Introduction This report covers the Middle East First Sub-Regional Training Board Meeting held under the umbrella of
the Wings over Wetlands (WOW) Project with the full title of “UNEP/GEF African Eurasian Flyway Project
- Enhancing Conservation of the Critical Network of Sites required by Migratory Waterbirds on the
African/Eurasian Flyways (AEWA)" – project no. 51210.
Members of the Middle East Sub-Regional Training Board (SRTB) were selected following a series of
communication with identified possible members who represents key institutions from the region. The
selection was made against pre-set selection criteria (Annex 1).
The meeting was organized by the BirdLife Middle East Division; the WOW Sub-Regional Contractor
(SRS) in the Middle East.
Participants and Venue A total of 16 possible participants were invited to participate in the meeting (Annex 2); five participants
representing environmental Non-Governmental Organizations (NGOs), four representing governmental
organizations, two representing regional initiatives/centers, two representing international NGOs and
three representing the Project in addition to the Sub-Regional Capacity Development Officer (CDO).
Out of the 16 invited participants, 12 confirmed their participation and attended the meeting, two
(AEWA and United Arab Emirates representatives) apologized before the meeting taking place, no
response was received from Oman, and the representative of Saudi Arabic could not make during the
meeting, however he joined the Birdlife Middle East Partnership Meeting during which he met with the
CDO and was briefed on the meeting. The list of participants is provided in Annex 3.
The meeting was held on the 10th
and 11th
of November 2007 at Amman International Hotel in Amman
the capital city of the Hashemite Kingdome of Jordan. The Hotel is a 4-star one located in Queen Rania
Al Abudlah Street (also known as the University Street) and in front of the Jordan University main gate.
English was the agreed as the meeting language having all discussions, presentations and meeting
documents presented in English.
A laptop computer with Windows operating system and Microsoft PowerPoint, attached to a projector,
in addition to two flipchart boards were used during the meeting.
Approach and Agenda
Meeting Goal
The ultimate goal of the meeting was to establish and launch the SRTB.

Aims and Expected outcomes
The organizers aims and expected outcomes of the meeting were to achieve the following:
1. Enhance the Participants knowledge and understanding of the WOW Project and the flyway
approach
2. Setting the ground for the project Training and Awareness Board in the Middle East Region
3. Review and endorse the project’s Training & Awareness Framework
4. Review training needs and priorities for the Middle East region
5. Identification and prioritization of Specific modules for the Middle East region
6. Foster partnerships and collaboration with relevant interest groups and initiatives
7. Identification of regional fundraising and marketing objectives/targets
Once the opening ceremony was completed in the first day of the meeting, the participants were asked
to introduce themselves, explain their role in wetlands management and bird’s conservation (national
and flyway level) and their expectations/contributions and expected outcomes of the meeting.
The participant’s expectations were the same for all participants, which is to learn more about the WOW
project and to understand the responsibilities of the SRTB.
Agenda
The meeting agenda was pre-prepared by the SRS team, revised by the Regional Coordinator and other
team players, and submitted to the SRTB. The agenda was deigned to moderate discussions on the
seven issues listed above as the aims of the meeting. The Agenda is provided in Annex 4.
Pre-meeting
The meeting agenda, list of invited participants, the Training and Awareness Framework and the Tool Kit
developed by the project were submitted along with the official invitations to the invited participants. A
participant pack including those documents was prepared for each participant.
All logistic arrangements including venue-related logistics, visa, international and local travel and
accommodation were put in place by the meeting organizers.
Organizers staff meeting was conducted on the 9th
of November 2007 with the participation of the
WOW Chief Technical Advisor, Wetlands International Senior Biodiversity Officer, the Middle East SRS
Coordinator and the SRS CDO during which the Agenda and meeting moderation and flow were
discussed and finalized.

Moderation and Meeting Management
The official opening of the meeting was facilitated by the SRS Coordinator and the CDO. The following
meeting activities were moderated in plenary presentations and discussions form by the SRS CDO jointly
with other Project staff.
The Wetlands International Senior Biodiversity Officer took the lead in facilitating the revision of the
Framework Modules.
The meeting presentations are provided in Annex 6.
Post-meeting
As agreed during the meeting, a reminder was sent to the meeting participants asking them to provide
with their additional comments (if any) on the Training and Awareness Framework and the Tool Kit. The
reminder suggested the 30th
of November as a deadline for receiving these comments and suggestion.
Once the deadline is reached, the CDO started the compilation f the meeting report based on the notes
recorded on the flipcharts and other comments collected during the meeting. This report will be shortly
submitted to the SRTB for revision and comments.
Summary of Key Discussions
Training Board Composition
• A presentation on the SRTB rational, setting, composition and selection was delivered by the SRS
Coordinator; Mr. Ibrahim Khader. The board composition, representation and reasons behind
selection where explained.
• Mr. Khader mentioned that Oman representation could not be secured at that time due to
limited communication channels with the targeted institutions and that alternative
communication means are being considered.
• Mr. Khader also explained that ERD from UAE agreed to participate in the Board and shall be
involved in all Board related activities in the near future. He explained that ERD representative
could not make it to the first Board meeting due to previous commitments.
• A request from the Chairperson; Mr. Azam Aloush to consider inviting a representative from
Kuwait to become a member n the board.
• A generous offer from nature Iraq (Mr. Azam Aloush) for hosting the next Training Board
meeting and/or other related events in Kurdistan in Iraq. This offer was positively received by all
members and the SRS staff, however and due to the board suggested to discuss this offer for
future events when conditions are more convenient and the hostile events come to an end.

• Dr. Akram Darwish suggested if Nature Iraq would consider hosting the meeting in Syria and
offered logistical support to the organization of the Project and the Board events in Syria. This
offer was also positively acknowledged and shall be discussed among the bard in the near
future.
SRTB Terms of References
The SRTB agreed on the following TORs;
1. Review and update the regional capacity needs assessment which was carried out during the
PDF-B phase of the project
2. Decide on the to-be adopted and adapted training modules
3. Contribute to the adaptation of the selected training modules
4. Setting up regional Capacity Development Framework and Action Plan
5. Set trainers and trainees selection criteria
6. Participate in the WOW and WW-MED workshops and meetings
7. Contribute to the implementation of the Action Plan
8. Take the lead in fund raising for the implementation of the Action Plan and sustaining the
WOW-MED Capacity Development Programme

The SRTB currently consists of 10 members (see the table below), possible new members suggested by
the SRTB can join the Board if they satisfy the selection criteria and/or considered as possible key
contributors by the SRTB.

The communication mechanism agreed by the SRTB includes a minimum of one annual meeting, phone
conferences/calls and email exchanges.

SRTB Chairing
The SRTB discussed the responsibilities of the chairperson and those have been agreed as follow:
• Chair the annual SRTB meetings,
• Represent the SRTB in regional and international events and meetings including the WOW
regional meetings,
• Take the lead in follow up with the members in coordination with the CDO; and
• Take the lead in resource mobilization, marketing of the project and modules, and fund raising
at the sub-regional level.
The Project team explained to the participants that the chairperson has to have excellent chairing
capacity, good in marketing and resource mobilization, flexible and available to represent the SRTB at
the sub-regional and regional levels, preferably has good contacts at possible donor agencies and also
accepted by the SRTB members.
Mr. Azam Aloush was nominated by some of the participants and all members approved and endorsed
this nomination.
Once the chairperson was elected, the members suggested hiring a vice chairperson who will assist the
chairperson in his presence and act on behalf of him in his nonattendance. Mr. Mohammed Yousef was
nominated and agreed on as a vice chairperson.
Another suggestion was made of having the board chairing rotational biannually. This suggestion will be
further discussed in the second meeting which will be scheduled in mid 2008.
SRTB Commitment
The SRTB discussed the represented institutions and also the member’s commitment to the
development (establishment and sustainability) of the sub-regional programme, including resource
mobilization for the implementation of the programme and marketing of the to-be-developed modules.
The participants declared their commitment to the programme and willingness to contribute to the
programme development and sustainability.
The Regional Framework
The use of the framework was explained to the participants, and the members discussed the sub-
regional regional adaptation and acceptance.
Training Needs in the Sub-Region
The SRTB reviewed the flyway related wetland problems, the related training needs in the Middle East
sub-region and the training target groups presented in the framework and the tool kit. The Board agreed
with the analysis presented in the two documents.

Plenary discussion of the existing relevant initiatives/institutions having and/or planning to have training
programmes related to wetlands and birds, the extents the identified training needs being met by these
initiatives/institutions, and priority new mechanisms needed for building on this and filling the gaps.
Table 3 summarizes identified initiatives/institutions. Further research is needed to assess available
training programmes by these initiatives/institutions and to identify the gaps.

Saudi Arabia • Environmental Public Awareness Training: for public awareness
staff from governmental agencies as well as from the media.

The Ornithological Society
of the Middle East (OSME)
Was formed in April 1978 as a successor to the Ornithological Society of
Turkey and was expanded in 2001 to cover the Caucasus and central Asia.
Its aims are as follows:
• To collect, collate and publish ornithological data on birds of the
Middle East, the Caucasus and central Asia.
• To encourage an interest in and conservation of birds of the
Middle East, the Caucasus and central Asia.
• To assist environmental and conservation organisations and
natural history societies in and concerned with ornithological
studies and activities in the Middle East, the Caucasus and central
Asia.
The Regional Organization
for the Conservation of the
Red Sea and Gulf of Aden
(PERSGA)
PERSGA is an intergovernmental body dedicated to the conservation of
the coastal and marine environments found in the Red Sea, Gulf of
Aqaba, Gulf of Suez, Suez Canal, and Gulf of Aden surrounding the
Socotra Archipelago and nearby waters. PERSGA’s member states
include: Djibouti, Egypt, Jordan, the Kingdom of Saudi Arabia, Somalia,
Sudan and Yemen. The existing training programmes are:
• Training on Environmental Inspections
• Training on EIA
• Training on Communication Skills
• Training Wastewater Management
• Training on Human health and marine environment
• Training on Integrated Coastal Zone Management (ICZM) and
sustainable Tourism
Framework Modules
Framework module specifications, curricula and prioritization was reviewed and discussed by the SRTB
and tabulated. Annex 5 presents the participants revision of the modules.
Module Adaptation:
The chosen adaptation mechanisms by the SRTB for the adaptation of the regional modules include the
following:

• Evaluating the extent the training needs, module specification and prioritization being met by
the developed regional module;
• Evaluating the convenience and relevancy of the presented/used case studies and examples to
the sub-regional characteristics;
• Modifying the presented/used case studies and examples to accommodate sub-regional needs
and identity, and suggesting new examples whenever needed;
• Editing the text to accommodate sub-regional needs and identity; and
• Be on top of the translation of the adapted modules to Arabic.
The participants also discussed the time frame for the adaptation and requested one month for the
revision and adaptation of each module.
Resource Mobilization and Fundraising
The SRTB decided to develop and implement 5-year Resource Mobilization Strategy and Fundraising
Plan. This strategy and plan will be developed in 2008 to identify and prioritize resource mobilization
targets, and shall recognize three strategic options, those are:
• Planned and well coordinated resource mobilization at the Project level;
• Planned and well coordinated resource mobilization at the Sub-Regional level; and
• Adhoc resource mobilization, in particular at the national level
The participants also suggested some possible donors from the region who can be approached in the
future; those are summarized in the table below:

Annex 1: SRTB Selection Criteria
Country-related criteria
• Each selected country should be signatory of the Ramsar Convention and the AEWA Agreement
• Each selected country should have a minimum of one Ramsar site is included in the Ramsar sites
list,
• Countries with higher number of designated Ramsar sites has more chances to be selected
Organization and Experience related criteria
• Organization sector (governmental organization, non-governmental organization, training
institution, research institution, academic institution, convention/agreement secretariat, private
business)
• Institutional structure (democratic, governmental/political, voluntary, etc)
• Demonstrated experience in developing and implementing Management Plan(s) for Ramsar
sites
