3. Joint Nutrition and Food Security district prioritisation

The joint SAG, AWG and Food Security Cluster Coordinator meeting was held on the 2nd of April to discuss the district level prioritisation of the Nutrition Cluster response as tasked by the Nutrition Cluster partners at the previous meeting. Main discussion points were:

Presentation of the EFSNA data and methodology and discussion on the data to be used by the Nutrition Cluster. The limitations of the EFSNA methodology are documented in the embedded meeting minutes.

The AWG and the SAG have recommend that the nutritional results from EFSNA to only be used if there are no recent data available from previous SMART survey. It is also recommended that wherever this data is used, its limitations are clearly stated as mentioned. The EFSNA data can only be used for Governorate as a whole, it will significantly affect district based need estimation as these results do not reflect district level representation, and neither do they represent the livelihood zones within Governorate level. The reached agreement is that if EFSNA data available, it will be used, unless SMART survey results are available in the last 6 months. Therefore the agreement for the data to be used by the Nutrition Cluster:

o 17 governorates where EFSNA was conducted – EFSNA is used o Taiz and Saada – no EFSNA conducted – SMART 2016 is usedo Socotra and Al Maharah – no EFSMA conducted – CFSS 2016 was used (previously we used

DHS 2014, but CFSS is about one year later)o Shabwa – EFSNA nutrition data low quality data, but SMART conducted in December 2016 –

SMART 2016 to be usedo If new SMART results become available, the EFSNA data will be replaced by SMART

Important note: During the revision of the YHRP we will recalculate the people in need/caseloads and targets for the Nutrition Cluster response based on the decision above.

It was agreed that due to current food security and malnutrition situation, we need to have the joint Food Security and Nutrition Clusters prioritization that will guide our joint response in 2017.

The prioritisation was agreed to be guided by the two indicators: GAM for Nutrition cluster and % of severely food insecure population for the FSAC cluster. The districts were classified into highest and high priority districts. Following the SAG/AWG/FS CC meeting and consultations with the sub-national clusters, the prioritisation was further refined between the two clusters to be able to prioritise further. The current proposed for endorsement prioritisation is presented below in the attached Excel file, as well is in the attached map.

The prioritization was presented to the Nutrition Cluster partners on the 10th of April and was endorsed as the prioritisation for the 2017 YHRP response as well as recommended prioritisation for the 2017 HPF 1st standard allocation by the Cluster, pending endorsement of the FSA Cluster.

Note on the YHPF 1st Standard Allocation: It is expected that the 59 highest priority districts will be prioritized for the YHPF 1st Standard Allocation for the integrated Nutrition –FSA – WASH –Health Clusters response for the addressing underlying causes of malnutrition, as recommended yesterday at the ICCM, however the final decision is pending agreements at the sub-national level and approval of the HPF Steering Committee.

4. Updates on the development of the CMAM scale up plan

Maureen Louise Gallagher, [email protected], has arrived from the UNICEF HQ to provide the support to UNICEF in Nutrition. In parallel, she has kindly agreed to support the Nutrition Cluster with the revision of the scale up plan.

The presentation on the progress with the revision is embedded below:

It was endorsed by the partners to widen the CMAM scale up plan to include all partners and to make it the Nutrition Cluster Scale up plan. Once the first revised draft of the plan is ready, it will be shared with the partners via email for their structured input to save time as we are already in April and the plan was still not developed. A need for a workshop was discussed but it was agreed not to conduct it but to have consultations via email to save time.

5. YHRP revision update

The YHRP is to be revised in May (a mid0year revision). For the nutrition cluster the revision is guided by the new data available for the decision making (EFSNA, SMART conducted at the end of 2016 and beginning of

2017), as well as joint Food Security and Nutrition Cluster prioritisation and the new EMOP strategy being developed by the WFP to account for the changes in the situation. In May the NCC will call the SAG to discuss updates needed for the caseloads calculations. The data sources for the EFSNA will be same that for the prioritisation, i.e. EFSNA, SMART and CFSS.

6. Updates from the IYCF WG and way forward

On the 9th of April the workshop to discuss and agree on the IYCF strategy and IYCF-E action plan was held. Anne Marie is incorporating changes in the plan and the strategy and will share it ofr the final endorsement this week.

NCC on behalf of the partners expressed the gratitude to Anne Marie (in her absence as she leaved the country today) for the support provided to the Nutrition Cluster in the past two months.

Anne Marie has also facilitated development of the reporting format for the BMS coda violations that is now approved by the IYCF WG and the MoPHP and the violations can be reported to the generic email address. See below embedded forms in English and Arabic, as well as breastfeeding legislation in Yemen, Summary of the BMS Code and an overview presentation on the BMS code violations. NCC has already shared an email with the partners with this information encouraging to report on the violations.

An orientation to partners on IYCF-E including Code violations was organised in April and it is planned that the IYCF working group will organise orientations to other clusters (FSAC, WASH, NFI, CCCM, Health) at national level and NCC will follow up to organise the similar presentations to the sub-national level.

The IYCF working group also developed a Joint statement: Call for support for Appropriate Infant and Young Child Feeding in Yemen that was endorsed by the Nutrition Cluster partners at the meeting, to be published on the 11th of April.

A work on the guidelines for the mother support groups is ongoing.

7. Updates from the AWG

AWG has developed and endorsed the final ToR for the group. The focus of the group is now expanded from survey validation, to leading nutrition assessment and analysis work of the nutrition cluster. The ToR is embedded below:

The SMART assessments plan has been updated, however there are still 10 governorates with no funding or partner to conduct SMART in 2017. The plan has now been expanded from 20 to 22 governorates to cover the whole country with SMART surveys. THE latest plan:

NCC on behalf of the Assessment working group has sent an email to the Cluster partners with regards to the minimum partner commitments on SMART surveys, namely

It is obligatory for a partner who volunteers to conduct the SMART, to ensure that they cover the whole governorate, and not the districts of interests only (i.e. where they are operational). Note: in case of different livelihood zones in one governorate with high heterogeneity between them, it is accepted that the separate SMART surveys will be done by separate partners – however this will only be allowed on a case per case basis following strong justification and the default option is for one partner to still conduct SMART surveys in same governorate.

It is obligatory for partners who conduct SMART to engage as early as possible the Nutrition Cluster AWG, the sub-national Cluster Coordinators, local authorities and all Nutrition Cluster operational partners in the governorate. This will not only ensure close collaboration between the parties, but also facilitate access through other partners, decrease the cost and provide capacity building of other partners.

NCC has also shared the validation procedures for the SMART survey protocols and preliminary results and the AWG is developing a Standard Operating Procedure for conducting SMART for the partners to help those who dconduct the assessment the first time. The validation procedure includes:

a.       Informing AWG about the planned (even if not funded yet) assessment to include it to the assessment plan and avoid duplications.

b.      Preparing protocol for SMARTc.       Sharing SMART protocol with the AWG and making presentation to the group***d.      Training of enumerators and data collection (can start only after the protocol is validated)e.      Data analysis and report preparationf.        Sharing preliminary report and datasets (including plausibility check) with AWG for quality

control and validation and making a presentation to the group***

NCC has also prepared an advocacy email to donors on the SMART assessments on behalf of the AWF and partners, that includes a request for funding and to oversee that their partners cover the whole governorate with the assessment and consult AWG, sub-national NCCs and all partners in governorate prior to planning an assessment. The email has not been yet sent as the NCC is looking for a donor mailing list to share it.

AWG is now developing the AWG work plan for 2017 that will be shared with partners once discussed and approved in the AWG.

8. Accountability to Affected Population commitments of the Cluster

The 2017 AAP accountability framework that was included in the YHRP and to which all partners have committed has included the following commitments:

Following the survey from partners that established the baseline (see below the results for Nutrition Cluster embedded), partners have agreed on the joint targets for each of the 4 commitments as below:

Provide information to the public: Regular project updates (progress monitoring) are provided publically, using the communities’ preferred communication methods. Messages are tailored for people with specific needs. Messages include how to provide feedback/complaints (level 2).

Involve community in decision making: Project has been validated with community members (level 2).

Learn from feedback and complaints: Project actively seeks feedback and outlines a formal mechanism to hear and address feedback/complaints, including how the mechanism is safe, easy and accessible to affected people and how feedback/complaints are taken into account. All feedback/complaints are documented and regularly collated using most preferred communication mechanism. The degree of satisfaction of the population is taken into account (level 2).

Staff attitudes and behaviours: All project staff is formally trained on how to collect and report feedback/complaints. (level 2).

Use information from project learning: Findings from reports are actively shared back to community in Arabic/English (level 2).

Assessments: Assessment report documents how Yemen assessment standards were addressed in the implementation of the assessment (level 2).

The note on the access constraints to deliver on the commitments above should be included.

NCC has informed the partners that on the 18th of April during the CCPM workshop there will be a group work on the AAP and the cluster will decide how to operationalize these commitments.

9. Cluster approach training and CCPM planning workshop The Cluster approach training to be organised 12-13 and 16-17 of April for two batches of the training and 18th of April for the CCPM workshop. The GNC coordinator is coming to support these trainings and the workshop. 30 partners will attend each training and NCC will send the final confirmation emails to the participants. In addition, on the 18th partners who do not attend the training will also have to come.

10.Work plan development for the cluster

The NCC highlighted that while the cluster has the YHRP strategy, there is currently no work plan for the strategy implementation. In order to save the time (as we are already in April) and not to burden the partners with additional meeting she proposed to compile all the plan that are being now developed into one plan (CMAM scale up, IYCF-E, AWG and the CCPM action plan to be developed on the 18 th) into one plan and to share with partners for the comments and endorsements in May. Partners has agreed to the proposed approach.

Following on the action points from one of the Cluster meetings, NCC has presented to the cluster partners the proposed financial tracking tool, to track the finances inside the cluster to be able to better advocate for funding. The partners endorsed the tool and agreed to provide the information in the tool by the end of April

12.Updates on the HPF allocation

The standard allocation is tentatively to be launched in one week time (dates to be confirmed). The draft strategy is now being prepared and consultations are held until the 12 th of April, when it will be presented to the HPF Steering Committee for the final approval and endorsement. The first draft was already shared with the partners for their information, but the final strategy will be shared once endorsed.

Two main areas (envelopes) were endorsed as the main objectives by the HCT:

1) Addressing the underlying causes of food insecurity and malnutrition through an integrated approach by the Food Security, Nutrition, WASH and Health Clusters.

2) Integrated Response for the most vulnerable IDP families and host communities through integrated interventions.

Nutrition projects are eligible under each envelop and are in line with the YHRP. NCC in consultation with the SAG is drafting the technical guidance for the Nutrition cluster partners that will be shared together with the allocation strategy.

Important point on the HPF: the integration is promoted to address the underlying cause of malnutrition, therefore it is important that while developing a project the partners should consult not only the NCC and the sub-national Nutrition Cluster coordinators, but also the FSAC, WASH and Health CCs at subnational levels.

For the first envelop the ICCM recommended the 59 districts proposed by the FSAC and Nutrition Clusters as the eligible locations, however there are now extensive consultations with the subnational level, that might lead to changes. Current draft districts are embedded below.

Attention of the partners has been drawn to the discussion on the EFSNA limitations for the future use that are documented in the Joint SAG/AWG meeting minutes (embedded).

The NCC informed partners that she will be out of the country from 19th of April to the 2nd of May, therefore the next meeting should be postponed. Partners agreed to have a meeting on the 3 rd of May in the WHO conference room.
