SUMMARY

This document presents the Tentative Lists of all States Parties submitted in conformity with the Operational Guidelines as of 15 April 2019.

• Annex 1 presents a full list of States Parties indicating the date of the most recent Tentative List submission.

• Annex 2 presents new Tentative Lists (or additions to Tentative Lists) submitted by States Parties since 16 April 2018.

• Annex 3 presents a list of all sites included in the Tentative Lists of the States Parties to the Convention, in alphabetical order.

I. EXAMINATION OF TENTATIVE LISTS

1. The World Heritage Convention provides that each State Party to the Convention shall submit to the World Heritage Committee an inventory of the cultural and natural sites situated within its territory, which it considers suitable for inscription on the World Heritage List, and which it intends to nominate during the following five to ten years. Over the years, the Committee has repeatedly confirmed the importance of these Lists, also known as Tentative Lists, for planning purposes, comparative analyses of nominations and for facilitating the undertaking of global and thematic studies. Since 2000, inclusion on the Tentative List is mandatory for all sites that the State Party intends to nominate for inscription on the World Heritage List.

2. According to Paragraph 65 of the Operational Guidelines, States Parties shall submit Tentative Lists at least one year prior to the submission of any nomination. The submission format for national sites is presented in Annex 2A of the Operational Guidelines. The submission format for all transnational and transboundary sites is presented in Annex 2B of the Operational Guidelines. The Tentative List submission for such transnational and transboundary sites will be valid only after the submission by all the States Parties involved.

3. States Parties are encouraged to seek, as early as possible, upstream advice during the development and revision of their Tentative Lists. The Upstream Process, as defined in the Operational Guidelines (para. 71 and 122) enables the Advisory Bodies and the World Heritage Centre to provide guidance directly to States Parties throughout the whole process leading up to the preparation of a possible nomination. In this context, it is noteworthy that, out of the 23 Upstream Process requests received by the 31 March 2019 deadline, 15 concern Tentative Lists. The full list of Upstream Process requests received is presented in Document WHC/19/43.COM/9A.

4. At its 42nd session (Manama, 2018), the World Heritage Committee (Decision 42 COM 12A) noted the need for reform of the nomination and evaluation process and decided to extend the mandate of the ad-hoc Working Group to examine different possibilities of reforming the nomination process. The Committee also requested the World Heritage Centre to organize a reflection meeting to examine different possibilities for reforming the nomination and evaluation process, to feed into the work of the ad-hoc Working Group. In considering the Tentative Lists as an essential part of the nomination process, the expert meeting “Reflection on reforming the World Heritage Nomination Process”, (Tunis, Tunisia, 23-25 January 2019) recalled that the “Tentative Lists are an important planning tool in the nomination process and that the credibility of the World Heritage List and of the World Heritage system starts at the national level, with the selection of sites which should have a strong potential for justifying Outstanding Universal Value”. The full report of the Expert Meeting can be found in Document WHC/19/43.COM/INF.8. The experts also considered some important recommendations regarding Tentative Lists:

States Parties should be encouraged to develop sound and robust processes for the selection of sites to include in their Tentative Lists, with widest possible participation of stakeholders;

Guidelines/Manual for the establishment or revision process of Tentative Lists should be developed;

States Parties should be strongly encouraged to harmonize and review their Tentative Lists at regional and thematic levels; gaps and common themes should be identified, with the assistance of the Advisory Bodies;

States Parties should be encouraged to make use of the Upstream Process as much as possible at the stage of regional and/or thematic gap studies and establishment or revision of Tentative Lists (para 71 and 122 of the Operational Guidelines);

Tentative Lists should be reviewed and updated regularly in order to enhance their overall quality;

Capacity-building efforts should be made by all stakeholders, with particular emphasis on engaging indigenous peoples and rights holders.

The ad-hoc Working Group also highlighted the importance of Tentative Lists in the nomination process and in increasing the balance and credibility of the World Heritage List. The outcomes of the ad-hoc Working Group are presented in Document WHC/19/43.COM/12A.

5. Annex 1 of Document WHC/19/43.COM/8 contains the synthesis of outcomes of the online consultation survey regarding the reflection on the reform of the nomination process, which highlights the relevance of Tentative Lists as the main tool to bring forward higher quality nominated sites.

6. As of 15 April 2019, of the 193 States Parties to the Convention, 184 have submitted Tentative Lists in accordance with the requirements specified in the Operational Guidelines. All sites nominated for examination at the present session (see Document WHC/19/43.COM/8B) were included in the Tentative Lists of the States Parties concerned one year prior the submission of the nomination.

7. In conformity with Decision 27 COM 8A, Paragraph 4, the Tentative Lists submissions received since 16 April 2018 are presented in Annex 2 of this document. Since 16 April 2018, 37 States Parties have submitted new Tentative Lists or have modified their existing Lists, which met all the requirements of Paragraph 68 of the Operational Guidelines. The number of sites added to existing Tentative Lists is 58.

8. In conformity with Paragraph 68 of the Operational Guidelines, inscribed properties and nominated sites which the Committee decides not to inscribe on the World Heritage List are removed from the Tentative Lists of States Parties.

9. In conformity with Paragraph 69 the Operational Guidelines, the complete Tentative Lists of all States Parties are accessible to the public at the following web address of the World Heritage Centre: https://whc.unesco.org/en/tentativelists.

10. States Parties, which have not yet done so, are invited to submit Tentative Lists in accordance with the Operational Guidelines.

2. Stressing the importance of the process of revision and updating of Tentative Lists, as a tool for regional harmonisation of the World Heritage List and long-term planning of its development;

3. Encourages States Parties to seek as early as possible upstream advice from the World Heritage Centre and the Advisory Bodies during the development or revision of their Tentative Lists as appropriate;
