DRAFT 2008-09 School Comprehensive Educational Plan (CEP) Submission Timeline

Activity Timeframe/Due Date

Schools participating in this year’s pilot of the iPlan Comprehensive Educational Planning Tool will be notified via e-mail of scheduled half-day trainings to be conducted to familiarize schools with the Web-based CEP development and submission procedures. These schools will be asked to send core SLT representatives to one half-day training session.

October 22 through November 3

SSO network teams (with support from your SAF) will review CEP sections III through VI. Nov. 3 – 14

Deadline to submit your draft final CEP to the DOE. More details on how to submit the draft will be available in Principals’ Weekly next month.

November 21 (tentative):

The Office of School Improvement will review CEP appendices 1 through 8 and the SLT signature page and will provide supportive feedback to via a compliance review checklist, with assistance from other central offices as necessary.

November 21-December 5 (tentative)

You should revise your CEP, if necessary, in response to feedback provided by the Office of School Improvement and other central offices. 

Early/mid-December:

Deadline to submit final, revised CEP to the DOE. December 19 (tentative):

Finalized CEPs will be posted on your DOE Web site. School communities, SSOs, ISCs, and central offices will have easy access to CEP documents to encourage engagement and coordination in support of your schools.

The CEP for 2008-2009

• More Streamlined, targeted and Data Driven (Comprised of 6 Sections and 8 Appendices).

• Incorporates internal and external accountability systems (Progress Report, Quality Review, Interim Assessments, Surveys, Inquiry Team findings, NYS Assessments, Alternative Assessments).

• Brief narrative description instead of Executive Summary.

• School data is provided by Central and is included on a pre-populated School Demographics and Accountability Snapshot (SDAS).

• School develops needs assessment based on multiple accountability sources i.e.

• SMART goals and Action Plans

• Appendices also include Contract for Excellence plan, School Improvement Plan (CEP Addendum), and response to Curriculum Audit.

• The School Information Page indicates the school’s identification/network affiliation.

• Position/Title – List names only.

• Signatures are not required on this page.

School Leadership Team Signature Page

• There are required members of the School Leadership Team (SLT) that will sign the CEP. (Principal, UFT Chapter Leader, PA/PTA President)

• All other SLT members sign the page as well.

• There is a balance of Staff members and Parents.

Note: The suggested minimum is 10 with a maximum of 17. Membership can go as high as 17 in the case were there is a student or CBO representatives. However these constituency groups are not counted during a vote.

Section III Part A – Narrative Description

• A 500 Word snapshot of contextual information about your school community

• Unique/important characteristics

• Could include vision/mission (optional)

• Admissions directory or an introductory letter to new parents

• Strategic collaborations/partnerships and special initiatives that makes your school unique

Section IV: Needs Assessment

• SUMMARIZE major findings regarding performance trends.

• Highlight strengths, accomplishments and challenges.

• Consider the following questions:

- What student performance trends can you identify?

- What have been the greatest accomplishments over the last

couple of years?

- What are the most significant aids or barriers to the school’s continuous

improvement?

Section V: Annual School Goals

• Along with the smart goal include a few phrase of description.

• SINI, SRAP, SURR, D, and F schools must identify a goal and complete an action plan related to improving student outcomes in the area(s) of improvement identification.

• Findings lead to the development of SMART Goals (5 is a good guideline):

ANNUAL GOAL DESCRIPTION

SMART GOAL – By June 2009, SWDs will meet the 95% participation rate requirement for ELA as evidenced by a 3% increase in the percentage of tested students as indicated in the School Report Card.

After conducting our needs assessment the SLT determined that 92% of students in the SWD student group were tested in ELA. This is 3% below the participation rate criterion of 95%. Therefore, the SLT determined that meeting the criterion for participation rate should become a new school goal.

• One action plan for each SMART Goal

• Key strategies and activities the school will take to meet annual goals including responsible staff and timeline.

• SINI, SRAP, SURR, D and F schools must complete an action plan related to improving student outcomes in the area(s) of improvement identification.

• Evidence of Interim Progress (include data)
