AIIMS BHUBANESWAR

Dear Sirs,

1. With reference to your tender bid against the above referred tender, the Competent Authorityhas been pleased to award the contract to your firm to provide Security Services by way of deployingtrained manpower for Watch and Ward services at AllMS, Bhubaneswar as quoted by your Firm asper terms and conditions of the tender. The general information as per e-Tender is mentioned belowfor your information and you shall provide a 24x7 security system at the premises of AIIMSBhubaneswar (Main Hospital, Academic Block, Departments, Hostels, Residential Complex andvarious other areas including vehicular parking & outer space) :

a) Providing security of buildings, equipments, materials, furniture & fixtures, Vehicles of staffand students of this institute.

b) Ensuring round the clock access control and surveillance of the bona fide visitors to thepremises both internal as well as external and to prevent the entry of Cattles and stray dogs.

c) Maintaining discipline and order amongst patients & their attendants and also the staff of thelnstitute including regulation of vehicular parking and prevent use of tobacco and littering ofgarbage, spitting and urinating(outside the toilets) inside the institute premises.

d) Guarding against anti-social elements and criminal activities and to prevent bringing armsand ammunitions inside the institute premises.

e) Safeguarding the life and property of residents of the lnstitute and other visitors. This wouldbe achieved through the deployment of suitably equipped with riot drill equipment and fireprotective suits and gears and trained armed guards for any untoward incident that maybecome necessary to provide security for Watch & Ward Services at this institute.

2. The following security personnel (approximately) are expected/ required to be deployed at theAllMS, Bhubaneswar campuses in above assigned areas:

Total manpower strength (approximately) = 273

NOTE: -(i) Above mentioned total manpower strength (approximately) for individual units can beincreased or decreased up to 30% of total strength at the time of award of service contract orduring currency of the service contract depending upon the actual requirement. However, thenumber may further increase or decrease during the contract by AllMS, Bhubaneswar.(ii) The Agency is required to provide minimum 30% ex-servicemen/retired paramilitaryemployees (having requisite experiences) of total requirement of AllMS, Bhubaneswar underthe scope of this Contract Agreement.(iii) The Agency is required to provide hand held metal detectors at his own cost at vulnerablepoints (at least 10). The Agency is also required to maintain a quick response team of 24personnelfrom the total strength.

The details of shift timings are appended below :

A (First) 06:00 hrs. - 14:00 hrs.

B (Second) 14.00 hrs. - 22:00 hrs

C (Third) 22'.00 hrs. - 06:00 hrs

GEN (General) 09:00 hrs. - 17:30 hrs

4. You are hereby requested to execute necessary Contract Agreement as per the prescribedformat on the t10Ol(Rupees one Hundred) non-judicial stamp paper within Fifteen days from thedate of award of the contract. The contract will be regulated as per the terms & conditions of thetender and agreement to be executed.

5. This award of contract shall be valid after completion of all the formalities and as per theclauses, terms & conditions of the Tender document.

6. The duration of the contract shall be initially for a period of 01 (One) year from the date of

execution of contract and further extendable for another 01 (One) year on mutually agreeable terms& conditions.

T. You have to complete the necessary deployment of manpower with proper kitting(Uniform and atso essential security equipment which are part of it) and also various Security

equipment as mentioned in the e-Tender for the deployment at various places at AIIMS

Bhubaneswar as per tender specifications within 45 days from date of Award of Contract.

B. You are required to submit authenticated copies of valid labour license, trade license and

other licenses as required under the law. (Those who do not possess such license for Bhubaneswar

jurisdiction, shall have to provide the same within 1(one) month of receiving the Award of Contract.

g. The equipmenUmaterials required to be in possession of Security Guard as per e-

Tender needs to be supplied at the time of deployment along with the uniform and other kits for the

guards to perform theii duties at AllMS, Bhubaneswar shall be at the cost and risk of the service

provider.

10, You are required arrange 3'd party lnsurance Policies to cover all the incidents from / toguards involved in the out sourcing of services, against any mishap. The insurance policy for theguards involved for services shall be obtained on yearly basis by the service provider till the last dateof completion of contract.

11. You have to start the Deployment of Security Services for Watch and Ward Serviceswithin 30 (Thirty) days from the date of Award of Contract.

12. Penalty shall be levied @ 0.5% of the Contract value for the delay in providing manpoweras per the terms and conditions mentioned in the e-Tender document for each week of delay or partthereof, until entire deployment is completed subject to a maximum of 10o/o of the contract price fordelay in finalising the deployment.

13. You are required to submit the performance security of t 25.00.000/- {Rupees TwentvFive Lakh onlv) in favour of "AllMS Bhubaneswar" by way ot "lrrevocable Performance BankGuarantee or Fixed Deposited Receipt" from a nationalized/commercial Bank valid for 14 monthsi.e.,01(One) year & 60(Sixty) dayswithin 15 (Fifteen) days from the date of award of contract.This contract can also be extended for another period of 01 (One) year on the basis of satisfactoryperformance and if mutually agreed by both the parties on same or mutually agreed terms andconditions. The Quantum of performance security is subject to revision aftenruards on increase ofbilled amount.

14. Payment shall be made on monthly basis against submission of monthly invoice to theDepartment of S&P for processing it through Security Department as per the Rates schedule(Placed as Annexure- 'A') mentioned in the Finance Bid. Duly authenticated attendance of allsecurity personnel, Deposit receipt of statutory dues of the employees of the previous month andGST payment proof of previous month should be enclosed with the monthly lnvoice to avoid anydelay in payment of bills. Payment of any personnel deployed at AIIMS Bhubaneswar will not bededucted without the knowledge of concerned AIIMS authority.

15. Along with the remuneration of deployed security personnel, you will be paid monthly servicecharges @ 2.07% (Two point zero seven percentage) on the total payment made to the deployedpersonnel for security duty. TDS and other Govt dues as applicable will be deducted from themonthly bill. GST as applicable will be reimbursed against submission of proof of previous payments.
