And this waiting game is often accomplished with a kilometres-long queue building up along South Coast and the former Edwin Swales VC Drive highway into the port. Now the dreamed-of concrete surface of this superhighway would certainly prove a match for the volume (both now and projected) and the weights of the big-truck brigade that use it. But it costs a mint for concrete as opposed to asphalt, so we can’t confirm that yet. But this prompted FTW to try to pick the brains of Ivan Moonsamy, TNPA’s senior project manager. A plan to turn the much-maligned Bayhead Road at the Port of Durban into a three lanes-each-way concrete “Superhighway” is in its formative stages, according to a knowledgeable source.

The Bayhead Rd, the only access to all the southern port’s terminal complexes, has always been a slightly modified two-way bottleneck in the road transport industry. In its

latest dual-carriageway format it has an inadequate asphalt bed, and has turned into a tyre-track embossed, pothole-strewn, suspension-wrecking mess.

And this inadequate road surface, according to chats with those who are in the know, was very possibly done for the reason that the Transnet National Ports Authority (TNPA), the purse strings for the surfacing project for Bayhead, only invested sufficient monies for a

quick-fix job – because they knew about this plan in advance.

Also, any smartening-up of Bayhead would still leave the supply chain bottleneck at the Durban container terminal. Truckers complain in concert that the time through the terminal gate-in to gate-out is swift, but the pre-entry “A check” is the waiting game. Bulk Wine Draft Rule AmendmentOn 03 September 2013 the South African Revenue Service (Sars) published the draft Rules to the Customs and Excise Act (Act) for the insertion of Rule 35.06 to provide for the removal of, and the placing of certain restrictions on, the removal of wine in bulk by a licensee of a customs and excise warehouse or special customs and excise warehouse in which wine is manufactured in terms of Sections 35 and 64 of the Act respectively.

The proposed Rule reads “35.06(a) A licensee of a customs and excise warehouse or special customs and excise warehouse in which wine is manufactured may only remove, or permit the removal, of wine in bulk – (i) to the licensee of another such warehouse; (ii) to the licensee of a special customs and excise storage warehouse licensed for the storage of wine for export; or (iii) for direct export from that warehouse. (b) For the purposes of paragraph

(a),”wine in bulk” means wine not in normal packaging for sale by retail.”

Frozen Potato Chips – Safeguard AmendmentOn 06 September 2013 Sars published an amendment to the provisional payment imposed on 05 July 2013 (for tariff subheading 2004.10.90) to now reflect a new tariff subheading 2004.10.20 for frozen potato chips or French fries with retrospective effect from 16 August 2013.

Employees in the clearing and forwarding sector can expect slightly lower increases in the year ahead based on the findings of the latest remuneration survey published by P E Corporate Services in conjunction with Lee Botti & Associates.

Produced every second year, the

survey revealed that increases in the clearing and forwarding sector averaged 7%, with slightly lower increases averaging 6-6.5% predicted for 2014.

According to Melanie Trollip, CEO of P E Corporate Services, executive increases have been lower this year compared to historical trends with a greater focus on performance-related

reward and incentives. “Staff turnover for the past year was 12% which is marginally higher than the national average, mainly as a result of some job losses in the sector during the first half of 2013,” she told FTW.

The survey, launched 30 years ago, was well supported, with 27 companies participating, Lee Botti & Associates MD Lee Botti told FTW. “It is a vital guide for companies to keep abreast of salary packages in the industry,” she said.

Botti and Trollip were visiting participants in the Gauteng region last week to discuss trends and skills shortages.

Informal operators in the express delivery market are ripping off the public, according to

sources close to FTW.Although it is “almost

impossible” to get into the formal express delivery and courier market, these operators are functioning outside of the stringent business procedures.

A reader alerted us to a company based in the United Kingdom (UK) which can arrange Europe international services “if required”, according to its website. She told FTW that a friend had purchased electronic equipment from the UK and was hit by “exorbitant customs fees which didn’t look legitimate”. A quick search on HelloPeter.com showed similar complaints against the company, including this latest one, titled ‘Dodgy company’: “Their website looks very authentic and even has tracking capabilities, but once the

parcel supposedly hits SA shores, then there are all sorts of import duties and product certificates required and payable immediately to avoid delays to delivery. Be warned, be wary, and stay far, far away.”

FTW was unable to obtain comment from the company in question but a further search revealed more

complaints and concerns about South African-based courier companies on a number of customer complaint websites. Many of these do not have websites, or if they do, it’s simply a homepage with a number (or a listing on another site).

Garry Marshall, chief

executive of the South African Express Parcel Association (Saepa), says that customs duties are not decided by the courier/express delivery company but by the South African Revenue Service (Sars) Customs Administration. “Should anyone doubt the validity of the fees, it's best to request the customs documentation,” he suggests.

As for how informal operators manage to beat the strict regulations – which include a R6 000 operating licence fee – Marshall says he can only speculate that some of the couriers may be customers of one of the formal operators. “They align themselves with one of the well-known companies and then on-sell the services at a mark-up,” he told FTW.

Or, they operate as a messaging service rather than an express delivery or

courier service. “But they will be unable to compete with established couriers as they don’t have the route network or the capability to meet stringent deadlines and therefore can’t charge for premium services,” said Marshall. A courier company found operating without a licence can be fined up to R250 000.

“The formal express parcel industry in South Africa is worth R8-10bn annually so the industry takes great care to ensure stringent regulation and operating procedures are followed which makes the entry levels tough. Unfortunately,

there are no barriers for those operating outside the regulatory and legal boundaries,” he says.

Marshall told FTW that

there were channels to lodge formal complaints against illegal courier operators or even when a formal operator doesn’t meet the standards of service. This includes the

National Consumer Complaints Commission, under the Consumer Protection Act, and the Independent

Communications Authority of South Africa (Icasa) which regulates the express delivery and courier industry in South Africa.

The Western Cape government has identified five African countries as the focus of its export growth strategy.

Nigeria, Ghana, Kenya, Angola and Mozambique will be targeted through a four-tier strategy designed to grow exports to these markets in the oil and gas, fruit, wine as well as engineering and construction sectors.

According to Nigel Gwynne-Evans, acting director of trade and development for the Western Cape Government, the decision to focus on specific

markets and sectors has seen some criticism but by targeting certain countries and sectors a much more focused approach can be taken.

“There are just not enough resources to market the province across Africa. After much discussion the five countries were decided on for a variety of reasons including the growth opportunities and what we as a region can offer to them.”

He said a key priority for the Western Cape government at present was to promote exports, as this was a driver of economic development.

“South Africa at present only represents some 3% of Africa’s imports so there is clearly a lot of opportunity for us to grow our export market into Africa,” said Gwynne-Evans. “One of the major criticisms we have been getting is that far too often when we target export growth, we don’t play as Team South Africa. If one looks at the Chinese and the Brazilians for instance, in comparison South Africans do not have a coordinated, strategised approach.”

It was to this end that the four-tier strategy – a

coordinated Africa strategy framework – was developed.

“In the first level of this

strategy we are

increasing awareness, profiling and unlocking constraints around the markets we want to enter while we are also empowering exporters with information on how to do business in Africa.”

Gwynne-Evans said in the first level of the strategy a lot of work was also being done to brand the Western Cape in the countries it had identified.

The second tier of the strategy focuses on building the networks and raising the necessary funds, while the third tier is aimed at country-specific strategies.

“We cannot be everything

to everyone so making sure we plan for specific countries and specific sectors is crucial to the success of the strategy,”

he said. “The fourth tier is aimed at identifying high-value project opportunities for the long term to ensure we create sustainability.”

He said the government was in the process of

finalising the draft framework for the strategy while they were also obtaining inputs and buy-in from key stakeholders.

“At the same time we have started lobbying for resources to ensure this strategy can be realised sooner rather than later.”

The Perishable Products Export Control Board is going digital. Soon the sight of an inspector with a clipboard and a pen will be something of the past as the organisation rolls out one of its new efficiency-improvement projects – the issuing of tablets to every inspector.

According to PPECB CEO Stuart Symington, the decision to introduce tablet technology has two immediate benefits: firstly, getting accurate information available in real time for all of its partners; and secondly, achieving long-term efficiencies that should translate into a more cost-effective service to its customers.

“We have been involved with this tablet project for about six months now, with industry trials expected to start in October and November this year. The aim is to have it all tested

and ready to launch country- wide no later than February 2014.”

Symington said that along with the introduction of tablet technology, there was an entire systems revamp in the making. “It brings major efficiency in that we will now have real-time information at hand. No

longer will there be information delays as the system will be loaded as and when inspectors are in the field. The couriering of documents will be a thing of the past, including the intermediary step of administrators

having to upload inspected information into our systems.”

He said it also allowed all the PPECB inspectors access to email. “Technology will bring a major change in the way PPECB employees can communicate with each other. It is a massive, complex and expensive project but one that is expected to revolutionise the PPECB – and its stakeholders’ businesses.”

More and more industry role players are calling on Transnet to take action and accept a wind terminal proposal produced by several shipping lines and submitted to Transnet some time ago.

The proposal, which would essentially transform the container terminal into a wind terminal by installing equipment that can operate in heavy winds, will see the wind issue addressed once and for all, said Mike Walwyn, chairman of the Port Liaison Forum, an initiative of the Cape Chamber of Commerce.

It would mean the return of straddle carriers to the port that in its infrastructure upgrade saw these carriers replaced with 28 new Rubber Tyre Gantries (RTG).

“The RTGs make sense when the weather is good and there is no wind. But the reality is that Cape Town has severe winds for

months at a time and then the impact is dire as RTGs just don’t operate in wind speeds higher than 72km per hour,” said Walwyn. “The straddle carriers can operate at much higher wind speeds – even up to

90km-per-hour winds.”He said the proposal

called for a combination of straddle carriers and RTGs as the industry understood the major capital investment that had taken place around the RTGs.

“The call to Transnet is to convert the end of

the long quay into an operation using straddle carriers while the eastern end of the quay will continue to use the RTGs. We believe this will allow the port to remain operational during much higher wind speeds than is presently the case.”

Transnet Port Terminals chief executive Karl Socikwa said they were addressing the issue.

“We believe the RTGs are much more efficient on the whole in the port terminal but we do understand the argument that although the stackers were slower, they worked every day. We are looking at using reach stackers on the western side of the port where most of the reefers are and it is an issue that is high on our agenda,” he told FTW.

Is Transnet National Ports Authority just going through the motions or is there a real chance of private sector participation at the Port of Ngqura?

That’s the question being raised in the industry following a Transnet Port Terminals (TPT) statement that it believes it has the best team for the job when it comes to operating the container terminal at the Port of Ngqura.

While TNPA has issued a tender for a terminal operator at South African’s newest and fastest-growing port, TPT has confirmed that it will not only be submitting a tender, but is confident about its chances of winning.

“We firmly believe there is no one who can do a better job at operating the container terminal at the Port of Ngqura than us,” Karl Socikwa, chief executive of TPT, told FTW last week. “We have been operating the terminal since its inception

Commercial ship operations at the port began in October 2009 with TPT awarded the

right to operate it.

Earlier this year, however, government found the terminal operator did not have the necessary licences and that a tender had to go out for an operator for the container terminal.

“There is a briefing session coming up around the tender and the necessary requirements and we will be attending. We are definitely going to be submitting a tender,” said Socikwa, who also welcomed the decision by government and TNPA to put the terminal out

for tender.“We think we stand a very

good chance because we bring a very unique element to the table and that is the fact that we operate several other terminals across the country, allowing us to offer a complementary service,” he said. “We don’t operate a container terminal in isolation but rather work across the country making sure we are able to address issues and challenges on a larger scale.”

He said in that way if there was congestion in Durban they could move vessels to other ports or assign equipment to specific ports as and when required.

“We don’t operate a terminal on its own. Ngqura is part of the bigger port picture and we believe that the fact that we run several container terminals gives us the edge.”

Socikwa said in the years since TPT had run the terminal it had seen phenomenal growth. “We have seen an increase of 84% in the volume of containers

handled at the port between February 2012 and February this year.”

Of course, there was another issue raised by our roads people. “Bayhead Rd a superhighway. But what happens when it reaches the Old South Coast Rd/Sydney Road end? Does it still get bottlenecked on the incoming route along the mostly two-lane, twisty South Coast, and does it still have the rather round-about route to the main east-west N3 highway?”

For the present, yes. But, as we carried in our summary of the Ethekwini Roads Engineering Department’s plans for the highway structure for Durban’s two-port future, there should be an answer to that, albeit in the future.

But a Bayhead superhighway would certainly be one very welcome first step in the network in days to come.

“The Cape Town Container Terminal has been given the thumbs-up for improved productivity levels in recent months.

According to Mike Walwyn, chairperson of the Cape Chamber of Commerce’s Port Liaison Forum, there has been a consistent improvement in operations at the port, which has led to the improved productivity levels.

“The crane moves per hour have increased significantly. In fact I think we have seen the best performance ever out of the container terminal in the past few months,” he said at a breakfast hosted by JF Hillebrand in Stellenbosch for industry role players recently.

Walwyn said there were several aspects at play in the improved performance including the capital expenditure paying off, the infrastructure being upgraded and the terminal employees improving their performance.

“When one puts all the elements together then it results in a better performing terminal.”

But, he warned, it was necessary that all parts of the port be efficient, as it had to function as a well-oiled machine. “There is no point in having increased crane moves per hour but trucks are queuing to pick up boxes."

And while some might argue that efficiency has increased as volumes have not grown as much as expected, he believes one has to take into account the impact of the new equipment and the training of staff.– Liesl Venter
