SPEAKERBIOGRAPHIES

ScottBodensteiner isaSedimentandWaterResourcesSpecialistwith20yearsofexperiencemanagingprojects involvingappliedenvironmental sciences related to regulatorycomplianceandinvestigationfornavigationandremediationdredging,wastewaterdischargesandhabitatrestoration and construction projects of varying size and complexity. Scott has expertise indesigning and implementing water and sediment quality investigations, dredged materialmanagementplanning,anddredgepermittingwithanemphasisonenvironmentaltoxicology,ecological risk assessment, biostatistics, sediment contaminants, TMDL support, and habitat

restoration planning andmonitoring. Scott received a B.S. in Environmental Toxicology fromU.C. Davis, and anM.S.fromSanDiegoStateinEnvironmentalHealthSciences.

SteveCarroll is the supervising engineer forDucksUnlimited's projects in the San FranciscoBay Area and coastal California. He was fundamental in the growth of the program andfoundedandsupervisestheBayAreaofficeandengineeringservices.Hehasover20yearsofengineeringandrestorationexperiencewithin theenvironmental fieldandhasbeendirectlyresponsiblefortheengineeringdesignandconstructionofover40,000acresofseasonalandtidal wetland restoration and enhancement projects totaling $60 million in project fundingagreements. Complementary to his restoration experience, Steve has designed andimplemented fisheries projects including fish screens and ladders, has extensive experiencewithmarineconstructionandthedeliveryoftidalrestorationsinshallowwaterenvironments,andwiththedesignand implementationofADApublicusefacilities.Hehasastrongproject

and constructionmanagement background, and has successfully delivered numerouswetland restoration projects ofvaryingscope,sizeandcomplexity.StevehasalsobeentheleadonthemajorityofDucksUnlimited'sdredgingandbeneficialreuseprojects.

DanChasehasmorethan10yearsofexperienceasafisheriesbiologist.HeearnedhisMSinPhysiologyandBehavioralBiologyfromSanFranciscoStateUniversityandBSinConservationandResourceStudiesfromtheUniversityofCalifornia,Berkeley.DanhasextensiveexperiencewithfisheriesrelatedissuesthroughoutCalifornia,andcurrentlyholdsaRecoveryPermitfromtheU.S.FishandWildlifeService(USFWS)fortidewatergoby.Histechnicalexpertiseincludesfisheriesecology;fishpassageevaluation;fishrescue,relocation,andmonitoring;geomorphicsurveying,specialstatusspeciessurveys;habitatassessments;andeelgrasssurveys. Danhasexperience with environmental permitting, from preparation through implementation of

permit compliance,mitigation,andmonitoring, includingEndangeredSpeciesActSection7andEssentialFishHabitatconsultation, California Department of Fish andWildlife (CDFW) Streambed Alteration Agreements, CDFW IncidentalTakePermits(2081),andbiologicalresourceassessmentspreparedfortheCaliforniaEnvironmentalQualityAct(CEQA).

MeganCollinsisacoastalandwaterresourcesengineerbasedintheOaklandAECOMoffice.Shehas10years’experienceinthefieldofcivilandenvironmentalengineeringwithafocusinmarsh restoration design, dredging design and construction, beneficial reuse of dredgedmaterial, dam removal, river and inter-tidal system hydrodynamicmodeling, environmentalpermitting,and industrialstormwatertreatment.Currentprojects includetheSouthBaySaltPond Restoration Project at the Southern Eden Landing Ponds and the Searsville Dam &

Reservoir Alternatives Study in Santa Clara County.Mrs. Collins obtained herMS and BS in Civil and EnvironmentalEngineeringfromStanfordUniversity,withafocusinenvironmentalfluidmechanicsandhydrology.ShehasalsoearnedacoastalengineeringcertificatefromOldDominionUniversity.

David Doak has been employed with the U.S. Army Corps of Engineers at the San FranciscoDistrictofficeforthelast19years,whereheservesastheNavigationTechnicalManagerintheDistrict’sEngineeringBranch.Heprovidesengineeringtechnicaloversightandqualitycontrolforthe District’s dredging projects, as well as coordination and collaboration with the resourceagencies, non-governmental organizations, andproject stakeholders.David also participates inthe Long TermManagement Strategy (LTMS) effort to reduce in-bay placement andmaximizebeneficialuseofdredgedmaterial,whileensuringthemostcosteffectivemannerofdredging.HeholdsaBachelorofSciencedegreeinCivilEngineeringfromtheUniversityofNewMexicoinAlbuquerqueandheisaregisteredProfessionalEngineerintheStateofCalifornia.

Mr.Doak is the formerProjectManagerand leadengineer for theOaklandHarbor -50-footNavigation ImprovementProjectthatwascompletedin2010andalsoreceivedthe“TransportationProjectoftheYear”awardfromtheregionalchapteroftheAmericanSocietyofCivilEngineers(ASCE)in2010.Thisprojectremovedapproximately12.5millioncubicyards of dredged material from the Oakland inner and outer harbors and placed approximately 95 percent of it inbeneficialuse sites. Thesebeneficialuse sites include the federalwetland restorationprojectat the formerHamiltonArmyAirfieldinNovato,theprivatelydevelopedMontezumawetlandssiteinCollinsville,andtheongoingconstructionattheMiddleHarborEnhancementArea(MHEA),whichwillprovideaquatichabitatatthePortofOakland.TheMHEAdesignhasalsobeenawardedthe“EngineeringExcellence”awardfor2011bytheASCE.

JaclynGnusti isacivilengineerwithAnchorQEA,LLC, inSanFrancisco.Forthepast18years,she has specialized in the planning, design, cost estimating, contracting, and constructionsupportofdredgingprojects.HerworkhasspannedtheGulfCost,NewYork,BritishColumbia,and Africa; however, her core dredging focus has been the dynamic and complicatedenvironment of the greater San Francisco Bay Area. Her regional project experience rangesfromdeepeningandnewworkplanningofverylargedeep-watershipchannelstomaintenancedredgingofsmallshallow-watermarinasanddocks.InherroleasthechairoftheDredgingandBeneficialReuseCommittee,herfocushasbeentodevelopandsupportregionalinitiativesthatbalancebothenvironmentalandeconomicresponsibility.

LarryGoldzband joinedBCDC as ExecutiveDirector inAugust 2012. Prior his appointment,LarryworkedformembersofboththeU.S.HouseofRepresentativesandtheU.S.Senate,wasChief Deputy Cabinet Secretary for former Governor PeteWilson, and was Director of theCalifornia Department of Conservation. In the private sector, he managed Pacific Gas andElectric Company's charitable contributions program for over ten years and was ExecutiveDirectorof thePG&ECorporationFoundationuntil July2010. In thenonprofit sector, LarrywasPolicyDirector forEfficiencyFirstCaliforniaprior tostartingatBCDC. Inaddition,Larrytwice served as a BCDC Commissioner for a total of almost ten years. Larry received hisundergraduatedegreefromPomonaCollegeandhisMBAfromtheKelloggGraduateSchoolofManagementatNorthwesternUniversity.

JoshGravenmierisaPrincipalScientist/TechnicalExpertwithARCADISinWalnutCreek,Californiawithmorethan25yearsofexperienceintheenvironmentalscienceandconsultingspace.Specialtiesincludetheoilandgasindustry;sedimentevaluationanddredgingprograms;emergencyprevention,planningandresponse;brownfieldredevelopment;andprogramoversightforpublicandfederalclients.Heisaprogrammanagerwithextensiveexperiencedesigning,implementing,managing,permitting,andinterpretingextensivesedimentevaluationsaswellasprovidingenvironmentalcomplianceduringsediment

constructionmanagementandrestoration.Mr.GravenmieralsoservesasaRegionalManagerfortheARCADIS’EmergencyResponseandRecoveryServiceTeamandhehasbeenanactivememberoftheBayPlanningCoalitionformanyyears,currentlyservingontheBoardofDirectorsasanExecutiveBoardMemberandontheDredgingandBeneficialReuseCommittee.\

Beth Huning is the Coordinator of the San Francisco Bay Joint Venture, a public-privatepartnership for wetlands protection and restoration. She has been actively involved inwetlands conservation in the Bay Area over 30 years, including 18 yearswith theNationalAudubonSocietyinvariouscapacitiesandasthedirectorofRichardsonBayAudubonCenter&SanctuarywhenshehelpedfoundandchairtheJointVenture.SheholdsaBAingeographyandwashonoredin2001asaFellowbytheStanfordGraduateSchoolofBusinessCenterforSocial Innovation for non-profit management. In her free time, she hikes, kayaks, dances,photographs,andtravelstheworld.Anaccomplishedphotographer,sheisthe2011recipientof the North American Nature Photography Association’s Philip Hyde Grant award forconservationphotography.

AmyHutzelisaDeputyExecutiveOfficerattheCoastalConservancy,whichworkstoprotectopen space, increase public access and recreation, and restore wildlife habitats along theCoastand in theBayArea.Sheworked in theSanFranciscoBayAreaProgramof theStateCoastalConservancy for15years,onsuchprojectsas theHamiltonRestoration,NapaRiverSaltMarshandtheSouthBaySaltPonds.SheisthecurrentchairoftheSanFranciscoEstuaryPartnership and the Bay Area Ecosystems Climate Change Consortium. She has a bachelor

degree in urban and environmental planning from theUniversity of Virginia. Sheworked as an educator at the SanFrancisco BayNationalWildlife Refuge, Kilauea PointNationalWildlife Refuge, and Save TheBay prior to joining theCoastalConservancy.

DavidIvesterfocusesonlanduse,environmental,andnaturalresourcelaw.Hehasrepresentedlandowners,developers,publicentities, energy companies, andvariousotherbusinessesonawide variety of environmental, land use, land title, and water quality issues before federal,state,and localregulatoryagenciesandstateandfederal trialandappellatecourts.Davidhasfrequentlylecturedandwrittenaboutenvironmentalandlanduseregulation.

David regularly represents clients in federal, state, and local regulatory agencies on land use,environmental review, wetlands, endangered species, water quality, and natural resourceissues. He has broad experience with the U.S. Army Corps of Engineers, EnvironmentalProtection Agency, U.S. Fish and Wildlife Service, National Marine Fisheries Service, Federal

EnergyRegulatoryCommission,CaliforniaDepartmentofFishandGame,StateWaterResourcesControlBoardandtheRegionalWaterQualityControlBoards,CaliforniaCoastalCommission,CaliforniaEnergyCommission,SanFranciscoBayConservationandDevelopmentCommission,andcitiesandcounties.

David’s litigation experience includes federal and state suits involving the CleanWater Act, Endangered Species Act,NationalEnvironmentalPolicyAct(NEPA),FederalFloodInsuranceAct,RiversandHarborsAct,CaliforniaEnvironmentalQualityAct (CEQA), California Endangered SpeciesAct, Fish andGameCode, Porter-CologneAct, Permit StreamliningAct,andregulatorytakingsundertheU.S.Constitution.

Jim Levine is a Bay Area entrepreneurwith a UC Berkeley graduate degree in environmentalengineering.Forfouryears,duringandaftergraduateschool, Jimwasaproudmemberofthestaff of the RWQCB in Oakland, working there on emergency response, site cleanup, andtreatmentplantfieldoperationsandrecovery.

Jim then went on to co-found the Levine*Fricke group of companies, of which the US-wideenvironmental consulting and contracting firm was sold in 1998. Levine*Fricke successfullyremediatedCalifornia’sfirstSuperfundsite,workedonover2,500projectsandworkedwiththeUSArmyandNavytopioneertechnologiestostabilizenuclearmaterials.

Twenty years ago, Levine began the Montezuma Wetlands restoration project, helping topioneer the use of dredged sediment to accelerate the restoration of tidal wetlands and other habitat, influencingfederalpolicyondredging,wetlandsandfundingaroundthecountry.Montezumahassincereceivedcloseto7millioncubicyardsofsedimentwhilereadyingthefirst500-acresofwetlandsforfullrestoration.

For fouryears, Jimservedas theLegislature’sappointedCommissioner to theSFBayConservationandDevelopmentCommission,servedasaTrusteefortheOaklandChildren’sHospital,aboardmemberfororganizationshelpingat-riskyouth,along-timetrusteeforEcoleBilingueofBerkeley,andwasalong-timeadvisoryboardmemberforUCBerkeley’sCollege of Engineering. Jim is currently amember of the Bay Area Council Executive Committee and co-chair of theCouncil’sWaterCommittee.Hehasalsoservedasalong-timeBoardmemberfortheBayPlanningCoalition.

Jimhasalsoworkedasanowner,developer,consultantandmediatoronrealestateprojectsoverthepastfifteenyears.

JimMcNally isManson Construction Co.’s Executive Vice President andWest Coast RegionalManager. He has 30 years of experience as a civil engineer in the dredging and marineconstructionindustry.Heoverseesthemanagementoffourbusinessunitscontributingroughlyhalf ofManson’s annual revenues and also overseesManson’s Equipment group, supportingthemanagementofManson’snationalfleetofdredges,derricksandsupportvessels.Jim’sBayArea Dredging experience includes oversight of the completion of the Hamilton Wetlandproject,includingthenegotiationofacontractextensionwiththeUSACESFDistricttoprovideunloading services for various O&M projects. Jim has been directly responsible for the

executionofManson’sdredgingworkintheBaysince2009.PriortojoiningManson,Jimspent4yearswithMoffatt&Nicholand19yearswithGreatLakesDredge&Dock,wherehemanagedmajordeepeningprojectssuchKVK4AinNY,Pier400inLosAngelesandPhase3b&coftheOaklandDeepening.JimhasaBSinCivilEngineeringfromtheUniversityofRhodeIsland.HehasalsocompletedtheExecutiveprogramatUCLA’sAndersonSchoolofBusiness.JimcurrentlylivesinIrvine,California.

JeffMelby is aProjectManagerat theCoastalConservancy, andmanages theHamilton/BelMarin Keys Restoration Project, Dutch Slough Restoration, and several other grants andprojects in the San Francisco Bay Area to protect and restore habitats and provide publicaccess opportunities. He has 30 years of experience in environmental investigation,remediation, protection, conservation and restoration. He has a Bachelor’s degree fromCornellUniversity,aMaster’s inHydrogeology,and isaCaliforniaProfessionalGeologistandCertifiedHydrogeologist.

BrianRosshasbeenwithEPAforover30years.Brian’sdegreesareinFisheriesSciencefromtheUniversityofWashingtonwherehestudiedtheeffectsoftheMt.St.Helenseruptionsonsalmon runs. Before coming to San Francisco in 1991 he worked in EPA’s Seattle office ondredging and sediment testing, and in EPA’s Alaska office working on North Slope oilfieldissuesandtheExxon-Valdezoilspill.HehasbeenintheBayareadoingdredgingandsedimentmanagementworksince1991,andwasanearlymemberoftheteamthatdevelopedtheLTMSandtheDMMO.

RichardSinkoff istheDirectoroftheDivisionofEnvironmentalProgramsandPlanningatthePortofOakland.Inthisrole,Mr.SinkoffleadsthePortofOakland’sregulatory,environmentalcompliance,safetyandpermittingprogramsfortheseaport,OaklandInternationalAirportandthePort’scommercialrealestatedivision.

In 2007-2009,Mr. Sinkoff directed the Port of Oakland’sMaritime Air Quality ImprovementPlan (MAQIP). In 2012, the Port’s updated emissions inventory showed a 70% reduction indiesel particulate matter (DPM) frommaritime-relatedmobile sources. In 2010,Mr. SinkoffdirectedthePortofOakland5-yearStrategicPlan.

Mr. Sinkoff is a Board Member of the Bay Planning Coalition, an Oakland-based maritime industry coalition thatadvocatesforsustainablecommerce,industry,infrastructure,recreationandthenaturalenvironmentconnectedtotheSanFranciscoBayanditswatershed.In2014,Mr.SinkoffwaselectedVicePresidentoftheBayPlanningCoalitionforatwo-yearterm.

Mr. Sinkoff is a graduate of Columbia University (BA, Urban Studies and Architecture History, cum laude) and UCBerkeley(MasterofCityPlanning).In2006,Mr.SinkoffcompletedhisJurisDoctorate(JD)fromGoldenGateUniversitySchoolofLawinSanFrancisco,wherehewasawardedtheGrotiusAwardforAcademicExcellenceinInternationalLaw.

Mr.Sinkoffisanavidswimmer,cyclist,andskierandenjoysyear-roundhikinginCaliforniaandsummerascentsintheHighPeaksRegionofNewYorkState’sAdirondacks.
