford are seeking to become a Sport England Local Delivery Pilot (LDP) site. The purpose of the LDP funding is to create transformational change in physical activity levels for whole populations and develop the system and sector around what the most inactive people want/need, so that people feel like physical activity and sport are for them.

‘Your Back Yard’ (YBY) was commissioned by ‘Born in Bradford’ and the ‘Active Bradford Partnership’ to map stakeholders and community assets which serve children and young people (age 5-14 years), and their families within the North of Bradford. The area of interest runs from Allerton in the west to Ravenscliffe in the east, taking in Allerton, Fairweather Green, Toller, Heaton, Manningham, City, Bolton/Undercliffe, Windhill and Eccleshill (see boundary map on page 5).

The brief for YBY was to:

1. Identify stakeholders by name/organisation and provide the location and contact details of these stakeholders along with a description of the service they provide/their links with children young people and families.

2. Identify facilities by name and provide the location and contact details (if any) of these facilities along with a description of what they provide for children and young people’s and whether there is a cost associated with the facility/activity.

3. Produce an initial report to the Active Bradford sub-group which will allow the Active Bradford sub-group to understand key stakeholders and assets before senior members of Sport England visit to assess the Stage 2 Bradford bid the end of September

2. Scope and structure of report To fulfil all aspects of the brief, we have:

Compiled a contact list for all stakeholder organisations and facilities Identified what services and activities they provide, or could provide, for the target group (5-14-year olds) Contacted all those stakeholder organisations who were potential project partners Mapped key stakeholder organisations Mapped key facilities

We have also identified many possible areas for future work. With limited resources, and a very tight timetable, there was a limit to what we were able to do, particularly in terms of establishing contact with potential partner organisations, many of whom did not respond by the end of the research period. Schools proved particularly difficult to get a response from, and yet given the target group of 5-14-year olds, could have a key role to play in any project delivery.

3. Audit and mapping of stakeholder organisations and facilities

(i) Play schemes and childcare facilities

We began with a list obtained from Bradford Council (BMDC) of all children’s centres, together with organisations offering various child care facilities. After some initial research we took out the Children’s Centres, as these focus on the 0-5-year olds rather than the target group. However, many children’s centres are linked to schools which and provide facilities, such as out of school care, to the target group. The contact list in appendix (i) therefore focusses on play schemes and child care facilities which cater for the 5-14-year-old target group.

(ii) Youth and Community Centres

We initially carried out a separate audit of youth and community groups, but as there is a lot of overlap between the 2 sectors (e.g. with many youth groups being based in community centres) we have combined the two. Given the relatively small number of Centres, and the potential importance of these organisations, i.e. they tend to work with the target group and have spaces and activities the target groups would use, we emailed every youth and community centre in the area of interest, all of which are shown on map (ii) below. We followed this up with a

second email to ascertain what services they provided, and whether they would be interested in helping develop or deliver any project activities.

Only Clayton Village Hall has responded stating an interest in getting involved with the project. They have spare capacity in terms of spaces for community activities, and currently run a youth club and dance classes. To supplement this information we did some desk based research, mainly on line, to find out what the various centres offered. This revealed

most centres have community spaces for hire, and have spare capacity, particularly during the day

some also provide sporting facilities, such as the Pakistan Community Centre which has a small sports hall

a number of organisations had recently closed (e.g. Thornbury Youth and Community Centre, Bolton Woods Community Centre and the Bangladeshi Community Association), indicative of the impact of budget cuts on these services and facilities.

We mapped all the centres (see map ii) below) which highlights that there is significantly more provision of youth and community services and facilities in Manningham and the Eccleshill area than there is in Bolton and Undercliffe.

(iii) Sports Clubs

This is a very important sector to the project, as all these organisations focus on sports and activity, and many provide services or activities to 5-14-year olds, the target group for the LDP. We have identified nearly 100 sports clubs that are in, or serve, the area of interest, covering many sports. Appendix (iii) provides a list, with contact details, of all the sports clubs, most of which were identified via their sport’s governing body. Other sports clubs, or teams, are difficult to identify as they are likely to be affiliated to a league, rather than any governing body, or central register. This will be the case with football teams, and some cricket teams. What was notable was the underrepresentation of certain sports, compared to other urban areas, such as netball and basketball.

In addition to clubs in the target area, we have also included in the list some larger organisations such as Bradford Bulls and City of Bradford Swimming Club which, although not registered in the designated area will be serving a significant number of people living in that area. Their size, profile and range of facilities, suggests they could be key partners, provided there is the flexibility to work with organisations not physically located in the target area. There are also facilities such as Tong Sports Centre, with a pool, gym and floodlit 3G, and Windmill Community Centre, offering dance-fit and self-defence classes which, although outside the target area, have a catchment area that is likely people within the target area.

Contacted organisations/potential partners

We undertook a further piece of research to identify those clubs and organisations who, by virtue of their size, profile or geographic reach, looked like potential key stakeholders. We emailed all the organisations, listed below, sending follow up emails where there was no response.

We got a number of responses, (summarised in the table below) from sports clubs, covering a lot of the area of interest, and a lot of different sports and activities. All are currently providing sessions to the target group, are keen to be involved in the project, and could make excellent delivery partners.

3.Bradford Dolphin Swimming Club

Bradford dolphins work with a lot of the target group and would be very keen to be involved in the project. They provide for 8-20-year olds, and currently have nearly 100 5-14-year olds within the club but still have the capacity to take on more members. They run end of Council lessons for them to continue swimming, competitive galas and deliver training sessions. They are run by a voluntary committee, have volunteer coaches and act as a feeder club to Bradford Aquatics and the City of Bradford training scheme (Council run).

4. Bradford Alpha United Juniors

They would like fund more volunteer coaches to take their level 1 qualification, but this costs £370 and they are not able to afford it. They also struggle with facilities and affording pool time which is expensive to book. They use Tong and Bradford Grammar as it is the cheapest, but would ideally like to afford 30 mins more pool time in Tong. They provide for 4-20-year olds, and their overall aim is to improve physical activity rates in young people. They have 200 people registered, roughly 60-70 in the 5-14-age range. They also run sessions for minority groups: girls, those with a disability, targeting those in social housing etc. Most members are boys, and they have found getting girls involved to be a big challenge, hence are trying to do more outreach to bring them in. They would like to market themselves

more, but are low on funding for this. They run 6 sessions on a Saturday, match day is Sundays. The pitches get ruined from public use as they are not for their sole use (they use council owned facilities which they hire, Woodhead Playing Fields, 1 11-a-side and x1 9-a-side). They would like help on this, for example funding for fencing. They also have issues with funding transport, and coaches and in general would like to have additional funding to make it what they do more sustainable.

5. United Martial Arts Academy

They responded to say they were interested in getting involved, and would welcome a discussion should the project go ahead.

6. Dance for Life Dance for Life are a council-run dance school, and are very interested in getting involved. They work in schools, and the community, and with 5-14-year olds. They provide dance sessions for ‘One in A Million’ Free School (email Community Engagement officer) and work through 6 community hubs, each for a limited timeframe. They deliver mixed ability dance with adults and would like to expand to do similar with 5-14-year olds. In primary schools they deliver to classes of up to 30 people, for 10 classes meaning they come into regular contact with up to 300 children, aged 5-14. They also have funding from Public health to run an early year’s project aimed at 3-5-year olds They teach curriculum dance in some schools, and have the capacity to do more, but funding is an issue with schools who cannot afford to pay for dance. They could use any additional funding to gain more access to community, do more work with schools, make the hubs more sustainable and reach those who may not be able to afford private dance classes. There is also the possibility of doing training with schools - 6 weeks of dance with year 1 – 6 and then offer the schools CPD and a resource pack to sustain the activities.

Manningham Sports and Community Association

Although this organisation did not get back to us, they could be a key partner as they have a wide range of sporting facilities, including football and cricket pitches and cricket nets. They also run a wide range of activity based programmes with a range of facilities which allow them to deliver a wide range of services and activities.

There are also some other major sports facilities in the target area, such as the Karman Community Centre, which has a Jinnah area and a floodlit 3G pitch.

(iv) Other Voluntary and community organisations

As part of the audit we also identified many other voluntary and community organisations (not linked to child care, sport, community or youth provision), and these are listed in appendix (iv). These are mainly ‘third sector’ organisations delivering a range of services, often to disadvantaged individuals, groups and communities meeting needs around disabilities, poverty, debt etc.

We identified a number of these organisations which, because of their remit, and reach, could be potential project partners and would be worth contacting. These have been included in the section on page 35 setting out possible next steps for further research

(v) Businesses

We focussed on the larger business operating in the area of interest, who it was thought might be interested in becoming potential project partners. The businesses were obtained from the Yorkshire 250, an annual ranking of the largest businesses in Yorkshire. All these organisations could have a significant role to play in supporting the project, either through their corporate responsibility programmes, or in the case of some of the supermarkets, such as Asda, through their community champions.

We identified 16 businesses, some of which are outside the area of interest as they are likely to have a remit, and sphere of interest, which takes in at least some of the target area, which have been mapped below. Perhaps not surprisingly there a concentration of larger businesses in central Bradford, including the university. All 16 businesses are mapped on the map (iii) below and the contact details for each organisation can be found in appendix (ii).

Responses were received from the following businesses:

Business Current activities and interest in LDPUniversity of Bradford The university has a schools outreach team, and their outreach work could be an excellent way of linking into schools

in the target area. They mainly work with year 11s and sixth form but occasionally deliver activity in schools locally for younger year groups. They were very keen to expand this activity, if they had access to more funding/resources, and could expand their teams. something they could do more of if they had more resources in the team, such as another person. Their work with young people (under 15’s) currently includes activities/talks and workshops around GCSE options, raising aspirations for higher education and revision skills. This kind of approach could be expanded to include workshops around activity and exercise, hence making them a very potentially useful partner

Asda Each Asda store has a community champion, whose job it is to get involved in projects that benefit the community. We have spoken to the store and are waiting for the champion to come back to us after her holiday. Given the scale of the project, and its potential to benefit people over such a wide area, this could well be the kind of project that Asda would be keen to be partner on.

Tesco (Peel Centre Superstore)

We spoke to [email protected] (Tracy) at Tesco Peel Centre Superstore, who often works with schools, hence the 5-14 target group. In addition to local schools they have worked with Greenwood community centre, food banks, local councillors, the Springfield Centre, the Cemetery, guides, brownies. Perhaps most importantly, they are open to new things and very interested in this project.Each store has its own Community Champion, and they each have a dedicated amount of funding to support projects and initiatives of this nature.

(iv) Statutory Sector

The focus of our audit within the statutory sector was Health, Police and Local Government

We have compiled a list of all the GP surgeries/health practices in the target area, with contact details for each, in appendix (vi). Clinical Commissioning groups have also been included as, whilst not registered in the target area, they will serve much of the target population. Bradford District Care and Teaching Hospital are the two main hospitals in the target area, again coming into frequent contact with the target age group.

We contacted, via email, two of the larger health practices which, given they covered a relatively large part of the target area population, could be useful project partners. We are still awaiting a response from Picton Medical Centre/Oak Lane Surgery, but the other surgery, Ashwell Medical Centre, it turns out are already on board as a project partner.

Police

The main police stations serving the target area are Eccleshill Police and Manningham Police, and we approached both via email to see if they would be interested in getting involved in the project. Whilst there was no response from Manningham, Eccleshill police said they would be very interested in getting involved with the project, as they are often in contact with young people, and see them as a key target group in terms of deterring early signs of criminal behaviour. As such they work with children in the target group, from the last two years of primary school, a key group in terms of preventing ASB.

They stated they could assist in developing and delivering projects. They are keen to get more children from the target age group engaged in extra-curricular activities and already run police cadets (13-18), and police camps (in school holidays) covering some of the 5-14 age range. They have previously run football camps and other activities (especially around Halloween / Bonfire Night / Snow period)

Local Government

We have listed the departments within BMDC council that provide services to 5-14-year olds in appendix (iv). However, we did not approach anyone within these departments, on the basis they will already be well known to the lead project organisations.

(vii) Faith groups

We identified over 150 faith groups based in the area of interest, and these are listed, with contact details, in appendix (vii). Most of the organisations are relatively small, and unlikely to be offering, or looking to offer, activities specific to the target group. We therefore focussed

on a small number of larger, umbrella organisations, listed below, on the basis they are likely to have extensive contacts within the faith communities we could reach through them. It was also felt that could have a strategic remit, going beyond narrow faith services, which could include provision of services for young people.

We contacted each of the organisations listed below, with an email, and a follow up email, but have had no responses.

(viii) Schools

There are over 100 schools in the target area, including primary, secondary, special, academies and independent schools, and all these have been listed, with contact details for each, in appendix (viii). The majority are part of chains, such as academy chains, Dixons, Priestley Academy Trust and Bradford Diocesan Academies Trust. Clearly, given the target age group for the LDP, schools could, and should, be key partners. We therefore made extensive efforts to contact many schools, to find out what facilities they had (and to what extent they were accessible to the public), what activities they provided for the target group outside of school time and whether they would be interested in being an LDP partner.

We began by trying to contact (via email) the chains:

Unfortunately there was only been one response, from the ‘One in A Million’ Free School. The school has after school provision based in Canterbury, Bierley, Manningham, Shipley and Keighley for 5 - 16-year olds, delivering on average 25 sessions per week through the different locations. The school also delivers sessions focused around sports, arts and eEnterprise. They are potentially very interested in the project, and would be very happy to meet up and chat through the possibilities for working together.

However, many schools from within the area of interest have also been listed in appendix (i) as they provide various forms of out of school child care, to children in the target group. They, and other schools, could have a major role in the project, given their access to the target group, and the activities they provide, and the facilities they will have at their disposal.

It would therefore be worth considering making more effort to contact schools, possibly starting with those we know offer services related to the target group.

(ix) Leisure centres and gyms

All the major leisure centres and gyms serving the target area have been listed in appendix (ix). The table below focusses solely on the leisure centres, as they are fully accessible to the public, and offer a range of activities that would appeal to the target group. The gyms on the other hand will be private, with restricted access to non-members and offering a much narrower range of activities.

All the parks set out in the table on page 27 have a fenced off children’s play area. Other play spaces are highlighted on the greenspace maps on pages 28, 29 and 30.

We have highlighted the need, on page 35 to do some further research to identify play areas, formal and informal, that are in the area of interest, but outside of parks.

(xi) Recreation/sports fields

There are many sports pitches and recreation areas across Bradford, and within the area of interest. The starting point for our research into this area was the lists of recreation areas contained in the 2014 ‘Active Bradford’ playing pitch strategy. Although addresses and post codes were not contained within the strategy, we obtained these from the consultants who carried out the original research. We were then able to identify those playing fields and recreation areas which are in the area of interest, and these are listed in the tables below.

We have also included the information from the ‘Active Bradford’ strategy detailing the condition of the pitches, and whether they are in private or public ownership. It transpires that there are very few sports pitches that are both open to the public, and in a reasonable condition. Many of the problems are down to drainage and overuse, which, coupled with the amount of unmet demand, would suggest a need for some high quality, accessible affordable ‘All weather’ sports facilities in the area of interest. At present, many of these ‘All weather’ facilities have been situated in parks but, as set out on page 27, there are relatively few parks in the area of interest.

(xii) Parks and green spaces

All the parks in the area of interest are set out in the table below. We have also mapped parks, together with other green spaces, on 3 separate maps; Bolton, Windhill and Eccleshill, on page 28, Heaton Manningham and Toller, on page 29 and Clayton, Allerton and Thornton, on page 30. The maps show that everyone in the area of interest is near to a park, all of which have a range of facilities and spaces aimed at those within the 5-14 age group. However, there are relatively few formal parks in target area. Whilst there are nearly 30 parks in Bradford district, only a quarter of these (see table below) are in the area of interest, with many of the larger parks situated in the more rural parts of the district. However, given there is also a lack of accessible, good quality sport and recreation spaces (see section xi above) in the area, and a low level of woodland and amenity trails, this looks like an issue that needs that needs addressing.

More specifically, the Heaton Manningham and Toller map has only one major park, Lister Park, and there appears to be a shortage of tennis courts and a shortage of play spaces in Toller and Heaton. In Windhill, Bolton and Eccleshill there appears to be a relative shortage of play spaces and sports fields, compared to other parts of the target area, and significantly fewer ‘other’ sports facilities (Multi Use Games Areas etc) than there are in other parts of the target area.

These were quite different facilities to map as many of these tracks, trails etc are informal and not officially ‘listed’ in any way. Whilst there are not any major trails in the target area, there are a number that either cross the area at some point or are destination facilities which could attract people from within the target area, such as the Leeds Liverpool canal from Steeton to Thackley, or the Calder Aire Walking and Cycling link.

4. Summary and key findings

There are a wide range of stakeholders and community assets which serve children and young people (age 5-14 years), and their families within the North of Bradford in the area of interest. There are also many assets, flagged up in the report, which although outside the target area, have a catchment which includes the area of interest.

The key findings have been summarised below:

Whilst there is a good spread of most facilities, and stakeholder organisations across the target area, there are some areas where provision is patchier (e.g. good quality outdoor sports pitches) and this has been flagged up in the report

Although the maps do show that show that everyone in the area of interest is relatively near to a park (all of which have a range of facilities and spaces aimed at those within the 5-14 age group), there are relatively few formal parks in the area of interest (of nearly 30 parks in Bradford district, only 8 of these are in the area of interest)

The response rate from certain sectors, notably schools and faith centres, was very low, perhaps indicative of a lack of interest, but also in the low propensity of many organisations to respond to emails from organisations they are not familiar with.

The response rate from other sectors, notably the sports sector was much more positive, which suggests there are many sporting organisations who provide activities to 5-14-year olds, and would be very keen to get involved in any project that allowed them to do more with that target group, or maybe get to ‘hard to reach’ groups, such as females or those with disabilities

We have highlighted areas where some additional research might be useful (were more time, or resources to be available, either in terms of filling in gaps (e.g. with the schools), or further exploring the possibilities for joint working (e.g. with those businesses that are keen to get involved, or some of the sports clubs)

Whilst there are many outdoor sports pitches and recreation areas in the area of interest, there are very few that are in good condition, open to the public and with spare capacity-there also appears to be a real shortage of all-weather/3g type facilities

Recent closures appear to have hit the supply of indoor community spaces, particularly in areas outside of central Bradford Some large business are keen to get involved, i.e. the supermarkets, and as they have a history of supporting the kind of work that the

project will cover, these possibilities should be fully explored

5. Possible additional research

Resources for this audit were of course finite, and it was not possible to definitively list all organisations and facilities that could be possibly relevant to the area of interest, the target group or the LDP in general. Whilst we are confident we have identified the large majority of these potential assets, additional research could help add to the picture in one or two areas, and could also help in the recruitment of organisations that could have a key role to play in helping develop and deliver aspects of the LDP.

We have therefore made some recommendations (listed below) as what next steps might be taken in term of collecting more information on certain groups and organisations, and on which organisations, given the nature of the LDP, the areas of interest’ and the target group, could be contacted as potential project partners:

The identification of outdoor children’s play areas that are not in formal parks (these have been mapped) The identification of more football and cricket (probably the 2 most popular sports in the target area) teams in the area, for example by

contacting leagues that the local teams might play in, Identify which of these teams has junior sections, as this could make them particularly useful partners for a project targeting 5-14-year

olds (there seems to be quite a few examples of junior football clubs, but mostly in the south of the city, e.g. Alpha, phoenix, albion). Identify which other large organisations have corporate responsibility functions and finding out some contacts, then making an

approach to see whether there was any overlap between the project, and the scope of priorities of their CR programmes (given the focus on the project young people, and activity, there is a good chance this could be the case).

Schools could well have a major part to play in any project that targets young people, and getting them more active, hence we would recommend some more efforts were made to elicit a response from a spread of schools cross the target area, perhaps with particular focus on finding out what out of school clubs and activities they currently provide

Recruiting potential partners to the LDP

A key part of our brief was to identify some potential key partners that given the nature of the LDP (i.e. focussed on getting 5-14-year olds more active) could have a key role to play in helping develop and deliver project interventions. We therefore emailed and phoned a number of such organisations, many of whom responded, willing to be involved and these are highlighted in the report. However, there are a number of others we were unable to bring on board in the time available, who would be worth chasing up. These have been selected on
