Insurance Details Cycling Ireland Insurance Cover and Claims ProcedureMembership of Cycling Ireland provides the following Insurance cover.
1: Public Liability (“Third Party”):Covers you for any third-party liability or property damage for which you are held legally liable. (a third party is a person not accredited with membership of Cycling Ireland) when you are training, competing or officiating in an approved Cycling Ireland activity. (a €500 excess applies to each claim, to be paid by claimant).
There is an indemnity limit of €13.0 million per incident.
2: Personal Accident: This cover again applies to when you are training, competing or officiating in an approved activity of Cycling Ireland. Medical expenses are covered to a maximum of €2,500 each claim which includes dental expenses up to €1,500. Excess of €100 applies to medical claims only.
3: Professional Indemnity:Indemnifies registered members (coaches, committee members) in respect of advice given for which they are negligent and leads to a financial loss.
4: Letters of Indemnity:Event organisers can apply to have a venue or facility that they are hiring indemnified against any claims made against it. Effectively this means that the venue is covered by Cycling Ireland insurance for the time period stated on the indemnity letter. There is a fee of €60 for this letter. Cycling Ireland membership does not cover any damage/theft of bicycles but have partnered with a third party to provide such cover (details available on our website)

If an incident is not reported within 30 days of occurring, it will be assumed that no claim will be forthcoming.

Commissaires Fees 2020Event organisers should supply the Commissaire with a car and competent driver. If no car is available, the Commissaire should agree a figure with the organiser before agreeing to drive himself. The Moto Comm Race Distance listed below can be used as guidance. It should be noted that it is the College of Commissaires view that Commissaires should not drive themselves whilst acting as a Commissaire on a Road Race.

Cycling Ireland
Members should be aware that the World Anti-Doping Code 2015 has substantially increased the penalty for those involved in an Anti-Doping Rules Violation (ARDV). The penalty for a first offence is now 4 years. This penalty will not only apply to those athletes found guilty of an ADRV but also those Athlete Support Persons (ASPs) involved in complicity. Also, an athlete associating with an ASP who is serving a ban from sport for an ADRV will be liable to a sanction of up to 2 years.
UCI: The UCI Anti-Doping Rules, which apply to races on the various UCI Racing Calendars, may be viewed at www.UCI.ch
Sport Ireland: For domestic races, these are covered by the Irish Anti Doping rules and these may be viewed at www.sportireland.ie
WADA: The list of Prohibited Substances is updated annually, and the current list may be viewed at the above websites or www.wada-ama.org or alternatively a copy may be obtained by contacting the Anti-Doping Officer at Kelly Roche House.
General GuidanceUnder the Irish Anti-Doping Rules members are held to the “strict liability” standard, i.e., they are responsible for any prohibited substance found in their system. All riders (senior/women/junior/veteran) should be aware that they may be required to submit themselves for Anti-Doping Tests, at any time, in an out-of-competition test, or at the end of a race. However, for out of competition testing this is more likely to apply to those riders who are on a registered testing pool with UCI or Sport Ireland or who attend cycling training camps.
It is therefore necessary to ensure that any dietary supplement, that includes for example energy bars, pre, during and post competition drinks, vitamin, mineral, herbal or ergogenic aids do not contain any substance that could lead to an adverse finding in the event of an Anti- Doping Test.

Athletes can easily check out the status of medications, bought in the Republic of Ireland, checking the ‘Drugs in Sport Database’ on www.eirpharm.com. Medications bought in Northern Ireland should be checked on www.globaldro.com.
It is important to check the relevant websites (all mentioned above) for updates to the Rules, TUE’s and the Banned List as WADA, International Federations and National Anti-Doping Organisations can make changes periodically.
Therapeutic Use Exemptions (TUE’s)It is possible, under defined conditions, to take medication which is on the current Prohibited List, by submitting a Therapeutic Use Exemption (TUE) application form to the appropriate authority, normally 21 days prior to the next race in which it is intended to compete. Prior to competition it will be necessary to receive from the appropriate authority, an
acknowledgment that the TUE has been granted. Under specific emergency conditions, this process can be speeded up.
Notwithstanding those athletes who are not deemed to be an International Athlete or a National Athlete, normally those who are not on the Registered Testing Pool (RTP) in the event of an Adverse Analytical Finding will be able to request a Retroactive TUE.
Criteria for granting a TUE can be found on the Irish Sports Council Anti-Doping website: https://www.sportireland.ie/Anti-Doping/Athlete-Zone/Therapeutic-Use-Exemptions-/Further information may be obtained from Cycling Ireland’s Medical Officer or Anti-Doping Officer at Kelly Roche House or by reference to the Irish Sports Council’s Anti- Doping Unit at +353 1 860 8800.
Athletes with Asthma.Those athletes suffering from asthma and who require medication to control this should check out their medication on either www.eirpharm.com (Republic of Ireland) or
www.globaldro.com (Northern Ireland)
Athletes should be aware that all medication whether prescribed or bought over the counter and consumed in the 7 days prior to being required for an Anti Doping Test should be recorded on their Doping Control Form (DCF). The same applies to any supplements consumed.
Warning: The majority of beta-2-agonists are prohibited by all routes of administration. Three beta-2-agonists formoterol, salbutamol and salmetertol are considered restricted substances. This means they are permitted to a certain threshold dose by inhalation only. Athletes must be aware of the dose of their inhalers and must not exceed the stated threshold dose.
Athletes can easily check out the status of their asthma medications, bought in the Republic of Ireland, checking the ‘Drugs in Sport Database’ on www.eirpharm.com.
Medications bought in Northern Ireland should be checked on www.globaldro.com. Athletes must remember to declare all asthma medications on the Doping Control Form when they are drug tested.

Recreational DrugsIncluded in the prohibited list are the following classes of drugs:
• Non-specified stimulants, e.g., amphetamines, cocaine;
• Specified stimulants, e.g., ephedrine and pseudoephedrine above certain concentrations – pseudoephedrine is found in many common cold remedies such as Benylin, Sinutab etc. and these products should not be taken within 24 hours of a competition;
• Narcotics, e.g., heroin, methadone, morphine;
• Cannabinoids, e.g., cannabis.
Members are advised that recreational drugs are prohibited in competition and that they may stay in the athlete’s system for several weeks.

Sports foods & supplements guidelinesSports foods and supplements are categories of nutritional products that are marketed to athletes that claim to enhance athletic performance (acsm 2016). They are generally categorised according to their main mode of action, which may be to increase strength and power, improve energy and endurance or enhance recovery after exercise. Sports foods and supplements may contain banned substances. This could result in a positive test for an athlete.
How may supplements cause problems for athletes? • Not regulated like medicines
• Labels provide no guarantee of the product contents
• Cross contamination in the production process
What is considered a high risk supplement?Products that make unauthorised health claims such as weight loss, muscle building and sexual enhancement are considered to be higher risk of containing ingredients that could lead to a doping violation.
What should I do if I want to take a supplement?• Seek advice from a qualified sports nutrition professional
• Conduct a thorough internet search of the product you intend to take
• Research the name of the product and the ingredients listed
• Check the product website for any warnings
• Keep evidence of all reserach conducted
• Screenshots of research should be saved and backed up
• Only use batch tested products from a reliable source such as www.Informed-sport.com
Herbal products are not always safe for athletes. Herbal supplements may contain ingredients that could result in a doping violation all athletes are solely responsible for what they consume
False advertisingFrom time to time supplement products are promoted as ‘drugs tested’ or ‘wada endorsed’. These promotions are false and may lead to serious consequences for athletes. Sport ireland and the world anti-doping agency do not endorse supplement products.
ConsequencesThe current ban from sport for an anti-doping rule violation is 4 years. If an athlete has evidence that they thoroughly researched the product as outlined in this leaflet they may receive a reduced sanction.

How to Position/Secure your Racing NumberIf you are new to racing it is important that you know the correct procedure for positioning and fixing your racing numbers to your jersey. we have provided the following guide:
• Both numbers must be worn on the lower back of your jersey.
• Secure your number on all 4 edges, using 6-8 safety pins per number (depending on size of pins)
• Numbers Must not be trimmed folded or overlapped.
This year we are introducing frame numbers for all Full Competition license holders. Please secure the frame number to you seatpost using cable ties or you can use a frame mount above your rear brakes.
