1 Foreword

1.1 Project Background

Taiyuan City located at the middle of Shanxi Province is the provincial centers of politics, economy, traffic, culture and information, with a remarkable location advantage. However, there are many problems in Taiyuan urban public traffic, such as unestablished passenger transportation subject position, strict impact of the private mechanization, lacking of related facilities, low speed public bus, strong traffic interference at depot and terminal of public traffic, low level of public traffic service. Taiyuan Municipal Development and Reform Commission intends to use the World Bank loan for constructing Taiyuan urban public traffic project, so as to promote the development of Taiyuan urban public traffic, meet the trip requirement of the resident living at the north part and near by Dongshan, improve the public traffic actuality, enhance the service ability of urban public traffic. Taiyuan municipal Leadership Office of World Bank Loan Project was established in March 2005 by Taiyuan municipal government. The project frame contents, including sub-projects of road-net improvement, public traffic, traffic management, organization strengthening, was confirmed after consulting with the work group of World Bank. The total investment, with 1.5 hundreds million US dollars (150,000,000) of World Bank loan, will be controlled within about 29.6 hundreds million Yuan (RMB) (2,960,000,000). Taiyuan municipal Leadership Office of World Bank Loan Project is assigned as a general leading department for this project, according to the decision made by Taiyuan municipal government. In Jan. 2006, the leadership office consigned Shanghai Urban Comprehensive Traffic Planning Institute to carry out the feasibility study. In Nov..22, 2007, Shanxi Provincial Development and Reform Commission ratified the proposal of Taiyuan urban transport project. Shanghai Urban Comprehensive Traffic Planning institute finished”Feasibility study of Taiyuan urban traffic improvement sub-project”in May 2008. East China Investigation and Design Institute, consigned by the leadership office, carried out the environmental assessment for Taiyuan urban transport project. Based on the environmental assessment, East China Investigation and Design Institute compiled the environmental management program of public traffic sub-project. It mainly includes project brief introduction, establishment of environmental management organizations, implementing program of environmental protection measure, environmental monitoring program and environmental supervision program.

1.2 Project Composition

The public traffic sub-project includes 1 new public traffic lane, main public bus depots, harbor-shaped bus stops, 2 bus depots, 4 initial and terminal bus stops and public traffic intelligent scheduling system. The expressway special for public traffic is from South Middle Ring Road (south) to Shengli Street (northern) , with a whole course of 11.45 km. There are 14 bus stops along the course and 6 main transfer stops among them. Nanhan and Beiyin bus depots with 330 and 325 buses of maintaining capacities separately, 4 bus terminals at Yixin Street, Zoo, Helao Bay and Baiyan, will be built newly, Furthermore, the GPS/GPRS scheduling system will be adopted. Table 1.2-1 shows the bus depot and terminal. For the detailed locations, see Fig.1.

1.3 Implementing Purpose of Environmental Management Program

This project may bring a certain influence to the around social ecological environment, natural environment, social economic environment and public living quality in both construction and operation periods. It is required to establish a necessary environmental protection management and monitoring program for construction and operation periods of public traffic depot and terminal in order to take the effective environmental protection measures in time for reducing or eliminating the disadvantage influence. It is mainly for monitoring timely and accurately the real effect brought by the project on the environment, supervising the implementation of environmental protection measures for the project, as well as checking whether the forecast result and assessed conclusion are correct or not.

1.5 Assessment Standard

1.5.1Standard of environmental quality

The assessment standard will be decided based on the environmental function-area division where the project is located. The following standards will be adopted in this environmental assessment. (1)Environmental air

The class II standard of “Quality standard of environmental air”(GB3095-1996) will be

executed for quality of environmental air, see Table 1.5-1

1.5.2Emission standard for pollutants

(1)Emission standard for atmosphere pollutants

The class II standard requirement given in “Comprehensive emission standard for atmosphere pollutants ” (GB16297-1996) will be executed for exhaust gas in construction period, while for boiler smoke emission of traffic initial and terminal bus stops and depot , the gas boiler standard, “Emission standard for atmosphere pollutants of boiler”(GB13271-2002) and “Emission standard of atmosphere pollutants for gas station” for exhaust gas of gas station. Table 1.5-3 – Table 1.5-6, show the detailed standard values.

(2)Discharge standard for waste water

By investigation, there is a completed waste-piping net near by Nanhan bus depot, Bei yan bus terminal and Yingxin Street bus terminal, the wastewater will be drained into the waste-piping net according to the class III standard requirement of “Comprehensive discharge standard for sewage ”(GB8978-1996). Presently, there is no waste-piping net for Baiying depot, Helao Bay bus terminal and Zoo bus terminal, the wastewater will be drained into the drainage canal according to class I standard of “Comprehensive discharge standard for sewage “. Table 1.5-7 shows the standard values.

1.6 Target of environmental protection

1.6.1 Protecton targets of water, air and acoustic environments

There is no protection target of water environment nearby the plot to build the public traffic sub-project, based on site investigation. The main protection targets of environmental air and acoustic environment for this public traffic sub-project are residence within 200m of Helao Bay bus terminal. There is no sensitive point of residence, school and hospital within 200m of Nanhan and Beiying bus depots and Yingxi Street, Zoo and Beiyan bus terminals. Table 1.6-1 shows the targets of environmental protection for Helao Bay bus terminal.

The protection target of social environment is mainly for the resident required to remove or impacted by the project, ensuring the living level and quality of the involved resident will not be lowered after removal.

2 Environmental Impact And Mitigation Measure The construction of the public traffic sub-project will promote the development of the urban traffic of Taiyuan City, meet the requirement of expanding city and reduce the traffic pressure of the downtown. The disadvantage effect caused by the engineering will be efficiently controlled by taking corresponding environmental protection measures, although some of environmental impacts are inevitable in construction and operation periods. The mitigation measures of environmental impact that should be taken during design, construction and operation are summed up in environmental impact report, see Table 2-1 ~2-2.

3 Environmental Management and Monitoring Programs 3.1 Purpose of Establishing Environmental Management

The environmental management program of public traffic sub-project will state the content in the aspects of environmental mitigation measure, management, supervision and monitoring in details. It is a guidance document for implementing these activities and functions as following: (1) Determining the environmental mitigation measures for impacted object. The Taiyuan municipal leadership office of World Bank loan project, the environmental impact assessment unit, and the design unit should put forward the effective environmental mitigation measure and bring it into engineering design after checked and affirmed the field of the impacted object in detail. (2) Providing the guidance document for environmental management and supervision. This environmental management program will be provided to the construction supervision unit, the environmental supervision unit and other related units in construction and operation periods as the environmental protection text after reviewed by World Bank. (3) Clarifying the liability and function for related unit. It clarifies the liability and function of the related function units and management organizations and establishes the communicating path and method among departments. (4) Putting forward the environmental monitoring program in construction and operation periods In order to ensure effective implementing of the environmental mitigation measure and deal with the unexpected or gusty environmental problem in time, this environmental monitoring program is given in the environmental management program.

3.2 Environmental management and supervision organizations

3.2.1Environmental management organization

The special environmental management organization, which takes charge in engineering environmental management, environmental monitoring, environmental supervision and etc., should be established for the public traffic sub-project, according to the relative regulations and the needs of actual engineering. Fig.2 shows the block diagram of environmental management and supervision organizations for public traffic sub-project.

Sub-project under Taiyuan urban transport project The responsibility of each environmental management and execution organization for Taiyuan urban transport project funded by World Bank loan: (1) Taiyuan municipal leadership office of World Bank loan project and immigrant environmental assessment department Responsibility: the leadership office organizes the feasibility study on the construction for public traffic sub-project, establishes the immigrant environmental assessment department, at least one full-time environment managing person shall be assigned, who is responsible for the environment management of the public traffic sub-project, review concrete requirements on environment management in tender documents and contract, and presides over environmental protection work for public traffic sub-project. The immigrant environmental assessment department constitutes environmental protection program and environmental management system in design stage. (2) Taiyuan municipal Bus Company

Responsibility: Taiyuan municipal Bus Company shall assign one full-time environment managing person, who is responsible for preliminary design, bidding, organizing construction, contract management and quality control of the public traffic sub-project and the operation and management after the project built up. Organization managing principle: the public traffic sub-project will be carried out according strictly to the construction procedure of foreign-funded project, the relative domestic laws and

codes and the requirements of World Bank, standardizing management and ensuring smooth implementation of the engineering. ①Taiyuan municipal Bus Company is responsible for project construction and operation management after it built up. The execution unit should persist in project legal person responsibility system, project public bidding system and engineering supervision system, plan management, strengthen engineering quality, progress, investment control, increasing investment benefits. ②Taiyuan municipal Bus Company should choose the best design, supply and supervision units and builder through public bidding method. For individual small project and small quantity material purchase, the contract method will be adopted in choosing the builder and supply unit. The necessary qualification examination should be carried out for the chosen units. ③The design, supply and supervision units and builder of the project should fulfill the necessary legal procedure with the project legal entity and bear the corresponding liability for breach of contract. (3) Construction contractor Responsibility: the construction contractor should organize the construction according to the national and local environmental protection codes, based on the requirements in project contract, carry out civilization construction and protect environment as the environmental protection measures and suggestions given in the environmental assessment report, and entrust Taiyuan municipal Environmental Monitoring Station to monitor the environment during construction. The construction contractor should assign at least one special (or pluralistic) environment managing personnel to control and manage various pollution sources in site. Especially, the working time of the high noise and vibration equipments should be controlled strictly. (4) Environmental supervision of engineering Except engineering quality, environmental supervision shall also be included. The environmental supervision of the engineering will be performed by the engineering supervision unit, at least one environmental supervision engineer should be assigned for each sub-project, with the responsibility as following: ① Supervise and inspect the sewage disposal in production and living, the control measures for exhaust gas, dust and noise in the construction area, as well as the environmental protection works in the immigrant settlement region; ② Observe the impact the construction activity brings to the public around the construction area and determine whether the additional protection measures should be taken by the construction contractor; ③ Put forward the solution for environmental protection related problem met by the contractor during construction, prepare monthly report of environmental supervision; (5) Taiyuan municipal Environmental Monitoring Station Responsibility: The owner will assign Taiyuan Environmental monitoring station to monitor, periodically or aperiodically, the environmental monitoring index of water, air and noise in construction area, impacted area and during operation, put in the environmental monitoring report to the project environmental management office of Taiyuan City. 3.2.2 Environmental supervision organization

The environmental supervision organization of Taiyuan urban transport project funded by World Bank loan consists of the immigrant environmental assessment department under Taiyuan municipal leadership office of World Bank loan project, Shanxi Provincial and Taiyuan municipal Environmental Protection Agencies (EPAs) The supervision is carried out

by stages. (1) Feasibility study and preliminary design stages ① The immigrant environmental assessment department under Taiyuan leadership office of World Bank loan project is responsible for environmental protection work for public traffic sub-project and organizing the preparation of Environmental Impact Report. ②Shanxi provincial EPA is completely responsible for environmental management of the project, examines and approves Environmental Impact Report, instructs Taiyuan EPA to execute the related codes and takes charge in the completion acceptance of the environmental protection facilities. Taiyuan municipal EPA supervises and manages the environmental protection work for public traffic sub-projects, organizes and coordinates the relative organizations to supply service for environmental protection works of this sub-project, supervises the implementation of the environment action plan and is responsible for the completion acceptance of the environmental protection facilities. (2) Construction stage: Under the charge of the immigrant environmental assessment department of the leadership office and the Shanxi provincial EPA. Taiyuan municipal EPA, under the instruction of Shanxi provincial EPA , supervises the construction unit to carry out environment action plan, executes the codes and standards related to environmental management; coordinates among departments to do well the environmental protection work; is responsible for construction, completion acceptance, operation inspection, supervision and management of the environmental protection facilities of the project Responsibility: ① Based on the relative national construction managing regulations and operating rules, together with actual construction plan and anti-pollution measures given in environmental assessment report, constitutes the focused management method of environmental protection and detailed environmental protection management program, especially for establishing and carrying out the training in environmental knowledge and monitoring for the engineering contractor and environmental supervision engineer. ② Inspect the construction site regularly, supervise the status of the builder in implementing the environmental management method, deter and correct the constructing action that is inconsistent with the management method in time. ③ Investigate and deal with the resident-disturbed or pollution problems occur during construction. (3) Operation stage It is under the supervision of Shanxi provincial and Taiyuan municipal EPAs and the competent department of the project. The competent department is responsible for carrying out the environmental protection codes and standards, the environmental protection measure, given in the environmental assessment report, during operation, and reports the implementing status of environmental protection codes, standards and measures to Shanxi provincial and Taiyuan municipal EPAs.

3.3 Procedure of Environmental Management

The procedure of environmental management for public traffic sub-project is shown in Fig 3.

3.4 Contents of Environmental Management

In order to efficiently control the environmental pollution during engineering construction, not only the construction quality and schedule of the engineering should be managed, but also the civilizing construction, the implementation of the mitigation measure for environmental impact and the contract provisions regarding environmental protection must be supervised and inspected. (1) The environmental protection measures during construction will be put into the contract text by the construction unit. the builder is required to execute them strictly. A reward and punishment system will be implemented. (2) The builder should organize the construction based on the requirement of the engineering contract according to the environmental protection and environmental sanitation codes constituted by state and local government. Furthermore, the builder should carry out the civilizing construction and protect environment according with the environmental protection measures and suggestions given in environmental assessment report. (3) Entrust the engineering supervision unit to assign the special supervision engineer of environmental protection to supervise the builder to take the environmental protection measures during construction.

(4) The builder should assign special (or pluralistic) environment managers to control and manage various pollution sources in site. Especially, the working time of the high noise and vibration equipment should be controlled strictly. (5)Do well the propaganda works. The environment pollution caused by construction cannot be avoided even the corresponding control measures have been taken, due to the limitation of the technical condition and construction surroundings. Therefore, the propaganda to the influenced residents around the engineering should be well done for increasing their psychological endurance on disadvantage influence, understanding, conquering the temporary difficult and assisting the builder to fulfill the engineering smoothly. (6) The competent department of construction and the builder should establish the “letters and calls office” and hot line to receive the complaint from the public. The problem and complaint of the citizen should be well settled by special personnel in specified time.

3.5 Environmental Enforcement

Because of the biggish difference of the environmental management contents and different working time between the construction and operation periods of the public traffic sub-project, the separate organization should be established for carrying out the environmental management for constructing project using in-stages method. Table 3.5-1 shows the management program of environmental supervision during the implementation of the public traffic sub-project.

4 Environmental Monitoring Program 4.1 Purpose and Principle Of Establishment

Establishing the environmental monitoring program is for the sake of supervising the fulfillment of measures, adjusting the environmental protection program timely based on the monitored results, supplying the basis for implementing time and scheme of environmental protection measure. The establishment principle is based on the main environmental impacts expected in each period (construction or operation period).

4.2 Monitoring Organization

Taiyuan municipal Environmental Monitoring Station, which is a national qualification unit for environmental quality monitoring with complete equipments and strong techniques, will carry out the environmental monitoring during construction and operation.

4.3 Environmental Monitoring Scheme

The environmental monitoring schemes in construction and operation periods are established based on the engineering features of the urban public traffic, see table 4.3-1 for details

4.4 Environmental monitoring report

(1) Environmental monitoring report in construction period The construction the public traffic sub-project will take about 3 years. The Environmental monitoring department should compile” Stage report of environmental monitoring” (twice every year) according to the national environmental management codes of construction project and business requirement of World Bank, in order to make the environmental protection department be certain that the environmental protection measures are being taken according to the related requirement given in the approved environmental monitoring program, so that the disadvantage environmental impact in the project plan can be controlled. “Stage report of environment monitoring” should cover: Setup of environmental management organization, engineering progress, main constructing content and method, caused environment impact, measure of mitigating impact and the implementing status of the measures. The resident’s complaints and corresponding solutions should also be included as necessary. Except for the above monitoring report, the builder should compile daily and monthly reports, submitting it to superior department in charge and local environmental protection department. (2) Environmental monitoring report in operation period After the project put into operation, the environmental monitoring department will compile “Environmental monitoring report”regularly (once a year). It should mainly include: the setup of environmental management organization and the project operation status, the fulfilled status of reviewing opinions put forward by the environmental protection department for last report, the monitoring system (including time, frequency, points and used instruments and devices, applicable standard), statistical analysis result of monitored data, and further protective measures to be taken. The environmental monitoring report compiled by the environmental monitoring department should be submitted to Taiyuan municipal Office of Environmental Management for the

project, then to the environmental protection expert group of World Bank, Shanxi provincial and Taiyuan municipal EPAs by the immigrant environmental assessment department under Taiyuan municipal leadership office of World Bank loan project, reporting the fulfilled status of the environmental protection measures.

4.5 Cost Of Environmental Monitoring

Table 4.5-1 shows the monitoring cost of building project in construction and first year operation periods.

5 Environmental Supervision

Due to the environmental impacts caused by this project mainly occur in construction period, from the view of environmental management, it is necessary to consign a qualified environmental supervision organization to supervise environmental pollution during construction. The engineering environmental supervision will be performed by engineering supervision unit. For the environmental supervision program, see table 5.1-1.

1.Balance the earthwork in construction process. The engineering should be constructed step by step. Protect, as could as possible, the vegetation in the place that may not be disturbed. 2.Use the existed road to transport the material to the construction site. The service road must not be built at will. 3.It is strictly prohibited to work in strong wind and heavy rain weathers, reducing losses of water and oil. 4.The construction rubbish should be cleaned off in time and transported to the appointed backfill field by the qualified transportation company consigned.

Cultural relic and historical

site

The digging must be stopped immediately if any cultural relic or historical site is discovered, report the relative condition to the local protection department of cultural relic. Before the competent department finishes appraisal and the necessary protection measure is taken the digging must not be restarted.

6 Completion Acceptance of Environmental Protection Facility

The engineering design should aim to the project features. It should emphasize the control works in wastewater, exhaust gas, noise and solid wastes, ensuring the contamination discharge to reach the related standard after the built project put into operation. According to the requirements given in “Management regulation of completion acceptance for

environmental protection facility of construction project”, the construction unit is required to apply for completion acceptance to the environmental protection department in charge and prepare acceptance- monitoring plan. The completion acceptance monitoring will be carried out after the acceptance-monitoring plan approved. Before completion acceptance, the basic information should be prepared, including the environmental impact report, the completion acceptance monitoring report of environmental protection, execution report of environmental protection and etc..

7 Training program

In order to carry out the project smoothly and efficiently, the whole staff must be trained, especially, the constructing personnel should be trained in knowledge and skill of environmental protection. Besides explaining the significance of the implementing project to the whole staff, the different training with different emphasis points should be carried out for staffs on different posts. The training mode will be based on the management level and the importance of the environmental protection post, combining the domestic and abroad trainings. The training program is shown in Table 7-1

8 Estimating investment in environmental protection

In order to reach the harmonious unity in economic construction and environmental protection, a series of efficient measures for environmental protection will be taken in this project. By preliminary estimation, 2.7623 millions Yuan (2,762,300) will be invested in environmental protection for this engineering. The detail is shown in table 8-1.
