Different odd circumstances come up which keep him frombeing arrested .

He gets arrested when he is standing in front of a church thinking about his life.

4. Why is the outcome a surprise?

It is a surprise because Soapy had just decided to make the most out of his life and the reader is happy that Soapy has made this decision. His arrest is a terrible let-down.

We know the tall man is the thief.

We are going to be paying attention to his answers to see how the tall man will try to avoid being found out by the detective.
