Why Design Build for WSDOT?

• Speed of delivery

• Resources

• Early price certainty

• Innovative delivery

Page 4: WSDOT Design Build Contracting – an innovative partnership

Preliminary EngineeringDesign/Contract Development

• Preliminary/Conceptual Design– 15% level of design– Cost estimates

• Right of Way• Utilities• Deviations• Risk • Agency/Stakeholder/Open Houses

– Aesthetics and Noise walls

Project Goals (example)

Congestion Relief - Open the new northbound auxiliary lane to traffic as soon as possible and no later than December 31, 2010.

Excellent Quality - Meet or exceed technical quality requirements for design and construction through implementation of a clear and thorough Quality Management Plan.

Permit Compliance - Meet or exceed environmental requirements with no permit violations by adopting WSDOT’s permitting and environmental compliance standards.

Smooth Start-up - Maximize project development effectiveness through implementation of a well-planned start-up that ensures efficient delivery of the Project and begins construction as soon as possible.

Technical Approach - Utilize technical innovations that provide added value to the project.

Selecting a Design Build Team

Request for Qualifications (RFQ)

•Selection process based on goals•Shortlist 3 to 5 teams•Reference Checks•Philosophy in Scoring•Evaluation Manual•Debrief with firms

Page 7: WSDOT Design Build Contracting – an innovative partnership

Selecting a Design Build Team

Request for Proposal (RFP)

•Meetings with proposers•Q and A’s•ATC’s•Confidentiality•Addendums•Quiet period•Technical score and price

Calculating Best Value Proposal price - Technical score Lowest score is best value

Team Price Technical Credits ScoreA $185,740,751 - 10,660,000 = 175,080,751B $202,874,000 - 11,820,000 = 191,054,000C $157,800,001 - 9,630,000 = 148,170,001D $155,500,001 - 6,500,000 = 149,000,001

Design Build Partnership Keys to Success

• Co-location• Formal and informal

partnering• Discipline task forces• Shifting focus of the

organization– Learning curve for everyone

• WSDOT has oversight

Page 10: WSDOT Design Build Contracting – an innovative partnership

The Design Of Design Build

• Design Builder moves project from 15% conceptual plans to 100% RFC plans.

• Design Builder submits plan sets to WSDOT for review and comment (preliminary and final) – not approval

• Construction starts before design is complete, but not without RFC plans.

• Post design services – Process to get AS-built plans (RFI,FDC, NDC)

WSDOT - Roles and Responsibilities Design

• WSDOT owns Basic Configuration elements• WSDOT provides oversight:

• Most review happens in Task Force meetings through “over the shoulder” reviews

• Ensure design meets the Contract Requirements / Mandatory Standards established

• Manage review comments and resolution; beware of preferences• Do not direct work• Management – tracking (doc. control)

• WSDOT provides design quality audits– DQMP

• WSDOT approves the design at the end of the project

The Construction of Design Build

• Quality Management Plan (QMP)• Design Builder responsible for Quality Control (QC) and

Quality Assurance (QA)– Quality Assurance must be independent from Quality Control

– Quality Manager must report to non-production management

• WSDOT responsible for Quality Verification (QV)– Lab certification and tester qualifications

– Testing asphalt

– Fabrication inspection

• Environmental – WSDOT responsible for permitting

– Design Builder responsible for compliance

• The Design Builder responsible for solutions to problems

Contract Administration Roles and Responsibilities

• Document control• Materials/Record of

Material• Payment• Change orders• RFI/FDC/NDC (post

design services)• As-Builts• Final Records

Project Closeout - Design

Design•Document Control•Develop closeout plan at beginning of project•Define requirements – Design deliverables•For WSDOT: DDP/PF•Importance of early engagement
