Background The countries of Southeast Asia have a high potential in water

related disasters especially floods.

This workshop is an activity that back-to-back with the activities of the 15th AWGWRM, which is the result of recommendations from the meeting 14th AWGWRM in Seam Reap, Cambodia, that serves as a forum for sharing information to face the Floods.

The workshop focused on technology in the field of relief, recovery, and preparedness, as well as the cooperation between national and international institutions in Southeast Asian countries.

Objectives To exchange information, knowledge, experience among

ASEAN member countries in floods mitigation and adaptation

To share the views and ideas on sustainable participatory planning in floods management

To explore the potential cooperation between ASEAN member countries in overcoming the floods

Workshop ConceptThe Workshop divided into three sessions that correspond to issues in relation to risks and impacts on floods from extreme events in ASEAN countries

Session I : Global and Regional Perspectives (Resources from ADB,ICHARM, BNPB)

Session II and III : ASEAN Country Presentations (share their updated information, experiences and obstacles to dealt with floods) Organised and funded by the Directorate General of Water Resources, Ministry of Public Works and Housing Republic of Indonesia

Participated by over 63 participants :

Representatives from water related agencies of ASEAN Member States, except Vietnam and Myanmar

Resources Person from ADB, ICHARM, BNPB (National Disaster Management Authority)

Representatives from the Indonesian Government

The Outcomes Session I : Global and Regional Perspectives

Flood Disaster Management according speakers opinion :

Water-related disaster trend continues to increase from year to year Factors causing increased flood occurance average in one year due to land use change

factor / urbanization Balance investment is needed “Preventive action is much more effective than curative action”, the investment for flood

management is effective to reduce impact of floods 1:7-8 according to Japanesse experience Building disaster resilient society through proactive approaches Disaster Risk Management should be formulated based on the evidence shown by Flood

Hazard Assessment and Flood Disaster Risk Assessment Flood hazard and disaster data is essential to develop risk indicator for the risk assessment Sustainable data / information management system accompanied with the individual /

organizational capacity is required to enhance the quality and quantity of risk assessment International cooperation to share the knowledge and information is essential in developing

risk indicator and promoting disaster risk management

Risk Assessment is an essential tool to promote action stipulated in “Sendai Framework” and develop strategies for disaster risk reduction

The Outcomes Session II and Session III : ASEAN Country Presentations

(share their updated information, experiences and obstacles to dealt with floods)1. Flood is a major disaster that threatens sustainable development

of most countries in ASEAN2. The floods in major cities in ASEAN have caused many casualties

and lost of billion USD annually3. The cause of flood events is vary from extreme rainfall, land use

change and even climate change4. Flood risk management policy is based on considerations of

management measures, roles and responsibilities of government agencies and departments

Challenges of mitigating floods towards sustainability in ASEAN Countries:• Lack of Coordination• Weak development control• Lack of proper legislative Act and enforcement• Rapid development at Government and Private sector ie housing

schemes• Lack of whole Government integrated approach

The Outcomes

Flood Management need to be enhanced by ASEAN Countries i.e :

• Collaboration and integrated BALANCE approach through synergized approach

• Lessons learnt through knowledge sharing and participation (make everyone alert and involved many stakholders, ie.: community, village head,private and multiple Government sectors)

• Financial support is crucial to ensure continuity and sustainability

The Outcomes Possible Collaboration :

• ASEAN Secretariat will facilitate the ASEAN Member state to follow up the workshop of risks and impacts from extreme events of flood in ASEAN Countries.

• Implementation of the ASEAN Working Group to share information about integrated flood management in ASEAN countries need to be enhance.

• Coordination and collaboration between neighbouring/bordering countries to figure out solution to overcome flood in transboundary rivers.

• The cooperation with other countries such as the Republic of Korea proposal through Chuncheon Global Water Forum regarding “Building Resilience for Sustainable ASEAN (from water related disaster)” need to be assess and response immediately.
