4111 The recent redesignation of the Brigade as the 1st MAB, and the assumption of the Maritime Prepositioning Ships (MPS) mission, adds a new dimension to the Brigade's ability to quickly meet mission requirements.
In the future, Marines will be able to be airlifted directly to a contingency area where they will "marry up" with
deployment. The overall program calls for the prepositioning of the majority of the equipment for three specially configured MABs on board forward deployed commercial ships manned by civilian crews.
The Navy has contracted with industry to provide a total of 13 merchant class ships in support ofthe overall
MPS program. Four of the ships, known as the MPS-3 squadron, will be used by 1st MAW The ships were designed specifically for the MPS mission and are named after Marine Corps Medal of Honor winners.
The four MPS-3 ships are: the Cpl. William R. Button, scheduled for completion in May 1986; the lstLt. Jack Lummus, scheduled for completion in March 1986; the lstLt. Baldomero Lopez, scheduled for completion in November 1985; and the PFC DeWayne F. Williams, currently in operation.
The MPS-3 squadron is scheduled to deploy sometime during the latter part of 1986. The four ships will be homeported somewhere in the Western Pacific.
The 6th MAB, headquar- tered at Camp Lejeune, N.C., operates with the four ships of the MPS-1 squadron in the Atlantic Command area. On July 30, the Marine Corps announced the "completion and stand-up" of MPS-1.
The 7th MAB, headquar- tered at 29 Palms, Calif., will operate with the. MPS-2 squadron homeported at Diego Garcia in the Indian Ocean. MPS-2 is currently being loaded at the port of Wilmington, N.C.
MPS Brigades are com- posed of the same four basic elements as any other Marine Air Ground Task Force: Command Element, Ground Combat Element, Air. Combat Element and
Combat Service Support. Element. They are, however larger and have more firepower than other Marine brigades configured for amphibious operations.
In general, MPS lirigados are configured to cifiltain approximately 1(i ,;M) Marines and sailors and 'lit' heavily mechanized with tanks, self-propelled artillery and other vehicles which are prepositioned aboard the MPS ships.
The (former) 1st Marine Brigade forms the base of the
.0'3gf.hde with a strength 01 approximately 8,700 Marines and sailors based at MCAS Kaneohe Bay. It is being recon- figured to conform with the MPS structure. The additional personnel will remain based with III Marine Amphibious Force on Okinawa and with I Marine Amphibious Force in Southern California.
For specific exercises or contingencies, the additional forces would come under the control of the 1st MAB and
would be airlifted to the operational area to join with the prepositioned equipment and the rest of the Brigade..
There will be little increase in the number of personnel stationed at MCAS Kaneohe Bay. An exact number is not' yet known, but any addition- al personnel stationed here would be used to help coordinate and implement the complex logistical plans necessary for MPS opera- tions. For now, that is the job

Uniform regs change for Kaneohe Bay Marines A recent modification to
the Station uniform regula- tions allows Marines to wear camouflage utilities, or flight clothing, to and from off- station residences. Stops along the route not author- ized, and public transporta- tion cannot be used.
"No stops means just that - no driving through` fast food windows or bank tellers," said MSgt. David McKee, of the Station adjutant's office. "The only authorized stop for Marines wearing flight suits or camouflaged utilities is their residence."
Other changes or clarifica- tions of the uniform regulations for Kaneohe Bay Marines are:
When the quarter-length sleeved khaki shirt is worn, either all ribbons or only personal U.S. decorations may be worn. Marksmanship
badges may also be worn with or without ribbons, and the wearing of either ribbons or badges is not required unless directed by the unit commander.
Identification cards must be carried by individuals at all times except when wearing athletic or swim- ming attire. "liut, anyone leaving the Station in such attire must still carry their military ID card to reenter," said McKee." A separate Station regulation states this requirement.
Appropriate hats or caps shall be worn with the following exceptions: the utility cap may be removed when authorized by unit commanders for physical fitness events, recreational activities, or when it may pose asafety hazard such as in the immediate vicinity of aircraft.
Club manager honored Warren G. "Lou" LeGarie was honored for the outstanding contributions he made to the Marine Corps Club Program during Fiscal Year 1984 while serving as the manager of the Kaneohe Bay Commissioned Officers Club. LeGarie received a plaque during a ceremony held at the club Aug. 30.

Uniform caps or hats shall be worn in vehicles except when there is insufficient space for their wear. Bicycle riders may wear the appropriate service cap I hat, or satety headgear, at their option.
Uniform shirts of wool/ synthelic combination material must have military creases. Cotton or cotton/ synthetic shirts may have military creases, but they are not required.
Womens' khaki shirts will not be pressed with military creases except for the sleeves.
Only olive green, elliptical collar undershirts are authorized for wear with flight clothing and camou- flaged utilities.

Marine Corps News - The Commandant of the Marine Corps' solution to fraud, waste and abuse is quite simple - would you pay the price for some of the products the Marine Corps purchases if the money was coming from your pocket?
"Over the past two years, the Marine Corps has participated fully in the DoD- wide attack on the systematic problems which have caused excessive prices for items we acquire," stated White Letter 13-85.
"Challenging questionable prices and reporting suspected cases of product substitution have been successfully accomplished through the Defense Hotline,
an anonymous way to report suspected cases of fraud, waste and abuse.
"Ensuring that all personnel are aware of these problems and knowing the proper channels to report violations is the key to successfully eliminating them. We must begin to realize that for every dollar the federal government spends, part of it comes directly from our own pockets.
"My message is simple," the Commandant continued, "buy only what we need and ensure that the price we pay is fair and reasonable for the value we receive."
The Marine Corps is fully committed to establishing a state of price consciousness
among individuals directly involved in establishing, reviewing and approving supply requirements.. Re- sponsibility begins with the individual who has a requirement for supplies, and extends to those in the chain of command responsible for approving purchase requests.
"In the final analysis," the Commandant stated, "it is an ingrained sense of personal accountability and respon- sibility on the part of each and every individual involved in the process that will keep mistakes from happening .
"We must continue to demonstrate that our long tradition of responsible stewardship of the resources entrusted to us by the
American people is the rule throughout the Marine. Corps," Gen. Kelley con- cluded.
"Requirements that appear out of line are to be challenged and referred up the line to the level of authority appropriate for resolution. Good judgment must be exercised by all concerned," Gen. Kelley added.
Gold plating, as the Commandant calls it, is not only overpricing and product substitution by contractors; it also includes procuring extravagant items instead of practical ones. Purchasing officers have the responsibil- ity and authority to deny approving items that violate reasonable justification.

Supreme Court upholds Feres Doctrine The United States Supreme
Court has voted to uphold its 35-year-old ruling that prevents active duty service members from suing the military for negligence.
The DoD general counsel has told a Congressional subcommittee he would welcome a review of the current military compensa- tion program to ensure its benefits are adequate for victims of malpractice and other service related injuries;
The Supreme Court's recent 8-0 decision overturned a lower court's ruling that the government was liable for the death of a service member killed by a fellow soldier. Both were off duty and off base at the time.
The decision was based on a 1950 case, Feres vs. the United States, which essentially prevents service members from. suing their commanders or the govern- ment for negligence associated with military duty. This limitation is commonly referred to as the "Feres Doctrine."

In recent congressional testimony, Don General Counsel Chapman 13. Cox said the current military compensation system is more responsive to victims of malpractice and other service-related injuries than the civilian legal system. It offers compensation faster, with more predictability, and without hefty leghl expenses for the victim and the taxpayer.
"The operation of the compensation system isfair. It is efficient; claims are expeditiously processed; it avoids needless waste of resources on legal costs; and it treats all service members consistently and with equality."

In the future, the Brigade will conduct a series of training exercises specifi- cally designed to enhance and test their' ability to execute the MPS mission. Exercises which includd the offload of selected equipment from the ships will be conducted concurrently with major Joint Services exercises. The Brigade will also participate in training exercises at Twenty-nine' Palms, Calif., which provides the opportunity to develop the mechanized tactics dictated by the "heavy" Brigade equipment.

Battery K was originally part of 4/12, .but was reassigned to 1/12 in 1974 after 4/12's deactivation.
The histories of the 1st and 4th battalions of the 12th Marines have been inter- twined since the regiment was first organized as the artillery arm of the 3d Marine Division Sept. 1, 1942.
The two battalions exchangeddesignations following their participation in the Iwo Jima Campaign. The exchange was caused by the reorganization of the Marine Division Artillery.
Prior to that time, the 75mm Pack Howitzer had been the principal weapon of the direct support artillery battalion, and the 105mm Howitzer was the general support weapon.
The bitter hard-fought campaigns of the Pacific convinced Marine tacticians that the increased fire power and longer range of the

During the past 15 years, terrorists have killed or maimed 1,000 U.S. military personnel, public servants, businessmen, educators and clergy. Each year, the statistics get increasingly grim and the terrorist incidents become increasingly lethal.
Fred C. Ikle, Undersecre- tary of Defense for policy, recently told Congress the threat of terrorism comes prinicipally from two distinct ideologies, communism and Iranian Islamic fundamenta- lism. Both use terrorism as a form of warfare knowing that democracies, their main
enemies, are especially vulnerable.
"When the United States is the target of such actions, Ikle said," the cost of terrorism must be measured not only in loss of American life or damage to U.S. installations and property, but in less tangible though no less meaningful terms - loss of American credibility and a diminished capacity of the United States to influence international events."
According to Ikle each terrorist attack, bombing, assassination and incident that brings international humiliation to Free World institutions, undermines public confidence in the established government and erodes national resolve and

responding to the terrorist threat with two forms of positive action:
Anti-terrorism - actions that reduce the vulnerability of people and facilities, such as barriers, gates, armed guards and travel and visa controls; and
Counterterrorism - actions in response to terrorist acts, which include collecting intelligence about terrorist organizations and their training facilities, and apprehension of those caught. preparing a terrorist attack.
"Terrorism is at bottom a form of warfare, and it is
directed against the United States and its friends," Ikle said.
"It is unprecedented to argue that. we should not defend ourselves against these kinds of hostility; or to help others do so on the premise that, to do so, is to violate the sovereignty of that nation from which the hostile action comes.
"Sending a terrorist team across a border to attack one's neighbors is no different in principle from sending an army. To suppose otherwise is to encourage terrorism. That would be to assume a grave responsibi, lity indeed," Ikle concluded.
105mm Howitzer was necessary to support the Marine rifleman in closing the last 500 yards to the enemy.
Accordingly, the old 4/12, the general support batta- lion, was redesignated 1/12 and became the first of the 12th Marines direct support battalions armed with the 105mm Howitzer.
Until March of this year, when the M198 Howitzer became 1/12's principal armament, the 105mm Howitzer was the main weapon of 1/12 for more than 42 years.
Similar histories as sister battalions were shared by 1/12 and 4/12 during post- war deactivation, Korean War activation and peace- time service at home and overseas. Both battalions served in the Republic of Vietnam, after which their paths divided as 1/12 was reestablished first at Camp

Pendleton and then in June 1974 in Kaneohe Bay; while 4/12 accompanied other battalions to Okinawa.
In the summer of 1974, the' battalions met again when 4/12 was again deactivated and its batteries distributed to the direct support battalion of the Regiment. At that time, Battery K was assigned to 1/12.
During Battery K's .11 years service in the Brigade, it has maintained a perfect record on annual certifica- tion inspections. The last six of the inspections had no discrepancies in technical procedures, security opera- tions or administration.
"This reorganization will allow more fire support flexibility in 1/12's continu- ing role of direct support to the 3d Marines," said Harvey.

The ability to land a helicopter on the deck of a ship in the open ocean is only one of the requirements expected of aviators with Marine Aircraft Group-24.
Crews from HMH-463 and HMM-262, -265 and -364 were given an opportunity to practice carrier landings during a recent day and night shipboard landing qualifications. The evolution involved 24 aircraft and 84 pilots from the four ,-... participating squadrons, and was conducted in two phases.
The first phase involved Field Carrier Landing Practice at West Field, here. The pilots practiced the techniques involved and were "tested" with five day and five night FCLPs.
With the FCLPs completed, phase two involved the actual landings. A requirement of
five day and five night landings gave the novice aviators carrier qualifica- tion. Veteran aviators were only required to make two day and two night landings for their requalification.
The MAG-24 "carrier qualification" took advan- tage of five "decks" that passed through the area. The USS Peleiu (LHA 5),
USS Fresno (I.ST 1182), USS Anchorage (LSI) :10), USS Ogden (LPI) 5) and USS Cayuga (LST 1186) were enroukte to southern California and passed within flight distance of the Air Station.
According to Capt. Terry Steele, MAG-29 rotary-wing coordinator, the operation was very successful, with all

84 pilots qualifying and combining a total of 914 day and 204 night landings.
Steele expressed an appreciation for the support MAG-24 received from the Air Station, noting the late hours that the field remained open and the night search and rescue aircraft support provided by an H11-46 fr6m SOMS.

'Keenagers' make annual visit to Station by Sgt. L.C. Brooks
Society classifies them as senior citizens, but the interest and enthusiasm of the Waikiki "Keen- agers" was anything but indicative of their age.
The "Keenagers" arrived on the Air Station, recently expecting a good time; and they were not disappointed. "This is the ninth year the Marines have extended an
Invitation to us," said Dick Trusdell, the group's coordinator. "Every year our group has grown as the word has spread about what a good time we have here."
This year the group consisted of 356 senior citizens from eight communities throughout the island. While an excursion to a military installation is planned for the "Keen-
agers" every three months, according to Trusdell, the visit to the Air Station is the most popular one.
BGen. J.R. Dailey, commanding general, 1st Marine Amphibious Bri- gade, welcomed the visitors to the Station. "I know that this is an annual event for you and that you have more time on this station than I do," said the general. "I
think you'll enjoy the demonstrations and I want you to relax and enjoy your morning here."
Company A, 3d Recon- naissance Bn., provided a helocast, mock beach landing and Special Patrol Insertion/ Extraction rigging demonstrations. The SPIE rigging seemed to have been the highlight of this demonstration among some of the visitors.

Most of the "Keenagers" were content to walk through the helicopters, while a few wanted to sit in the pilot's seat. "I want to be in control; you know, get the feeling of the pilot," said' Richard Dotsun.
Lunch at the Enlisted Club concluded the "Keenagers" visit to the Air Station. "I had a great time," said Nat Schsaburn. "It's something about the Marines here that makes me look forward to coming hack every year."

Marine calendar
The Chester County Detachment of the Marine Corps League, with the cooperation of the Marine Corps History and Museums Division, has published the first Marine monthly pocket appointment calendar designed specifically for Marines.
Each month, Marine Appointment Calendar, or "MAC," honors a major event in Marine Corps history - the battles, division's, uniforms, wea- pons, or the Marines who made the history.
The TA" x 61/2" pocket "MAC" opens to a 61/2" x 12" appointment calendar with space for two months of appointments at a glance, plus a 12-month calendar with four months of the previous year and four months of the following year.
The first "MAC," due out in igh December, depicts the "First

Pearl Harbor - The USS Willamette (A0-180), a Pearl Harbor-based fleet oiler, will be the "Visit Ship" Saturday from noon until 4 p.m.
The 591-foot Willamette is assigned to Commander
IV Naval Surface Group, Middle
Pacific. It is commanded by Commander R. M.Holty, and has. a craw of more than 200 officers and enlisted men. The Willamette's primary mission is to refuel other ships at sea, and has the capabilty of transfering fleet' mail.
Visitors should enter Pearl Harbor through Nimitz Gate, where direction's and instructions will be provided by the Marine sentry. Group tours will be given. Reserva- tions are not necessary.
Individuals not having military automobile decals, or military IDs must park outside Nimitz Gate at the Naval Base Pass and ID Office parking lot. The Marine sentry will direct visitors to the USS Willamette.
Mustang Assn. A Marine Corps Mustang
Association is being organized by retired Marine Capt. Robert E. Richter.
It is open to all active duty, retired and honorably discharged Marines who have risen through the enlisted ranks to become officers or warrant officers.

Hawaii only to discover a long waiting list to get into government housing. Reluc- tantly, you consider renting as an alternative to living on base or buying your home. Renting has many legal points that you should know before you sign a rental agreement.
First of all, you should know the name and address of the owner and manager of your rental unit; the purposes and proper uses of the security deposit; and your rights and obligations when your unit is sold or a new manager is employed. You should also know about the landlord's obligations to maintain and repair your premises.
No longer do you have to threaten to vacate to get your rental .unit repaired. Many states, including Hawaii, place specific requirements on the landlord to maintain and repair their premises. The purpose is to keep up and improve the quality of housing in the State. Inventory, inspection

If the landlord does not give you an inventory and record of the condition of the premises, then when you move out, it is presumed that the premises, furnishings and appliances provided are in the same condition as when you moved in. The landlord must prove other- wise if there is a disagree- ment.
The landlord must give you possession of the house or apartment unit in. the condition that you agree upon at the time your lease starts. If someone else occupies the. unit at the time, it is the landlord's responsi- bility to remove them. Health, safety
During the period of your lease, the landlord must:
Comply with all local laws that promote health and safety in the maintenance, construction, use, and appearance of the unit and the surrounding area;
Keep common areas in a clean and safe condition;
Make all necessary repairs to keep the unit in livable condition;
Maintain all electrical, plumbing, and other facilities and appliances that are supplied with the unit in good working order;
Provide sufficient containers and other conveniences for the frequent
remoa.1 of garbage and waste, unless the unit is a single family residence; and
Provide sufficient running water, unless the unit is a single family residence, or unless the law does not require it.
Repair agreement You and your landlord may
agree that you can perform certain repairs, maintenance, and minor remodeling. However, this is not lawful if it allows the landlord to avoid his legal obligations discussed above. Nor is it allowed if the work should be performed by the landlord to maintain the health and
safety of the unit. Further- more, the landlord cannot require you to perform any repairs or maintenance that he or she is required by law to perform for the benefit of other tenants.
If your landlord fails to meet his or her duties and obligations to maintain and repair your premises, you may consider making repairs yourself. If conditions exist that make the premises a health or safety hazard, you may consider leaving the premises. Consult your legal assistance attorney before you do so, or if you have other questions about your rights and obligations as a tenant.

A pilotless aircraft flies far ehind enemy lines, gathers
valuable information and relays it back to headquar- ters . . .
There are distinct possibili- ties if the new generation of computing technology evolves as expected, according to a Defense Advanced Research Projects Agency report, "Strategic Comput- ing."
Someday, robots could save American service member's lives, says the report. They might take over dangerous military missions; act as moving sentries; conduct
oeconnaissance or mapping missions; test for nuclear, biological and chemical contamination; even haul ammunition or weapons over rough terrain.
Unlike typical robots that operate. from a fixed location or move along a track, these vehfcles will steer themselves over virtually any terrain,
recognizing landmarks and even avoiding obstacles.
DARPA, the agency charged with conducting the Defense Department's most advanced scientific research, is already at work testing two types of automated vehicles that could have valuable battlefield applications.
The first is the autonomous land vehicles,,a boxy, 12-foot high, 16,000-pound vehicle with eight wheels. It uses a television camera and laser radar to "see" what's ahead.
Based on this information and programmed terrain data, it eventually will be able to tell if a dark spot in its path is a shadow from a tree, a fallen tree limb that can be traversed safely, or a heavy log that requires a detour. If necessary, the vehicle will change its course to avoid an obstacle, or even "plan" a different route to its objective.
DARPA engineers hope to refine the vehicle so it can move at speeds of up to 40 miles per hour.
Also in the testing phase is a mechanical walker that looks like a giant aluminum locust, but is expected to be able to gallop like a horse or sidestep like a crab.
DARPA officials project that within the next decade, it should be able to gallop at
speeds up to 25 miles per hour, go 100 miles without refueling, climb a 60 degree slope, cross a 10-foot ditch and scale a five - foot obstacle.
DARPA scientists, working with industry and university research scientists, are spending this summer and fall teaching the vehicle to walk. Its scanning mechanism will send instructions about the terrain to on-board computers that coordinate the leg movements..
Once the machine learns to
walk, scientists plan to remove two of its six legs so it can run, an even greater test of coordination and balance.
While the mechanical horse now requires an operator that steers it from a cockpit, DARPA plans to redesign it so it, too, can go unmanned.
Dr. Clinton W. Kelly III, director of DARPA's engineering applications office, said the vehicles are designed to fill a void that's plagued the Army since it put its last "combat" horse out to

showing on the outside. The exact word count of the
essay must appear on the title page. This sealed envelope will not be opened until the Editorial Board of the U.S. Naval Institute selects the winning entries.
Award winners will be notified by mail around Feb. 1, 1986. Those notified will receive their awards during the 112th annual meeting of the membership of the Naval Institute. Those essays that did not win will be returned to the authors.
The winning entries, along with those receiving
honorable mention, will be published in an upcoming edition of "Proceedings". Those essays not receiving an award may also be selected for publication. The writers of these essays will be paid for their work at the rate established for purchased articles.

Kelly said about half of the earth's land surface is just too hilly, rocky or wet for conventional vehicles, and that a "legged" vehicle that could traverse such surfaces with heavy loads might result in significant tactical advantages.
The vehicles could bring a whole new light to battlefield startegy, and that if the same techonology were applied to aircraft and ships, it could alter war altogether, according to Kelly.
In addition, the robots will, offer "immunity from stress and fatigue," Kelly said, because they will continue working hour after hour, even under uncomfortable or dangerous circumstances, saving precious manpower for other jobs.
The concept of vehicles that move autonomously isn't new. DARPA, in cooperation with the defense industry and several univeristies, has been researching the possibility

for almost 20 years. Within the next 20 years, unmanned vehicles could be assigned many of DoD's most dangerous and laborious jobs.
The United States isn't alone in the drive to come up with a vehicle. Already the Soviet Union has a six legged "mechanical mule" that's used in Soviet forestry projects.
As shown on a videotape obtained by Ohio State University engineers during the 1970s, the Soviet vehicle straddles a log, picks it up with claws mounted on its underbelly, lugs it to a road, folds down a wheel from each of its six legs and rolls away.
Japan is coming up with commercial applications for the walkers. One Japanese robot, that resembles a giant spider, is being used to maneuver huge boulders in Tokyo Bay for seawall foundations. Japanese engineers are designing a walker to repair and maintain irradiated areas of nuclear power plants. - AFPS

'Space A' flights Your military ID
may be your ticket for adventure
APIS - Vacation time is here, and those glossy travel posters never looked so enticing. Paris. San Francisco. Rome.
Your military identifica- tion card can be your ticket to a free (or $10, in the case of an international flight) seat on an unfilled military aircraft destined for the vacation spot of your dreams.
Military aircraft fly to more places than many realize -. even to areas without United States military installations. The only catch is that a seat must be empty.
Last year, more than 500,000 service members, their families and military retirees took advantage of "Space-A", or "space available" flights. These passengers knew no magic rules or procedures. Their trips required only careful planning and a basic knowledge of how the system works.
Who's eligible? Active duty service
members and military retirees can take advantage of Space-A flights between Army, Navy, Air Force and Marine Corps air facilities around the world.
Space-A flights also are available from Oakland, Los Angeles, St. Louis,
Charleston and Philadel- phia International Airports.
Reservists can fly Space-A throughout the Continental United States, Alaska, Hawaii, Guam, Puerto Rico, the Virgin Islands, and American Samoa.
Family members up to age 23 can fly Space-A with their parents who are on ordinary leave if they are full-time students and have a valid ID card. Because student dependents of service members stationed overseas (except Alaska and Hawaii) can make one round trip annually at government expense, they are ineligible for unaccom- panied Space-A travel.
Dependents can fly on international flights only. That means that on United States-bound flights, dependents normally have to get off at the first domestic stop (even if the same plane continues on to their ultimate destination).
Who gets priority? Available seats are
offered to Space-A passengers only after all official duty passengers have been accommodated. Military members on Permanent Change of Station orders or on emergency leave have top priority for seats.
Space-A might be the one

instance in which rank doesn't have its privilege. Space-A is offered on a first- come, first-served basis.
Active duty service members on ordinary leave get the next priority for Space-A seats, followed by accompanied active duty family members, unaccom- panied active duty family members, retirees and reservists.
System simplified Space-A passengers once
signed up for flights to a particular city or air terminal. Since March, they can sign up to fly to a particular country. When a flight to that country comes up, the passenger gets a chance to go on that flight, or wait for another one. Passengers can sign up for travel to as many as five countries at one time.
You no longer have to wait at the terminal for a flight to your destination. Once you sign up for a flight, you can stay on the roster for up to 30 days without losing your "position in line."
However, every 15 days you have to sign a list to revalidate your travel intentions. Without revali- dation, your name is dropped from the list. Retirees can stay on the roster for up to 45 days.
Passenger automated check-ins, like those used on commercial flights, already are in use at a dozen MAC ports, and will be used worldwide by next year. This will reduce passenger check-in time and speed up selection for a flight.
Space-A passengers flying part of their flight on MAC and connecting with a domestic carrier no longer have to lug their baggage from terminal to terminal.
In December 1984, MAC started interlining baggage with major domestic airlines. That means passengers with reserved connecting flights on one of the 21 participating
domestic carriers can check their baggage on MAC and have it transferred automatically to their connecting flight.
Space-A travel often requires at least waiting, but USO facilities are located at all MAC commercial gateways to make the wait more comfortable. The centers often have snack bars, baggage storage, and television available. Many provide special rates for hotel, restaurants, theaters, and sporting events.
Seating might be spartan - but then again, you might luck into a MAC commercial contract flight that offers full beverage service, free meals, and even headsets for stereo music and in-flight movies at a small fee on international flights.
Before February, military customs inspectors made both predeparture and preclearance inspections on United States-bound MAC commercial charter flights. That's been eliminated to save DoD passengers from dual inspection. However, they're still subject to U.S Customs Service inspections on arrival in the United States.

Travel light. Y6iCre generally allowed two pieces of luggage with total weight of up to 66 pounds. On some planes, the weight limit may be lower.
Summer and holiday months are busy. It's usually easiest to get a Space-A seat during April, May, September or October.
Don't worry about going hungry. Most air terminals have food facilities, and some are open 24 hours. Others sell box lunches for $1.85 that can be taken aboard and eaten enroute.
Arrive at the air terminal in uniform. MAC enforces this policy at the request of the services.

USO dedicates new building to Bob Hope AFIS "I always knew I
would have a building named after me in Washington, but I thought it would be the IRS building comedian Bob Hope said during dedication ceremonies for the new Bob Hope USO world headquar- ters building in Washington, D.C.
The USO "will continue to provide the needed facilities and care for our GIs at home
and abroad," said Hope, who has entertained American forces overseas for more than four decades.
"This is our way of supporting all those kids who have served their country so well and to whom we owe so much," Hope said.
Hope, 82, said the USO has become a symbol throughout the world that says America cares about those who guard
its freedom.
A bronze bust of the comedian was unveiled during the dedication, and is now on display on the building's ground floor along with a photo exhibit of his performances before military audiences overseas.
Hope did his first radio show for servicemen in 1941 at March Field (now March
USO opens welcome centers in Japan, South Carolina
For the first time since the early 1970s, military travelers and their families have a place to relax and get refreshments; and, if needed, emergency assistance when they stop over at Yokota Air Base, Japan.
A new USO welcoming center and lounge opened there in April. "There were no welcoming services at Yokota for incoming and outgoing passengers since the USO center shut down in the early 1970s," said a spokesman at USO headquarters in Washington, D.C. "The Military Airlift Command has requested USO centers in
all of its terminals around the world."
Yokota, near Tokyo, is the stopover point for all military passengers traveling to and from the Far East.
MAC's newest gateway - at Charleston, S.C., Inter- national Airport - which also opened in April, includes a USO center. Both it and the one in Yokota were made possible by a $50,000 grant from the American Express Foundation.
MAC officials anticipate more than 12,000 passengers a month will process through the southeast gateway on 22 outbound flights a month to Germany and Panama and
23 inbound monthly flights. "USO centers at our
gateway render an invalu- able service to military travelers and trieir families - and to the Military Airlift Command," said a MAC spokesman.
"The USO sees to the needs of young soldiers, spouses, babies in diapers, and even grizzled Noncoms (noncom- missioned officers) during the often-long waiting periods between flights," the MAC spokesman added.
"Without the USO terminal centers, MAC's ability to give first-class service to our passengers would be severely limited," he said.

and the shepherd of the Israelites was Yahweh-God. For Christians' the Good Shepherd was always Jesus the Christ," Keyser said.
Keyser added that he remembers a television program called "The Sheep Dog Trials," while stationed in London. "It was fascinat- ing to watch the shepherd and his sheep dog on the program herding the sheep through all kinds of difficult situations, trying to get them in the pen safely," Keyser said.
While recalling the program, Keyser said maybe Navy chaplains should think of themselves not so much as shepherds, but as "seadogs" of The Shepherd.
"There is only one shepherd for either Christ- ians or Jews. Clergy persons and chaplains are really the dogs that try to do the work for the shepherd, therefore we should perhaps be thought of as the seadogs of The Shepherd," Keyser said.
The Gray Shepherd, according to Keyser, has a symbolic meaning: It not only recognizes the indivi- dual who is senior, but also all those who have served faithfully for many years in the Navy Chaplain Corps, whether it has been with the Navy, Marine Corps, the Coast Guard or the Merchant Marines.
Being the Gray Shepherd of the Chaplain Corps signifies another type of

accomplishment for Keyser. "The award shows that I survived," Keyser said, referring to his almost 30 years of commissioned service.
Among the nearly 1,200 chaplains now serving in the Chaplain Corps, Keyser is actually third in seniority, junior only to the Chief of Chaplains, Rear Admiral Neil M. Stevenson, and the Deputy Chief of Chaplains, Commodore John R. Mc- Namara.
During his career, Keyser has worked ,as a chaplain in
almost every field' in the Navy - from destroyers to recruit training, and as an instructor at the Chaplains' School.
Six of those years have been with the Marine Corps. .
"During the times I served on the amphibious side of the house, Marines were always a part of my congregation. In fact, during a short period of time in Vietnam, my regimental commander was the current Commandant of the Marine Corps, Gen. Paul X. Kelley, who was a colonel then," Keyser said.
Receiving the prestigious Gray Shepherd Award reflects the dedication and devotion of a person who has held out his hand, trying to help others.
Although the award recognizes honor, duty and seniority among chaplains of the Navy, Keyser jokingly points out that he doesn't receive any extra pay or responsibilities, but thinks the award may improve his chances for a choice seat at the next Chaplain Corps' birthday celebration.

Entry forms are now available for the 13th Honolulu Marathon to be .held Dec. 8. -
The marathon annually attracts more than 10,000 entrants, with almost 25 percent from foreign

Sea Life Park sponsors Wholphin naming contest Sea Life Park's rare baby
hybrid, a cross between a False Killer Whale and an Atlantic Bottlenose Dolphin, continues to impress members of the training staff with its rare growth and development, according to Ingrid Shallenberger, curator of mammals.
"She's growing very fast and looks more like a whale every day," Shallenberger said. The female calf is now referred to as a "Wholphin" by the staff at Sea Life Park.
Park officials are sponsor- ing a "Name The Baby Wholphin" contest and will award a free moped to the Oahu resident who submits the best name for this unique hybrid baby.
Oahu residents can obtain official entry blanks on the side panels of Meadow Gold half-gallon homogenized and skim milk cartons.
Entries in the "Name The Baby Wholphin" contest must be postmarked no later than Sept. 15, 1985. All entries should be mailed to 2222 Kalakaua Ave., Suite 1300, Honolulu, HI., 96815.
The remarkable hybrid was produced as a result of an
unplanned union betvieen Whaler's Cove stars Panui, a False Killer Whale (Pseudor- ca crassidens), and Punahele, an Atlantic Bottlenose Dolphin (Tursiops trunca- tus).
She was born May 15 at 5:45 p.m., and weighed approximately 35 pounds. Park officials maintained a round-the-clock watch on the Wholphin during the first week of its life and were initially cautious concerning its immediate health.
Although its condition still is very delicate, Shallenber- ger said she is optimistic about the unique baby's progress.
"She's a very precocious little thing and she's already doing all kinds of advanced behaviors for one so young. I've 'really never seen anything like it."
The Wholphin currently measures approximately four feet in length and has more than doubled its weight since birth. Assistant Curator of Mammals Kiana Pugh said the Wholphin probably weighs between 80 and 90 pounds.
Sea Life Park's newest
addition has been the focus of national attention since its birth was first announced, with Cable News Network and the major wire services carrying stories about the Wholphin.
Its birth was the first ever for such a hybrid in the United States and it is the only animal of its kind in captivity. Only one similar live birth has ever been recorded. It occurred in 1981 at Sea World in Tokyo, but that hybrid died soon afterward.
Sea Life Park's baby Wholphin is not on public display and will remain in a special tank with its mother, Punahele, for approximately one year.
The same tank also is occupied by another new mother and baby. Kaula, an Atlantic Bottlenose Dolphin, and her eight-month-old male calf, Kaimakani, have shared the same special tank since the Wholphin's birth. Shallenberger said the new mothers and babies "get along just great" and appear quite happy with all the care and extra attention they are receiving.

Cat care Distemper is highly
contagious and potentially fatal for cats, and it is caused by a type of parvovirus that infects domestic and wild cats.
Diseased cats infect other cats by direct contact or by shedding the virus in vomit, saliva, feces or urine. The virus can live fora year in the environment.
The signs of feline
distemper include depres- sion, fever, loss of appetite, painful abdomen, yellowish vomit and diarrhea resulting in dehydration. Stress caused by distemper can cause common respiratory viruses, already present in the body but inactive, to overcome the pet's immune defenses causing a discharge from the eyes and nose.
Feline distemper virus can cause a pregnant cat to abort or cause a stillborn litter. It can also cause birth defects in the fetuses. If kittens are infected shortly before or after birth, a part of the brain may be damaged resulting in permanent muscular uncoor- dination. Before breeding your cat, ensure it has been vaccinated against dis- temper.
Diagnosis of the disease is based on clinical signs as well as laboratory test results of a low, white blood cell count.
Treatment consists of combatting dehydration with fluids, preventing secondary bacterial infection with antibiotics, and controlling vomiting and diarrhea with other medications.

K-Bay Lanes' manager elected to National Exchange Club post
Arthur Machado Jr., who has worked as the Kaneohe Bay Lanes manager for 26 years, was elected president of the National Exchange Club's Hawaii-Alaska district.
Dearing the motto "Unity for Service," and emphasiz- ing community improvement as well as crime and child abuse prevention programs, the National Exchange Clubs boast 45,000 members from 1,200 clubs in more than 30. states.
As president of the Hawaii - Alaska district, Machado will lead approzimately 450 members of 13 exchange
'clubs. There are 10 clubs on Oahu and Hawaii; two on Maui; and Tine in Fairbanks, Alaska. Machado will visit each club during 'the next year to give his assistance when needed.
Born and raised in Hawaii, Machado is driven by a need to help in service ventures of every type. The reason for this desire was a brush with
death at age 13, when Machado spent three months bedridden with spinal meningitis and polio.
He decided then that, if he recovered, he would do everything he could to help people in need. He has done just that since becoming a volunteer's volunteer.
The clubs in Machado's district are involved in projects as small as painting the classroom of a health center, and as large as last year's $125,000 fundraiser for the Child Abuse Program at Kapiolani Women's and Children's Hospital.
"One of the long range goals of the Exchange Club is to increase the number of shelters for abused children," said Machado. "There are only 18 in America now, but we hope to, one day, have one in every state."

You order a pair of size 10 black slacks by mail. Six weeks later, there's a package on your doorstep. You open it, and there are your slacks, but they're size 14 and magenta.
There's a rusty screw in the coleslaw' you bought at the deli. - -
You switch on your new blow dryer. What you get is not a warm breeze but sparks and smoke.
There are three possible reactions when things like this happen.
One is to do nothing, feel cheated, and bad mouth the store or company to friends and acquaintances.
The second reaction is to make an angry phone call or, as a friend of mine used to say "fire off a scorching letter" causing doubt on the parentage of the offending merchant.
The third is more practical and is done in two phases. Write the scorching letter and "mail" it in your friendly
neighborhood waste recepta-

Island Happenings Gun show
The Hawaii Historic Arms Association is sponsoring "Great Guns," their 15th semi-annual gun show, at the Neil Blaisdell Center, 10.a.m., to 6 p.m., Saturday, and 10 a.m., to 5 p.m., .Sunday. AdmiSsion is $2.50.
"Great Guns" will feature over 100 exhibits including edged weapons, antique and modern firearms, uniforms, insignia, badges,n-iedals and other arms related items and publications. Collectors and buyers will be there to identify items. Awards will be given for unusual and outstanding exhibits.
`Walk For Sight'
Hawaii Lions Eye Bank and Makana Foundation will sponsor a "Walk For Sight" throughout Hawaii to aid' blind and sight impaired.
The events will be held at Ft. Ruger/Diamond Head, Kailua, Lanai; Pearl Harbor, Oct. 12; Kauai, Oct. 13; Maui, Oct. 19; and Hilo, Oct. 20.
Since its founding in 1917, Lions Club International is widely known for its sight programs, and the "Lions Walk For Sight" has been designated to provide needed funds for the blind and those threatened by blindness.
