Two FIR involved:
o Kuala Lumpur (KL); and
o Kota Kinabalu (KK)
Meteorological Watch Office (MWO):
o Kuala Lumpur FIR – National Aviation Meteorological Centre(NAMC) at KLIA.
o Kota Kinabalu FIR – Sabah Meteorological Office (SMO) at KKIA.
Number of Meteorological Officer involved:

Staff awareness
Responsibility of MWO to prepare the SIGMET based on;
▪ International Standards and Recommended Practices (SARPs), Annex 3.
▪ Technical Regulations (WMO-No. 49), Volume II: Meteorological Service for International Air Navigation.
▪ ASIA/PACIFIC Regional SIGMET Guide.
The issues on SIGMET;
▪ Phenomena involve more than one FIR.
▪ No specific tools especially to locate the coordinate of phenomena.
▪ The accuracy of SIGMET (Movements, Intensity and Position of phenomena).

Training
The qualifications and competencies required of personnel involved in the provision of aeronautical meteorological services.
▪ Qualifications - Aeronautical Meteorological Forecaster (AMF) has successfully completed the Basic Instruction Package for Meteorologists;
▪ Competencies for AMF is implemented.
Familiarization on the use of Web Tool
▪ Refer to the manual of Web Tools.
▪ Using the Web Tools in daily SIGMET operation.
▪ Refer to JMA/HKO for any problems on Web Tools.

Review of Local Procedures
The new processes to be included in the local procedures;
▪ use of Web Tools for the weather monitoring;
▪ coordination with other MWO for phenomena involving more than one FIR;
▪ Use of Web Tools to generate the coordinate (latitude/longitude) of the SIGMET phenomenon;
▪ transfer the SIGMET which is generated from Web Tools to the existing processing system for the dissemination of SIGMET;
▪ monitoring of the SIGMET (ABT, SkyVector, AWC, JMA Web Tools); and
▪ record the coordination in Log Book; and
▪ Document references

Review of Local Procedures
Updates the references documents (manual/guidelines):
▪ Local Procedures;
▪ SIGMET coordination procedures; and

Updates the use of the system/tools:
▪ Web Tools (Monitoring and Generating); and
▪ Meteorological Data Processing System (Monitoring,
Analysis/Forecasting and Dissemination)

Installation of technical or other sources
Installation of Web Tools:
▪ Refer to manual (JMA and HKO);
▪ Used existing workstation; and
▪ No upgrading on the network.
Satellite data (Himawari 8) and Composite Radar Network:
▪ Enhanced Infrared Satellite Image data updates every 10 Minutes into
SATAID and Meteorological Processing System; and
▪ Composite CAPPI (2 km) data updates every 10 minutes into
Meteorological Processing System.15

Ongoing staff awareness
Frequent discussion on the procedures:
▪ SIGMET coordination procedures;
▪ ASIA/PACIFIC Regional SIGMET Guide; and
▪ Local Procedures.
Attending the coordination monthly meeting:
▪ updates on new issues;
▪ new instructions/amendments of procedures; and
▪ Opportunities to share the knowledge.16
LOCAL ACTIVITIES DURING OPERATIONAL PHASE
Ongoing staff training
All forecasters are involved in the discussion of any issues :
▪ during coordination (monitoring and analysis of weather); and
▪ actively involved in the case study (preparation).
Training on the system
▪ hands on training on the updated features available via Web Tools;
and
▪ other MetMalaysia Meteorological Systems (radar, satellite and WAFS
products) which is available for the purposes of monitoring and
analysis.17

Update accordingly from the monthly meeting highlights:
▪ Processes (Methodologies);
▪ Web Tools new features (JMA and HKO);
▪ local meteorological system (overlay radar data and satellite); and

Significant elements to be recorded in the logbook includes:
▪ Date of consultation;
▪ Consultation start and end time;
▪ Local MWO;
▪ Consulted by or consultation with neighbouring MWO;
▪ SIGMET sequence number;
▪ Phenomenon;
▪ Observed or forecast;
▪ Geographic area affected;
▪ Brief description of the consultation (reach consensus and/or nonconsensus);
▪ Full SIGMET message issued by the originating MWO; and
▪ Suggestions for improvement.

Criteria for logbook completion:
▪ For any coordinated SIGMETs; and
▪ Recorded after the issuance of coordinated SIGMET.
Review logbook to identify any issues for further discussion (monthly
meeting as a case study).

Resolution of the technical difficulties
Web Tools
▪ Call the front line maintenance team (24 x 7) for any problem
encountered on workstation and network;
▪ Report to WEB TOOL ADMINISTRATOR (JMA via BBS chatroom/email
and HKO (via HKO chatroom); and
▪ Call the Satellite Division for any problem on the SATAID Satellite
Images.
Other Meteorological Systems as a back-up for the SIGMET coordination.
▪ Corrective and preventive maintenance which is support by
maintenance team (office/Headquarters)24
POSITIVE EXPERIENCES
Increase the knowledge and confident among forecasters through:
▪ Discussion with other MWO;
▪ Discussion on any issues encountered (case studies) in the monthly
meeting;
▪ Improve local SOP
▪ Cooperation at international level for development of SIGMET
Coordination Procedures and Guidelines; and
▪ Technologies (web tools) used for monitoring and generating of
phenomenon coordinate and SIGMET messages.25
