Welcome! SIMCelt is… • An EU-funded programme designed to

facilitate the implementation of the Maritime Spatial Planning Directive in the Celtic Seas (OSPAR III + pink extension)

• A 2-year project, ending in December 2017; budget of €1.8 million

• A Partnership between Ireland, France and the UK (Scotland & Northern Ireland)

• Designed to test aspects of MSP across borders and between countries at different stages of the marine planning process.

How to play the game… 1. Choose your game and stand around one of the game boards. Pick a role to play.

2. The game board has been set with a number of existing uses already in place, e.g. shipping lanes, wildlife habitats, land-based infrastructure, etc.

3. Within the geographic teams (i.e. countries or individual municipalities), Planners and Nature Conservation Advisors review the economic and ecological functions of your area. These may be in addition to those already in situ, reflecting the visions of each geographic area.

4. Planners and Nature Conservation Advisors place these tokens on the game board, explaining to the other players what is placed and why.

5. During this time, Marine Industry Representatives should think where they want to see developments relating to their interests. They will place their tokens on the map to suggest Blue Growth opportunities. These may, or may not, coincide with the ones put in by the Planners!

6. Some activities may compete with each other for space and resources – negotiate to decide which takes precedence!

7. All players take a step back from the map and observe the result. Potential conflicts are discussed and, if possible, are resolved within individual teams or flagged-up for discussion between different administrations at a more strategic level.

8. Take 5-10 minutes for debriefing with your Facilitators; focus on process and result.

To understand more about the marine planning process they outlines, at different scales;

To see where and how MSP and marine activities might reinforce and benefit each other;

To be aware of where and how activities and ideas might get in each other’s way;

To consider whether marine activities and land/sea interactions are taken into account by MSP processes and responsible authorities;

To think about what can improve the alignment between MSP and those making use of marine and coastal resources;

To see the opportunities for innovation, business development and entrepreneurship in MSP.
