OVERVIEW
Adjusting to life after jail is a time for new beginnings. The time following a sentence can be filled with second chances and opportunities, especially when a former inmate returns to society prepared. Being fully prepared gives inmates the highest chance of success for adjusting to life after jail.
Four ‘must dos’ when released.
1. Get Involved in the Community
Taking steps to join some kind of regular communal activity provides real value.
Examples can include:
religious group volunteer organization sports team professional club
Getting involved in the community helps with adjusting to life after jail, as it creates an added level of accountability in the former inmate’s life. While a job is necessary for income purposes, a social group is a choice. Creating friendships and a sense of belonging can be extremely helpful for rehabilitation.
Additionally, the relationships built within these community groups can lead to job opportunities—a crucial step to reentry to society.
2. Work and Contribute to Society
Studies show that many former inmates tend to end up back in jail when they cannot find employment. Working with friends and loved ones to prepare for finding employment is important.
Practicing the following skills can be done over video conferencing and in person:
Role play interviewer/interviewee Resume writing ideas Non-verbal communication skills Research potential job openings for the inmate, then prep them with information
Finding work is a large part of adjusting to life after jail. A series of companies and non-profits offer placement services and provide resources on companies that hire former inmates. Look at the resources section in this packet for more information.

3. Join A Support Group
As mentioned, the benefits of getting involved in the community while adjusting to life after jail are valuable. In addition to community activities, former inmates can benefit immensely from joining a jail-specific support group.
While community members and friends can help a former inmate in many ways, the support provided by a group of people who have experienced jail is even more powerful.
Through shared experience, an ex-offender support group helps its members build a healthy, positive lifestyle through participating and understanding. Preparing to join a support group takes only one step—locating the right group.
4. Find Housing
Some former inmates have a family or loved one preparing to provide them with a safe and comfortable home upon their release. Unfortunately, some inmates’ support systems have grown smaller over the years requiring them to find housing on their own.
A safe place to live is essential to a successful reentry. Statistics show that inmates without housing are at the highest risk for recidivism (reoffending). But most ex-inmates have no money to pay rent, no belongings like a bed or sheets, and no way to immediate obtain either.
To help an inmate prepare to find housing, the following steps can be taken:
Locate Resources
Contact nonprofit groups, local government and religious organizations that assist ex-inmates. On a local level, these groups can provide the best information about housing options available for newly-released inmates including half-way houses, shelters and very low-cost rentals. Look at the resources section in this packet for more information.
Create Relationships
Spend time meeting the person(s) who may offer you housing. You want to be sure they are accepting new tenants. Additionally, building rapport with the managers of these locations means you will start off on the right foot feeling welcomed and safe upon arrival.
Assist With The Application Process
If need be, you can gather and complete necessary documentation on behalf of your incarcerated loved one so there is no gap between jail and their new housing.
While you may run into resistance from employers after getting out of jail, there are steps you can take and programs in place to help you overcome employer misgivings about hiring ex-offenders. A number of agencies and organizations are available to help you gain job skills, put together a resume and find work. You also can utilize government incentives to entice employers into giving you a chance.

Seek Assistance
A variety of agencies are set up nationwide to help you find work. Seek assistance from anyone offering to help. Getting out of jail is not the time to let pride stand in the way of reaching out for assistance. Goodwill Industries partner with local agencies in most cities to provide re-entry services to former inmates. They provide everything from skills training to resume creation and clothing to go on an interview. Talk to your re-entry counselor, parole officer or Arizona@Work contact to find an agency in your community that targets job placement for ex-offenders. Arizona@Work contacts are located at the Department of Economic Security (DES) office at 1500 E Cherry St., Cottonwood and 221 N. Marina Street, Suite 101 & 201 Prescott, AZ.
Offer Tax Credit
Apply for jobs on your own for which you’re qualified. When you land an interview, explain the tax benefits of hiring you to the employer. One of the most popular employer benefits is the Work Opportunity Tax Credit. Employers who hire felons within one year after their release can receive tax credits ranging from $1,200 to $9,600 per new hire. The amount depends on your wages and the number of hours you work. There’s no limit to the number of ex-offenders an employer can hire, and the tax forms are easy to fill out. Carry a brochure about the tax credit to give to potential employers.
Bonding Program
Potential employers may not trust you with a history of criminal activity. A convincing argument that you changed your ways may not be enough. To bolster your credibility, offer to become bonded through the Federal Bonding Program. With an application, you can receive a commercial Fidelity Bond to provide your employer with insurance against theft, larceny, embezzlement and forgery up to $25,000. Most bonds, which are free of charge, are issued for $5,000. They stay in effect for six months, after which you are eligible for a regular commercial bond if your employer requires one.
Clear Your Record
It is legal for employers to turn you down for work based on your criminal record, but you can take steps to clean up your record if you meet certain state requirements. In arizona, expungement has the same meaning as setting aside. Expungement does not wipe out the conviction and the record is not destroyed. This has the effect of releasing the defendant from all penalties and disabilities resulting from the conviction (with some exceptions: see A.R.S. 28-3304 – 3308). Although there is a prior felony conviction, the record will indicate that the person successfully completed all court requirements and the Court vacated the judgment and dismissed the charges. This has the effect of putting the felony offense in a person’s past as long as there are no present or future convictions. You can apply for an expungement on your own by filing a request with the Superior Court in the county where the conviction occurred (Federal conviction must be filed in the Superior Court in the county where that person lives).

TO OBTAIN AN ARIZONA STATE IDENTIFICATION (ID) CARD
The identification card is available to all ages (including infants). The fee for the ID card is $12. Persons 65 or older can obtain the card free of charge. In addition, those receiving Federal Supplemental Security Income disability checks may qualify for a free card based on eligibility. ID cards are available at any MVD office. TO OBTAIN A COPY OF YOUR ARIZONA DRIVER’S LICENSE
Arizona issues an "extended" driver license that does not expire until age 65. However, your photo and vision screening will need to be updated every 12 years. Drivers 60 years old and older will receive a five-year license. Your inmate Identification band can be used as a legal form of identification.
Safety and Security
Customers will receive their credential in the mail at the address listed on their application. Allow up to 15 days to receive it. Update your address if needed. A temporary credential receipt with the cardholder's photo will be issued at the office. If you have outstanding or unresolved actions in any other state, an Arizona license will not be issued. If you provide false information, your Arizona driver license will be canceled. Be Prepared and plan ahead. Follow the simple steps to complete your application in advance, and submit it to MVD. This will speed up the process once you’re in the office. Make sure you bring all required identification documents.
TO REINSTATE YOUR LICENSE
Complete an investigation packet (http://www.azdot.gov/docs/default-source/mvd-forms-pubs/99-0139.pdf?sfvrsn=7) once you are eligible to reapply. Your packet will be reviewed and upon determining eligibility to reinstate, a Permission to Reapply Notice will be mailed to you. Follow the instructions on how to proceed. For alcohol and drug-related revocations, you will be required to obtain proof of Future Financial Responsibility, known as an SR-22. Bring the proof and your notice to any MVD or Authorized Third Party office, fill out an application, pay a $20 reinstatement fee (no personal checks), in addition to an application fee. If you are required to have an ignition interlock device, contact MVD before installation to determine if there are any actions on your record that would prohibit your operating a motor vehicle. Proof of installation of a functioning interlock device must be provided prior to reinstatement.
Suspension
Suspension is the temporary removal of your privilege to drive. It is an action taken after a review of your driving record. After your suspension period has ended, your driving privilege will remain suspended until your application for reinstatement is approved.

Implied-consent suspension for refusal or failure to complete a drug or alcohol test Violation of vehicle insurance laws
ARIZONA BIRTH, MARRIAGE & DIVORCE RECORDS
The Bureau of Vital Records does not accept personal checks. A money order or cashier’s check should be made payable to Bureau of Vital Records. To verify current fees, the telephone number is (602) 364-1300. This will be a recorded message. Information on how to obtain certified copies is also available via the Arizona Department of Health Services website at http://www.azdhs.gov/licensing/vital-records.

EMPLOYMENT AFTER INCARCERATION
Most individuals released from jail held some type of job prior to incarceration and want legal, stable employment upon release. Finding and maintaining a legitimate job can reduce former inmates’ chances of reoffending, and the higher the wage, the less likely it is that individuals will return to crime. The struggle to find and keep a job after release is a crucial element of the reentry process. It is an important part of becoming a productive member of the community and assists in developing personal responsibility and gaining independence and self-reliance. However, there are a number of obstacles to obtaining and maintaining employment, including the reluctance of employers to hire those with criminal records, the lack of previous education or employment history for some individuals, and the gap in work history during the jail term. In addition, former inmates must juggle a number of other reentry challenges while trying to acquire steady employment, including finding stable housing, dealing with health problems, and attempting to renew family relationships. It is also important to remember that individuals need to desire a change in their lives. Respondents who said they intended to return to a life of crime and drugs after release had, unsurprisingly, poorer employment outcomes.
