WRBLO Money Laundering Statement WRBLO Community Interest Company is fully committed to fulfilling its obligations under the Money Laundering Regulations 2017, The Proceeds of Crime Act 2002, The Terrorism Act 2000 and other relevant Legislation, for the purposes of combating money laundering and terrorist financing. We also search International Fraud and Terrorism Databases (including those of the U.S. Office of Foreign Assets Control) for the names of board members and senior management of all organisations that complete our stringent application process to ensure U.S. Patriot Act guidelines are not breached. WRBLO carries out verification checks at all stages of our application process on an ongoing basis, as well as seek to establish the source of wealth and source of funds provided to us to fulfil the obligations we provide to NGO’s and charitable organisations. Procedures and policies are in place to ensure compliance with the relevant legislation and international directives and WRBLO staff are trained how to comply and may be directed to refuse to engage or provide grants or services where we have any concerns.

Executive Summary
Much of the African continent experiences the effects of deeply rooted abject and endemic poverty
and this is irrespective of the fertile soil, as well as considerable deposits of valuable minerals and
tradable commodities.
Statistics suggest that poverty has decreased in recent years, but the evidence shows that the poor
are getting poorer. What is clear is that the combined efforts of Goodwill and External Assistance are
not having the impact required to make a sustainable difference in Deprived Communities.
Professional Observers see how a range of economic factors including burgeoning increases in
National Debt, has over-burdened already struggling economies, dissipating real hope of investment
at ‘Ground Zero of Poverty’
We believe that ‘the African dream’ can be stirred up at the grassroots from within Deprived
Communities, by inviting applications for the grant funding of innovative proposals, that encourage
and foster sustainability through projects and services that empower communities, as dramatized in
the film by Chiwetel Ejiofor, 'The boy who harnessed the wind’
WRBLO have a comprehensive plan that we believe can be instrumental in enabling these
communities, to begin ‘living their African dream’ which we believe is to be most effectively realised
through the natural resilience and entrepreneurial culture, that needs to be enabled in order that
these communities can begin to produce sustainable economic growth. By supporting organised
community-based NGO’s and Charities who have a vision and unique perspective to drive and assist
their communities with the implementation of innovative endeavours that will deliver a sustainable
harvest of positive impact, for health, well-being and economic growth.
As a responsible intermediary funding organisation, our role is to provide every assistance to the path
of implementation for such proposals that can be verified, evaluated and monitored. An essential
element of our role is to raise funding through our members, the public, the African Diaspora and
Business, collaborating and evangelical in the promotion of sustainable socio-economic solutions and
integral, dynamic social investors.
Through our ‘Specialised Social Responsibility’ Programme’ (SSR), we shall deliver a holistic package
of resources directly into ‘ground zero of poverty’ to support and improve millions of futures, free of
bureaucratic or political interference and the nefarious forces of corruption, fraud and financial
mismanagement.
We will begin work in Uganda, and hope to expand our concept into other jurisdictions that include
Burundi; Kenya; Rwanda; Tanzania and Ghana where 54% of their combined populations numbering
approximately 181 million represent 20% of the world's poorest people!1

1. The Specialised Social Responsibility Programme (SSR)
The SSR Programme is a Project and Services innovation incubator that invites grassroots
organisations with a verifiable track record of past and ongoing community service to submit
proposals that appertain to and can demonstrate a high probability to deliver impact in the following
7 community development categories:
Poverty Healthcare Education
Community Cohesion Financial Inclusion Farming Innovation
Civil Infrastructure Local Business Enterprise
WRBLO’s SSR Programme publishes funding calls, verifies applicants, identifies innovative proposals, extrapolates, process and collates detailed information, provides advice on enhancement, capacity building and collaboration and finally, grant application and ongoing monitoring in support of successful applications with resources raised from donations, sponsorship, media and press relations. SSR will harness the precious energy of hope, innovation and work as the commodity that engages communities on their path to sustainable economic growth and community regeneration, by supporting and facilitating pragmatic, innovative and sustainable ideas from communities of people who strive to be empowered to become happier and even more productive citizens.

3. Structured Capital Raise WRBLO will rely on two primary income streams:
• WRBLO Membership
• Corporate/Business Sponsorship
These income streams will fund our UK administrative base as well as overseas operations and will
maintain an adequate level of reserves. WRBLO operating costs will include:
• UK administrative base and overseas operational staff salaries
• Rent and Rates
• IT production hardware
• IT development
• International travel
• International in-country events
4. WRBLO Membership and Exclusive Privileges Much of our success will be realized through the positivity of our members. Our aim is to sign up 500
global members in Years 1, 2 and 3 of operations through targeted social demographics, social media
TV advertising. We plan to utilize renowned celebrities who have a keen interest in reducing poverty.
All staff and volunteer positions will only be advertised to members who will exclusively be rewarded
with:
• Full and part time employment opportunities
• All expenses paid rotational overseas volunteering stints
• Paid fundraising commission to individual and syndicated groups
Members (excluding those directly employed by WRBLO) can earn fundraising commission on a sliding
scale of between 7.5% and 15% as they raise money for the Deprived Communities Fund through
motivation and ingenuity.

Specialist advisors will also be recruited from our membership to fill short term overseas positions
advising organisations in the specialist following sectors:

Passive members will be invited to present our annual awards ceremonies in honour of all involved in
supporting the noble work of those organisations working to make a real and sustainable difference.
Every member will be provided with e-newsletters and online access to the track the status of all
projects being supported jurisdictions where we actively support Deprived Communities.
5. WRBLO Business Sponsors We shall target and leverage companies with a commitment to CSR based on a business-centric

6. Board of Directors
Howard Douglas – Director and Chairman of the Board
Howard has been involved with Charitable organisations serving voluntarily on management
committees and been employed in various administrative roles. He has recently volunteered at FEED,
the Vineyard Food Bank in St. Albans, which is supported by donations from OCADO, Morrisons, Tesco
and Sainsburys, as well as Gail's Bakery and other local food outlets.
Howard has worked in the insurance industry as a claims management executive, regulated by the UK
Ministry of Justice and The Claims Commissioner and has commissioned bespoke claims management
software to combat insurance fraud. He wants to utilise his extensive experience to collaborate with
in-country insurers to provide basic ‘health and enterprise’ cover, exclusively available to Deprived
Communities.
Martyn Pavey (BSC Hons) (PhD) – WRBLO Director & Chief Technical Officer
Martyn is an integral member of our team with the overall responsibility for WRBLO’s digital operating
platform (WOP) and its integral functionality in the wider application and implementation.
Martyn has been designing and building systems for over 30 years. Experienced in building military-
grade systems while with Marconi Space and Defence, high quality advanced science systems while
working at Cern, complex financial systems when working for the trading systems division of NYSE,
and a wide variety of commercial systems most commonly known ‘greenfield’ builds being responsible
for the design, and implementation as well as being directly responsible for projects with budgets up
to £5 million. Martyn has a wealth of experience in building with both the Microsoft Toolsets and Linux
SDK’s as well as mixed-technology systems in both C++, C# and PHP. As our Chief Technology Officer
and Principal Technology Architect, Martyn is responsible for implementing a robust and scalable
system that can be expanded to handle increasing levels of throughput without having to be re-
engineered. He is also responsible for the delivery platform as well as the internal connectivity, storage
and redundancy systems. The overall design of WOP provides for more than adequate levels of
redundancy to ensure that the complete system remains online 24/7 with an expected uptime in
excess of 99.99%

Martyn’s development and support teams will maintain and develop the current and future system
enhancements. As CTO, he will also be responsible for all aspects of system security to maintain the
system’s security levels, to well above those required by the Financial and Insurance industries.
7. The SSR Grant Application Process SSR identifies:

Approved projects will have gone through strict stages of analysis and evaluation that will have
concluded that proposals to be of high social value and demonstrating clear:

Funding Agreement
Formal binding funding agreements drafted within a UK legal framework, will minimize risks of abuse
or misuse of funds, whilst ensuring activities to be supported are not isolated but consistent with a
wide community plan for social intervention that includes:

• Environmental impact
• Expected outcomes
• Legal framework

• Project management

Ongoing Project Evaluation
Project evaluation begins at the earliest opportunity and is carried out by WRBLO’s [in country]
Regional Auditors who will:
• Visit all project locations
• Digitally feed extrapolated information and via WRBLO’s Operating System (WOP)
• Validate and verify ID’s and project locations
• Carry out instructions from UK processing teams.
The ‘approvals process’ peruses, analyses, investigates and validates the applicant organisation’s
capability to implement and successfully complete and deliver projected outcomes advocated.
Ongoing Administrative and Technical Assistance
Technical assistance is to be provided throughout the course of the entire funding application
process:
• Local workshops and coaching
• Planning support
• Ongoing monitoring and reporting
• Access to legal help through partnering charities

All applications must meet the SSR programme’s objectives by creating new and sustainable
opportunities that:

• Support business enterprise
Every application will be required to make its unique case for grant-funding and all applications will
be assessed upon the informed specific needs of the beneficiary community.
8. Donations raised for the DCF Charitable Trust
The Deprived Communities Charitable Trust, is regulated by the UK
Charity Commission and its statutory requirements, being especially
aware of the practical challenges associated with sending money to
countries that either place restrictions on foreign funding of local non-
profits or have specific banking regulations around foreign transfers. All
persons with significant control of recipient organisations are screened
through international fraud and terrorism databases (including those of the U.S. Office of Foreign
Assets Control) to ensure no breach of U.S. Patriot Act guidelines
Targeting the public and more specifically, the African Diaspora who empathise with the causes we
showcase using sophisticated digital marketing, targeted TV advertising, and the active fundraising
through WRBLO members, significant donations will be raised, ring-fenced and routed directly into
the Deprived Communities Charitable Trust.
