Training Issues - Background
• Route Survey Officers are UNB Trained
• RSO’s represent the only MBES “Core Competency” within the RCN– RS Staff consist of Radar Plotters and
Sonarmen

• RCN Training Establishment is void of any hydrographic expertise
• Training is Outsourced:– Factory– “After Market” Training courses

• Priority of Training within Budget Planning– Personally guilty
• Personnel Rotation– Guesses affect who goes on course– Sometimes guess is wrong – frustration ensues– New personnel may have no aptitude

• RS Office West 2005– RSO is only 10 months in job– Losing ALL staff this year due to rotations– Incoming are entirely untrained– Incoming RSPO is technology challenged

Solution For Success
• Pipe Dreams:– Recognize and train specialists– Stop rotating trained personnel out of field– Put training at higher priority in budget i.e.
recognize cost of being untrained– Either create core competency in training
establishments or– Find cost effective solutions for many different
factory courses
