AS PRIME EPCMCONTRACTOR

PFD UK Ltd, a joint venturebetween Fluor Corp and Par-sons E&C, has been recon-firmed by Tengizchevroil ascontractor for engineering,procurement and construc-tion management services forthe restarted Second Genera-tion and Sour Gas Injection(SGP/SGI) Projects at theTengiz and Korolev Fields inKazakhstan.

The PFD joint venture willmanage SGP/SGI project execution with an estimatedvalue of US$2.6 billion. The contract is worth US$1.3billion to Fluor and is subjectto annual budget authoriza-tions by the client.

SANTOS SELECTSAKER KVAERNER

FOR ACEPROJECT

The Australian gas producerSantos has awarded AkerKvaerner’s E&C Australiaoperations a contract to pro-vide overall project manage-ment, engineering, procure-ment and constructionmanagement for its AssetControl Enhancement (ACE)project.

Aker Kvaerner’s contract isvalued at approximately A$16million. The ACE projectinvolves a complete upgrade ofthe control facilities at the largeMoomba Gas Processing andNatural Gas Liquids Facility inthe remote far north of SouthAustralia. The overall budget forthe project is in the region ofA$68 million.

The project will be exe-cuted through an alliance

between Santos, Aker Kvaern-er and Emerson, modelled onNorth Sea alliance contractingprinciples. All the modifica-tions have to be implementedwithout interrupting gas sup-ply to a number of large andimportant consumer markets,particularly on the south andeast coast of Australia. Com-pletion is planned for Decem-ber 2004.

PETRO-CHEMICALS

CONTRACTAWARDED FOR

TWO PETROPLANTS IN

CHINA

Shanghai Secco Petro-chemical Co, a joint venturebetween Sinopec and BP,has awarded a US$205 mil-lion lump sum turnkey con-tract for the design and con-struction of twopolyethylene plants in Cao-jing, China to Technip-Coflexip, in association withSinopec Shanghai Engineer-ing Co (SSEC).

Each plant will produce300 000 tons per year of linearlow density polyethylene andwill use BP’s gas phase tech-nology Innovene. This projectis part of the Caojing petro-chemical complex currentlybeing developed by the jointventure company made up ofBP, Sinopec and ShanghaiPetrochemical Corp, whichrepresents one of the largest-ever foreign investments inChina.

Technip-Coflexip hasalready completed the frontend engineering design andwill carry out, in associationwith SSEC, the detailed engi-neering, equipment supply,construction and precommis-sioning. The plants are sched-uled to be delivered, ready forstart-up, at the end of February2005.

HHI WINS PIPEPROJECT

Hyundai Heavy Industries’Offshore & EngineeringDivision has received aturnkey order for offshorepipe laying constructionworth US$120 million fromChina Petroleum and Chem-ical Corp (SINOPEC).

This project is to connectHangzhou, 50 km south ofShanghai, China, with 160-kmlong subsea pipes. It willinclude a 28-inch diameterpipeline, a 30-inch diameterpipeline and a 10-inch diame-ter pipeline transporting crudeoil and naphtha that are each53.5 km, totalling 160 km inlength. Starting in February2003, HHI will complete theproject by April 2004.

EXTRA FUNDINGFOR ASIAN

WATERThe Netherlands Govern-ment has made an additionalcontribution of US$4 millionto the Asian DevelopmentBank’s Cooperation Fund forthe Water Sector (CFWS).

The CFWS was estab-lished in December 2001 withan initial contribution from theNetherlands of about US$4million as a multidonor facilityto promote effective watermanagement policies and prac-tices at the regional, sub-regional and country levels.

The initial contribution hasbeen funding a regional techni-cal assistance project, approvedin April 2002, to promote effective water man-agement policies and practicesincluding pilot demonstrationactivities in the Maldives,Nepal, Timor-Leste and Viet-nam to support innovativewater management approachesand promote local initiatives;and support for national andregional water partnerships in

the Pacific, Southeast Asia andthe Mekong region. The CFWSprogramme is due to end inNovember 2006.

WORLD BANKENDORSES WATER

RESOURCESSTRATEGY

The World Bank hasendorsed a new WaterResources Strategy aimed atproviding more effectiveassistance to countries, usingwater as a vehicle forincreasing growth andreducing poverty in a sociallyand environmentally respon-sible manner.

By providing water accessto unserved millions throughmore efficient use of existingresources and by strengtheningcapacity in poor countries, thenew strategy will make a sig-nificant contribution to theinternational development goalof halving poverty by 2015.

Currently, about 16% of allWorld Bank lending is forwater, with about 4% for waterresources management andsimilar amounts for each of themain water-service sectors(potable water and sanitation,irrigation and drainage, andhydropower). Lending is pro-jected to continue to grow overthe next three years.

Bank executive directorscommended the new strategyfor its focus on poverty andfor its balanced approach tosupporting both better waterresource management as wellas priority new infrastructure.They also welcomed theemphasis given to environ-mental and social safeguardsin order to ensure the sustain-ability of programmes and projects.

The newly-released strate-gy reflects the demand frompoor countries for a more balanced approach in whichbetter management of existingresources is complemented byinvestment in priority waterinfrastructure.
