Action taken by the World Health Assembly 1.1 Assessment of Bangladesh The Twenty-fifth World Health Assembly decided in resolution WHA25.52 that Bangladesh shall be assessed at the provisional rate of 0,04% for 1972 and future years, to be adjusted to the definitive assessment rate when established by the World Health Assembly; and that the assessment for 1972 shall be reduced to one-third of 0.04%. 1.2 Assessment of the German Democratic Republic 2 Resolution WHA26.20 of the Twenty-sixth World Health Assembly provides that the German Democratic Republic shall be assessed at the provisional rate of 1.50% for 1973 and 1974, to be adjusted to the definitive asesssment rate when established by the Twenty-seventh World Health Assembly; and that the assessment for 1973 shall be reduced to one-third of 1.50%. 1.3 Assessment of the Democratic People's Republic of Korea 3 In resolution WHA26.53, the Twenty-sixth World Health Assembly decided that the Democratic People's Republic of Korea shall be assessed at the provisional rate of 0.10% for 1973 and 1974, to be adjusted to the definitive assessment rate when established by the World Health Assembly; and that the assessment for 1973 shall be reduced to one-third of 0.10%. 2. 1. Action taken by the World Health Assembly

1.1 Assessment of Bangladesh

The Twenty-fifth World Health Assembly decided in resolution WHA25.52 that Bangladesh shall be assessed at the provisional rate of 0,04% for 1972 and future years, to be adjusted to the definitive assessment rate when established by the World Health Assembly; and that the assessment for 1972 shall be reduced to one-third of 0.04%.

1.2 Assessment of the German Democratic Republic2Resolution WHA26.20 of the Twenty-sixth World Health Assembly provides that the German

Democratic Republic shall be assessed at the provisional rate of 1.50% for 1973 and 1974, to be adjusted to the definitive asesssment rate when established by the Twenty-seventh World Health Assembly; and that the assessment for 1973 shall be reduced to one-third of 1.50%.

1.3 Assessment of the Democratic People's Republic of Korea3In resolution WHA26.53, the Twenty-sixth World Health Assembly decided that the

Democratic People's Republic of Korea shall be assessed at the provisional rate of 0.10% for1973 and 1974, to be adjusted to the definitive assessment rate when established by the World Health Assembly; and that the assessment for 1973 shall be reduced to one-third of 0.10%.

2. Action taken by the United Nations

The United Nations General Assembly, in resolution 3062 (XXVIII) of 9 November 1973 resolved, inter alia, that

(g) Bangladesh shall be called upon to contribute towards the 1973 expenses of the United Nations activities in which it has participated from the dates indicated below at the following rates:

3. Matters to be considered by the Twenty-seventh World Health Assembly

3.1 Assessments of Bangladesh, the German Democratic Republic and the Democratic People's Republic of Korea

In the light of the criteria established by the World Health Assembly for determining the WHO scale of assessment, the assessment rates for 1973 of 0.15%, 0.07% and 1.22% as fixed by the United Nations General Assembly for Bangladesh, the Democratic People's Republic of Korea and the German Democratic Republic respectively, correspond to the following assessment percentages in the WHO scale:

3.2 Assessment of Pakistan

The Government of Pakistan has submitted a request for a reduction of its contribution for 1974 in the amount of $ 139 300. The correspondence exchanged with Pakistan is attached as Annexes 1 and 2.

In response to a previous request from that Member, the Twenty-sixth World Health Assembly, in resolution WHA26.171 made a reduction in the contribution of Pakistan for the year 1973 in respect of the contributions payable for 1972 and 1973. This reduction in Pakistan's contribution for 1973 corresponded to the amounts payable by Bangladesh on the basis of the latter's provisional assessments for 1972 and 1973.

Provided the Twenty-seventh World Health Assembly decides to establish the definitive assessment of Bangladesh at 0.13% this will result, as shown above, in a contribution by Bangladesh for 1974 in the amount of $ 139 300.

Taking into account the basis of the reductions granted to Pakistan during 1972 and 1973, the Government of Pakistan, in its letter to the Director-General (Annex 1) proposed that its annual contribution towards the WHO budget for 1974 be likewise reduced by an amount of US$ 139 300 which is equivalent to the amount payable by Bangladesh for 1974.

It will be of interest to the Assembly to note that Pakistan's contribution to the United Nations regular budget for 1973 has been reduced by the amount that Bangladesh will be required to contribute to the United Nations budget for 1973 in respect of United Nations activities in which Bangladesh participates as a non-member State. Furthermore, Pakistan's assessment in the United Nations for the years 1974, 1975 and 1976 has been adjusted by excluding Bangladesh from its assessment rate and accordingly the scale of assessment proposed by the Director-General in respect of 1975, which takes into account the United Nations scale for 1974, 1975 and 1976, reflects a similar reduction in the 1975 assessment of Pakistan.

4. Related action already taken by the Executive Board

At its fifty-third session, the Executive Board considered the assessment rates of Bangladesh, the Democratic People's Republic of Korea and the German Democratic Republic as

well as Pakistan's request for a reduction of its contribution for 1974. In resolution EB53.R13,1 the Board recommended to the Twenty-seventh World Health Assembly

(1) that Bangladesh, the Democratic People's Republic of Korea and the German Democratic Republic be assessed at the rates as indicated in paragraph 3.1 above;

(2) that the contribution of Pakistan for the year 1974 be reduced by the amount of $ 139 300;

(3) that the required adjustments in the contributions of the four Members concerned be made in 1975; and

(4) that the total sum of $ 541 543 required for all those adjustments be financed from available casual income to be appropriated for the purpose.

Excellency,

On instructions from my Government, I have the honour to state that in accordance with Resolution EB 51 R.48, the Executive Board had decided that the contribution of Pakistan, the years 1972 and 1973 shall be reduced by the amounts of US$ 11,203 and US$ 36,960 respectively.

This decision was in response to a request by the Government of Pakistan - document EB 5Í/46 - in which my Government had explained the circumstances that had greatly reduced "capacity to pay". Not only that these circumstances continue to remain very much valid but that the "capacity to pay" of my country has been further adversely affected due to the recent devastating floods in Pakistan and their long term effect on Pakistan’s economy. The United Nations Committee on Contributions duly took note of these circumstances and recommended to the General Assembly which the latter approved, that Pakistan’s assessment rate to United Nation's budget for the triennium 1974 - 1976 be reduced from 0.34% to 0.14%.

The reduction granted to Pakistan in its annual contributions for 1972 and 1973 towards the budget of the WHO corresponded to the amounts payable by Bangladesh during that period. Since the admission of Bangladesh to the World Health Organisation the assessment rate of Bangladesh has been provisionally fixed at the minimum rate of 0.04% of the annual budget of the WHO. The Executive Board has before its fifty-third Session the report of the Director- General in document EB 53/27 in which it has been suggested to fix the definitive assessment per centage of Bangladesh at 0.13% and its contribution for the year 1974 at US$ 139 300.

The Government of Pakistan therefore requests that on the basis of corresponding reduction granted to it during 1972 and 1973, its annual contribution towards the WHO budget for 1974 be likewise reduced by an amount of US$ 139.300 which is equivalent to the amount payable by Bangladesh for 1974.

I shall be grateful if Your Excellency brings the above request to the notice of the Executive Board during its fifty-third Session for its consideration and favourable recommendation to the World Health Assembly.
