of BKKBN's Interna�onal Partnership. This book is intended to capture the journey of BKKBN and its
interna�onal engagements, including BKKBN's endeavours to establish interna�onal network over
the years. We also highlight BKKBN's milestones across different eras, its interna�onal partnerships
throughout the history of the Family Development, Popula�on, and Family Planning (Bangga
Kencana) programme, and BKKBN's role in stun�ng reduc�on.
We realise that this book may have areas to improve, and we therefore welcome your construc�ve

PREFACE
Congratula�ons to BKKBN's Centre for Interna�onal Training and Coopera�on in Popula�on and
Family Planning for the publica�on of the 51 Years of BKKBN's Interna�onal Partnership. We express
our gra�tude to Allah, the Most Exalted, for the blessings and to everyone who supported the
editorial team throughout their work.
The book presents BKKBN's journey at a glance and the exercise of BKKBN's mandate as s�pulated in
Law 52 of 2009 concerning Popula�on and Family Development. As the body entrusted to carry out
popula�on control and administer family planning programmes, BKKBN's mandate is aligned with
the global commitment of SDGs, par�cularly Goal 3 of “Good Health and Well-Being”.
Na�onally, BKKBN's statutory mandate is also reflected in the Na�onal Medium-Term Development
Plan 2020-2024 that ar�culates President Joko Widodo's development agenda. Of seven agenda
statements, three are especially relevant to BKKBN. Agenda 3 states the goal of improved quality and

Assalamu'alaikum Wr.Wb.
We are deeply grateful to God Almighty for the 51 Years of BKKBN's Interna�onal Partnership, in
which we have conducted various bilateral, regional, and mul�lateral engagements. Consistent with
Indonesia's underlying principles of foreign affairs policy, 'independent and ac�ve', BKKBN also
supports the South-South and Triangular Coopera�on (SSTC) efforts.
Over the years, BKKBN has organized various training programmes and best prac�ce sharing
ac�vi�es with friendly countries around the Family Development, Popula�on, and Family Planning
(Bangga Kencana) programme. BKKBN's experience and excellence built through the decades have
earned the Board interna�onal recogni�ons, including the UN Popula�on Award (UNPA) in 1989 for
Indonesia's family planning success. BKKBN's interven�ons have also resulted in tangible outcomes.
The last Indonesia Demographic and Health Survey (IDHS) in 2017 reveals a reduc�on in Age-Specific

Fer�lity Rate for 15-19 age group to 36, decreased unmet needs to 10.6 percent, and decreased Total Fer�lity Rate to 2.4. Indonesia
also recorded an increase in contracep�ve prevalence rate to 62 percent (IDHS 2012).
Those results, and more, are highlighted in this book �tled 51 Years of BKKBN's Interna�onal Partnership. Please join me in
congratula�ng the Centre for Training and Interna�onal Coopera�on (CITC) in Popula�on and Family Planning for the successful
publica�on of this book. I believe this book contains valuable informa�on on BKKBN's Bangga Kencana implementa�on, especially for
our partners. I look forward to our stronger partnership to achieve Zero Stun�ng, to realise an Advanced Indonesia, and to welcome
the Future Genera�ons of Family Planning!

1975 Village Community Health Development (Pembangunan Kesehatan Masyarakat Desa/PKMD) implemented health development strategy with the principle of community mutual coopera�on and self-help, so that the community could help themselves through joint recogni�on and resolu�on of health problems with the health personnel across programs and related sectors
The Alma A�a Declara�on in 1978 had the same concept as PKMD in Primary Health Care (PHC). Its ac�vi�es include Karang Balita (nutri�on improvement), Diarrhea Preven�on Post, Health Post (community treatment ac�vi�es in rural areas), as well as Immuniza�on and Family Planning Post
Joint Instruc�on between the Minister of Health, the Head of BKKBN and the Minister of Home Affairs, 1984, integrated various community ac�vi�es in Integrated-Service Posts (known as Pos Pelayanan Terpadu/Posyandu)
The goal of Posyandu is to accelerate the maternal and infant mortality allevia�on according to the GOBI - 3F (Growth Monitoring, Oral Rehydra�on, Breast Feeding, Immuniza�on, Female Educa�on, Family Planning, and Food Supplementary) concept in Indonesia. The concept is implemented through 5 (five) Posyandu ac�vi�es, i.e., Maternal and Child Health, family planning, immuniza�on, nutri�on (weighing under five), and diarrhea preven�on. By the addi�on of PAUD ac�vi�es, the Posyandu is also known as "Six to One, One for All".

thIn June 29 , 1995 the President Soeharto launched the Development of Families in the Villages within Urbanized Context known as Bangga Suka Desa Program.

Family Quality Village (Kampung KB):
Kampung KB is implemented to reach non-physical development to change the mentality of the community to get out of the shackles of poverty.The complexity of problems in regional development and human development requires an affirma�ve, specific, and non-uniform policy approach.Kampung KB is a joint movement to develop the region and the community with a family approach and community empowerment towards quality and prosperous Indonesia.Kampung KB func�ons as a stun�ng preven�on and allevia�on in Indonesia.Kampung KB will have a direct impact on the development of the village and its sub-district status.The selec�on of teamwork (known as Pokja) that is influen�al and able to influence is one of the keys to ease of mobiliza�on in Kampung KB.The pilot Kampung KB is a center for learning that is ready to inspire other Kampung KB.

Advance Family Planning (AFP), established in 2010, is one of the
advocacies with the Cipta Cara Padu Founda�on (YCCP) and the AFP
Consor�um (John Hopkins University, Bloomberg School of Public Health,
African Women's Development Fund, Partners in Popula�on and
Development, and Futures Group Interna�onal)
This partnership aims to revitalize the Family Planning Program in
decentraliza�on era through increased funds and access to family
planning services that is more effec�ve, as well as increased commitment
at the na�onal, provincial, district and village levels
The AFP advocacy that was ini�ally performed in 5 (five) regencies/ci�es
(i.e., Pon�anak, Bandung, Karanganyar, Karawang, and Bogor) now it has
been developed to other regencies/ci�es
