1. About YCMOU
The Yashwantrao Chavan Maharashtra Open University (YCMOU) was established on 1 July, 1989 through Act XX of 1989 of the Maharashtra State Legislature. It is recognized by the University Grants Commission under Section 12B.
Envisioning a system of distance education that percolates to the remotest corner in the State, the university has already created a name for itself. It has been honoured with the prestigious ‘Award for Institutional Excellence in Distance Education’ from the Commonwealth of Learning, Canada and is listed among the ‘mega open universities’ of the world.
The academic programmes offered by the university span the full range from the Certificate to the Post-graduate level and encompass diverse academic disciplines. The study material developed for these programmes is self-instructional in nature. The programmes are carried to the students through an extensive network of over 4500 programme wise Study Centres. Student enrollment has shown a consistent increase over the years and the average annual enrollment is over 6, 00,000.
1.1 Objectives
• To make higher, vocational and technical education available to large sections of the population.
• To give special attention to the needs of the disadvantaged groups, in particular, people in rural areas and women.
• To relate all courses to the developmental needs of individuals, institutions and the State.
• To provide an innovative, flexible and open system of education by using distance learning methodology and by applying modern communication technologies in education.
• To provide continuing adult and extension education. Special attention to be paid to retraining adults in new skills to enable them to adjust to a changing technological environment.
• To provide opportunities in postgraduate studies and research in all fields of knowledge, especially in educational technology, distance education and developmental communication.

1.3 Vision

communities and for providing a path of upward mobility through skill development or knowledge enhancement for those working in specific service sectors.
2. Collaboration between the Indian Army and YCMOU
On 14 March, 2011, the Indian Army and YCMOU signed a Memorandum of Understanding to provide academic opportunities to the serving personnel in the Yashwantrao Chavan Maharashtra Open University Centre for Collaborations & Special initiatives: Prospectus for Army Indian Army and also over a period of time, empower their family members through education.
Under this MoU, a number of academic programmes will be developed and offered for the Army personnel, all under the banner, ‘Yash Vidya’. The main Objectives behind this collaboration are as stated herein
2.1 Objectives
• To provide avenues for higher education to the serving personnel.
• To create opportunities for acquiring professional and vocational skills and competencies without disturbing regular duty.
• To enhance the overall educational qualifications of the Army as a whole.
• To facilitate the personnel in re-settling post retirement.
3. Programmes Offered
•••• Bachelor Level Bachelor of Arts (Medium: Marathi, Hindi & English)
3.1 The Preparatory Entrance Examination
The Preparatory programme has been specially designed for those who, for a variety of reasons, family circumstances and financial pressures, have not been able to complete schooling at various stages or were unable to complete successfully Std XII or its equivalent and have joined the Army at a very young age. It serves as a bridge course for moving from the School level to the university level. It has been specially designed with a view to providing the students with basic skills required for studying on their own. Successful completion of this Entrance Examination can make a student directly eligible for admission to the First Year of the BA programme offered by YCMOU, whenever the student decides to pursue graduation studies with YCMOU.
Name & Code: Preparatory (C19) Medium: Marathi, Hindi, and English. Eligibility: Army personnel who have not completed Std XII. There is no
minimum educational level. Fees: Rs 500/- (Inclusive of study material and first examination chance
provided by the university) Study Material: There will be one book for study consisting of 3 parts with
the following titles:
• Basic Study Skills
• Basic Language Skills
• Mathematics for All. In addition, a DVD containing interactive e-learning modules covering the
entire syllabus (Marathi, Hindi, & English medium) will be supplied along with the study text.

Examination & Evaluation Procedure
• There will be one End Examination of the objective type, carrying 75 marks. This will be conducted ONLINE and students will get their provisional marks sheet immediately after the examination.
• The duration of this exam will be of 1 hour.
• Students will be required to appear for the examination in their respective study centre.
• Students getting a minimum of 40% marks in the examination will be considered to have successfully completed this programme.
• Students remaining absent or not clearing the examination will be required to reappear for this examination as and when conducted by the university and will be required to pay separate examination fees of Rs 100/- for the same. The examination form will be available on our website http://ycmou.digitaluniversity.ac under the link ‘Information for Special Groups’ and the sub-link ‘Army Students’ under ‘Activities/Services’ .
This form is only to be filled by Repeaters (Absent/ Failed students) after the end of every examination session as per the schedule given in the academic calendar.
3.2 The Bachelor of Arts (BA) Programme
The Bachelor’s degree Programme designed for the Army personnel gives special recognition to the in-service training/Army courses completed during service by providing exemption from studying certain courses. Apart from the highly subsidised fees charged, the courses offered for study by the university have been carefully selected on the basis of their relevance and overall usefulness.
Programme name and Code: Bachelor of Arts (G26)
Medium: Medium: Marathi, Hindi and English
Eligibility:
(i) HSC or its equivalent passed. OR
(ii) YCMOU Preparatory Programme passed.
(iii) Those who have passed FY/SY/TY in any discipline of any recogised university can also apply and directly get admitted in the Second Year of BA with an additional paper from FY (OPN101) and payment of total fees of Rs 2000/-
(iv) Those who have received the Associate Degree of IGNOU under Gyan-Deep can also apply directly in the Third Year of BA with additional papers from FY(OPN101) and SY(ECO202 & SOC222) and payment of total fees of Rs 2000/-
An attested photocopy of the certificate of 10+2/ statement of marks of YCMOU Preparatory programme/ FYBA statement of marks (in case of direct admission to SYBA)/Associated Degree of IGNOU (in case seeking admission in TY on the basis of Associate Degree) must be attached with the application form.

Fees
• FYBA: Rs. 500/-
• SYBA: Rs. 500/-
• TYBA: Rs. 1000/-
(Note: The total fees of Rs. 2000/- must be paid in one installment at the time of admission. The fees include study material cost as well as one time examination fees. All the students will pay full fees of Rs 2000/- whether taking admission in FY/SY/TY, except those who have passed their FY from YCM Open University. Only those who passed FY from YCMOU and seeking admission in SYBA will pay fess of Rs 1500/- only.)
Duration: Minimum 3 years from the year of registration and maximum period for completion 15 years.

3. OPN142: History, Customs & Traditions of the Service.
4. OPN143: Theory & Practice of Physical Education & Drill.
5. OPN144: Theory & Practice of Basic Weapon System.
6. OPN145: Integrated Character & Leadership Training (ICLT).
In F.Y.B.A. except OPN101 all other courses will be treated as exempted at the time of admission.
• Second Year B.A.
(A) Semester I:
1. ECO202: Economics for All.
2. SOC222: Social Change & Social Movements.
3. OPN183: Advanced Military Training
(B) Semester II:
The Student has to complete any three courses from the list of courses given as Appendix-I at the end of the prospectus.
Credit in the form of exemptions will be given for specific courses only after receipt of information regarding satisfactory completion, from the Army Training Centres (Study Centres).
• Third Year B.A. (A) Semester III:
1. PSY271: I and my Social Behavior. 2. POL225: Our Rights & Their Fulfillment. 3. ICT301: ICT literacy and Soft Skills.

(B] Semester IV: The Student has to complete any three courses from the list of courses
given as Appendix-I at the end of the prospectus. (The 3 Army courses in Semester IV must be different from that those were
completed in semester II) Evaluation & Exam Procedure
• Assessment in the First Year will be based on one examination for the course on Self Study Skills (OPN101).
• The Examination and assessment in the Second Year will be based on the two YCMOU courses in semester I (ECO202 & SOC222).
• The Examination and assessment in the Third Year will be based on the three YCMOU courses in Semester III (PSY271, POL225, & ICT301).
• Examinations for each year will be of the ONLINE, objective type with multiple choice questions and will be conducted at the respective Study Centre. Marks will be given out of 100 and a minimum of 40% will be required for passing.
• At the end of each Online Examination, the student must ask the Exam Centre for a printout of his ‘provisional statement of marks’. The final statement of marks issued by the university later will only be for the First Year, Semester I of the Second Year and Semester III of the Third Year.
• Those getting a minimum of 40% marks in each course will be declared successful and will become eligible for the award of the Bachelor’s degree after completion of the required number of (6) Army Courses from the list given in Appendix-I.
• The performance in all the YCMOU courses will be considered for calculating the aggregate marks for the degree.
• Students not clearing successfully or remain absent in the examination of any course/s will be required to reappear for the concerned examination as and when organized by the university by filling an examination form and examination fees of Rs 100/- per year. The examination form will be available on our website http://ycmou.digitaluniversity.ac under the link ‘Information for Special Groups’ and the sub-link ‘Army Students’ under ‘Activities/Services’.
• Students not successfully completing the First Year will be permitted to move to the Second Year and likewise to the Third Year. However, they will not be eligible to receive the degree of Bachelor of Arts until they clear all their courses successfully and also complete all the required Army courses.

3.4 Change of Study Centre
A student can change his Study Centre only at the time of admission to subsequent years. Thus if you have taken admission in study centre 'A' during FY, you may change to study centre 'B' only when you take admission in SY (or TY) but not in the middle of the year. To get transferred to study centre 'B' from 'A' you need to take No Objection Certificate (NOC) from 'B' study centre and No Dues Certificate (NOC) from study centre 'A'. All study centres are required to give NOC to students who do not have any dues to study centre on account of fees mentioned in this prospectus.

4. Important Instructions
The university has provided the facility of ‘e-suvidha’ account to each student. This account is automatically generated for each student as soon as his admission takes place. For using this account, the student must use his Permanent Registration Number (PRN) as a login ID and his date of birth in YYMMDD format as a password. (eg. If the date of birth is 1st June 1992 then ‘e-suvidha’ password will be 920601)
The student will get this login ID/PRN and password on his mobile through an SMS from the university.
(Students who do not receive this information may contact the university on the above contact number)
This ‘e-suvidha’ account is very useful, and provides the several facilities to the student like:
• Profile Viewing: Allows viewing and checking their profile by which they can point out the corrections required in the personal details, name, etc.
• Downloading their syllabus.
• Viewing previous examination record.
• Getting the examination timetable and hall ticket.
• Using library resources
• Getting the sample questions etc...

Appendix 2 : Candidate/Student Agreement
Candidate/Student Agreement at the time of Admission. This is an agreement between the student or candidate and the YCMOU which is entered into by virtue of the candidate for admission clicking on “ACCEPT” button on the online admission portal at the time of admission to a program using online admission process. In this agreement the term “candidate” is used to mean the person who proposes to take admission to a program in YCMOU and the term “student” is used to mean a person who has been admitted to a program of the YCMOU after fulfilling all the conditions thereof. The candidate undertakes that 1. He has gone through the prospectus and the on-screen narrations or
directions and has sincerely responded to the on-screen directions. 2. He has ensured that he is eligible to the program to which he proposes to
take admission and that if it is found otherwise, (that is, if he is found not to be fulfilling the conditions of the eligibility at any time as per the rules mentioned in the prospectus or the on-line narrations) his admission will be summarily cancelled and the fees paid to the university will not be refunded in part or in full.
3. The information about the medium/mode of delivery of the Study Material (for example printed books, e-books, mobile app, audio/video material available on internet or through CD/DVD, etc) has been duly studied by me in the relevant pages of the prospectus and I have no objection to the said mode of delivery. He shall not make any demands on the methods or medium of delivery other than that mentioned in the prospectus.
4. He shall make any representations to the YCMOU by logging on as a student in respect of any activities of grievances within a period of thirty days from the date of cause of the grievances or by an email to the university at the designated e-mail address.
5. He understands that the University reserves right to make changes in the rules or syllabi or learning material or any other policy matter as a matter of urgency and that such changes in the rules, syllabi or policy matters shall be binding and applicable on him and that he shall not make objections to such changes.
6. He shall not change his mobile number as registered with the University during the time of admission to the program.
7. He understands that the University shall levy charges on changes in profiles of the student, including the photograph, mobile number, date of birth, etc.
8. He understands that in case the University does not receive the fees from the Government (in case of Scholarship or Free-ship candidates), the student may be barred from taking examinations and his results shall not be declared till such time that the fees have been received.
9. He understands that any incorrect or incomplete information given by him is liable to cancellation of his admission or withdrawal of degree or diploma awarded to him as and when the university gets to know of such supply of incomplete or incorrect information.
10. He shall visit the University’s website (ycmou.digitaluniversity.ac and ycmou.ac.in) regularly and undertake necessary steps for academic and administrative purposes as expected from him including downloading of the examination hall ticket and printing the same.
11. He shall undertake the studies of the academic program with necessary industry, discipline and honesty and conduct himself with due dignity and shall do nothing which is unbecoming of a student of the YCMOU.

Subject : Recognition of Degrees awarded by Open Universities.
Sir/Madam, There are a number of open Universities in the country offering various degrees/diploma through the mode of non-formal education. The Open Universities have been established in the country by an Act of Parliament or State Legislature in accordance with the provisions contained in Section 2(f) of University Grants Commission Act, 1956. These universities are, therefore, empowered to award degrees in terms of Section 22(1) of the UGC Act, 1956. A circular was earlier issued vide UGC letter N.F.1-8/92(CPP) dated February, 1992 mentioning that the Certificate, Diplomas and Degrees awarded by Indira Gandhi National Open University are to be treated equivalent to the corresponding awards of the Universities in the country. Attention is further invited to UGC circular No.F1-25/93(CPP-II) dated 28th July, 1993 (copy enclosed) for recognition of degrees and diplomas as well as transfer of credit for courses successfully completed by students between the two types of universities so that the mobility of students from Open University stream to traditional Universities is ensured without any difficulty. The UGC has specified the nomenclature of degrees under Section 22(3) of the UGC Act, 1956 to ensure mandatory requirements viz. minimum essential academic inputs required for awarding such degrees. A copy of Gazette Notification regarding specification of degrees issued vide No.1-52/97(CPP-II) dated 31st January 2004 is enclosed. The details are also given in UGC Web site : www.ugc.ac.in May, I therefore request you to treat the Degrees / Diploma / Certificates awarded by the Open Universities in conformity with the UGC notification on Specification of Degrees as equivalent to the corresponding awards of the traditional Universities in the country.
