I. PROJECT STATUS AND RATIONALE FOR RESTRUCTURING

1. The Adaptation of Nicaragua’s Water Supplies to Climate Change Project – PACCAS (Global Environment Facility, GEF-Special Climate Change Fund, SCCF Grant of USD 6 million, P127088) is a pilot Project to support investments to increase adaptation to climate change in the rural water supply sector in Nicaragua. The Project remains relevant and critical for Nicaragua specially for the ‘Corredor Seco’ region, where the Project intervenes due to continued deforestation, water shortages and increasing vulnerabilities due to climate variability. The implementation arrangements of this Project include the Ministry of Environment and Natural Resources (MARENA), as lead implementing agency, together with co-implementing agencies: the Emergency Social Investment Fund (FISE), the National Water Authority (ANA) and the National Forestry Development Fund (FONADEFO), which has been merged into the National Forestry Institute (INAFOR). This merger has not affected Project implementation.

The Project had a slow implementation and low disbursement over the first three years. In July, 2016, a Level 1 Restructuring allowed the change of the Project Development Objective (PDO), indicators, reallocation among disbursement categories and revision of cost of components. During 2017, Project implementation has improved significantly, but it is not well reflected in some of the PDO and intermediate indicators because of their wording and/or of the selected unit of measurement. The Project closing date is June 30, 2018.

2. Disbursements. At the time of the Level 1 Restructuring in July 2016, disbursement of grant proceeds was only 46%. As of February 21, 2018 it stands at 86%. Disbursements are expected to increase steadily moving towards Project closure, as civil works advance and the results-based payments under the Compensation for Environmental Services (CES) are paid in May 2018.

3. The progress towards achievement of the PDO is currently rated 'Moderately Unsatisfactory'. Despite past challenges, this restructuring will help the Project improve efforts to achieve its development objectives by strengthening the Results Framework and improving measurement of Project results achieved. The Ministry of Finance and the two main Project executing agencies MARENA and FISE are committed to improve project implementation. Project results will provide both agencies with valuable pilot experience and know-how on integrating climate change considerations in their work programs.

4. The Overall Implementation Progress is rated 'Moderately Satisfactory' in line with the improved progress in the key activities as follow:

a) Component 1.1. The progress towards the construction of drinking water systems with adaptation measures to climate change (1.1 Subcomponent) has progressed significantly in the last eight months, reaching:

i) Completion of the seven designs for the seven selected communities (designs or construction of these system had not happened since projects started);

ii) Preparation and signing of subsidiary agreements with the six local municipalities, which will lead to the construction of the works under the modality of “built and operated by the community” that is used by FISE and acceptable to the Bank;

iii) The hiring of seven social experts who will work with the communities in the organization of the community water committees which will manage and operate the water system being built by the Project; and,

iv) The hiring of seven construction supervisors.

Works started in December 2017 and will be finalized in April 2018. b) Component 1.2. The CES program has also improved implementation. Due to technical weakness and gaps in the

monitoring system, improvements were made to the methodology originally approved for the evaluation of participating farmers in the CES program. Following these improvements, the Project has achieved:

i) Delivery of overdue payments to participating farmers;ii) Increased number of farmers interested in participating in the program in all the 35 communities;iii) Delivery of a second round of payments to 277 famers, reaching US$ 666,990 disbursements in the program; iv) Improved field monitoring and data collection methods;v) Implemented actions of forest conservation and adaptation across 826 hectares; and, vi) Provision of technical assistance directly to farmers in a more regular basis (every month).

In March 2018, the MARENA-FONADEFO will develop the last field monitoring survey to determine the amount of payments to be made in May, 2017 to the participating farmers (budget allocated: US$283,000). This activity will contribute to increase disbursement (100%) of this program.

c) Component 2. The Project activities on the Corn Islands have promoted wetlands conservation and restoration as a means of safeguarding drinking water supply in the Islands. The Project has also implemented new activities to further strengthen the results, including additional restoration of mangrove and infiltration areas important for the recharge of the aquifer as climate adaptation measures. Further actions include:

i) Preparation and launching of contract for works on Corn Island to build water infiltration cameras; ii) Development of a land use plan led by the Nicaraguan Institute for Territorial Studies (INETER) as requested

by the Government; iii) Launch and operationalization of three monitoring stations on Big Corn Island, in coordination with INETER to

monitor temperature, precipitation and sea level; andiv) Enactment of environmental education campaigns across the islands to increase awareness on the fragile

water sources and risk to climate change.

Two activities for the Corn Islands will not take place: i) Construction of a breakwater, as requested by the community; andii) Connection of existing wells (supported under the previous World Bank-supported Sustainable Rural Water

Supply and Sanitation Sector Project) to the current drinking water system.

The first activity will not happen because MARENA expressed concerns about the potential indirect environmental impacts that the work might generate on the coastline, as well as concerns about the limited funds and time which would not have allowed for proper design and construction. The second activity was not implemented because water quality analysis of these wells reported presence of pollutants, such as hydrocarbons, and connection to the water system could further weaken the fragile water system of the island, which already is affected by salinity and high concentrations of sulfates.

d) Component 3. Regarding institutional strengthening, four Municipal Plan for Environmental Protection to adaptation to Climate Change have been completed and adopted in the municipalities of Murra, San Juan de Limay, Juigalpa and San Ramón, and the Project personnel provided the municipalities with technical assistance to support their implementation. Furthermore, the Project has trained almost 300 environmental educators in the five beneficiary

municipalities to build awareness and capacity to sustain and replicate Project results. The Project will complete the development of a Climate Change Information Module in the National Water Resources Information System (SiAGUA) administered by ANA.

5. Results Framework: The Project has currently five (5) PDO indicators and seven (7) intermediate results indicators (IRI). Of the five (5) PDO indicators, three (3) have been achieved and two (2) show no progress due to inadequate wording and/or unit of measurement, despite that the Project has made progress in achieving both indicators. Of the seven (7) IRI indicators, there (3) have been achieved, two (2) will be achieved before the closing date and two (2) show no progress due to inadequate wording and/or unit of measurement, despite the Project has made progress towards archiving these indicators. This restructuring proposes to revise the Results Framework to better connect the progress made towards the achievement of the PDO with the Project’s logical results chain.

The Project reported no progress under several of the project indicators during some years, due to the reasons explained above. Furthermore, the Project faced various challenges in incorporating adaptation measures into the water systems developed under FISE. It took a couple of years to study the project areas, prepare the terms of reference and define the adaptation measures that the Project could finance. Due to the limited time left before the Project closure, the Government decided to accelerate the procurement processes and to finance, with its own funds, the completion of the water system designs. As agreed with the Bank, the Government submitted the restructuring request once the final designs were completed in December 2017.

6. Financial Management. A few financial management weaknesses were identified in the Project during supervision which included financial management errors found since the first year of Project implementation through February 2017, as reflected in the audits reports. It took the Government several months to resolve and correct errors in the financial reports. There are no financial management issues pending.

7. Social and environmental safeguards. The Project's safeguard performance has ranged from Satisfactory to Moderately Satisfactory throughout the Project implementation. The environmental and social safeguards aspects of the Project have been addressed satisfactorily and current instruments and management do not require adjustments.

8. Overall implementation risk is rated High. The main risks currently faced by the Project are: i) slow administrative processes; ii) insufficient technical and financial capacity at the Government and local level; and iii) the current Project design. The Project includes poor areas with very limited water resources, limited jobs and basic services; the areas are also at a long distance that makes field monitoring a challenge. The Project combines three institutions (MARENA, FISE, ANA) and three cooperative agencies (FONADEFO, INETER, Corn Islands Territorial Governments) to work together in common targets. This combined effort represents a technically and financially ambitious pilot to develop more climate resilient and integrated water supply infrastructure and management systems. Finally, the knowledge and concrete field experience on adaptation amongst institutions, private sector and communities are still limited.

II. DESCRIPTION OF PROPOSED CHANGES

This Project restructuring proposes the revision of the Results Framework to improve: (i) the linkage of the indicators to the PDO; and (ii) the logical results chain between the project activities and expected outcomes. Several indicators are using a unit of measurement that impedes to show project progress towards achievement of the PDO and progress in the implementation. This change will allow:

a. consolidation and elimination of vague and ambiguous indicators;b. better definition of indicators and final targets in order to demonstrate specific results of the Project; and,c. modifications of intermediate indicators in order to better capture gradual progress towards Project objectives.

The changes proposed are based on a request from the Government of Nicaragua and reflect the related discussions and agreements reached between the Bank and the Project counterparts.

Out of the original five (5) PDO indicators, three (3) remain unchanged and two (2) are being revised. A new indicator (1) is being added, for a total of six (6) PDO indicators.

Out of the seven (7) Intermediate Results Indicators, five (5) remain unchanged and two (2) are being revised. A new indicator (1) is being added, for a total of 8 IRIs. The updated indicators will be included in the Project Operations Manual to comply with the provisions of the Financing Agreement. The proposed changes are presented in detail in the following table:

iii) the current indicator carries a ‘unit of measurement’ (number) which does not allow to show Project progress towards the development of the drinking water systems. The proposed unit change “percent progress” is defined as the total average progress of all seven works in the development of the pilot drinking water supply systems following an integrated and participatory approach.

iv) The proposed revised indicator maintains the scope of ‘integrated and participatory pilot investments’2 on rural drinking water supply systems that combine sanitation and hygiene and include climate change adaptation measures and the participation of the communities in the planning, design and construction of the water systems financed by the Project.

This indicator has been revised to measure the Project progress in the construction of the water supply systems. The proposed unit change “percent progress” is defined as the total average progress in the construction of all seven works.

New: Percent progress in the organization of vulnerable communities to manage and operate the new water system and to protect their water sources

This indicator measures the Project progress in reaching the following:i) the coordination and organization of water community groups for the future management and operation of the drinking water systems; ii) community organization for the protection of water sources, wetland restoration, application of adaptation measures, forest protection and erosion control.

Intermediate results indicators – Component 3

Tools to incorporate climate change adaptation in water and sanitation investments developed by MARENA and FISE (Number)

Revised. This is an indicator that aggregates the preparation of 10 tools (studies and reports). The description of the indicator is maintained. The restructuring proposes to replace two tools which are more relevant to the Project; see more detail in Annex 1.

The original description of the Tool 9 is somehow general. The proposed tool will capture best practices and lessons learned in water harvesting from this Project and from other projects implemented in the area.

The original Tool 10 refers to the support to update SICPRO, but this has been already financed by other sources. The proposed tool will elaborate a compendium on adaptation measures to climate change applied by the Project in the rural drinking and sanitation sectors, its cost and benefits. The tool is expected to become a guideline to FISE for incorporating future development of water and sanitation

9. Manual of water harvesting from PACCAS and other National Experiences

The scope of this tool has been changed. The existing data and experience gained on water harvesting in Nicaragua will be revised to prepare a technical guide for water harvest in rural areas as an additional methodology to provide for rural drinking water and sanitation systems, especially considering the lessons learned and results of the PACCAS project and other national/international experiences.
