Impact Assessment Puerto Iguazú Case Study: The Problem

• Land struggle between municipality & illegal habitants of 2000 hectares of govt owned land:

– Homeless families came to Puerto Iguazú for work and occupied 1000 Hectares of public land

– These squatters encroached on land lived on by Aboriginal Guarani community

– Negatively impacted development of Iguazú’s tourist trade– Negative impact on preservation of environment due to slash

and burn farming practices by squatters– Escalated into violent conflict between illegal occupants,

Aboriginal Guaraní community, neighbors and authorities in which one person was killed

Impact AssessmentPuerto Iguazú Case Study: The Assessment

• Partners-Argentina (Fundacion Cambio Democrático) invited to Iguazú by a local, well respected group – Misiones Association of Mediation

• The local govt, the local Catholic church & the National Parks Administration invited Fundacion Cambio Democrático to help resolve the dispute

• Engaged both political parties• Several weeks were spent: Understanding legacy issues

Gauging trust Identifying stakeholders,Defining the issues Getting buy-in to the approach

Puerto Iguazú Case Study: The Approach

• Multi-stakeholder consensus process designed and facilitated by Fundacion Cambio Democrático and the Misiones Association of Mediation.

• The Issues:– How to manage occupied territory– How to maintain sustainable agriculture development

while protecting natural resources– How to prevent conflicts by informal occupation of the

land in the future.

Impact AssessmentPuerto Iguazú Case Study: The Resolution

– Municipality converted the land to a Multiple Use

Reservoir thru a City Council Resolution – Municipality agreed to assign a portion of the land to

the Mborore Aboriginal tribe– Municipality agreed to divide and sell small lots to

homeless people; at least 400 people have purchased land

– Municipal conservation reserves established where land is regulated and restricted according to zones

– Land purchasers have agreed to learn sustainable agricultural practices to protect biodiversity

– Municipality codified above agreement into law

• Comprehensive assessment over two month period to develop customized approach to design the path forward

• Fundacion Cambio Democrático trained the local group; they were respected and known

• Church was instrumental• Both political parties were involved in the process• Business sector was involved because of concerns over reduced

tourism• Other organizations were carefully introduced along the way to

provide technical expertise and enhance legitimacy• Authorities didn’t wait until conflict had escalated beyond reach• Were able to break pattern of violence and introduce new dynamic
