2015 was a big year for downtown York and a busy year for Downtown Inc, York’s Main Street organization. Downtown Inc is the organization working to enhance and encourage investment in York’s central business district. We do that through: • Economic Development• Promotions• Placemaking Public Safety

2015 downtown York saw: • 23 new business ribbon cuttings in the Central Business District

• More than $100,000 spent at downtown shops on Small Business Saturday

• More than 14 tons of trash removed from downtown streets and sidewalks, thanks to Downtown Inc’s partnership with the York County Solid Waste Authority

• Two pieces of public art installed on West Market Street and Cherry Lane

• 38 new parking wayfinding signs placed around the city to help ease parking confusion

• The deployment of an additional 144 law enforcement hours on Thursday, Friday and Saturday evenings in the summer, thanks to a partnership with Better York

• More than 40,000 people attending Downtown Inc events

• 15,000 copies of the new Downtown York Magazine distributed across the region

In June 2015, Apio, Inc. broke ground on a $22.5 million investment at its Hanover, Pa., operations

to help the company meet demand for its growing portfolio of value-added vegetable and salad products. The project is on track with the first phase completed.

“In mid-January, we moved all our processes from the old building into the new facility,” said Jason Frost, manager of Apio’s Penn Township plant. “We are also beginning our hiring process in anticipation of the new production lines, which will begin running in the coming months.”

Apio’s expansion plans included building a new 46,000 square foot building. The addition of this facility more than triples the size of operations from 19,000 to 64,000 square feet. They are now in the process of renovating the old facility which is anticipated to be completed in March 2016.

This expansion will add up to 200 jobs over the next three years. Production lines will increase from two to 10, allowing Apio to grow their Eat Smart® and GreenLine® brands particularly in the Northeast, Mid-Atlantic and Midwest. Construction of the first phase was completed in December 2015.

The expansion was made possible with the approval of a Local Economic Revitalization Tax Assistance (LERTA) agreement approved by county, township and school board bodies. The Pennsylvania Department of Community and Economic Development offered a funding proposal including Job Creation Tax Credits, a Pennsylvania First Program grant and a WEDnetPA training grant valued at more than $1.1 million over the next three years.

York Blue Moon, one of York City’s fine dining establishments commemorated the launch of

renovations to create a new contemporary bar, lounge and bistro area in the building adjacent to the existing restaurant space. Blue Moon’s owners, Darrell and Janine Tobin also plan to connect the two buildings, as well as create an outdoor dining area and refurbish the exterior façade.

The renovation project will further enhance York Blue Moon as a vital anchor to York’s “WeCo”, West of the Codorus, neighborhood. The Tobins anticipate completion of the project by summer.

The Economic Alliance has been working with the Tobins to facilitate an SBA 504 loan to finance a portion of the renovations upon completion.

York County Literacy Council

Giving Adults a Second Chance

Creating opportunities and transforming lives by providing a second chance for hard working adults who

want better lives for themselves and their families has been the York County Literacy Council’s mission for 40 years. Improving adults’ basic literacy skills removes barriers that were preventing them from self-sufficiently, saves the taxpayer money, reduces poverty and improves communities.

There are approximately 1.25 million adults living in Pennsylvania who do not have the basic academic skills to complete a job application. Today, too many of Pennsylvania’s adults who are lacking adult basic skill education opportunities do not have access to services that will help them get the skills need to be ready for work. Adult and Family Literacy education is the lifeline to good jobs and success. Every dollar invested in literacy yields an $8.54 return to the community.

Annually, the Literacy Council helps an average of 800 adults achieve their goals and greater economic stability for themselves and their families. York County Literacy County Council is providing a spectrum of literacy and language building programs:

Programs offer classroom instruction, tutoring, community presentations and a digital learning center for adults who seek services. Students are learning the skills needed to get and keep a good first job, improve their current job, access post-secondary education and job training, and get on a career path. Many individuals enrolled in the program are achieving greater economical stability.

YCLC offers a variety of classes, one-to-one tutoring and a digital learning center within their Adult Reading and English as a Second Language (ESL) Programs. In addition to onsite access to the YCLC Library (a satellite of York County Library Systems), students are offered special classes in computer basics instruction and presentations on health literacy, workplace literacy and financial literacy.

The Adult Reading Program The Adult Reading Program offers the basics to improve reading, writing and spelling as well as multi-level classroom instruction to pass the test for the General Education Diploma (GED).

English as a Second Language YCLC partners with other organizations in order to increase efficiency and broaden the impact of the program. The ESL Program provides multi-level classes for students from around the world to learn to speak, read and write English. The ESL program students are from 61 different countries. Many of the ESL students have an education from their home country and are earnest about learning English in order to become productive members of our community.

The Next StepYCLC’S most recent program, The Next Step, was born out of a need to help students move from YCLC classes to higher education and/or employment. Focal points of The Next Step are Job Readiness, Continued Education and Life Enrichment. By assisting students with job searches, resume building, soft skills and interviewing, the Next Step Coordinator gives YCLC students the extra edge in meeting their goals. Keeping students updated on job fairs, employment opportunities and helping them to apply to college, trade schools or certificate programs are all part of the program. YCLC is able to provide a few scholarships each year to students who meet the requirements and will use the funds for furthering education or employment training.

The Literacy in the Workplace ProgramThe Literacy in the Workplace Program is tailor-made for companies seeking to improve literacy comprehension, understanding and communication among its employees in order to be more effective and efficient.

Adults are learning the skills needed to get and keep a good first job, improve their current job, access post-secondary education and job training, and get on a career path. Many individuals enrolled in the program are removing the barriers that were preventing them from achieving greater economical stability. During the past five years, 229 individuals entered employment, 65 individuals improved their current job, 84 individuals earned their General Education Diploma (GED), 80 individuals entered post-secondary education and/or training programs and 66 individuals completed a work-base learning goal. With every student who reaches their educational goal, the YCLC mission is realized. It is a shared value and collective impact for the success of individuals, their families and our community.

YorKitchen was started in 2011 after years of development through NutriCore NorthEast, an arm

of the York County Economic Alliance. It is a licensed commercial kitchen that is available to rent by the hour for both budding food entrepreneurs and existing businesses looking to expand. To date, YorKitchen has helped launch 54 new businesses and 22 expansions. Sixteen of those companies have graduated to launch into their own site. YorKitchen walks people through the permitting and licensing process required for establishing a food related business. Many staff members have helped countless food related businesses in the County to maintain a food safety certification requirement for each establishment through the offering of ServSafe classes and testing.

YorKitchen is more than just a business incubator. It has assisted numerous non-profits and civic organizations in fundraising opportunities, held Chef Challenges, chef table dinners and is the meeting place for the Uptown Rotary and cooking classes. Families have rented the facility to make holiday meals together, host cookie exchanges, Scout troops, birthday parties and more. Partnerships have also been established with groups like WellSpan and Family First Health to deliver nutrition education. Due to the creative and versatile nature of the space, YorKitchen was honored as a finalist for the Creative York awards. We are very excited to see what 2016 has to bring.

All About Brownies

Why start a business? All About Brownies only came to be because of the existence of the YorKitchen. It was an idea that had been tossed around for years but was missing a starting point. There is significantly different permits and licensing required and it seemed overwhelming. They are a pet family so they would not have been able to produce from their home.

How has the business utilized YorKitchen? With YorKitchen, they found the guidance through the paperwork, licensing and a licensed facility for production. They have received guidance in drafting press releases, marketing strategies, break even analysis, etc. from staff.

What happened in 2015? All About Brownies added a second location and two additional retail outlets. Revenues have jumped 30 percent due to an increase in custom label and corporate gift programs. Internet sales have also seen a big jump.

Brother Floyd’s Righteous Pickles

Why start a business? It all began with church suppers and barbeques with friends. They would make our sweet and hot pickles to share and someone would always say, “These pickles are great! You should sell them!” The time never seemed right. After retirement, owner Ken Floyd started looking for options and came across YorKitchen.

How has the business utilized YorKitchen? The ability to use a licensed kitchen to produce their product without the upfront costs of the investment in the development of a standalone facility was crucial.

What happened in 2015? Brother Floyd’s has seen a significant increase in sales and seen a 50 percent increase in the number of retail outlets, bringing the total to 31 locations.

Farm to FreezerProduct: Freezer Cooking SessionsBusiness Started: 2015Owner: Mary Ellen MartinLocation: 12 E Seventh Ave, York, PA 17404Website: www.farmtofreezeryork.com

Why start a business? The one thing that everyone seems to have less of is time. After a long day, few have time to grocery shop and prepare a wholesome meal every day. They wanted to find a way that within just a few hours you could have 10 family-sized meals that you could freeze until you are ready to prepare them.

How has the business utilized YorKitchen? They used YorKitchen as a launch pad for the concept. Many friends said that were interested, however, it was time to really test the waters and see if there was truly a market in York for the concept. By utilizing YorKitchen, Farm to Freezer was able to build their brand and their client base while building capital to launch in their own site.

What happened in 2015? With the confidence to move forward, Farm to Freezer has found a home in the former York Business Institute Culinary School.

Neilly’s Foods

Why start a business? Prior to starting Neilly’s Foods, Julie started a business with one sauce called Ultimate Seasoning which she then had co-packed. In dealing with grocery stores and distributers, she realized there was a hole that could be filled in the offerings of more ethnic foods. Being along the trade routes, the food of her home country of Cameroon on the western coast of Africa has a fusion of flavors with a variety of spices including jerk and curries. She felt there was a market for it and wanted to launch.

How has the business utilized YorKitchen? Neilly’s Foods primarily started using YorKitchen for menu development. These items were then being produced and co-packed by a third party. Julie felt that she was not able to get the quality she was looking for from an outside party. She then pulled full production into YorKitchen after which her sales doubled.

What happened in 2015? To keep up with demand, she developed her own production space and now has a full freezer door of products in stores along the east coast.

In its third year, the Main Street organization has taken major strides in the revitalization of downtown. Main Street Hanover is a collaborative effort between the Hanover Borough, the Hanover Area Chamber of Commerce, the Partnership for Economic Development of York County and the York County Economic Alliance. This unique partnership has made it possible to accomplish all the successes you’ll read throughout this report.

The progress and successes that you will see within this report are a direct result of the efforts put forth by many hours of staff and volunteer time. We are so grateful to those who give their time and talent to Main Street Hanover; whether through serving on a committee, being a strong merchant in the downtown, a participant in our events, or a supporter of our mission, every bit of support counts. Without our four dedicated committees, our invigorated merchant group, and our fiscal sponsors, none of what you see listed here would be possible.

As the Chair of the Steering Committee of Main Street Hanover, I’m pleased to present this report to you in the hopes that you’ll join us as we revitalize downtown Hanover. I am proud to be a part of such an impactful organization; I invite you to Discover Hanover! The future is bright and we look forward to being a part of it.

ORGANIZATION SUCCESSES:

• Welcomed 29 new businesses that opened in the Central Business District

• Launched a new website, featuring a business directory and event calendar (Launched November 2014)

• Received two Department of Community and Economic Development Grants as a Keystone Community, $40,000 Façade Grant funding and $10,750 for an architectural study to be completed at 22 Carlisle Street, as part of a Planning Grant

• Released the Business Recruitment piece for downtown business attraction

• Unveiled new public art piece in downtown (November 2014)

• Assisted the Borough of Hanover in enacting a new parking permit system

• Hosted three new successful downtown events; Main Street Mini-Golf, Sip & Stroll and Oktoberfest

• Participated in two local events; Utz Summer Bash and Hanover Chamber’s Dutch Festival

• Reinvigorated the merchant group

AWARD RECEIVED: In November 2015, Main Street Hanover received the Hanover Area Chamber of Commerce Positive Action Award. The Positive Action Award is given to an organization or business that positively contributes to meeting the needs of the Hanover region and work together with community members toward a cooperative vision that suggests ways to manage growth. Main Street was nominated for this award by a downtown merchant, which is a testament to the organization’s work and relationships built in the downtown business district. Mark Mathias, co-owner of Miscreation Brewing Company, wrote in his nomination: “Main Street has been a major influence in downtown Hanover, encouraging people to get together and reinvest time and money around the square.” Mathias cited several successful events, organized by Main Street, that have brought people to the downtown, including downtown clean-ups, Chalk It Up and the new Sip-n-Stroll and Oktoberfest. His business is one of many who have seen the effects that Main Street has had in the downtown.

COMMITTEE ACTIVITY: Steering • Held legislative familiarization tour for 30 local legislators, community and business leaders in Downtown Hanover

• Applied for a Redevelopment Assistance Capital Program (RACP) grant to help in the rehabilitation of the old Montgomery Ward property at 34 Frederick Street and the renovation of the old Wachovia Bank building at 22 Carlisle Street

• Successfully completed the organization’s first Pennsylvania Downtown Center program assessment

• Began organizational development planning for program longevity and financial sustainability

Design• Raised money for the beautification program, allowing us to hang planters and hanging baskets in the square

• Received $40,000 for the Façade Grant Program, this will give up to $5,000 to businesses or property owners to assist in the rehab of downtown facades

• Unveiled the first public art piece in downtown Hanover, ‘Past Present and Future’ by Jeff Asper

• Continued efforts to implement a Comprehensive Streetscape Plan

Business Development• Created and published a new business recruitment and attraction brochure for downtown

• Assisted the Borough of Hanover in enacting a new parking permit system

• Created a comprehensive business inventory and began working to complete with baseline information for tracking business growth and activity

• Developed Business Support section on website to provide small business resources to community business owners

Pennsylvania Theatrical Arts We are very excited to share that we are pairing up with Pennsylvania Theatrical Arts by Brittany Stevens as their non-profit partner for their upcoming shows, Alice in Wonderland Jr. and Into the Woods. As the performance’s partner, Main Street Hanover will receive a portion of the proceeds from ticket sales from all of the shows, as well as assist in putting on a special ‘Tea with Alice’ event.

These two shows will be performed at the Eichelberger Performing Arts Center, in their beautiful theater. We are excited to support these performances and the local performing arts center. 2nd SaturdaysWe enter into the third year of having 2nd Saturday events and hope that you will consider joining us downtown to celebrate! The 2nd Saturday idea came about as a way to attract people to the downtown to enjoy the unique events, shopping and food and drinks downtown has to offer. The idea of having businesses offer promotions and hold events during the 2nd Saturday of every month was an incentive for people to discover Hanover’s unique downtown. We encourage all of the shops to offer great deals and unique offerings all on the same day, hoping people could be attracted to come downtown and spend the whole day shopping, eating and drinking.

This year we are adding some additional events and open houses to our 2nd Saturday offerings. We truly think there is something for everyone in downtown Hanover. Discover downtown and come out shopping with us this 2nd Saturday!

Meet the Ambassadors

As President of CBY Systems, Inc.

Steve Gohn oversees the Administrative, Operational and Compliance duties of a national Consumer Reporting Agency as well as the Marketing and Business Development for its core services of Employment Background Checks, Tenant Screening, Debt Collections, Retail/Commercial/Personal Credit Reports and Real Estate Abstracting Searches.

Previously, Steve was an Assistant Manager for ITT Financial (lending/collections), an Assistant Manager for Old Stone Mortgage (mortgage lending), a Sales Representative for the York Newspaper Co. to launch/promote their Online Services and he was an Account Representative for a MD Based Staffing Firm, SES Staffing; all combining to give him experience, knowledge and skills he uses at CBY Systems, Inc. every day. Steve was promoted to President in July of 2006 after serving five years as the Director of Marketing.

As an ambassador, Steve’s roles include supporting the YCEA staff at events, speaking at Member Orientations, attending ribbon cuttings and he also assists Mary Walker, YCEA Manager of Member Relations, with sponsorships. While he enjoys all of those duties, Steve enjoys the ribbon cuttings the most being that he is able to visit YCEA members in their place of business and seeing their pride in the unique products and services available in York County. Steve also believes the Golf Outing is just as fun, as well.

Steve attended University of Pittsburgh and received his Bachelors of Science in Business Administration with a concentration in Business and Marketing, #H2P. In his free time, Steve enjoys spending time with his kids, watching any college sports, playing golf, learning to play acoustic guitar and socializing with fellow ambassadors.

Development Director, it is Renae’s responsibility to search for new partnership opportunities in the community while maintaining existing client relationships to increase growth for the Credit Union, as well as providing additional FREE benefits for its partner group business. Renae does this by performing financial literacy workshops, presenting lunch & learns, conducting seminars and staying involved in the community.

Renae’s background has always been connected to the financial industry in some capacity. Before being introduced to Heritage Valley, Renae spent many years working for a local bank. She also has many years of experience in the mortgage industry.

As an Ambassador for the Economic Alliance, Renae attends many of the community’s ribbon cuttings as well as assisting with the new member orientations. She also volunteers on the New Membership Committee which allows her to meet new Economic Alliance members and share all of the benefits that come with membership.

Renae did not attend college, but instead chose a career in travel and tourism. Renae took courses at Southeastern Airline Academy as well as YTI’s Travel & Tourism program. Her dream was to become an Airline Stewardess and travel the world. Needless to say, her career path went into a completely different direction than intended. In addition to travel, Renae had a passion for finance, which led her to various positions within the banking world. Her love for interacting with people led her to her current position she enjoys today. In her free time, Renae enjoys spending time at the beach with her family, reading motivational books and exploring different wineries in the area.

Start your Mason-Dixon Wine Trail journey across 17 family-owned winery and distillery locations spread across two states during Tour de Tanks, Saturday’s and

Sunday’s, March 5-20, 2016.

Tasting samples from the tank or barrel is just the beginning as each winery will have a selection of three to five other samples for you to choose. Tour de Tanks ticket holders also receive a wine glass, light food at each location and a 10 percent discount on wine purchases.

Wineries often add their own special touch during the event. This year, learn how oak can affect the taste of wine, take a blind taste test and learn more about the locally produced wine you love during other educational presentations.

Mason-Dixon Wine Trail participants from Pennsylvania excelled during the 2016 Pennsylvania Farm Show, winning a combined 26 medals in January.

Logan’s View Winery alone won nine medals, including two golds for its 2014 Traminette and Bing Cherry wines. Other winners were The Vineyard and Brewery at Hershey, Mount Hope Winery and Naylor Wine Cellar.

These family-owned businesses create not only a unique offering of wines, but also have developed a special brand of hospitality which is offered to the thousands who visit them each year.

With that statement in 1924, York’s community leaders made their case for community support

of the development of a premier hotel in York, The Yorktowne Hotel. For the ninety years since the Yorktowne opened its doors, the Hotel has been a destination offering luxury, quality and comfort to visitors and travelers and, for the York community itself, the focal point of community action, convocation and fellowship.

In view of the renaissance occurring in downtown the loss of the Yorktowne Hotel as York’s premier downtown hospitality destination would be a significant set‐back to York and York County.

The YCIDA, a public authority established by the County to foster development of commerce and industry, recognized the threat to the community and assumed a leadership role in investigating ways in which the Yorktowne could be restored to its prestigious past and ensure that it is positioned to be a productive and positive anchor that supports the revitalization of downtown York.

In December 2015, the YCIDA purchased the Yorktowne for $1,800,000. For several months YCIDA, with the support of many local professional firms and YCEA staff, has been performing due‐diligence investigations to determine the state of the Hotel and to seek solutions for its renovation. Now the YCIDA is prepared to approach the York Community for support to move forward and reinvigorate the Yorktowne Hotel.

“The need of a new and modern hotel in York has been keenly realized by our citizens for a number of years, and lack of such a hotel has become a glaring defect in our community life and development.”

Based on the input from architectural and engineering consultants, it is estimated that costs to do a full restoration of the Yorktowne will be approximately $20,000,000.

To help with funding, the YCIDA has applied to the Commonwealth for a $10 Million Redevelopment Assistance Capital Program (RACP) grant. The RACP grant requires a local fund match. To date, the YCIDA has secured funding commitments towards the project and is seeking community support for the remaining matching funds.

Over the next few months, the YCIDA will determine the overall project scope. Construction activities should begin in mid-2017 with a completion in mid-2018 and the unveiling of a grand “new” Yorktowne Hotel.
