( + ) With the upcoming Asia-PacificEconomic Cooperation (APEC) Meeting to be held in Bandun, i.e. theprovincial capital of West Java, the Indonesian Government mustconstruct a convenient and rapid freeway connecting Jakarta andBandun. This undertaking will promote the country ’ s image withrespect to technical accomplishments. PT. Jasa Marga (Persero) (JM),an Indonesia governmental enterprise, won the bidding rights in 2005to construct the CCF that will connect the Jakarta-Bandun Freeways.Failure to complete construction of the CCF by the end of April 2007will mean a lost opportunity during the APEC meeting to showcaseIndonesian ’ s rise to the international stage. The most difficult aspectof the CCF project is the Cikubang Bridge, which is located in amountainous region and will largely determine whether than CCFproject is completed on time. However, construction of the CikubangBridge was delayed eight months because of budgetary constraints andpoor construction management. Therefore, this work describes anefficient and timely construction model to compensate for schedulingdelays.

A modified construction model is considered from fouraspects of the project: switching to a different contractor revisingstructural design, altering construction approaches and addingequipment. For the structural design of girders, the continuousbox type is changed to a simple supported beam type. In theconstruction method, an automatic slip-form system isimplemented instead of a conventional form system for erectingtwenty pier columns, i.e. over 40 meters in height and a girder byusing the horizontal pushing method to replace the cantilevermethod. For piling work, at least three sets of boring rig must be

added to the job site. Re-contracting a well-informed contractoris the most urgent task. Despite this responsibility, the informedcontractor must have strong financial support and ampleconstruction resources, e.g., experiences with similar projects,abundant construction equipment and personnel, reliable

construction management and the ability to reduce mobilizationtime.

Analysis results indicate that theproposed construction model can save three months ofpiling work, four months for constructing pier columns andthree months for erecting girders. Consequently, the overall

schedule can cut down at least eight and a half months. Hopefully, the proposed model canfacilitate on time or ahead of time completion of a project.JM must be responsible for limiting the potential on-siteharm. Moreover, the proposed model can achieve project

goals, although overall construction costs might beincreased by 6%. The ability of JM to effectively respond tothis challenge will gain public confidence and bolsterIndonesia’s international image.

( + ) The shield method isadopted to comply with budgetary and time constraints incompleting a 345 kv cable line of the Taipei Dam Project.However, conventional constructs, e.g., the openexcavation pipeline method, on urban roadways oftenrequire constant movement or scaffolding to protect thepipeline, making it extremely difficult to estimate completiontime of a pipeline project when constant movement orscaffolding is involved. Therefore, this work presents aconstruction design scheme that adopts the shield method

to avoid a time delay in project schedules. A verticalshaft is constructed in a nearby underground obstacle. Ahole is then drilled to enable engineers to pass through theunderground obstacle via the vertical shaft. Finally, anelectrical cable is constructed and placed in the hole.

Simulation results indicate that theproposed construction design scheme can pass throughthe underground obstacle, eliminating the need to move thepipeline. Importantly, the proposedscheme provides a valuable reference for governmentalauthorities or construction companies when dealing withunderground obstacles.
