The Wayne County Intermediate School District has recommended that theFinal Environmental Impact Statement include an emergency response planin case of a nuclear emergency at Enrico Fermi. Reference to theMichigan-Detroit Edison-Monroe County Radiological Emergency ResponsePlan may satisfy this concern. SEMCOG is not aware at this time whetheror not this Emergency Response Plan is completed, nor are we aware ofthe extent of the intergovernmental communications network involved.This Plan should be completed before the Fermi plant begins operation.All major governmental units within the 10 and 50 mile exposure areasshould be familiar with this Plan. The Oakland County Divtsion of Planningand the Oakland County Emergency Medical Service / Disaster Control Divisionhave also forwarded comments concerning communications with Enrico FermiPower Plant officials concerning an emergency response to accidents or sabotage.

The Monroe County Planning Department and Commission asked for an extensionin the review period for the Draft EIS. The NRC graciously extenced thetime period to allow the Planning Commission an opportunity to furtherinvestigate the impacts of the operation of Enrico Fermi on Monroe County.The Planning Commission invited representatives from Detroit Edison toa meeting and the resulting comments are contained in the attached letter.They do not directly object to the operation of this facility, but wouldlike their concerns addressed.

The Council's staff and AWQB staff have reviewed the Draft EnvironmentalImpact Statement document for consistency with areawide plans andprograms. Although the Southeast Michigan Council of Governments iscurrently developing a comprehensive regional energy management plan,this document has not yet been presented for adoption by the Council'spolicy body. The Fa mi II Draft Environmental Impact S:atement has,however, been reviewed for consistency with SEM 0G's ad)pted policies con-cerning environmental protection and land use. Th;re are no apparentconflicts between the Draft EIS and these plans and po*1cies. We lockforward to the Final EIS for the Enrico Fermi facility.

The above-referenced project has been reviewed by our Office of Stateand Federal Programs. The only expected significant impact that theEnrico Fermi Atomic Power Plant, Unit No. 2, could have on the WayneCounty Intermediate School District and its constituents would be thatof radiation released in the event that emergency conditions occur. ,

It is realized that if Detroit Edison follows all safe operation pro-cedures and if the Nuclear Regulatory Commission enforces all theregulations applicable to this facility, the chances of emergencyconditions occurring are very low.

It is recommended that the plan advising the public what to do in theevent of a nuclear emergency at this facility be included in the finalEnvironment Impact Statement.

In response to your correspondence dated May 26, 1981, relative to the above, Iwould like to provide the following comments for inclusion in your report tothe Southeast Michigan Council of Governments.

I am extremely concerned about two matters, both of which sould have a directimpact on Oakland County's environment.

First, even though the environmental risk from accidental radiation exposure orother accident is very low according to the reports, the possibility stillexists that one could occur. This possibility results in t ie need to properlyprepare plans to act accordingly in the event of a mass eva uation declaration.

I would, however, like to point out that we presently are r >t thoroughly preparedto effectively implement our plans to evacuate a large nu.1tr of persons.

Secondly, the transportation of nuclear waste materials through Cakland Countywould pose another risk to the environment. Again, the risks would result inthe preparation of plans to effectively respond to accidents or sabotage.

Because of these two identified environmental risks, I would ask the Enrico FermiAtomic Power Plant officials to act favorably on the following recommendations.

1. To establish and maintain a close liaison relationship with this Division.*

2. To provide information relative to the potential risks associated with theplant's operations.

3. To assist in the preparation of plans to respond to accidental radiation exposureor other accident situations.

4. To report forthwith to this Division any occurrance of an unusual or importantevent that indicates or could result in signif' ant environmental impact.

5. To conduct or participate in continuing education classes or seminars on provid-ing information to respond to accidents.

The United States Nuclear Regulatory Com ission has submitted a Draf t EnvironmentalStatement for Areavide Clearinghouse review. The proposed action is for the issuanceof an operating license to the Detroit Edison Company for the startup ar.d operationof the Enrico Fermi Power Plant 2< Thn nuclear plant is located on Lake Erie inMonroe County, approximately eight miles northeast of Monroe, Michigan.*

The facility will support a boiling-water reactor (BWR) to produce up to 3428 mega-watts thermal. A steam turbine generator will use this heat to produce approximately1150 net regawatts of electrical power capacity.

The information in this statement represents the second assessment of the environmentalimpact associated with Enrico Fermi 2 pursuant to the guidelines of the National En-viron= ental Policy Act of 1969 and Title 10 of the Code of Federal Regulations /Part 51(10 CFR 51) of the Cc= mission's regulations. Af ter an application to construct this ,

plant was submitted to the Nuclear Regulatory Commission (NRC) in 1969, their staffreviewed impacts that would occur during the construction and operation of this plant.The staff evaluation was issued as a Final Environmental Statement (FES) in July 1972.As a result of that environmental review, a safety review, an evaluation by the Ad-visory Committee on Reactor Safeguards, and public hearings in Monroe, Michigan, andWashington, D.C., the NRC issued a permit in Septe=ber 1972 for the construction ofEnrico Fermi 2. As of March 1981, the construction of Enrico Fermi 2 was 30% complete.With a proposed fuel loading date of November 1982, Detroit Edison has applied for alicense to operate the plant and sub=itted (in October 1974) the required safetyand environmental reports to support this application. This Draft EnvironmentalStatement (DES) presents the activities associated with the proposed operation of theplant, and potential impacts, as viewed by NRC scaff.

Co==ents/ Analysis

It cust be noted that this DES was net produced by the Detroit Edison Co=pany but bythe Nuclear Regulatory Commission. After extensive in-house review, Monroe CountyPlanning staff invited several other aEencies to review the document and air theirconcerns 1 a meeting with Detroit Edison personnel. The other agencies include:the City of Monroe, Department of Co=munity Develop ent; the Menroe County DrainCo==ission; and the Monroe County Office of Civil Preparedness.

Pl nning staff developed an extensive list of concerns that were brought out at thezee ing with Detroit Edison. Many of the concerns were the result of the highlytechnical nature of the document. Many of the questions were due to a lack of technicalknowledge on staff's part in areas such as: aquatic biology, radiosensitivity ofliving organis s, meteorciogical dispersion of radioactive caterials, ett., and wereeasily explained by Detroit Edisen personnel. The follcwing outline presents. concernsthat were not answered by Edison staff to the satisfaction of Planning staff.

In several instances, Edison personnel and staff members shared the same concerns,

over portions of the report.

1. In the portion of the document that su==arizes Regional k'ater Use (pg 2-6) NRCstaff suggested that "by State standards, the water (Lake Erie) is consideredto be polluted to the extent that sports involving total body contact with thewater should be avoided." Although this statement may have been true severalyears ago, staff feels it is erroneous at this time. This opinion has beenverified by the Director of the Monroe County Environ = ental Health Division.

2. Under the title Envirenmental I= pacts (4.4)(4.4.1.1) it is stated that threeendangered or threatened species exist on the site, the American Lotus (endan-gered) the Swa=p-Rose Hibiscus (threatened), the Eastern Fox-Snake (threatened),and further "because station operation will not involve destruction of habitatbeyond that which has already occurred during construction, the staff believesthat these species will not be effected." Planning staff feels that this isinsufficient in terms of what has happened. NRC staff does not mention whetheror not all, or a little, or a substantial amount of habitat has already beendestroyed. In the following paragraph the same argu=ent was used for acceptablelevels of noise. They just state that noise levels af ter construction will~bemore acceptable that those during construction with no explanation of what thenoise levels during construction affected.

3. Section 4.5.4 Radiological Impacts on Biota Other Than Humans; in the beginningof this section NRC staff reports that " terrestrial and aquatic biota willreceive doses approximately the sa=e or somewhat higher than humans receive",while in the last sentence of the section they state that "other living organisms(other than humars) are not much more radiosensitive than humans." This suggeststo Planning staff that on one hand biota vill receive .the same or more radiationthan humans and on the other that living organis=s are more radiosensitive(however small) than humans. Staff interprets this to mean that other livingorzanisms will be affected to a 2reater extent than humans while at the sametime having less protection and resistance.

It must be noted here that Edison personnel explained that very few studieshave been completed in terms of radiose'hsitivity to living organisms other thanhumans, resulting in a situation that makes it very difficult to draw clearconclusions. Although staff acknowledges this fact we still feel uneasy withthe aforecentiened statements.

4 In section 6.1.2 Accident Experience and Cbserved != pacts NRC staff discussesthe impacts of an accident on the public. They state that no significant impacts(due to accidents) -are likely to occur over time periods of a few decades (EnricoFermi 2 reactor life - 40 years). They furthar state that "This experience baseis not large enough to permit a reliable quantitive statistical inference."Planning staff feels tlat if their experiet.ce base is not extensive enough topermit reliable quantitive statistical inference, they should not state thatno significant i= pacts are likely to occur cue to accidents.

5. Lastly, staf f, in reviewing the document observed numerous state =ents and setsof data that were dated and no longer correct. Qetroit Edison personnel con-curred with staff's concerns in these areas and are forwarding their concentsto the NRC.

Several other concerns were raised by other County agencies although they were notissues related to this specific document and will be brought up at the appropriatetime.

In accordance with Federal OMB Circular A-95 and review proceduresestablished by the Southeast Michigan Council of Govern =ents (SEMCOG),the Washtenaw County Metropolitan Planning Co= mission (WCMFC) has reviewedthe Draft Environ = ental Impact Statement from the United States NuclearRegulatory Co= mission for a project titled " Operation of the EnricoFermi Atomic Power Plant, Unit II".

According to the information provided by the applicant, the proposedaction is the issuance of an operating license to the Detroit EdisonCompany for the start up and operation of the Enrico Fer=1 Atomic PowerPlant, Unit II, located on Lake Erie in Monroe County, approximatelyeight miles northeast of Monroe, Michigan.

In reviewing this proposal, staff contacted Dr. John Atwater, Directorof the Washtenaw County Health Department. Dr. Atwater indicated hisagency was aware of, and had no conflict with, the Fermi II proposal.Staff found no conflict with this proposal and any County or local landuse plan or policy and therefore reco== ends approval of the request.
