Impact on contractual relationships1. SITA sc has a sponsorship agreement with ICANN

until Dec 17, 2006. Presumption of renewal but must re apply by Dec 17, 2005

2. Some industry associations have MoU with SITA to support .aero

3. SITA INC is the registry operator until Dec 17, 2005. Then we must appoint non SITA entity

4. SITA INC enters into zone file access agreement with anyone who signs ICANN template contract (6 agreements)

5. SITA INC outsources all registry operations to CORE (Internet Council of Registrars)

a. CORE procures TLD service from operatorsb. Individual members provide parts of .aero operation

6. SITA INC contracts registrars (after they have been authorised by SITA sc and accredited by ICANN…)

7. Customers have contracts with registrars, contracts must include provisions prescribed by SITA sc

Overview of the selection criteria

• Technical competencies– Compliance with all ICANN functional and performance criteria

– Must have prior experience operating a TLD or comparable service

–Highly reliable DNS, preference given to diversity

• Service continuity– SLAs to include 99.999% uptime for TLD servers

–Data escrow

–Contingency procedures

• Services specific to the community– Extensions for eligibility verification and specific name allocations

– Registry-registrar protocol allowing near real time updates (new requirement)

– Support for DNSSEC protocol (new requirement)

– No specific requirement for IDN (internationalized domain names)

• Cost effectiveness–Lowest cost providing criteria fulfilled

–Possible revenue share to minimise exposure

Implementation complete and “go-live” 17th December 2005 *The critical date in terms of ICANN requirements is Dec 17 for the agreement to be signed. The above is an aggressive plan with three moths “reserve”.
