On Friday 24 June 2011 the Economic Development Board Amsterdam Metropolitan Area (EDBA) has select-ed the World Smart Capital concept as an icon project with the aim to foster the development of Amsterdam and The Netherlands as the breeding place for modern technologies and to enhance its attractiveness for foreign investment.

Corporations and organisations are invited to become corporate partner of the WSC Ideas Festival project. The role of corporations in this project will enhance the con-cept of the WSC Ideas Festival project by utilizing their expertise in the brainstorming process. All ideas collect-ed during the brainstorming will be analysed by theme and will be used as a basis of programme planning.

The main objective is to encourage citizens, organisations and corporations to come forward with their ideas what the designation should mean and what kinds of change the World Smart Capital concept should generate for the Amsterdam Metropolitan area.

There is a strong demand for making cities smarter. Without an infrastructure enhanced by digital technol-ogy it will be very hard to provide both newly urbanized populations and existing cities with enough food, trans-port, electricity and water in a sustainable manner. And Smart Systems will change the way local governments are organised. Smart city projects have been multiplying around the world.

With the designation as World Smart Capital the Amster-dam Metropolitan Area will the focal point in develop-ments around the application of smart systems in cities and you are invited to become a partner in this process from the beginning by becoming a partner of the Ideas Festival project.

Smart Systems are defined as miniaturized devices that incorporate functions of sensing, actuation and control. they are capable of describing and analyz-ing a situation, and taking decisions based on the available data in a predic-tive or adaptive manner, thereby performing smart actions. in most cases the “smartness” of the system can be attributed to autonomous operations based on closed loop control, energy efficiency and networking capabilities.

smart systems also called the internet of things Internet of Things refers to a world where physi-cal objects are seamlessly integrated into the information network, and where the physical ob-jects can become active participants in business processes. Services are available to interact with these ‘smart objects’ over the Internet, query and change their state and any information as-sociated with them, taking into account security and privacy issues.

smart systems certainly represent a conceptual change According to Forrester Research, Smart Sys-tems technologies will represent about half the spending on IT equipment and software by the year 2017. With Smart Systems comes the introduction of a new technology which changes everything. In one sense, it is entirely predict-able. On the other hand, it will fundamentally al-ter the economic equations of the Telecom and IT world, as well as spawn whole new enterprises and enable radical new ancillary technologies.

Smart Systems may well change the way that local governments, in particu-lar, are organised. instead of being a collection of departmental silos, they could come to resemble computing platforms. most services, from payment systems to traffic information, would be provided in only one version and used by all departments – or by private firms that want to offer their own urban applications. there is strong demand for making cities smarter. without an infrastructure enhanced by digital technology it will be very hard to provide newly urban-ized populations with enough food, transport, electricity and water.

smart city projects have been multiplying around the world Some of them are not as new as their labels suggest, and in any case what exactly constitutes a smart city is hard to define. But they all have one thing in common: they aim to integrate the recent efforts to introduce smart features in a variety of sectors and use this ‘system of systems’ (as IBM calls it) to manage the urban environment better.

• Thames Water (serving the greater City of London) invests £100 million so it can take action remotely and automate a lot of its processes

• The Smart+Connected Communities Institute was recently founded by Cisco, Metropolis Group (100 cities), Gale Inter-national and The Climate Group

• Approx. 90 smart grid projects have been identified around the world today (Accenture)

• Songdo City near Seoul is perhaps the most ambitious smart city project so far, expected to cost $35 billion and ultimate-ly home to 65,000 people

• In 2010 more than 76 million smart meters had been in-stalled worldwide. That amount will treble in 2015, to 212 million (ABI Research)

• The best-known smart city is Masdar, a brand-new develop-ment in Abu-Dhabi for 40,000 people and entirely being built on a raised platform

• The worldwide smart grid market alone will grow from $20 billion in 2009 to $100 billion in 2030 (Morgan Stanley)

• PlanIT Valley near Porto is an ambitious attempt to combine technology and urban development for an eventual popula-tion of 150,000

• As early as in 2004 Boston’s Water and Sewer Commission had equipped almost all its customers with wireless smart water meters

• Most existing cities, at least in the West, will go for a step-by-step approach (SENSEable City Lab at the Massachusetts Institute of Technology (MIT))

• New York City will install more than 800,000 smart water meters at a cost of about $250 million

• China alone will need to add the equivalent of one New York every year to accommodate the number of people (350 mil-lion) expected to migrate to urban areas by 2025 (McKinsey)

• Cities like San Francisco, London, and Washington DC, have already opened their data vaults. IBM, among many other companies, has already built a web-based application called ‘Cities Forward’ that takes in data from 50 cities

world smart capital concept The vision of the World Smart Capital concept is to promote and encourage the use of smart systems to further the economic and social de-velopment of the world’s cities. The World Smart Capital designation aims to focus on the broader essence of the impact of smart systems on urban spaces, urban development, transport, energy, economies and citizens. The designation pro-vides a distinctive opportunity for cities to show-case their accomplishments in the application of smart systems, as well as highlight successes in smart urban strategies and developments. The designation is conferred to cities that ex-hibit exceptional progress addressing both the applications of smart systems and its social influ-ence and implications. These cities demonstrate how their government, industries, educational institutions, and citizens are working individually and in concert to revitalise and reinvent their urban environment.

Indeed, the vision is to promote and encourage the use of Smart Systems to further the eco-nomic and social development of the world’s cities. But the World Smart Capital concept can also help cities better position themselves, gives them a better image and increased visibility, attracts investors and creative people, improves their quality of life, and will set up new public-private partnerships.

the world Smart capital is an initiative of the world Smart capital foundation, an international non-governmen-tal and independent non-profit organisation that aims to promote the applications of smart systems and the management of its social influences and implications. the executive board will be supported by two Steer-ing committees, one representing varied sectors of the smart systems world, and a second one representing (smart) cities.

each designated city will have a local wsc project management team Unlike individual projects and events, where the local WSC Project Management Team has complete autonomy to implement the projects and events as deemed necessary, the WSC Framing Events are partnership events that are developed, organised, and implemented in close collaboration between the WSC Foundation and the local WSC Project Management Team.

candidate defined A Candidate will likely consist of the City, the Venue(s), the Region, the National Government and other relevant organisations.

bidding procedure The normal application procedure will be a combi-nation of many factors that contribute to the final selection of a city that has the eligibility, financial commitment and capacity to execute high-quality programs and events. The selection procedure will not have an open financial bidding round, but will comprise of an application fee, an administration fee (short-listed cities) and a licensing fee for the winning city.

The first open annual (2014) will be launched at PIC-NIC 2011 (September 14-16) with a call for applica-tions, open to all cities interested in becoming the next World Smart Capital.

bid process Based on a Bid Manual answers will be invited to a series of questions which will enable the WSC Foundation to select a short list of Candidates for further consideration and ultimately award the win-ning Candidate the title of World Smart Capital for a year-long period.

trademarks The logo and the words ‘World Smart Capital’ are trademarks of the WSC Foundation (‘Marks’). The Candidate will be given a license for use of the Marks in all promotional and advertising material for the duration of the relevant year. This license includes sub-licensing rights, so that the Candidate can sub-license the Marks locally in order to give start-ups or established companies alike the pos-sibility to communicate their pride in being part of the World Smart Capital.

corporate sponsorships with corporations, institutions, associations, and governmental bodies Each designated city can offer unique sponsor-ships to partners, especially when the WSC concept and the nature of the partners’ business are tightly linked and compatible. Through sponsorship, corpo-rate partners will enhance their know-how, execute project content, and collaborate with each other.

During the planning phase, local WSC Project Management teams should work in conjunction with government officials, stakeholders, partners and advisors to identify and/or develop projects and events, each ranging in scope and size, and developed with specific objectives to address local, regional, national or international audiences, as well as public and/or private sectors.

wsc framing events These Framing Events will set the broad framework for the World Smart Capital concept, identifying key themes for a number of events, whose “production values” carry the “genetics” of the World Smart Capital concept and its mission.

Unlike individual projects and events, where the local WSC Project Man-agement team has complete autonomy to implement the projects and events as deemed necessary, the WSC Framing Events are partnership events that are developed, organised, and implemented in close collabo-ration between the WSC Foundation and the local WDC Project Manage-ment Team.

The World Smart Capital concept will help to engender a strong and positive image for the city, and will also positively impact its citizens. The World Smart Capital concept will allow the city to reinforce or create the development of smart systems, as well as claim, substantiate and use the designation of World Smart Capital.The World Smart Capital will not only host the Framing Events, but will enjoy new and innovative, local and global opportunities that underscore its stature as the World Smart Capital throughout the year.

The World Smart Capital concept is an umbrella concept encompassing different propositions:

• legacy – referring to the long-term impact created by the City becoming a World Smart Capital, such as Academic Development, Foreign Inward Investment, Government Initiatives, and more

• city’s profile program – spreading around the designated city, the main components are dialogues/debates, and competitions and awards, complemented by various smart systems-driven festivi-ties

• wsc framing events – A series of WSC events coordinating a programme of research, and a wide range of capacity building, knowledge transfer and engagement activities to facilitate greater dialogue between academics, practitioners, policy makers, the indus-try and the public

amsterdam is a very eligible smart city Large-scale smart city projects are possible only when building a city from scratch. Making an exist-ing city smart is a different story. Amsterdam leads the pack with its down-to-earth approach, culmi-nating in creating Amsterdam Innovation Motor (AIM) for this purpose.

The strategy is not intended to come up with some master plan for a grand design, but to identify interesting ‘smart’ projects, work with lo-cal firms and other stakeholders and find ways to make projects worthwhile for everybody.

Most existing cities, at least in the West, will go for such a step-by-step approach, predicts Carlo Ratti (SENSEable City Lab at MIT, Cambridge). With a number of smart urban projects of its own, Am-sterdam is very eligible to become the pilot city for the development of the World Smart Capital concept.

Today, Amsterdam celebrates the accomplish-ments of an innovative and creative city that is leveraging Smart Systems technology as a tool to enhance its social, cultural, economic, and urban development.

The coming two years, Amsterdam is further realiz-ing its vision to become an innovative and creative center of Europe, with a plethora of WSC and City projects in the pipeline.

This is in addition to the city’s ongoing implemen-tation of policies in urban planning through its Am-sterdam Innovation Motor public-private venture, the Amsterdam Smart City initiative, and its Open Cities partnership.

openIng HourSThe exhibition will be open to visitors on Tuesday 24 to Wednesday 25 January 2012, from 10 am to 6 pm. For exhibitors, the building will be accessible from two hours before the opening until two hours after the closing of the exhibition.

conSTrucTIon And dISmAnTlIng perIodAmsterdam RAI will be open for the construction of stands and the delivery of goods from Friday 20 January to Monday 23 January 2012. Shell scheme stands can be decorated between 8 am and 5 pm on Monday 23 January 2012. Goods should be removed and stands dismantled and removed between Wednesday 25 January 6.30 pm and Thursday 26 January at 5 pm. Exhibitors using shell scheme stand construction should clear these by 12 midnight on Wednesday 25 January. AdmISSIonThe basic admission charge for the exhibition, as specified in article 5 of the Standard Terms, will be € 65.00 per person, including VAT. Badged visitors to the World Smart Capital Conference 2012 and the Smart Systems Alliance Global Meeting 2012 will have free access to SSITS Amsterdam 2012.

orgAnISerSSITS Amsterdam 2012 is organised in a joint venture with Amsterdam rAI by bITA center, specialized in events and publications around IT development and distributed renewable energy, with offices in Bloemendaal, Zuiderstationsweg 18-20, The Netherlands.

Smart systems will drive a new wave of technology investment (Andrew Bartels, Forrester Research). According to Forrester Research smart computing technologies will represent about half the spending on IT equipment and software in the US by 2017. Some parts of the IT industry stand to benefit more than others. The Economic Development Board Amsterdam Metropolitan Area (EDBA) facilitates cooperation between industry, academia and government.

The goal is to establish the Amsterdam Metropolitan Area in the top 5 European investment regions.

To this end the EDBA envisages to compose an integrated Innova-tion and Knowledge Agenda for the region, supported by dedicat-ed taskforces for each of the region’s seven economic clusters.

The seven clusters are ICT, Creative Industries, Red Life Sciences, Business & Financial Services, Logistics & Trade, Flowers & Food, and Tourism & Congresses.

It goes without saying that the World Smart Capital concept would fit seamlessly into the EDBA’s strategy and its goal to establish the Amsterdam Metropolitan Area in the top 5 European Investment regions.

Indeed, the real and the digital worlds are converging, thanks to a proliferation of connected sensors and cameras, ubiquitous wireless networks, communications standards and the activities of humans themselves. The real one is strewn with sensors, picking up every-thing from movement to smell. The digital one, an edifice built of software, takes in all that information and automatically acts on it. This convergence brings much greater efficiency and lots of new opportunities.

And let’s not forget that many countries have already made smart systems a priority of industrial policy. The Internet of Things (an-other term for smart systems) is central to the European Union’s ‘Digital Agenda’ under strong guidance from Commissioner Mrs. Neelie Kroes.

But the bandwagon is not just rolling for the benefit of technol-ogy companies and ambitious politicians. It has gained momentum because there is a real need for such systems. In many countries the physical infrastructure is ageing, cities have pledged to become clean, health-care costs are exploding and money is tight.

The main objective of this project is to en-courage citizens, organizations and corpora-tions to participate in envisioning a better city, just some months before the start of the designation. Citizen involvement in the WSC Ideas Festival and subsequently in the WSC concept means that they actively participate and contribute their efforts to the WSC pro-gram, which, in effect, should be put forth in the best possible manner. The main items of this process are:

The gathering of ideaswsc ideas festival @ picnic2011 14-16 september 2011PICNIC2011 will host the WSC Ideas Festival. PICNIC is about innovative ideas for business, people and society. It is a platform that brings together thousands of people each year from diverse backgrounds who like to exchange ideas and insights and are keen to expose themselves to ideas outside their own area of expertise. PICNIC2011 is the natural habitat for the WSC Ideas Festival.

The evaluation phasewsc ideas selection sessions, at several locations during sep-tember (20 – 30) and october 2011During these WSC Idea Sessions pre-selected ideas and concepts - to be gathered from the WSC Ideas Festival @ PICNIC2011 – will be subdivided in themes for further discussion and selection. Each WSC Ideas Selection Ses-sion will be hosted by a corporate partner.

The roadmapwsc ideas reportThemes and ideas will act as stimuli for the development of the WSC concept. The themes with their selected ideas will be pre-sented in a report, co-published by the part-ners, and will form the basis for future plans and a roadmap for establishing the WSC concept as a significant contribution to the enhancement of the Amsterdam Metropolitan Area for the upcoming two years and beyond.
