WRIA 8 Salmon Recovery Council Membership Subcommittee Recommendation March 20, 2014 Background The WRIA 8 Salmon Recovery Council Guiding Principles call for a membership subcommittee to be convened annually to review current membership and make recommendations regarding future membership. In 2014, the membership subcommittee included: Andy Rheaume, SRC Vice-Chair and City of Bothell Councilmember Ted Frantz, Town of Hunts Point Councilmember Don Fiene, Friends of the Cedar River Watershed The subcommittee reviewed two requests for membership to the SRC, considered removal of an existing member organization, and evaluated whether to reach out to specific state and federal agencies that either have existing SRC membership but do not attend or that would be good additions to the SRC. Below are the subcommittee recommendations for SRC consideration. Recommendations for Decision 1. Request from Long Live the Kings to be added as a stakeholder member to the Salmon Recovery Council, and to have Dr. Don Davidson serve as their representative (see attached letter). Recommendation: Add Long Live the Kings as a new SRC member. 2. Request from Alderwood Water and Wastewater District to be added as a stakeholder member to the Salmon Recovery Council (see attached letter). Please note that the Washington Association of Sewer and Water Districts seat on the SRC, which has been vacant for some time, has been filled as of this meeting by Gary Schulz, Commissioner of the Skyway Water and Sewer District (see attached letter). Recommendation: Add Alderwood Water and Wastewater District as a new SRC member. Given the large number of individual water and sewer districts in WRIA 8, limit SRC membership to the Washington Association of Sewer and Water Districts and up to one additional individual sewer and water district that demonstrates a clear and compelling interest in advancing salmon recovery implementation issues and priorities. 3. Improve state and federal agency participation by requesting Washington Department of Natural Resources (DNR) and the U.S. Army Corps of Engineers (Corps) fill their existing but vacant seats on the SRC. Also, request NOAA and EPA become SRC members and designate representatives.

WRIA 8 Salmon Recovery Council

Membership Subcommittee Recommendation

Background

The WRIA 8 Salmon Recovery Council Guiding Principles call for a membership subcommittee to

be convened annually to review current membership and make recommendations regarding

future membership. In 2014, the membership subcommittee included:

The subcommittee reviewed two requests for membership to the SRC, considered removal of

Recommendation: WRIA 8 staff should draft a letter on behalf of the SRC to request

DNR and the Corps fill their existing seats, and draft a separate letter requesting NOAA

and EPA join the SRC and designate representatives.

4. Cleve Steward has resigned from the Salmon Recovery Council due to his moving out of state. Sustainable Fisheries Foundation has not expressed an interest in maintaining their seat on the SRC.

Recommendation: Remove Sustainable Fisheries Foundation as an SRC member. The

Sno-King Watershed Council, which had been an alternate member for Sustainable

Fisheries foundation, should retain its membership on the SRC.

Jason Mulvihill-Kuntz Lake Washington/Cedar/Sammamish Watershed Coordinator Water Resource Inventory Area (WRIA) 8 Dear Mr. Mulvihill-Kuntz: I understand that there is a vacant seat on the WRIA 8 Salmon Recovery Council. This seat has been allocated to the Washington Association of Sewer & Water Districts (WASWD) in the past, but has been vacant for some time. Having become aware of this vacancy, I want to assure you that our organization would like to be actively represented on the Council. One of our member districts has a Commissioner who is interested in the seat. Our Board of Directors asks you to consider placing Gary Schulz from the Skyway Water & Sewer District as our representative in the WASWD seat. You will find him an excellent candidate. By profession he is a wetland/forest ecologist with past experience on WRIA 9, having served on its committee for conserving and restoring salmonid habitats.
