LICENSE DESCRIPTIONAcupuncturists promote, maintain or restore health based on traditional oriental medical concepts of treating specific areas of the human body, known as acupuncture points or meridians, by performing practices such as: 1) inserting acupuncture needles; 2) moxibustion; or 3) applying manual, conductive thermal or electrical stimulation through the use of acupuncture needles. State law requires that a medical evaluator evaluate a patient's condition and make a written referral to the registered acupuncturist prior to treatment. The acupuncture treatment must then take place within 90 days of the initial referral for the evaluation to remain current.

Adoption investigators conduct background reports on birth parents, adoption pre-placement investigations, post-placement supervision and report to the court within the State of Iowa.

Advanced registered nurse practitioners practice advanced nursing in one of four specialized areas: 1) certified registered nurse anesthetists, 2) certified nurse midwives, 3) certified nurse practitioners, and 4) clinical nurse specialists. Any licensed registered nurse who would like to have prescriptive authority needs to apply for an ARNP license.

An asbestos abatement contractor/supervisor must have complete knowledge of the job duties performed by the abatement worker; be able to function as a working supervisor on the job site; read blueprints; keep job site records; ensure compliance with regulations (i.e., air-monitoring and air-sampling, abatement encapsulation techniques, and proper disposal of materials); and, complete necessary paperwork required by the Iowa Division of Labor Services, the Iowa Department of Natural Resources, and the U.S. Environmental Protection Agency (EPA). He or she must ensure that only state-of-the-art work practices are used in the construction and maintenance of barriers and decontamination enclosure systems, positioning of warning signs, minimizing fiber release (i.e., use of wet methods, negative pressure ventilation equipment, and high efficiency particulate air (HEPA) vacuums).

Asbestos abatement workers use hand-operated or power-operated tools to remove or encapsulate asbestos-containing materials; wear protective clothing and use a respirator to prevent exposure to airborne asbestos fibers; follow all safety regulations regarding work practices, such as work site preparation, decontamination, and waste disposal; and, use encapsulating materials in an appropriate manner. They need to understand the nature of asbestos-related diseases, routes of exposure, and synergism between cigarette smoking and asbestos exposure. Workers construct and maintain proper barriers and decontamination enclosure systems; position warning signs. They must follow proper working techniques for minimizing fiber release through the use of wet methods, negative pressure ventilation equipment, high efficiency particulate air (HEPA) vacuums, and proper clean-up and disposal procedures.

Asbestos inspectors must be able to identify asbestos; know the locations and uses of asbestos in buildings; and recognize the physical appearance of asbestos. They must understand the health effects related to asbestos exposure, the synergistic effect between cigarette smoke and asbestos exposure, the latency period, legal liabilities and defenses, comprehensive general liability policies, and how claims are made. Inspectors work with an accredited asbestos management planner; conduct inspections; inventory asbestos-containing material (ACM), make physical assessment of its condition; understand the safe inspection of electrical, heating, ventilation and air-conditioning systems (HVAC) systems; read blueprints and as-built drawings; conduct bulk sampling; and, maintain records of both buildings and inspections.

Asbestos management planners evaluate and interpret survey results; review the Toxic Substance Control Act (TSCA) and TITLE II requirements for asbestos inspectors and management planners in Subsection 203(8)(1); summarize field data and laboratory results; compare field inspector's data sheet, laboratory results and site survey; conduct hazard assessments; and explain potential significant damage to building owners. They evaluate the advantages and disadvantages of encapsulation, enclosure, maintenance or removal and select the best option; develop an operations and maintenance plan; keep and control records of inspectors` and contractors` reports, as well as the operations and maintenance program; perform economic analysis and cost estimates; develop cost estimates and reports for building owners; and, may apply for Asbestos School Hazard Abatement Act grants or loans.

Asbestos project designers plan and organize asbestos abatement projects; arrange for air sampling and waste removal; ensure that materials, workers, and procedures meet required standards; conduct aggressive air monitoring following abatement; and, prepare job site plans and estimates of present costs of abatement versus future operations and maintenance costs. They write abatement specifications, means, and methods of abatement in occupied buildings as well as safety system design specifications; and prepare drawings and on-site reports. They are skilled in contract writing and working with consultants; understand relevant federal, state, and local regulatory requirements which include Toxic Substance Control Act (TSCA); TITLE II; OSHA Standards 1926.1101, 1910.1001, 1910.134; 40 C.F.R. Part 61 "National Emission Standards for Hazardous Air Pollutants" Subpart A (General Provisions) and Subpart M (National Emission Standard for Asbestos); 40 C.F.R. Part 763, Subpart G (EPA "Worker Protection Rule").

Under the supervision of a physician or physician assistant, athletic trainers provide to athletes therapy designed for prevention, physical evaluation, emergency care and physical reconditioning relating to injuries and illnesses incurred through sports-induced trauma. The trauma occurs while preparing for or participating in a sports competition or during a physical training program, either of which is sponsored by an educational institution, amateur or professional athletic group or other recognized organization.

Audiologists provide services related to disorders of hearing and associated communication disorders by the measuring, testing, evaluating, identifying, preventing, ameliorating, modifying, or remediating hearing disorders. After diagnosis, the licensee may provide consultation, counseling and instruction for the non-medical rehabilitation of individuals and groups, including the determination and use of appropriate amplification. Speech and hearing are so closely related that a person must have some knowledge of both to be a success as an audiologist or speech pathologist.

A bail enforcement agent takes or attempts to take into custody the principal on a bail bond issued on a deposit filed in relation to a criminal proceeding to assure the presence of the defendant at trial. Bail enforcement agents are commonly known as bounty hunters who search for persons that have jumped their bail bond.

Barber instructors teach the responsibilities of barbering (cutting, chemically treating and styling hair, shaving, trimming beards and mustaches, etc.) to students. They ensure that barber students meet the minimum educational requirements and also teach the proper sanitation techniques for care of the equipment and individuals.

A barber provides customers with barbering services: shampooing, cutting, blow- waving, trimming, singeing, hair body processing, arranging, bleaching or coloring the hair, hair relaxing, drying, applying hair tonics and tapering hair, using clippers, combs, dryers, and scissors. Barbers apply hairdressings or lotions, lather and shave beards, or shape hair contour on temple and neck using razor. They dye, singe, shampoo, or style hair; massage or apply cosmetic preparations to the face, neck, or scalp; fit and sell hair replacements; sell lotions, tonics, or other cosmetic supplies; and, record charge on ticket.

Boiler inspectors perform technical work in the inspection of boilers and unfired pressure vessels to ensure compliance with state safety laws and regulations.

Bus drivers transport passengers over specified routes to local or distant points according to a time schedule; collect cash fares and make change, collect and issue tokens, tickets, and transfers; regulate heating, lighting and ventilating systems for passenger comfort; comply with local traffic regulations; report delays or accidents; record cash receipts and ticket fares; may load or unload baggage from baggage compartment or freight checked by passengers; may have to check tires, oil, water, and fuel and make minor repairs; answer questions about schedules, routes and transfer points; and, announce stops and other information concerning trips.

Certified nursing assistants provide personal care including feeding, bathing, and assisting patients with personal hygiene. They check patients' vital signs, make progress assessments, deliver meals, maintain a secure environment, and perform treatments and other tasks. The CNA works under the supervision of a licensed nurse.

Certified public accountants prepare, analyze and verify business records and financial reports; prepare profit and loss statements, balance sheets, cost studies and tax reports; and, may also develop, install and supervise accounting systems and operations. Using special computer software packages, they transform raw transaction data into a variety of specialized reports and tabulations. They work in one of four major fields of accounting: 1) public, 2) management or industry, 3) government, or 4) internal auditing. Certified public accountants who qualify on the basis of education and experience, can attest to the accuracy of financial data. Only CPAs can do audits and reviews.

Certified shorthand reporters maintain a complete record of judicial proceedings. This includes reporting by machine shorthand all spoken communication during the proceedings and maintenance of exhibits and witness lists. It requires the ability to provide a verbatim transcript of the proceedings, which is accomplished by typing, dictation, or the most modern method of using computer-aided transcription (CAT) wherein the original computer writing of the court reporter is translated into English by use of computers and dedicated software. This method requires advanced skills by the court reporter and provides instant written translation of spoken words for hearing-impaired citizens. Reporters may work as freelancers in pretrial discovery work, or as official reporters hired by the State and other entities. Due to the nature of the job, accuracy and speed are vital with emphasis on grammar, English, spelling, and various technical terminologies including legal and medical.

Chiropractors treat human ailments by adjusting the neuromusculoskeletal structures, primarily by hand or instrument, through spinal care. They may withdraw or order the withdrawal of a patient's blood for diagnostic purposes; perform or utilize routine laboratory tests; perform physical examinations; render nutritional advice; and, perform or utilize chiropractic physiotherapy procedures. They may chose to specialize in orthopedics, diagnostic, radiology, neurology, nutrition, sports medicine, sports injuries, or industrial injuries.

A coaching authorization or a coaching endorsement allows the practitioner to coach in grades K-12 for Iowa public and private school athletic programs

License for the manufacture, importation, distribution, sale, and commercial or industrial use of explosives. Does not include fireworks nor ammunition for small arms primers.

A cosmetologist shampoos, cuts, colors, singes, bleaches, curls, styles, chemically curls and straightens hair for men, women and children. They may work on wigs and hairpieces, use cosmetics on customers, massage customers' scalps, do manicures and pedicures, apply artificial nails, or do nail tips and extensions. Duties may include massaging, cleansing, stimulating, exercising, beautifying, or similar techniques upon the face, neck, arms, hands, or upper part of the body with the hands or mechanical or electrical apparatus or appliances with other preparations. Cosmetologists might also sell hair care products or other beauty related items, answer the telephone, take appointments, schedule walk-in customers, operate cash register, and stock supplies. A cosmetology instructor works only in a licensed cosmetology school, instructing students in the skills required of any of the cosmetology practices.

Registration to practice as a dental assistant in Iowa, including performing any tasks under the supervision of a licensed dentist that involves intraoral services on patients or extraoral duties including infection control or use of hazardous materials, or dental radiography.

Dental hygienists provide direct patient care under the supervision of a dentist. Patient care includes removal of deposits and stains from patients' teeth, exposing and developing dental x-ray films, performing various preventive, diagnostic, therapeutic and educational services.

Dentists examine teeth and tissues of the mouth to diagnose and treat diseases or abnormalities. They take x-rays, place protective plastic shields on children's' teeth, fill cavities, straighten teeth, repair fractured teeth, treat gum disease, extract teeth when necessary, may provide artificial dentures, perform corrective surgery of the gums and supporting bones, clean teeth and provide other preventive services.

Dietitians evaluate the nutritional needs of individuals and groups, then advise and assist them on appropriate diets based upon principles from the sciences of nutrition, biochemistry, physiology, food management, and behavioral or social sciences. They confer with physicians and other health professionals to coordinate medical and nutritional needs. They must ensure that nutritional needs are consistent with available resources and constraints; establish goals and priorities; provide counseling in health and disease; and evaluate and change recommendations to continually provide the best standards of food quality and nutrition. A dietitian may work in a hospital, clinic, public health program, extended care facility, university, business, government agency, or private practice. The major areas of practice are clinical, community, management, and consultant dietetics. Dietitians in nursing homes or small hospitals may also manage the food service department.

Doctors of medicine perform medical examinations, diagnose illnesses, and treat people who are suffering from injury or disease. They examine patients utilizing diagnostic aids such as: stethoscope, sphygmomanometer, thermometer, and other instruments; elicit and record information about patient's medical history; order or execute various tests, analyses and x-rays to provide information on patient's condition; analyze reports and findings of tests and examination, and diagnose condition; administer or prescribe treatments and medications; promote health by advising patients concerning diet, hygiene, and methods for prevention of disease; perform surgical procedures commensurate with surgical competency; and, may practice any of the known medical and surgical specialties. Individuals who qualify for medical licensure in Iowa may practice medicine and surgery, call themselves "Doctor," and use the letters "MD" or "DO" after their name.

Doctors of osteopathic medicine diagnose, prescribe for, and treat diseases of the human body, relying upon accepted medical and surgical procedures. They examine patients to determine symptoms attributable to impairments in musculoskeletal system; correct disorders and affections of bones, muscles, nerves, and other body systems by medicinal and surgical procedures and, manipulative therapy when deemed beneficial; and, employ x-rays, drugs, and other aids to diagnose and treat bodily impairments. They may practice any of the known medical and surgical specialties.

Administrators plan and set goals for a school or entire school district; set academic philosophy for the school; visit classrooms, review educational objectives, evaluate teachers, and examine learning materials. They also prepare budgets and administrative reports; confer with teachers, other administrative staff, parents, and community leaders.

A first responder uses stabilizing techniques on patients prior to the arrival of an ambulance.

Funeral directors gather personal information, complete required documents, remove remains from the place of death, help conduct funeral services, direct the final disposition of the deceased, and provide for the needs of the survivors during the period of and immediately after the funeral. They may also be involved in the selling of caskets, urns, vaults, markers or other burial receptacles. "Lead inspection" means a surface-by-surface investigation to determine the presence of lead-based paint and a determination of the existence, nature, severity and location of lead-based paint hazards in a residential dwelling or child-occupied facility. Inspectors provide a written report explaining the results of the investigation and options for reducing lead-based paint hazards to the person requesting the lead inspection. "Risk assessment" means an investigation to determine the existence, nature, severity, and location of lead-based paint hazards in a residential dwelling or child-occupied facility. Licensed public accountants (LPAs) prepare, analyze, and verify business records and financial reports; prepare profit and loss statements, balance sheets, cost studies, and tax reports; and may develop, install, and supervise accounting systems and operations. Using special computer software packages, they transform raw transaction data into a variety of specialized reports and tabulations. LPAs work in one of four major fields of accounting - public, management, government, or internal auditing. Manicurists cleanse, shape and polish the fingernails and massage the hands and lower arms of any person. It does not include the application of nail extensions, artificial nails or pedicures (See Nail Technologist).

Confinement manure applicators apply liquid or dry manure stored at a confinement feeding operation to the land, unless they are a small animal feeding operation. A small animal feeding operation is a site with less than 500 animal units. No fees are charged for the manure or the application of manure.

A commercial manure service representative (formerly Commercial Manure Applicator) works for a commercial manure service that charges a fee for and is in the business of transporting, storing, handling, or applying manure on the land of another person. Certified commercial manure representatives evaluate field conditions and the nutrient content of manure from different storage systems; evaluates crop nutrient needs to determine if proposed application rates are appropriate; reads and interprets manure management plans; and, calibrates and operates equipment to prevent over-application of manure that might create runoff leading to surface or groundwater contamination.

Mental health counselors provide counseling services involving assessment, referral, consultation, and the application of counseling, human development principles, learning theory, group dynamics, and the etiology of maladjustment and dysfunctional behavior to individuals, families, and groups. A nuclear medicine technologist performs nuclear medicine procedures while under the supervision of a physician who is authorized by an Iowa license to possess and use radioactive materials. Procedures might include 1) administration of any radiopharmaceutical to human beings for diagnostic purposes, 2) administration of radioactive material to human beings for therapeutic purposes, 3) use of radioactive material for diagnostic purposes involving transmission or excitation, or 4) quality control and assurance. This involves administering the drugs, operating the cameras (which detect and map the radioactive drug in the patient's body) and insuring good quality films.

Pharmacy technicians help licensed pharmacists provide medication and other healthcare products to patients. Technicians usually perform routine tasks to help prepare prescribed medication for patients, such as counting tablets and labeling bottles. Plumbers and Mechanical Systems Professionals assemble, install, alter, and repair of plumbing, HVAC, refrigeration or hydronic systems. May also include the designing of such systems and familiarity with the governing laws and rules.

Podiatrists diagnose and treat diseases and deformities of the foot and ankle. They perform surgery, fit corrective devices, and prescribe drugs, physical therapy, and proper shoes. A variety of foot conditions are treated including: corns, bunions, bone spurs, calluses, ingrown toenails, skin and nail diseases, deformed toes, sprains and fractures. Professional landscape architects plan the best use of land areas for parks and other recreational facilities, airports, golf courses, highways, factories, shopping malls, housing developments, and other projects. They use trees and shrubs and design walkways and lighting to create a pleasant environment; confer with clients, engineers and architects to achieve overall project; prepare site plans, working drawings, specifications, and cost estimates for land development; supervise all aspects of the project--including the grading of the land, surface and subsoil damage, erosion control, planting, and reforestation; and, inspect construction work in progress to ensure compliance with landscape specifications.

A person wishing to become a licensed, independent bail enforcement agent must: 1) be at least 18 years of age and a citizen of the United States, 2) be of good moral character, have no convictions for an aggravated misdemeanor or a felony, and have never been convicted of assault resulting from domestic abuse, 3) not be an abuser of alcohol or controlled substance, nor have a history of mental illness, instability or a history of repeated acts of violence, 4) submit pictures, fingerprints and license fee(s) along with a completed application to the Commissioner of Public Safety, 5) pass a written examination, 6) be able to show proof of financial responsibility and must be approved for a $5,000 surety bond; this will be $10,000 if applying for more than one license under this Chapter. In Iowa, the applicant must be at least 16 years of age, have a tenth grade education, graduate from a board-approved barber school, and pass a national written and practical exam. Though not licensed in Iowa, an individual wishing to become a CNA must either enroll themselves or be sponsored by their employer to take the 75-hour course and competency tests provided by a testing site (usually the community colleges). After they have completed the course and passed both the skills and written competency tests, their name is automatically placed on the Iowa Nurse Aide Registry and they are issued a 6-digit ID number. Thirty of the 75 course hours are clinical. Nurse aides working in certified skilled nursing facilities and nursing facilities are required to be on a nurse aide registry. If a nurse aide does not work at that occupation for two years, the aide will have to retake both competency tests to get their status updated on the Registry and to be eligible to work in Iowa. Certification from the Registry of Interpreters for the Deaf, Inc. (RID) is required for employment at the Deaf Services Commission of Iowa and the commission promotes it as a credential of competence showing ability to function as an interpreter. DSCI requires an application be submitted to be listed with the agency to provide interpreting services. Interpreters who hold certification from RID or from the National Association of the Deaf (NAD) are also required to submit verification of their certification status. The above entities promote certification to cover the interpreter's legal liability and ability to function in settings that require it. An interpreter must have certification from RID to provide services 1) at the time of arrest of a deaf person, or 2) during any legal proceeding, according to the Iowa Code Chapters above. Interpreters certified by RID and NAD are required to earn nine continuing education units or 90 hours of continuing education during a three-year period in order to maintain certification.

A person wishing to become a licensed, independent private investigator must be at least 18 years of age and a citizen of the United States and be of good moral character, have no convictions for an aggravated misdemeanor or a felony, and have never been convicted of assault resulting from domestic abuse and not be an abuser of alcohol or controlled substance, nor have a history of mental illness, instability or a history of repeated acts of violence.
