► Break-out the first break-out session

focused on identifying, listing and prioritizing capacity gaps and obstacles to improving the current drought management capacity status in each AMS individually and in ASEAN regionally.

The two working groups developed prioritized listings of gaps and barriers to improving forward planning and adaptation strategies, including risk oriented management to accommodate the temporal variability nature of extreme weather events.

Each of the breakout working groups was oriented around a focus area, e.g. financial needs technology needs, and awareness building needs.

RIEE-Droughts 22-23 Sep 2010

Session 6 23 Sep 2010

►Recommended nineteen action plan steps for submission to the AWGWRM

Descriptions of gaps Solutions to gaps Suggested Action Steps for gaps

1. Technical Gap - Data Availability and Access: Lack of real time, updated and complete data within wider geographical coverage to allow for research and analysis to enable evaluation and forecasting assess risks and impacts to plan responses for better drought management.

1. Formation of an expert group within ASEAN to determine specific data gaps (level of urgency

1. Develop guidelines and analytical tools using computer/manual based system 2. Define the drought prone area at the local and regional level 3. Establish an independent body to assess the quality of drought management

2. Establishment of a regional ASEAN Climate Change Center that will, among others, support AMS in drought forecasting

1. Develop technical and financial proposal for the establishment of the Centre

3. Establish expanded automatic weather data collection stations at the country level

1. Develop technical and financial proposal for the expansion of the hydro-meteorological station network

4. Develop a comprehensive GIS system related to integrated water resource management

1. Establish linkages to access satellite imagery of main drought indicators i.e., AMS, NASA, NOAA, USDA and other existing data sources

2. Establish data collection and analysis

Descriptions of gaps Solutions to gaps Suggested Action Steps for gaps

2. Technical Gap - Capacity Building: Need capacity building and development (additional and/or augmented) for monitoring and forecasting of drought events for evaluation and assessment of risks and impacts.

1. Improving manpower skills and expanding knowledge sharing among AMS in drought analyses, mitigation and adaptation

1. Conduct inter-ASEAN and other country visits to exchange experiences in drought management and forecasting

2. Training need assessment for specific stakeholders for drought management and monitoring, including TOT and share expertise

2. Acquisition of equipment for computer modeling of drought forecasting and analysis

1. Individual country to undertake acquisition of equipment and software

3. AMS would develop training programmes focusing on packaging proposals related to climate change capacity building such as drought related activities

1. The development of the TOR on project packaging seminar

Descriptions of gaps Solutions to gaps Suggested Action Steps for gaps

3. Financial Gap - Budget: Lack or limitations of government budget commitment for research and in-depth analyses of all aspects related to drought and the management of risks and impacts.

1. Raise resources e.g., financial resources for training, workshop and cross visits

1. Seek support from more financially capable partners/ countries to support drought management programmes in drought prone AMS

2. Mainstream climate change, including flood and drought programmes to the national development plan and annual budget, including roadmap and national action plan

1. Integrate climate change adaptation and mitigation measures related to drought into national plans and budget

3. Technical assistance for the development of comprehensive drought management plan for AMS, including risk assessment and adaptation programmes

1. Leverage assistance by setting up technical partnership for drought management with the relevant partners

4. Financial Gap - Operations and Maintenance: Lack of clear budget allocation policy to operate and

1. Conduct a timely budget needs assessment and requisition analysis to prepare an appropriate budget proposal drought management plan.

1. Budget needs assessment and requisition analysis

2 Develop regional “perspectives guide

1 Workshop to develop and draft

Descriptions of gaps Solutions to gaps Suggested Action Steps for gaps

5. Awareness and Stakeholders’ Involvement: Lack of drought management related information, knowledge sharing and dissemination to stakeholders at all levels.

1. Establish a regional/national multimedia drought information centre.

1. To be included in the technical and financial proposal for the establishment of the ASEAN Climate Change Centre (GAP 1)

2. Develop information sharing and dissemination networks related to drought management and adaptation including AMS’ knowledge bases/hubs and expertise within and outside ASEAN.

1. Develop concept paper followed by TOR for the network

6. Awareness and Stakeholders’ Involvement: Lack of coordinated strategy, policy and guidelines on drought management as part of IWRM (including policy and pricing mechanism for water

ti )

1. Establish/strengthen a drought management unit/agency (e.g. within the regional/national/ responsible key authority for water resources management) to formulate a coordinated policy, strategy, guidelines and action plans related to Drought, Risk, impacts and adaptation Management Planning (DRMP) and i l t d t i t t d t

► The procedural process post workshop was also discussed, with the final understanding that the results of the gap identification, solutions, and

action step deliberations would be passed to the ASEAN Secretariat as the Consolidated and Recommended Action Plan,

and then by the Secretariat onward to the Chair of the AWGWRM for the AWGWRM’s review, comment, and possible upward endorsement to the ASEAN Senior Officials on the Environment.
